2. This search is in line with the Regional Office’s commitment to recognize the
outstanding performance of individuals and institutions with recognition for having
implemented programs and projects that have contributed to the overall realization of
the organization goals and aspirations of the office.
3. The following are the categories which will be participated in by our school’s division,
among others:

F. Video Clip “Beyond the Chalkboard: A Teacher's Path of Trials, Triumphs, and
Accomplishment”
4. ALL QUALCIs shall submit only one (1) nominee per category.
5. The screening committees in different levels shall be organized to assess and evaluate
the documents of the nominees and shall declare the winner.

6. The Division PRAISE Committee shall declare the winners and submit these winners to
DepEd Regiona Office IX.
7. The deadline for the submission of documents to the Schools Division Office (SDO) shall
be on October 2, 2023, Monday, before 5:00 PM via the Records Section addressed to
the PRAISE Committee.

I. QUALIFICATION REQUIREMENTS

b. The nominee must have rendered at least three (5) years of continuous service in
DepEd.
c. Must have obtained at least a "Very Satisfactory" performance rating for the last
three (3) years.
e. Have not been found guilty of any civil, administrative, or criminal liability involving
moral turpitude and have no pending administrative case at the time of the
nomination.
g. Is not on leave of absence by the time of the conduct of evaluation and assessment.
Institutional Category
b. Must have developed initiatives and innovations to solve existing issues, problems
and bottlenecks in the organization
a. The program implementer must have implemented innovations and initiatives, over
and above, the standard/s set by the office.
a. The vlogs may either tell stories or express opinion on the NLC implementation.
b. Entries containing dirty, foul, and offensive language are subject to immediate
disqualification.
e. The vlog entries will be judged based on their compelling visuals, and impressions
they convey to their audiences.
a. The video must have a storyline that tells the teacher’s journey. How he/she
handles/manages issues/challenges encountered and what was the result. Moreover,
the video shall revolve on the theme “ “Together4Teachers”,”.
b. Each district must have one entry from among its teachers either elementary or
secondary.
c. The video clip should be in landscape orientation and at least HD (1280 x 720)
resolution.

d.Awards - the award recipient must have made substantial and meaningful
contributions that have resulted in notable improvements, advancements, or
innovations within the education sector as evidenced by the awards that the
recipient has garnered prior to this search. These contributions could include
initiatives that enhance educational access, quality, promote innovative
methods or technologies, foster inclusive education, or address critical challenges
that have made a measurable difference and left a lasting impact on DepEd
and its stakeholders.
4. Sustainability (20%) - continues to deliver its intended benefits and achieving its
desired outcomes over the long term. It involves considering the program's
environmental, economic, and social impact and ensuring its continued effectiveness
and relevance.

2.QUALCI eliminations shall be done on the date indicated in the timelines. It shall be
led by the QUALCI Managers.
3.Each QUALCI shall only have one entry to the Division level.
4. Entries must be submitted to the IT Office on or before the cut-off date . Hence it
shall be uploaded online at the official FB Page of Zamboanga del Sur division
through ITO Chester Don E. Bayocot.
3. The link to the entries will be automatically forwarded to the district/QUALCI
representatives.
5.Deadline for the online submission of entries at the SDO is on October 2, 2023,
Monday, before 5:00 PM Philippine Standard Time at the ITO office.
• The content of the video clearly describes conquering the struggles to champion academic excellence and serve as
inspiration to learners.
• The video clearly identifies a problem in education, clearly states a conclusion or hypothesis,
shows how the solution emerges from the evidence, demonstrates its relationship to the given question.
That is correlated to the theme of the celebration “ Teachers at the Heart of Education Recovery”.
Creativity (The video is original and describe a new way of looking at education) - 20%
• The video is well planned, with smooth transitions and edits. Sound is excellently
balanced and easy to hear. All elements support the message of the theme.

• The School Head/Principal or the search and awards committee of the school shall
review the performance of teachers in the school based on the results of the IPCRF of
individual teachers including their portfolio of accomplishments or innovations.
• The search committee shall prepare a shortlist of potential nominees for each of the
categories based on the IPCRF and Portfolio of accomplishments of teachers.
• The search committee led by the principal shall conduct interview of shortlisted
teachers who are potential nominees for the Division Level search.
• The school head shall nominate 1 Most Outstanding teacher for each of the
categories as entries for the Division Level Search for Outstanding Teachers and or
non-teaching personnel.
B. Division Level
• The Division Office shall lead and facilitate the inclusive management of the Search
for Outstanding teachers and intensify the promotion or advocacy for this awards and
recognition program for teachers.
• The Division Search and Awards Committee shall review the nomination documents
submitted by the school for each of the categories.
• The Division Search and Awards Committee shall prepare a shortlist of top potential
nominees for each category who will undergo the final interview by the committee.
• The SDS shall nominate/submit only one most outstanding employee for each
category to the Regional Office for the VINTA AWARDS-Regional Level Search for
Outstanding Teaching and non-teaching employees. The same shall be made for the
institutional category.
• The division office, representing its organization, shall become an automatic nominee
to the search for institutional category.
C. Regional Level Search and Selection Process for Most Outstanding Teacher,
Principal, District Supervisor and Non-Teaching Employees
• The RO-PRAISE Committee and Secretariat shall review and re-assess the
documents of the nominees submitted by SDOs for the Regional Level Search for each
category and come up with the shortlisted nominees.
• Using the selection criteria the RO-PRAISE Committee will determine the Most
Outstanding employee for each category.
• The top 3 winners for each category shall be awarded. The awarding and recognition
program shall be conducted in time with the celebration of the International Education
Week on December 5, 2023.
• The RO-PRAISE Committee shall lead the public announcement or publicity of the
award and the Regional Level awardees via radio broadcast and social media. The
official results of the search shall also be posted in the website of the DepEd Region
IX.
• All Most Outstanding Awardees shall automatically represent the region in all
searches initiated by external award giving bodies such as but not limited to Civil
Service Commission, Career Executive Service Board, Private and Non-Government
Organizations within and outside of the country.
• All Most Outstanding Awardees shall receive the most coveted plaque of recognition
for the Vinta Awards and the opportunity to have the salary to be upgraded a step
higher pursuant to CSC and CESB rules and regulations.
LEVEL TIMELINE
5. Updated CS Form 212 or Personal Data Sheet with passport size photo taken within
the last 6 months prior to the nomination.
7. Certification that the nominee has no pending administrative or criminal case and
does not have been found guilty of offense involving moral turpitude issued by the
concerned legal office.
