1. Scope

This technical standard specifies the requirements and methods for determination
and reporting of the weight and Centre of Gravity (C.o.G.) of new items
(Substations) for offshore installations contracted by Energinet.dk.

2. References

The following list of references includes relevant standards and guidelines which the
present standard is based on.

2.1 Codes and Standards


All regulations, codes and standards referred to in the present document shall apply
in the latest revision applicable at the beginning of the project unless noted
otherwise.

3. General

A weight monitoring system shall at the beginning of a project be established and


submitted to Energinet.dk for approval within 60 days of the contract award or as
stated in the contract.

The system must include a description of the calculations and procedures to be used.
It shall be documented that the key-personal involved in the weight reporting and
weighing have the necessary qualifications in the relevant activities.

The weight reporting and weighing shall be established in SI units.

At the completion of the project the actual weight and C.o.G. of the item (structure,
equipment, etc.) shall be determined by weighing.

All documentation applying to the weight reporting shall be updated during the
progress of the work and to be handed over upon request. The documentation shall
be included at handover as part of final documentation.

4. Software

The complexity of the project shall determine whether a relational-type database is


required for recording of the weight data and centre of gravity or whether
spreadsheet software can be used. Energinet.dk shall approve the selected method.

5. Definitions and abbreviations

5.1 Definitions
The weight monitoring and weighing is to be established according to the following
basic definitions.

5.1.1 Origo
The location of origo for the Centre of Gravity (C.o.G) shall be indicated on a drawing
and included in the weight report. The selected origo shall be approved by
Energinet.dk.

5.1.2 Weight condition classes

DRY

The DRY weight includes the weight of all items (electrical, piping, structure, etc.)
exclusive of any fluids.

LIFT

The LIFT weight includes all equipment present during the lifting operation.

OPERATIONAL

The OPERATIONAL weight represents the total in-place weight of the unit inclusive
live loads and variable loads.

5.1.3 Load Types

DEAD LOAD

Includes dead load of all permanent items.

LIVE LOAD

Includes loads from laydown areas, live load areas, temporary storage loads, etc.
The live load intensity shall be taken according to specifications in relevant design
basis or similar.

VARIABLE LOAD

Includes the weight of content in vessels, equipment, piping etc.

5.1.4 Weight Classes


The accuracy of the items included in the weight report is represented by the use of
weight classes denoted as (A, B, C or D)

CLASS A.

Weights are taken from weight certificates.

CLASS B.

Weights with a high degree of confidence are located in the weight class B. These
weights may be based on “approved for construction” drawings.

CLASS C.

Weights with a medium degree of confidence are located in this category. The
weights may be based on estimates.

CLASS D

Weights with a low degree of confidence are located in this category. The weights
can be based on early estimates or conceptual drawings etc.

Each of the above weight classes are represented by a corresponding weight growth
factor, ref. section 5.1.6.

5.1.5 Weight Contingency Class


The predicted total weight is described by three contingency classes, CURRENT,
EXPECTED and POSSIBLE.

CURRENT

This class gives the weight and C.o.G. of the item exclusive of weight growth factors.

EXPECTED

Represents the best estimate of the unit weight and C.o.G. corrected by the relevant
weight growth factor. Ref. section 5.1.6.

POSSIBLE

This condition represents the worst possible unit weight. The weight is corrected by
the relevant load factors given in section 5.1.6.

5.1.6 Weight Growth Factors
The weight growth factors corresponding to the above described weight classes are.

5.1.7 Reporting Levels


The reporting shall include the two levels given below:

LEVEL 1 This level includes a detailed list of all items that forms a unit. A
sum of the different categories, ref. section 0, shall be included in
the LEVEL 1 report. The report shall describe the conditions DRY,
VARIABLE, LIFT and LIVE load.

LEVEL 2 The level 2 report includes summations of selected units (Level 1


units). The report shall describe the conditions DRY, VARIABLE,
LIFT and LIVE load. Furthermore the report shall be generated for
the relevant categories described in section 0.

5.1.8 Weight Categories


Items included in the weight report shall be applied to relevant weight categories
according to discipline. The categories are:

 Structural

 Electrical

 Piping

 Mechanical

 HVAC

 Fire, gas & safety

 Live load

 Temporaries

5.1.9 Load Plans


Load plans shall be established for topside modules. The load plan shall include
information regarding equipment locations, escape routes, live load and lay down
areas. The load plan shall be based on equipment drawings.

Equipment shall be marked with a unique ID number which refers to the weight
report.

All items with a weight above 1 ton shall be included on the load plan.

6. Weight Report

The project weight reporting shall be systematically compiled and documented. It


shall be prepared according to the specifications given in the present technical
standard, i.e. the conditions DRY, LIFT and OPEARATIONAL shall be included and
divided into the load types DEAD, LIVE and VARIABLE LOAD.

In order to take inaccuracies into account the summarized load results shall be
presented as CURRENT, EXPECTED and POSSIBLE, hence the weight growth factors
are included in the reported results.

All included items in the weight report shall be given a description and reported with
exact weight and C.o.G. The items shall be reported as one item in DRY condition
and one item in VARIABLE condition if relevant.

6.1 Reporting Frequency


The frequency of the reporting depends on the complexity of the project or specific
project requirements stated by Energinet.dk.

Reporting intervals of 2 month are recommended or at agreed intermediate stages.

6.2.1 Introduction
The introduction in all weight reports shall have the necessary information to
understand the content of and background to the report.

As a minimum the introduction shall include descriptions of:

 Which major assemblies are included

 Cut-off date

 List of reported loading conditions (In-place, sea-transportation, lift, etc.)

6.2.2 Coordinate System


This section shall include a sketch and description of the selected origo for the C.o.G.
calculation. The origo shall be described in both horizontal and vertical position.

6.2.3 Discipline Load Summary


The discipline load summary shall include a list describing the weight of all disciplines
included in the weight report. The dry and operational weight shall be given for each
discipline as well as for the total summarized weight.

6.2.4 Weight Trend


The report shall include weight trend graphs for the three conditions indicating the
weight development since previous weight report revisions.

6.2.5 Changes since Last Report


Only the major changes in weight (>2%) and C.o.G. shall be included with a short
explanation of the reason for the change.

7. Weighing

Depending on the total weight of the unit the following criteria for weighing shall be
complied with, unless agreed otherwise in writing with Energinet.dk.

Units less than 25 t.

Weighing by the use of a single load cell or weighbridge is sufficient. There shall be a
minimum of one weighing immediately before load out.

Units between 25 t and 100 t

The weight and C.o.G. of the structure shall be determined by the use of load cells.
There shall be a minimum of one weighing at the following stage unless agreed
otherwise with Energinet.dk.:

 Immediately before load out.

Units above 100 t

The weight and C.o.G for the structure shall be determined by the use of load cells.
The weighing procedure shall be described in detail and based on ISO 19901-5. The
procedure shall be forwarded to Energinet.dk for approval at least 2 month in
advance of the planned weighing date. The description shall include the selected
equipment, method, personnel and safety aspects.

The weighing shall be witnessed and approved by a third party certifying agency.

There shall be a minimum of two weightings' at the following stages:

 When the structural steelworks have been erected or when the assembly is
structurally stable.

 Immediately before load out.

Please note that additional weighing at intermediate stages shall be performed, if


deemed necessary by Energinet.dk due to actual weight reporting or due to offshore
installation lifting capacity.

7.1 Weighing Procedure


The weighing shall be performed by experienced personal with relevant competences
in weighing operations.

The equipment used for the weighing shall be tested and calibrated at a company
approved laboratory immediately prior to use and after use. The certified accuracy of
load cell weighing elements shall be +/-0.5%.

A minimum of 2 spare load cells and 1 spare readout unit shall be available during
weighing. The spare load cells shall be tested as indicated on the previous page.

One weighing consists of three individual weightings' with change of load cell
positions. Data shall be collected for each weighing and the calculated total weight
and COG of each weighing shall be compared. If doubt arises on the accuracy of the
weightings' a new series of weighing shall be established.

Energinet.dk shall be notified five days in advance of the weighing in order to plan
witnessing of the weighing operation.

7.2 Weighing Report


The weighing report shall be submitted to Energinet.dk within seven days of the
weighing operation. The report shall include:

 Units of measurement
 Weighing results
 C.o.G. Calculation

 Calibration certificate of weighing equipment
 Weighing certificate
 Summary of temporary construction items, including their weight and C.o.G.
 Detailed list of installed items
 Final prediction report

7.3 Acceptance of weighing


It shall be documented that the structure during weighing is in horizontal level by
less than 3 mm per metre in all directions.

Mean weight and location of C.o.G shall be determined immediately upon weighing
completion, prior to removing of equipment.

The reading of each load cell shall be within 2% of its mean result. The C.o.G shall
be within a diameter of 200 mm with regard to the mean C.o.G for the weightings'.
If the criteria are not met a new series of weighing shall be established immediately
or a new weighing exercise shall be scheduled in agreement with Energinet.dk.

The weighing procedure and weighing including weight report shall be required to be
verified and approved by a third certifying agency.
