    Subject: Linking factor to be adopted due to change in base year of Wholesale


    Price Index (WPI) from 2004-05 to 2011-12-reg.

    Recently, Ministry vide Office Memorandumno. 25011/1/2018-Toll dated 04.06.2018


    (copy enclosed) issued guidelines for adoption of new series of Wholesale Price Index with
    baseyear 2011-12instead of 2004-05 as per NHAIpolicy circular no. 18.30 dated 20.03.2018
    for the purpose of 'user fee revision'.

    2. It is mentioned that the escalation as well as user fee revision are being
    calculated based on Wholesale Price Index issued by the Office of Economic Advisor
    (OEA),Dept. of Industrial Policy and Promotion, Ministry of Commerce and Industry.
    Therefore, the same linking factor for changing of WPI series i.e. from base year
    2004-05to 2011-12 shall be applicable for all contracts.

    3. This issueswith the approval of Competent Authority.
