1 General

1.1 Scope of Work

1.1.1 Supply equipment in accordance with the requirements of the General Conditions
of Contract, Special Conditions of Contract, Technical Specifications, Technical
Data Sheets, Drawings, and the Standard Specifications.

1.1.2 Supply, deliver, install, test, and commissioning of high-speed floating aerators in
the aerated and the three sedimentation lagoons.

1.1.3 Supply each aerator complete with motor, electrical power supply cables, cable
floats, drive shaft, impeller, volute, flotation assembly, suction cone, anti-vortex
baffles, anti-erosion plates, replaceable mooring eyes, power supply cables,
tethering cables, and all specified appurtenances.

1.1.4 Provide instructions and procedures for installation, start-up, testing and
commissioning.

1.1.5 Provide experienced technicians/engineers for supervision, installation, on-site


testing, and commissioning.

1.1.6 Supply spare parts, lubricants, and special tools, including any special lifting
devices or beams necessary for installation, removal of individual components for
maintenance or overhaul.

1.1.7 Provide all Quality Assurance services associated with the equipment supply
including the Manufacturer’s Data Record.

1.1.8 Provide Operator Training

1.1.9 Provide certified equipment drawings and data sheets.

1.2 Process Description

The Dongara high-performance aerated lagoon system consists of an aerated lagoon


and three sedimentation lagoons. The aerated lagoon and the three sedimentation
lagoons operate in series.

The scope of works includes replacement of all the aerators in the aerated lagoon and
the sedimentation lagoons. The aerated lagoon is equipped with four aerators
(3duty/1standby) and each sedimentation lagoon with a single duty aerator.

The aerated lagoon is aerated to allow for the biodegradation of the BOD in the influent
flows.

The sedimentation lagoons are aerated to maintain an aerobic layer on the surface of the
lagoon and to exhaust carbon dioxide to limit algae growth. In addition, the sedimentation
lagoons are aerated for stabilising biosolids settled out in the lagoons.

Replacement of the existing aerators of the aerated and the sedimentation lagoons are
required since the existing units are structurally unsafe, worn out, and have reached the
end of their operating life.
1.3 Codes and Standards

All equipment and procedures to comply with the relevant International and Australian
Standards and the requirements of the relevant Australian Statutory Authorities.

1.6 Submittals for Review (After Award of Contract)

1.6.1 Submit the following information for review following award:

a) Certified drawings including dimensions and sectional view of equipment showing


details of construction, arrangement and installation, and structural connections.
b) Detailed site location and arrangement for all aerators.
c) Detailed inspection schedule and check sheets for all electrical and mechanical
items.

1.7 Submittals Prior to Equipment Delivery

1.7.1 Submit the following information prior to equipment delivery:

a) Parts list complete with list of recommended spare parts.


b) Testing results for individual aerators confirming the actual oxygenation
capacities and efficiencies.
c) Updated Operating and Maintenance manuals for the equipment and all
associated drives, ancillary systems, instruments, and controls etc.
d) Three hard copy originals and one electronic copy of the training program
and notes.
e) Manufacturer’s Data Record including all Factory Acceptance Testing
Certification.

1.8 Site Environmental Conditions

1.8.1 The listed equipment will be installed in the aerated and sedimentation lagoons of
the Dongara WRRF.

1.8.2 Dongara WRRF is a coastal plant.

1.8.3 The equipment supplier shall design equipment to operate satisfactorily under the
following site environmental conditions:

a) Temperature: 0°C to 50 °C
b) Humidity: 10% - 100% relative humidity

1.8.4 The equipment supplier shall design equipment suitable for installation in the
above conditions and be resistant to attack from any extraneous gases such as
hydrogen sulphide that could be present at a sewage treatment plant.

1.9 Service Conditions

1.9.1 Select and design aerators specifically for continuous or intermittent operation
without fouling caused by debris, screenings, and material in the influent flow.

1.9.2 Fluid in the plant lagoons is expected to contain a combination of fibrous and plastic
materials, grit and organic debris from road litter.

1.9.3 Expected lagoon Suspended Solids concentration of 100 to 500 mg/L.

1.10 Site Utilities

The available power supply on site is as follows:


1.10.1 Power:

415 volt 3 phase 50 Hz

1.11 Labelling

1.11.1 Clearly label each equipment item with its equipment number in a readily
discernible position. Provide engraved stainless-steel labels with capital block
lettering not less than 6mm high.

1.11.2 Attach a technical data label to each item of equipment showing the name of the
item, name of manufacturer, model and serial numbers, rated speed and capacity
as appropriate. Such information depends on the equipment item, e.g. for a
gearbox show the reduction ratio, for a motor show the rated voltage, full load
current, etc.

1.11.3 Provide all necessary warning or hazard labels at visible locations complying fully
with statutory requirements to ensure the safety of operating and maintenance staff.

1.11.4 Use a minimum of two 316 stainless steel rivets or screws for fixing labels.

1.11.5 Prepare a schedule of all equipment labels and submit to the Purchaser for
approval prior to manufacture.

1.12 Shipment, Protection and Storage

1.12.1 Prior to shipment, protect equipment adequately against corrosion and accidental
damage by proper packing and/or by other approved means for the whole period of
transit, storage, and installation.

1.12.2 Deliver and offload equipment at the Site intact and undamaged. Pack equipment
to withstand any rough handling that might occur throughout shipping, transit, and
associated loading and offloading.

1.12.3 Pack and protect equipment for outside storage at the Dongara WRRF or other
nominated storage areas until required for installation.

1.12.4 Repair at the Supplier’s expense any damage to paintwork, fittings, sheet metal
work, electrical components or instruments sustained during transportation and
handling.

1.13 Special Considerations

1.13.1 Obtain approval of certified drawings prior to any fabrication.

1.13.2 Prior to any fabrication, verify all design dimensions, requirements, and parameters
included in this specification.

1.13.3 Prior to any fabrication, ensure compliance with the Water Corporation Welding
Specification WS-1.

1.13.4 Prior to any fabrication, obtain approval on QA System, Inspection Test Plan
Welding Procedures, and Welder Qualifications.
2 Products

2.1 General

2.1.1 Design floating aerators for mixing and aeration.

2.1.2 Design floating aerators to induce an updraft through a pumping action.

2.1.3 By agitating the wastewater vigorously, air is entrained in the wastewater causing
rapid change in the air-water interface to facilitate dissolution of air.

2.1.4 Supply equipment of proven design for effective aeration and mixing of the lagoon
contents.

2.1.5 Supply aerators with the following features:

a) Capable of operation for long periods without attention.


b) Robust and reliable in operation.
c) Non-clog design.

2.1.6 Design, size, and select all aerator components to meet the torque requirements
under full load start-up and operating conditions.

2.2 Design Criteria

The equipment supplier shall design equipment in accordance with the following design
criteria:

2.2.1 Provide products, modified as necessary by the manufacturer, to meet the following
operating conditions:

a Mass of oxygen introduced by the aerator over a period into a body of completely de-
oxygenated water divided by the power input to the motor (KWh) over the same period (wire to
water), at site conditions (using ASCE testing methods)

2.2.2 Ensure that maximum power absorbed by aerator not to exceed 90% of installed
power.

2.2.3 Size the aerated lagoon aerators not to damage the aerated lagoon clay liner.

2.2.4 Size sedimentation lagoon aerators not to disturb the sludge layer in the
sedimentation tanks designed to build-up to a depth of 1.4m below the TWL. The
average depth of the three sedimentation lagoons is about 2.8m.

2.2.5 Provide all equipment with a minimum design life of 25 years based on continuous
operation at the specified design loadings.
2.3 Materials

Equipment shall be manufactured from materials detailed in the below table:

2.4 Equipment Design and Construction

2.4.1 General

a) Design all aerator components to passively resist corrosion from free and
combined chlorine residuals, chlorides, hydrogen sulphide fumes,
condensation containing sulphuric acid residual, sulphates and any other
constituents normally found at facilities treating municipal sewage.
b) Isolate or carefully select dissimilar metals to prevent galvanic corrosion.
c) Use the same size aerator frame and floats for all the aerators included in
this specification.

2.4.2 Aerator Impeller and Shaft

a) Design a non-clog high efficiency impeller.


b) Design impeller shaft to transfer the applied torque and to resist axial and
radial loads.
c) Provide impeller with a precision machined hub for connection to the motor
output shaft.
d) Provide an Archimedes-type impeller design utilising two flights to lift the
water up to the rotating diffuser.
e) Design rotating diffuser to discharge water radially at the surface.
f) Balance impeller dynamically to prevent vibration exceeding 50µm (peak to
peak).
g) Design impeller to prevent cavitation.

2.4.3 Volute

a) Provide a cylindrical shape volute without any internal protrusions or


obstructions.
b) Limit the radial clearance between the impeller and the volute tube wall to a
maximum of 5mm for maximum energy efficiency.
c) Reinforce the volute using gussets welded around the outer perimeter of the
volute. Contain gussets within the flotation cell.
d) Provide a suction/intake cone connected to the underside of the volute.
e) At the inlet of the suction cone, install four anti-vortex baffles.
f) Provide an anti-erosion plate at the base of the four anti-vortex baffles.
g) Design volute, suction cone, anti-vortex baffles, and ani-erosion plate to
support the entire weight of the aerator when the unit is free-standing on
level ground.
h) Design suction cone with a maximum intake velocity of 1.5m/s.
i) Design suction cone with a maximum angle of 15 degrees and a 30-degree
bellmouth at the intake.

2.4.4 Aerator Floats

a) Provide aerator with a circular float.


b) Design float system to ensure that the aerator’s centre of gravity is located
beneath the water surface to provide maximum stability.
c) Size floats to ensure a float freeboard of up to 50mm for optimum aerator
performance.
d) Design and construct float as a single unit filled with polyurethane foam of
the closed cell type.
e) Design float with up to 20% reserve buoyancy for stability and to prevent
capsizing of unit.
f) Provide float with three replaceable mooring eyes.
g) Provide 3 x 25m minimum tethering cables per aerator. Extended cables are
required to allow operator to move aerators to the existing floating jetties for
maintenance purposes.
h) Provide suitable cable floats to keep tethering cables above water in sections
that may be on top or submerged in waste water.

2.4.5 Aerator Motor Frame

a) Design aerator motor frame with a mounting flange to support the aerator
motor.
b) Design aerator motor frame with a lifting saddle.
c) Bolt motor frame down to the aerator float.
d) Design motor frame suitable for the design loads imposed by the impeller.
e) Equip aerator with an anti-splash shroud / spray deflector to protect the
motor.

2.4.6 Motor

a) Select motors in accordance Water Corporation Electrical Design Standard


DS26.6. In lieu of using the Tender Technical Response Schedule in DS26-
6, complete the motor data sheet instead included in Appendix 4 of Section
AP of the specification.
b) Provide motors which normally operate continuously in one direction.
c) Unless otherwise noted, provide suitably sized electric motors which are
energy-efficient, low noise, 415/3/50 VAC, TEFC.
d) For the aerated lagoon aerators, provide 4 pole 7.5 kW motors not
exceeding 1470r/min at 50 Hz.
e) For the sedimentation lagoon aerators, provide 4 pole 2.2 kW motors not
exceeding 1470r/min at 50 Hz.
f) Design aerators for fixed speed operation.
g) Provide motor with a single-piece, solid shaft continuous from the top bearing
to the flange type coupling where connected to the impeller shaft.
h) Provide grease lubricated roller bearings.
i) Provide bearings with grease points situated at readily accessible points on
the assembly.
j) Rate each bearing in accordance with AFBMA Methods of Evaluating Load
Ratings of Ball and Roller Bearings
k) Minimum B-10 life of 100,000 hours as determined using the maximum
specified equipment operating speed.
l) Design motor bearing to accommodate hydraulic thrust loads imposed by the
impeller.
m) Provide all associated power supply cables.

2.5 Electrical and Controls

2.5.1 Provide aerators with suitably sized electrical supply cables complete with cable
floats. Allow for 30m minimum cable length for the individual aeration lagoon
aerators and 20m minimum for the individual sedimentation lagoon aerators.

2.5.2 Equip aerator power supply cables with decontactor plugs compatible with the
existing plant decontactor socket outlets.

2.5.3 Control Software Functionality

a) The supplier shall ensure that the supplied equipment is compatible with the
existing plant control system.
b) The supplier shall provide a functional control description for the aerators,
which, as a minimum, includes the following:
• Any safety interlocks required for personnel or equipment protection.
• Required equipment fail-safe state in the event of power failure.
• Crash stop requirements.
• Alarm requirements.
• Any trending requirements and data to be recoded (specify the data
items) that would enable improved performance or enhance
maintenance and reliability of the equipment or system.
• Control sequences including normal and abnormal operation.
2.6 Protective Coatings

2.6.1 Apply coating systems in accordance with Water Corporation’s DS95 – Standard
for the selection, preparation, application, inspection and testing of protective
coating on Water Corporation assets – Sections A1, D1 and H2.

2.7 Spare Parts

2.7.1 Nominate a recommended list of spare parts and stock levels to be held both at the
plant and at the store of the Supplier’s local representative (in Perth). This list to
include the following:

a) Description.
b) Part Number, make and model.
c) Manufacturer, Supplier and Local Agent Details.
d) Origin of spare part and delivery lead time

2.7.2 Provide any special tools required for the normal operation and maintenance of the
equipment.

2.7.3 Provide a maintenance schedule including major overhaul events.


3 Manufacturing, Delivery and Onsite Requirements

3.1 Factory Inspection and Testing

3.1.1 Conduct certified performance test for compliance with the specified performance
requirements.

3.1.2 Shop assemble and test equipment to ensure proper assembly, alignment and
adequacy of all functional parts and drives.

3.1.3 Provide 4 weeks’ notice in advance for certified performance testing, inspection of
materials, components, assemblies, and fabrications used in the Works.

3.1.4 Certified performance testing of individual aerator’s actual oxygenation capacities


and efficiencies.

3.1.5 Provide a program of all tests and notice of at least four weeks prior to commencing
any test. The Factory tests may be viewed and verified by an independent
Inspector.

3.1.6 Conduct Factory Acceptance Tests on all equipment to verify the specified design
and performance requirements prior to dispatch.

3.2 Installation, Pre-Commissioning and Testing

3.2.1 Provide 4 weeks’ notice in advance for equipment installation and commissioning.

3.2.2 Lift out and remove existing slow speed aerators to a location on site identified by
the Water Corporation representative.

3.2.3 Replace the four aerated lagoon aerators one at a time to ensure at least three
functional aerated lagoon aerators at any given time.

3.2.4 Replace the three sedimentation lagoon aerators one at a time to ensure at least
two functional sedimentation lagoon aerators at any given time.

3.2.5 Install new aerators complete with new tethering cables and power supply cables.

3.2.6 Provide 4 weeks’ notice to Water Corporation representative to witness any testing,
as per the agreed ITP.

3.2.7 Provide the services of qualified technical manufacturer's representative for


installation, on-site testing, and commissioning.

3.2.8 Complete the following pre-commissioning tests and acceptance:

a) Check installation for compliance with the design, specifications and


manufacturer’s instructions using available data (design drawings,
manufacturer’s drawings and manuals, process and instrument drawings,
schematic diagrams, connection diagrams, wiring diagrams etc.).
b) A static and dimensional inspection to establish that all items of equipment
are complete and that the equipment is ready for no-load operation.
c) All equipment and motor identification numbers are installed, pipe labels
installed, inspection of painting and protective coatings, safety signs
installed, safety equipment installed.
d) Check alignment of all components such as motors, gearboxes and adjust if
necessary.
e) Check that shafts rotate without binding.
f) Check lubrication systems and grease where necessary and that all bearings
contain lubricant.
g) Check that all equipment, safety devices and equipment protection devices
are installed and function properly.
h) Examine protective coatings and repair as necessary.
i) Inspection and testing of mechanical and electrical equipment and
certification by the manufacturer that the installations comply with their
recommendations.
j) Confirm satisfactory operation of all mechanical equipment.
k) Confirm satisfactory operation of all electrical equipment.
l) Any other manufacturer’s recommended checks.
m) Refer to electrical drawings and review and test all signal points.
n) Update the system to disregard the aerator gearbox oil level relays for all
aerated and sedimentation lagoon aerators since the new high-speed
aerators will have no gearboxes.

3.2.9 Provide a written report at the completion of the pre-commissioning certifying that
the equipment has been correctly installed and aligned, is free from any undue
stress imposed by connecting piping, chutes, conveyors or other adjoining
equipment, support structures, fixings or anchor bolts and that the entire system is
fully lubricated, connected and operates satisfactorily.

3.3 Commissioning

3.3.1 Commissioning of the equipment, including the following tests:

a) The installation and any other related systems are clear of all debris and
matter that could cause damage to the equipment.
b) No-load operation to demonstrate that all equipment functions successfully,
both separately and as components of integrated systems.
c) Check normal start up and shut down.
d) Check emergency shutdown.
e) Check for smooth running of all equipment under field control.
f) Check all sequences under manual control.
g) Check all sequences under SCADA control.
h) Any other manufacturer’s recommended checks.
i) Equipment performance at the specified duties and operating conditions.

3.3.2 Provide a Commissioning Report at completion of the commissioning to include the


following:

a) Commissioning Procedures followed.


b) Inspection and Test Sheets completed and signed.
c) Any adjustments made during commissioning.
d) Listing all equipment and instrument and control settings.

OPERATIONAL DATA

2) SUPPLIER IS TO COMPLETE THE "SUPPLIER MOTOR DATA" SECTION OF THIS DATA SHEET, IN LIEU OF THE "TENDER TECHNICAL RESPONSE SECTION" IN THE SPECIFICATION.
3) MOTORS SHALL HAVE S1 POWER RATINGS OF AT LEAST 110% OF THE MAXIMUM LOAD (ABSORBED POWER) OF THE DRIVEN EQUIPMENT.
4) MOTOR ANTI-CONDENSATION HEATERS SHALL BE PROVIDED AS INDICATED ON THIS DATA SHEET.
- ANTI-CONDENSATION HEATERS SHALL BE SIZED TO RAISE THE TEMPERATURE INSIDE THE MOTOR SEVERAL DEGREES ABOVE THE DEW POINT TEMPERATURE
- ANTI-CONDENSATION HEATERS SHALL BE LOCATED SUCH THAT HEAT DISSIPATION DOES NOT DAMAGE OR EMBRITTLE THE MOTOR PAINT FINISH, MOTOR WINDING INSULATION,
