A study of Jingjing Li and Xiaohan Xhang which entitled Beach Pollution Effects
on Health and Productivity in California evaluated the current policy by empirically
examining the productivity loss, in the form of sick leave, which is caused by fecal-
contaminated water along the California coast under the CCR. The findings of the study
showed that Californians suffer productivity losses due to recreational beach water
pollution. This study also empirically examined the pollution-to-sickness graph that
Cabelli’s classic study theoretically proposed. The study assure that the existing water
quality thresholds are still reasonably safe and appropriate, despite the thresholds being
based on studies from the 1950s. The weakness of the CCR lies in its poor enforcement
or compliance. Better compliance, in terms of posting pollution advisories and
increasing public awareness regarding beach pollution effects on health, would lead to a
significant decrease in sick leaves and a corresponding increase in productivity. This
study advocates for stronger enforcement by displaying pollution advisories and better
public awareness of beach pollution effects on health (LiJ., &Zhang ,2019).

The County of Los Angeles Department of Public Health is embracing a staged

approach, supported by science and public health expertise, to take into consideration
for people to start to use public spaces again in manners that will limit the risk of
exposure to COVID-19. The County of Los Angeles has reopened beaches in limited
ways to allow residents increased outdoor recreation options. Staying physically active
is one of the best ways to keep your mind and body healthy. Going to public beaches
can be an important way to relieve stress, get some fresh air and vitamin D, stay active,
and safely connect with nature. But during this time we follow the public health beach
use requirements for us to use beaches in a way that keeps you and others healthy.

Some places in the United States has opened public beaches, but there were
considerations that CDC offers and steps for beach managers to take and help protect
their staff and beach visitors, both in the water and on land, and slow the spread of the
virus that causes COVID-19. Beach managers can determine, in collaboration with local
health officials, whether and how to implement these considerations, making
adjustments to meet the unique needs and circumstances of the local community.
Implementation should be guided by what is feasible, practical, and acceptable, and be
tailored to the needs of each community. These considerations are meant to
supplement — not replace — any local, state, territorial, federal, or tribal health and
safety laws, rules, or regulations with which beaches managers must comply.
