125
126 III. Definition of Terms
127
128 For the purpose of these guidelines, the following terms are operationally defined:
129
130 1. Distance Learning1 refers to a mode of learning in which students and
131 teachers are physically separated from each other. It is student-centered,
132 guided independent study, making use of well-studied teaching and learning
133 pedagogies to deliver well-designed learning materials in various media. It is
134 also sometimes described as flexible learning and distributed learning.
135
136 2. Most Essential Learning Competencies (MELCs) are competencies that a
137 learner needs in order to continue to subsequent grades, and ultimately to
138 have a successful life.
139
140 3. Radio-Based Instruction is an alternative learning delivery mode using
141 radio broadcast to deliver basic education.
142
143 4. Radio Lesson refers to the complete audio recordings of the radio scripts.
8 1 Section 3 of the Republic Act No. 10650 or the Open Distance Learning Action
9 Page 2 of 56
10 DM-CI-2020-00244
144
145 5. Radio Script refers to the written material which indicates the verbal and
146 non-verbal action that has to go into a radio. This material is based on the
147 final SLMs.
148
149 6. Alternative Delivery Modules or Self-Learning Modules (SLMs) are
150 selfcontained, self-instructional, self-paced, and interactive learning
151 resources for public schools intended for learning a specific topic or lesson
152 where the learner interacts actively with the instructional material rather
153 that reading the material passively. SLMs become an ideal learning resource
154 and therefore a priority in remote and distance learning where a teacher is
155 unable to provide the constant instructional supervision and guidance in a
156 classroom setting. SLMs have been used by DepEd for its alternative
157 delivery modes (ADMs) during disasters or in situations where learners have
158 difficulty for daily school attendance. COVID-19 has compelled the use of
159 SLMs on a large scale.
160
161
162 IV. PROCEDURE
163
164 1. Basis of Development
165
166 The radio scripts shall be based from the final Self Learning Modules (SLMs)
167 developed by the Regional Offices. These SLMs are aligned with the Most
168 Essential Learning Competencies (MELCs) identified by the Bureau of
169 Curriculum Development (BCD). A copy of the list of MELCs for television and
170 radio can be accessed and downloaded from
171 https://www.common.deped.gov.ph/melc.
172
173 The language used in the SLMs shall also be the language to be used in the
174 development of radio scripts.
175
176 In addition, the assigned grade level of each regional office in the development of
177 SLM shall also be the assigned grade level in the development of radio scripts.
178 Please refer to the table below for the assignment of the regional offices:

227 responsibilities of those who will be involved in the development of radio scripts
228 and lessons.
229
230 4. Radio Scriptwriting
231
232 Writing for radio is different in writing for print materials like textbooks and
233 modules or even writing for video lessons. It is more descriptive since it does not
234 include pictures.
235
236 The development team shall be tasked to prepare a 30-minute radio script based
237 on the SLM. The actual time, content/segmenting of the scripts, and the
238 running time shall be prepared using the rundown sheets or the cue sheets. A
239 sample rundown sheet is attached as Enclosure No. 3.
240
241 The principles of scriptwriting (please see Enclosure No. 4), basic radio script
242 format (Enclosure No. 5) and technical guidelines in preparing radio script
243 (Enclosure No. 6) are attached to guide the development team. A sample radio
244 script is also provided as Enclosure No. 7 for reference.
245
246 The development team must also be guided by the social content in the
247 development of learning resources for radio and TV instructions 2 (see Enclosure
248 No. 8).
249
250 Further, the writer shall be guided by the pertinent provisions of Republic Act
251 (RA) No. 8293 or the “Intellectual Property Code of the Philippines”, as amended,
252 including but not limited to Section 172, which enumerates literary and artistic
253 works that are original intellectual creations protected by copyright, Section 173
254 on derivative works protected by copyright, Section 177 on copy or economic
255 rights and Chapter X (Moral Rights). Section 177 provides that, subject to the
256 provisions of Chapter VIII (Limitations to Copyright) of R.A. No. 8293, copyright
257 or economic rights shall consist of the exclusive right to carry out, authorize or
258 prevent the dramatization, translation, adaptation, abridgment, arrangement or
259 other transformation of the work (Section 177.2), public performance of the
260 work (Section 177.6), and other communication to the public of the work
261 (Section 177.7).
262
263 As the radio scripts are considered transformation of the SLMs, permission shall
264 be secured from the copyright owners/holders of third-party content in the
265 SLMs to transform their works to radio scripts and radio lessons/production.
266
267 Hence, the Development Team shall accomplish and submit the following forms:

2 Elements of a Good Radio Voice 10
3
4 A fundamental principle in radio presentation is the harmonious blend of sound
5 elements with voice. Whichever radio format is presented; it is important to
6 remember: voice is the best tool that radio has to keep its listeners tuned in.

9 A. Rhythm
0
1 To master one's rhythm is to speak at a proper speed, taking time for pauses and
2 to catch one's breath.
3
4 Proper rhythm allows the Voiceover Artist to read a long paper in a consistent
5 fashion, with no difference in speed between beginning and end. Proper rhythm
6 will prevent the Voiceover Artist from losing breath before finishing reading a
7 story.
8
9 B. Pronunciation
0
1 For listeners to understand the radio program, good pronunciation is essential.
2 Words must be pronounced fully and properly.
3
4 Do not cut words short. Pronounce the words clearly and audibly so that the
5 listeners will easily understand the message.
6
7 Proper pronunciation means proper articulation.
8
9 C. Using the voice
0
1 Voice is the main instrument used to convey emotion. Voiceover Artist must learn
2 to convey the emotions of the text with their voice.
3
4 Use the proper tone at the proper moment. Try and make the voice musical by
5 using inflection.
6
7 D. Emotion
8
9 Listeners should be able to perceive the emotions of the text through the
0 Voiceover Artist’s voice and expression of emotion.
1
2 E. Fluctuation
3
4 When reading for radio, voice must fluctuate. There are moments when one's
5 tone must be higher and other moments when it should be lower. Certain words
6 deserve more emphasis than others. Avoid being monotonous so as not to bore
7 the learners.
8

2 F. Breathing
3
4 Breathing is the spoken word equivalent of punctuation. Short breaths, for
5 instance, represent commas. Longer and deeper breaths should serve as periods
6 or full stops. They serve to mark the end of a phrase or the end of an idea.

1 The following are the procedures in radio editing:
2
3 Step 1
4 • Listen to voice elements
5 • Select the voice elements to be used in the final production
6
7 Step 2
8 • Listen to all other elements
9 • Select background sounds, sound effects, and music to be used
0 • Cut out parts already and save them in appropriately named files
1
2 Step 3
3 • Listen again, edit and start with cue sheet
4 • This is the final preparatory stage before the final mix
5 • Cut and clean voice to its final state
6 • Listen to all elements again
7 • Note voice and all other elements on a cue-sheet
8
9 Step 4
0 • Keep a copy of the original material
1 • Before editing the voice, make sure to have a copy of the material in
2 its original form. Original copy may be handy for future production.

2
3
4 Step 4 - Final mix
5 • Once all elements are ready, start the final assembly for production
6 • Adjust cue sheet and keep a copy for future use
7 • Once the final mix is done, make sure to keep not only the single
8 sound file resulting from the mix but also the different parts used to
9 assemble it
0 • Make sure to keep the mix file in retouching the mix later to avoid
1 redoing the whole mix.
2
3 Using other sounds
4
5 Background sounds should serve as periods and commas to the voice. They should
6 be used carefully to mark pauses or to let the listener think of what has just been
7 said.
8
9 Whenever possible, sound effects should be recorded separately. It is much easier
0 to lay over sound effects than to have to work with a voice recording that already
1 contains background noise
2
3 Editing voice
4
5 The most time consuming part of radio editing is the editing of voice.
6
7 Editing voice is useful to:
8 o Cut out parts that are not needed.
9 o Shorten lengthy or unclear answers.
0 o Re-organize the order of questions or segments
