Article 6 sec.

1- Legislative power shall be vested in the Congress of the Philippines,


which shall be composed of the House of Representatives and the Senate, except to
the extent reserved to the people by the provisions on initiative and referendum.

Samples of Non-Legislative powers of the Congress:

1. Canvass of the Presidential Elections


2. Declaration of the Existence of a State of War
3. Confirmation of amnesties
4. Through the Commission on Appointments the Presidential Appointments
5. Amendment or revision of the Constitution
6. Impeachment

The Senate:

Composition:

Section 2 of Art. 6- The Senate shall be composed of 24 senators who shall be elected
at large by the qualified voters of the Philippines, as may be provided by the law.

Qualifications:

Section 3 of Art 6:

1. Natural-born citizen of the Philippines


2. On the day of the Election, is at least thirty-five (35) years of age
3. Able to read and write
4. A registered voter
5. A resident of the PH for not less than two (2) years immediately preceeding the
day of the election. (DOMICILE)

Note: Article 4 section 2 of Constitution

Natural-born Citizens- Those who are citizens of the PH by birth without having to do
anything to acquire of perfect their citizenship.

Note: TO ESTABLISH A NEW DOMICILE OF CHOICE, PERSONAL PRESENCE IN


THE PLACE MUST BE COUPLED WITH CONDUCT INDICATIVE OF THAT
INTENTION.

REQUIRES NOT ONLY SUCH BODILY PRESENCE BUT ALSO A DECLARED


AND PROBABLE INTENT TO MAKE IT ONE’S FIXED AND PERMANENT PLACE OF
ABODE.
