31 various learning platforms to deliver the Most Essential Learning Competencies
32 (MELCs) specified in the Basic Education Learning Continuity Plan (BE-LCP), the
33 Department of Education, issues the attached Guidelines on the Development of
34 Scripts for Radio Lessons.

58 RATIONALE

60 The 1987 Constitution, Article XIV, Section 1, declares that the “State shall protect
61 and promote the right of all citizens to quality education at all levels, and shall take
62 appropriate steps to make such education accessible to all.” This right must be
63 upheld at all times irrespective of what educational situation we are confronted
64 with. Our goal is for all types of learners provided with learning opportunities
65 available for all.

67 Republic Act (RA) No. 10533 or the “Enhanced Basic Education Act of 2013” states
68 the following provisions:
69
70 Section 2. Declaration of Policy. — The State shall establish, maintain and
71 support a complete, adequate, and integrated system of education relevant
72 to the needs of the people, the country and society-at-large.
73
74 Section 5. Curriculum Development. The DepEd shall formulate the design
75 and details of the enhanced basic education curriculum.
76
77 The DepEd shall adhere to the following standards and principles in developing the
78 enhanced basic education curriculum:

79 (a) The curriculum shall be learner-centered, inclusive and


80 developmentally appropriate;

81 (b) The curriculum shall be relevant, responsive and research-based;

82 (c) The curriculum shall be culture-sensitive;

83 (d) The curriculum shall be contextualized and global;

84 (e) The curriculum shall use pedagogical approaches that are


85 constructivist, inquiry-based, reflective, collaborative and integrative;

86 (f) The curriculum shall adhere to the principles and framework of


87 Mother Tongue-Based Multilingual Education (MTB-MLE) which
88 starts from where the learners are and from what they already knew
89 proceeding from the known to the unknown; instructional materials
90 and capable teachers to implement the MTB-MLE curriculum shall be
91 available;

92 (g) The curriculum shall use the spiral progression approach to ensure
93 mastery of knowledge and skills after each level; and

94 (h) The curriculum shall be flexible enough to enable and allow schools to
95 localize, indigenize and enhance the same based on their respective
96 educational and social contexts. The production and development of
97 locally produced teaching materials shall be encouraged and approval

98 of these materials shall devolve to the regional and division education


99 units.

101 Further, the Department of Education (DepEd) aims to sustain delivery of quality,
102 accessible, relevant and liberating basic education services for all school-age
103 learners despite of disruptions to education caused by natural and man-made
104 calamities.

106 In line with this, the Radio-Based Instruction (RBI) is one of the distance learning
107 delivery options in mastering the most essential competencies transmitted through
108 radio broadcasting, shall address learning needs of a broad spectrum of learners –
109 those in cities and municipalities, others in far-flung areas or barangays, learners
110 with disabilities, and learners who belong to the indigenous communities, among
111 others necessitate from the basic education learning continuity plan of the
112 Department.

114 Further, this issuance aims to ensure the provision of quality, appropriate, and
115 accessible learning resources for radio lessons to our public school learners
116 wherein the Regional and Schools Division Offices (ROs and SDOs) are requested to
117 comply.

119 II. Scope

120 The Guidelines shall provide direction to all DepEd offices at the central, regional,
121 schools divisions, public elementary and secondary schools, partner institutions,
122 and other stakeholders on the processes and standards on the development of
123 scripts for radio-based instructions.

126 III. Definition of Terms

128 For the purpose of these guidelines, the following terms are operationally defined:

130 1. Distance Learning1 refers to a mode of learning in which students and
131 teachers are physically separated from each other. It is student-centered,
132 guided independent study, making use of well-studied teaching and learning
133 pedagogies to deliver well-designed learning materials in various media. It is
134 also sometimes described as flexible learning and distributed learning.

136 2. Most Essential Learning Competencies (MELCs) are competencies that a
137 learner needs in order to continue to subsequent grades, and ultimately to
138 have a successful life.

140 3. Radio-Based Instruction is an alternative learning delivery mode using
141 radio broadcast to deliver basic education.

143 4. Radio Lesson refers to the complete audio recordings of the radio scripts.

145 5. Radio Script refers to the written material which indicates the verbal and
146 non-verbal action that has to go into a radio. This material is based on the
147 final SLMs.

149 6. Alternative Delivery Modules or Self-Learning Modules (SLMs) are
150 selfcontained, self-instructional, self-paced, and interactive learning
151 resources for public schools intended for learning a specific topic or lesson
152 where the learner interacts actively with the instructional material rather
153 that reading the material passively. SLMs become an ideal learning resource
154 and therefore a priority in remote and distance learning where a teacher is
155 unable to provide the constant instructional supervision and guidance in a
156 classroom setting. SLMs have been used by DepEd for its alternative
157 delivery modes (ADMs) during disasters or in situations where learners have
158 difficulty for daily school attendance. COVID-19 has compelled the use of
159 SLMs on a large scale.

162 IV. PROCEDURE

164 1. Basis of Development

166 The radio scripts shall be based from the final Self Learning Modules (SLMs)
167 developed by the Regional Offices. These SLMs are aligned with the Most
168 Essential Learning Competencies (MELCs) identified by the Bureau of
169 Curriculum Development (BCD). A copy of the list of MELCs for television and
170 radio can be accessed and downloaded from
171 https://www.common.deped.gov.ph/melc.

173 The language used in the SLMs shall also be the language to be used in the
174 development of radio scripts.

176 In addition, the assigned grade level of each regional office in the development of
177 SLM shall also be the assigned grade level in the development of radio scripts.

185 2. Identification of Development Team

187 The regional offices through the CLMD shall identify DepEd personnel who will
188 be involved in the development team. Identification and selection of the
189 Development Team shall be based on the qualification standards as indicated in
190 Enclosure No. 1. It is suggested that those who attended the training on radio
191 scriptwriting provided by UPLB via Zoom Meeting and Facebook Live on July 3,
192 2020 shall be part of the development team.

194 The development team shall be composed of the Division EPS in-charge of LRMS
195 who will lead and facilitate the development of learning resources for radio,
196 scriptwriter, radio script editor, sound editor/director and voiceover
197 talent/performer. The duties and responsibilities of the development team and
198 other key personnel involved in the development of learning resources for radio
199 can be found in Enclosure No. 2.

201 The development of radio scripts shall be managed by the BLR through the
202 Regional Education Program Supervisor (EPS) in charge of Learning Resource
203 Management Section (LRMS) or the designated regional personnel/focal person
204 to handle radio and television (TV) lessons. The ready-to-print SLMs can be
205 accessed at the MS Teams. All communications and other concerns relative to
206 the development of learning resources for radio-based instructions shall be
207 through the Regional EPS for LRMS or the regional focal person for radio and
208 TV instructions.

210 3. Orientation and Capacity Building of Development Team

212 The Bureau of Learning Resources (BLR) in partnership with the Bureau of
213 Learning Delivery (BLD), and the University of the Philippines (UP) – Los Banos
214 Campus (UPLB) shall conduct a capacity building for the development teams.

216 Aside from the training, an orientation will also be organized by BLR in
217 collaboration with the Office of the Undersecretary for Legal Service, Bureau of
218 Curriculum Development (BCD), to provide both the development and QA teams
219 the DepEd standards on Copyright Management, Curriculum, Social Content
220 Guidelines based on Section 2. Child-Friendly Content Standards Pursuant to
221 Section 9 of Republic Act No. 8370, otherwise known as the “Children’s Television
222 Act of 1997,” issued by the National Council for Children’s Television (NCCT)
223 through Memorandum Circular No. 2019-01 and Article 11-Section 13, Articles
224 22, 23 and 27 of the Broadcast Code of the Philippines 2007 (as amended
225 2011). The activity will also provide guidelines on the development and quality
226 assurance process of learning resources as well as the duties and

227 responsibilities of those who will be involved in the development of radio scripts
228 and lessons.

230 4. Radio Scriptwriting

232 Writing for radio is different in writing for print materials like textbooks and
233 modules or even writing for video lessons. It is more descriptive since it does not
234 include pictures.

236 The development team shall be tasked to prepare a 30-minute radio script based
237 on the SLM. The actual time, content/segmenting of the scripts, and the
238 running time shall be prepared using the rundown sheets or the cue sheets. A
239 sample rundown sheet is attached as Enclosure No. 3.

241 The principles of scriptwriting (please see Enclosure No. 4), basic radio script
242 format (Enclosure No. 5) and technical guidelines in preparing radio script
243 (Enclosure No. 6) are attached to guide the development team. A sample radio
244 script is also provided as Enclosure No. 7 for reference.

246 The development team must also be guided by the social content in the
247 development of learning resources for radio and TV instructions 2 (see Enclosure
248 No. 8).

250 Further, the writer shall be guided by the pertinent provisions of Republic Act
251 (RA) No. 8293 or the “Intellectual Property Code of the Philippines”, as amended,
252 including but not limited to Section 172, which enumerates literary and artistic
253 works that are original intellectual creations protected by copyright, Section 173
254 on derivative works protected by copyright, Section 177 on copy or economic
255 rights and Chapter X (Moral Rights). Section 177 provides that, subject to the
256 provisions of Chapter VIII (Limitations to Copyright) of R.A. No. 8293, copyright
257 or economic rights shall consist of the exclusive right to carry out, authorize or
258 prevent the dramatization, translation, adaptation, abridgment, arrangement or
259 other transformation of the work (Section 177.2), public performance of the
260 work (Section 177.6), and other communication to the public of the work
261 (Section 177.7).

263 As the radio scripts are considered transformation of the SLMs, permission shall
264 be secured from the copyright owners/holders of third-party content in the
265 SLMs to transform their works to radio scripts and radio lessons/production.

297 5. Quality Assurance of Scripts

299 Development teams are advised to do an internal quality assurance of the
300 scripts using the evaluation tool provided prior to submission to the BLR.
301 (Enclosure No. 15-A-Evaluation Tool for Script of Radio-based Instruction)

303 To ensure that the scripts developed are of suitable quality and conform with
304 the DepEd standards and specifications, the Bureau of Learning Resources shall
305 manage the evaluation and final review of the scripts developed by the
306 regional/division offices. The evaluation shall commence as soon as the
307 regional/division offices submit the digital copies of the scripts (editable files)
308 and other necessary documents such as the inventory of copyrighted third-party
309 content, approved copyright permissions for third-party contents, and the
310 directory of the development teams to BLR. (Enclosure 16-A Submission
311 Checklist for RBI Scripts)

313 Members of the Quality Assurance Team shall be either from the learning area
314 specialists of BLD and BCD, DepEd pool of learning resource evaluators (LREs),
315 DepEd teachers/field personnel recommended by the regional offices, and
316 evaluators from public or private institutions. Engagement of Learning Resource
317 Evaluators (LREs) from the non-DepEd institutions and private sector should
318 mention that the same shall be subject to the provision of applicable laws
319 and rules on procurement, government accounting and auditing.

321 Each QA team shall have three members who shall focus on the following
322 criteria: content, language, and technical aspects of the script. They shall be
323 formed according to learning area and grade level. The QA team members from
324 DepEd shall not be part of the development team of scripts and videos s/he will
325 be assigned to quality assured. (see Enclosure No. 1 for the Qualification of the
326 Development and Quality Assurance Teams and Enclosure No. 2 for the duties
327 and responsibilities of LREs)

329 The three members of the QA team shall check the scripts using the evaluation
330 tool and summary of findings form (Enclosure No. 15). They will evaluate the
331 assigned scripts based on their respective focus, on their own time, at their
332 respective work places. The QA teams shall immediately submit to BLR the
333 accomplished evaluation tool, summary of findings, and the script with marginal
334 notes/ comments in the mark-ups of the editable file for their assigned scripts.

336 The QA teams shall be guided by the following criteria:

346 The QA team members shall confer with the development teams to discuss the
347 evaluation findings, recommendations, and the suggested revision that will be
348 made by the development teams. The development teams may immediately
349 implement the agreed recommendations during the meeting. This process shall
350 be done to ensure that the QA findings are accurately and completely
351 incorporated in the final copy of the scripts.

354 6. Revision and Finalization of Radio Scripts
355
356 The scriptwriter shall revise and finalize the radio scripts based on the
357 comments and suggestions of the quality assurance team. The script editors
358 shall ensure that the comments/suggested revisions in the radio scripts are
359 implemented. Both the scriptwriters and the script editors shall include their
360 electronic signatures in every page of the radio scripts.

397 The final radio scripts shall be formatted to radio/audio lessons by the
398 teacherbroadcasters using any mobile devices available and based on the set of
399 skills they have acquired during the training for broadcasting talents provided
400 by DepEd partners. This process includes recording of the voice narration and
401 editing of the audio and sound effects.

403 The development team may also seek for assistance from any DepEd personnel
404 who has the skills in broadcasting and radio/audio editing. This activity shall be
405 managed by the Regional EPS in-charge of LRMS or the designated Regional
406 Focal Person for radio and TV instructions.

408 While recording, the assigned Sound Producer shall ensure the quality of sound,
409 perfection of recording, and reduction of noise or interruptions. On a production
410 site, the arrangements are made to ensure high quality recording using devices
411 in good conditions. Microphones, recorder unit, headphone socket, standard
412 batteries, recording media, power supply, headphones among others are some of
413 the devices which shall be prepared in the recording. Enclosure Nos. 8 and 9
414 briefly discuss the elements of a good radio voice and radio editing.

416 The development team is likewise reminded to secure permission from copyright
417 owners/holders of third-party content added to the radio/audio lessons, which
418 may not be in the SLM, such as music or other works. While there are
419 limitations to copyright under Chapter VIII of R.A. No. 8293, said permissions
420 shall nevertheless be secured as a precautionary measure to avoid copyright
421 infringement.

439 8. Quality Assurance of Audio/Radio Lessons

441 To ensure that the produced radio lessons comply with the DepEd standards
442 and specifications, quality assurance is also necessary prior to broadcast
443 and/or utilization of radio lessons.

445 DepEd regional offices shall manage the evaluation of the Audio/Radio Lessons
446 to be monitored by the Bureau of Learning Resources. The regional offices shall
447 inform and coordinate with BLR regarding the identification and organization of
448 the QA teams.

450 The identified QA team members may be the learning resource evaluators who
451 previously reviewed the scripts. They must not be members of the
452 development/production teams of the scripts and the Audio/Radio Lessons. The
453 QA teams shall also be composed of three (3) members who are the content,
454 language, and technical reviewers respectively.

456 The QA team members shall be guided by the same criteria used in the
457 evaluation of the scripts with additional items on the technical aspect.
458 (Enclosure No. 15 - Evaluation Tool for Audio/Radio Lessons). They shall also
459 refer on the summary reports and script with marginal notes (printed or digital
460 file) prepared by the previous QA teams of the scripts. The new QA teams shall
461 meet and accomplish the team’s evaluation tool and summary of findings to
462 guide the development teams/radio producers in finalizing the recordings into
463 canned audio/radio records.

465 To expedite the process of the final review, the QA teams and the development
466 teams shall also confer and discuss the comments and recommendations to be
467 made.

469 Both the first review and the final review may also be done in the DepEd
470 regional offices in their respective local radio studios or in any internet
471 platforms.

473 9. Finalization of Audio/Radio Lessons

475 Radio/audio format shall be finalized by the development team based on the
476 comments and suggestions of the quality assurance team. Below is the filename
477 convention for the final Audio/Radio Lessons.

5 3. Representations and Warranties. In the event that the Work created and/or
6 developed is not considered a work of the Government of the Philippines as defined
7 in Republic Act No. 8293 or the Intellectual Property Code of the Philippines,
8 Assignor represents and warrants the following:
9 a. Assignor, as the original author and actual creator of the Work, has the legal
0 capacity to grant assignment of any and all proprietary rights and interests
1 to and in the Work, including all intellectual property rights thereto and

2 3. Representations and Warranties. In the event that the Work created and/or
3 developed is not considered a work of the Government of the Philippines as defined
4 in Republic Act No. 8293 or the Intellectual Property Code of the Philippines,

6 a. Assignor, as the original author and actual creator of the Work, has the legal
7 capacity to grant assignment of any and all proprietary rights and interests
8 to and in the Work, including all intellectual property rights thereto and
