Bid Evaluation Guide

This Office has the pleasure to issue a Bid Evaluation Guide for bids and proposals in two
separate documents - one for Consultancy Services and the other for procurement of Works and
Goods. The latter also includes guidance to evaluate prequalification of Contractors.

2. The documents Reference No. SC/EG37/07-12 for Consultancy services, and Reference
No. WG/EG38/07-12 for procurement of Works and Goods may be consulted and downloaded
from the website of this Office.

3. The Bid Evaluation Guide will assist in proceeding with a step by step evaluation that is
compatible with the evaluation methodology contained in the Standard Bidding Documents, the
Standard Request for Proposals Documents and the Standard Prequalification Documents issued
by this Office.

4. Evaluation should be conducted strictly in accordance with the criteria mentioned in the
bidding documents. In case of ambiguity between the Bid Evaluation Guide and the documents
used by the procuring entities, the latter shall prevail.

5. You are kindly requested to bring the contents of this Circular to all those concerned within
your organization.
