Scope
[I] This Global Practice (GP) covers the design, fabrication, and inspection of dampers and guillotines
used for isolation and/or control in air and flue gas service associated with fired heaters, boilers, and other
fired equipment.
[I] An asterisk (*) indicates that a decision by Purchaser is required, or that additional information is
furnished by Purchaser.

3. Documentation
3.1. Proposal Information
[I] Vendor shall submit as a minimum the following information with the proposal:
1) General Arrangement drawings showing materials of construction, critical dimensions, and proposed
blade and sealing design
2) Proposed actuator and linkage design
3) * Guaranteed leakage rates and test procedure (if specified)

3.2. Review Information


[I] Vendor shall submit, as a minimum, the following information for review:
1) Engineering drawings to include assembly drawing with parts list and materials of construction,
details of blade clearances, bearing mounting and sealing, and any other information required to
perform detailed ductwork design
2) All calculations for shaft, blade and actuator design

3.3. Final Records


[I] The following information shall be submitted for final records:
1) Complete "As-Built" documentation issued for review
2) Final calculations

4. Design
1) * [O], [R] Purchaser shall specify maximum operating temperature and pressure, orientation, type of
damper and direction of opening, along with the degree of shut-off required. Actuator design and any
externally applied loads shall also be specified.
2) * [R] Mechanical design with respect to deflection and thermal expansion shall be based on a
temperature 200°F (110°C) above the maximum operating temperature. For stack dampers, vendor
shall check thermal expansion of damper during decoking operations.
3) * [R] The design pressure shall be the greater of 1.5 times the maximum differential operating
pressure or 5 in. of water gauge (125 mm w. g.).
4) * [O] Control dampers shall be of the multi-louver, opposed blade design.
5) * [R] All damper metal parts in contact with the flue gas shall be maintained above the acid dew
point.
6) [O], [R] Blades shall be attached to the shaft by welding, with appropriate stiffeners to limit
deflection and thermal distortion. Minimum blade thickness for single-layer designs shall be 3/16 in.
(5 mm); minimum thickness for double-layer design is 1/8 in. (3 mm).

7) [O], [R] Shaft end deflection shall not exceed 0.5 degrees due to weight and pressure loadings.
8) [R] Thrust collars shall be provided at the shaft ends to control axial movement of the shaft/blade
assembly.
9) [R] Shaft seals and clearances shall allow for at least 2 degrees of deflection, and accommodate
expected bearing misalignment.
10) [O] Tight shutoff dampers shall provide a minimum of 98 percent shut-off on area.
11) [O] The position indicator on the damper shall be easily visible from grade.

4.1. Actuator and Linkage Design


1) [O], [S] All dampers shall be fitted with limit stops, located external to the damper housing, to
prevent the blade from going beyond the desired range of motion. All stack and combustion air
control dampers shall also be provided with an adjustable mechanical stop to prevent full closure.
This stop shall act on the driven crank and be capable of withstanding full actuator force.
2) [O], [R] All dampers shall be lockable in position.
3) * [O], [R] Damper and actuator linkage design shall be approved and meet the following general
requirements:
a) Linkage between blades of multi-bladed tight shut-off dampers shall be adjustable.
b) Linkage shall provide positive control in both directions. A counterweight or other means to
ensure a fail open action in the event of linkage failure shall be provided.
c) All components shall be capable of accepting the full output force/torque of the actuator, in both
directions, at the maximum local air supply pressure.
d) Actuator input arm (or flange) shall be welded to the shaft.

4.2. Guillotines, Additional Design


1) * [S] Purchaser shall specify requirements for personnel entry on the isolated side of the guillotine,
when required.
2) [O] Blade shall be positively secured in open position and require open/closed indication.

5. Inspection and Testing


[R] All dampers shall be inspected by Owner's Representative prior to shipment.

6. Preparation for Shipment


1) [R] All dampers shall be secured to prevent undue movement during shipment and installation. All
temporary securing devices shall be clearly identified as such.
2) [R] All dampers shall be protected against atmospheric attack and mechanical damage during
shipment and storage.

Attachment: Purpose Codes Definitions


Code Description

C Assigned to paragraphs containing specifications whose primary purpose is reduced costs.


Reduced cost in this context refers to initial investment cost and does not include Life-Cycle
cost considerations. Life-Cycle cost considerations are captured under reliability,
maintainability, or operability purpose codes.
E Assigned to paragraphs containing specifications whose primary purpose is driven by
environmental considerations. Environmental considerations typically include specifications
intended to protect against emissions/leakage to the air, water, and/or soil. Deviations from the
specifications contained in such paragraphs require formal review and approval according to
local environmental policy.
I Assigned to paragraphs that provide only clarifying information such as Scope statements,
definitions of terms, etc.
M Assigned to paragraphs containing specifications whose primary purpose is to provide for
maintainability of equipment or systems. Maintainability provisions are those that facilitate the
performance of maintenance on equipment/systems either during downtimes or during on-
stream operations.
O Assigned to paragraphs containing specifications whose primary purpose is to assure
operability of equipment or systems. Operability is the ability of the equipment/system to
perform satisfactorily even though conditions are off-design, such as during startups, process
swings, subcomponent malfunction, etc.
R Assigned to paragraphs containing specifications whose primary purpose is to improve or
assure the reliability of equipment or systems. Reliability is a measure of the ability of
equipment/systems to operate without malfunction or failure between planned maintenance
interventions.
S Assigned to paragraphs containing specifications whose primary purpose is avoidance of
personnel or operational safety incidents. Any deviation from the specifications contained in
such designated paragraphs requires formal review and approval according to local safety
policy.
Personnel Safety: Refers to the avoidance of recordable personnel injuries; i.e., burns, cuts,
abrasions, inhalation, or exposure to dangerous substances, etc., that
could result in medical treatment, restricted work, lost-time incidents, or
fatalities.
Operational Refers to the prevention and control of process releases, fires, explosions,
