Use EFR as an example, and the other coding technologies work as the same way:
The MS sends a SETUP message to the MSC to indicate whether the EFR
function is supported. The MSC delivers an ASS REQ message, including
the speech version of this call, to the BSC according to the service type of
this call.
The BSC determines whether the EFR function is supported according to
the speech version permitted by the MSC and the circuit pool number.
If this call supports the EFR function, the BSC sends a CHANNEL ACT
message to the BTS. The channel mode in this message is full rate speech
version 2 (EFR). After the BTS responds to CHANNEL ACT ACK, the BSC
sends an ASSIGNMENT CMD message to the MS. This message also carries
the channel mode with full rate speech version 2 (EFR).
The MS sends an ASS CMP message to the BSC, and the BSC responds with
an MSC ASS CMP message. The EFR call is set up.
ASSIGNMENT COMPLETE message takes the final speech version adopted by MS.
Just when the MS, MSC and the service cell can support EFR, the system will
establish an EFR call. Otherwise, normal full rate call.

When one timeslot is occupied by two half rate subscribers, these two users will
use the timeslot alternately. The last idle is replaced by SACCH for one of the HR
subscriber.
The system can trigger an intra-cell handover to reform the single channels, as to
generate a couple channel. This function is controlled by [Enhanced TCH Adjust
Allowed].
Multiplexing Mode
Meaning: Timeslot multiplexing mode at the Abis interface of the BTS. The
BTS supports two multiplexing modes: statistical multiplexing on a 64
kbit/s timeslot and physical multiplexing on a 16 kbit/s timeslot. The first
mode is further classified into the following six types: 1:1, 2:1, 3:1, 4:1, 5:1,
and 6:1.
A BTS supports the following six types of timeslot objects:
OML: operation and maintenance link of the BTS. Each BTS has only one
OML. In the case of statistical multiplexing on a 64 kbit/s timeslot, the
OML works at 64 kbit/s. In this case, the OML can be multiplexed only
with the signaling links in the same cabinet group of the BTS. In the case
of physical multiplexing on a 16 kbit/s timeslot, the OML works at 16
kbit/s. In this case, the OML uses a 16 kbit/s timeslot.
ESL: extended signaling link of the BTS. If the BTS supports Flex Abis, in
the case of statistical multiplexing on a 64 kbit/s timeslot, a 64 kbit/s
timeslot needs to be assigned to the ESL. In this case, the ESL is always
multiplexed with the OML in the 64 kbit/s timeslot. In the case of physical
multiplexing on a 16 kbit/s timeslot, no timeslot is assigned to the ESL. In
this case, the ESL shares the same timeslot with the OML.
RSL: radio signaling layer link in each TRX. Each TRX has one RSL link. In
the case of statistical multiplexing on a 64 kbit/s timeslot, the RSL link
works at 64kbit/s. In this case, the RSL link can be multiplexed only with
the signaling links in the same cabinet group of the BTS. In the case of
physical multiplexing on a 16 kbit/s timeslot, the RSL link works at 16
kbit/s. In this case, the RSL link uses a 16 kbit/s timeslot exclusively.
TCH: traffic channels in each TRX. The TCH works at 16 kbit/s.
Idle: idle timeslots of the BTS. An idle timeslot works at 16 kbit/s. In the
case of statistical multiplexing on a 64 kbit/s timeslot, the idle timeslots
can be multiplexed only with the TCHs in the same cabinet group onto one
64 kbit/s timeslot.
Semi: monitoring timeslots of the BTS. The monitoring timeslots work at 8
kbit/s, 16 kbit/s, 32 kbit/s, and 64 kbit/s. The monitoring timeslots can be
multiplexed only with semi-permanent links.
A 2048 Mbit/s E1 contains thirty-two 64 kbit/s timeslots. Timeslot 0 is
reserved for synchronization and cannot be assigned.
Statistical multiplexing means that signaling timeslots are time-division
multiplexed in an E1 timeslot, such as the OML and RSL timeslots or the
RSL timeslots. For example, in the case of 4:1 multiplexing, one 64 kbit/s
timeslot multiplexes one OML and three RSL links or four RSL links of the
BTS. The 64 kbit/s timeslot that multiplexes the OML has a multiplexing
ratio of up to 4:1 even if the multiplexing ratio exceeds 4:1.
HDLC and IP BTS do not support this parameter.
When the multiplexing ratio of BTS is configured 4:1, MR.Preprocessing is
automatically adjusted to BTS_Preprocessing, Sent Freq.of preprocessed
MR is automatically adjusted to Once every second. When other
multiplexing ratio is configured, MR.Preprocessing is automatically
adjusted to BSC_Preprocessing, Sent Freq.of preprocessed MR is
automatically adjusted to Once every two second.

The BCCHs in a cell need to be configured according to the number of
channels in the cell and the paging capacity in the location area.
The main and combined BCCHs shall always be configured in timeslot 0. An
extended BCCH can be configured only in timeslot 2, 4, or 6. If an
extended BCCH is configured, the CCCH parameter in the system message
data needs to be configured accordingly. For example, if an extended
BCCH is configured in timeslot 2, the CCCH parameter in the system
message data needs to be configured as two uncombined CCCHs.
To enable cell broadcast in a cell, add a CBCH to the cell during the radio
channel configuration. In the case of SDCCH/8 cell broadcast, set this
parameter to SDCCH_CBCH. You can change a TCH into SDCCH+CBCH or
the original SDCCH into SDCCH+CBCH. In the case of SDCCH/4 cell
broadcast, set this parameter to BCCH_CBCH. With the same effect, the
SDCCH/8 and SDCCH/4 cell broadcast services serve different network
planning requirements.
The data configurations for half-rate networking differ from the data
configurations for other networking.
In the case of half-rate networking, each TRX maintains high RSL traffic.
Therefore, the LAPD signaling link multiplexing ratio at the Abis interface
is up to 2:1.
In the case of half-rate networking, each E1 supports up to 13 TRXs. If the
LAPD signaling links are demultiplexed, each E1 supports fewer TRXs.

The BTS using the Abis over IP or Abis transmission optimization function can
provide the speech services with the coding rate of AMR HR 7.95 kbit/s.
The core thought is the balance between channel coding and source coding to
share the bandwidth on the Um interface (full-rate channel is 456/20 = 22.8Kbit/s
and half-rate channel is 11.4Kbit/s).
When the network side detects increased interference that exceeds certain
threshold, the voice coding rate is automatically decreased. That is, when the
transmission bandwidth remains unchanged, some useful voice information is
discarded and the redundancy of the voice coding is increased. The result of this
is that the distortion of the voice restored by the receiver rises. But because the
elements for error detection and error correction increase, the BER is decreased,
preventing deterioration of the voice quality.
The AMR coder selects one of the rates according to the channel type (full rate or
half rate) for optimal combination of voice coding and channel coding to meet
instant requirement for radio channel condition and local capacity.
AMR is a collection of multiple voice codec algorithms. AMR allows the BTS and
the MS to select appropriate codec algorithms according to the actual situation of
the radio environment. During a call, AMR can automatically adjust the coding
rate according to the environment so as to improve the voice quality of the
wireless communication system.
AMR is applicable only to the voice service of the wireless communication system.
It is not related to data service and signaling service. Therefore, in the data
service and call signaling processing of the signaling service you need not
consider AMR.
A Interface Tag
Meaning: Phase tag for GSM protocols supported by the A interface. The
value of this parameter is chosen according to the A interface phase tag
provided by the MSC.
GUI Value Range: GSM_PHASE_1, GSM_PHASE_2, GSM_PHASE_2Plus
Recommended Value: "GSM_PHASE_2" is recommended in common
scenarios. If AMR services, inter-RAT handover, eMLPP, or A over IP mode

During the call establishment procedure, the BSC receives the assignment request
from the MSC, and decides whether the call supports AMR based on the call
service type, the speech version that the MSC allows, and the circuit pool number
of the circuit.
The channel allocation principles of AMR calls are as follows:
HR AMR has similar speech performance to that of FR. However, the bandwidth
of the occupied radio interface is half that of FR. Therefore, HR AMRs should be
assigned when the network is busy for the AMR call so that the network capacity
can be increased. When an AMR dual-rate call arrives, HR AMR is assigned first if
the service channel usage in the cell is greater than the AMR traffic busy
threshold. Otherwise, FR AMR is assigned first to supply better speech service.
ACS should be set basing on the actual radio environment. However, because of
the complexity of the actual radio environment and the randomness of users'
behaviors, not all of the coding modes can be listed. Generally, the worst coding
mode, the best coding mode, and two coding modes between them are selected.
The number of rates and range of adjustment for AMR are determined by the ACS.
According to GSM specifications, the ACS supports four data rates at most.
After the AMR channel allocation, the default active coding rate is determined by
the parameter “starting mode”.
AMR ACS(F)
Meaning: Active coding set (ACS)[F], indicates a set of full-rate coding rates
currently available for calls. The AMR is a set of multiple speech coding
and decoding rates.If an IP based user plane A-Interface is
chosen,5.15KBIT/S will not be included(see 3GPP TS 28.062).

Meaning: Initial coding mode used for full rate AMR calls. The four values
0, 1, 2, and 3 of this parameter respectively represent the lowest, low,
high, and highest coding rates in the ACS. This parameter does not take
effect in A over IP mode. In A over IP mode, the TC is integrated into the
UMG, and the BSC obtains the initial coding mode according to protocols.
That is, the BSC does not obtain the initial coding mode according to
parameter configuration.

Description: Based on the RQI in the call measurement report, the BTS and
MS automatically adjust the current speech coding rate according to the
related algorithm. The coding rate adjustment threshold is the threshold of
RQI. The RQI indicates the carrier-to-interference ratio (CIR) of the call. If
RQI equals 1, the CIR is 0.5 dB; if RQI equals 2, the CIR is 1 dB; and so
forth. Since there are multiple coding rates in the ACS, there is an
adjustment threshold and an adjustment hysteresis between the
neighboring coding rates.

AMR DL Coding Rate adj.hyst1/2/3(F)
Description: Based on the RQI in the call measurement report, the BTS and
MS automatically adjust the current speech coding rate according to the
related algorithm. The coding rate adjustment threshold is the threshold of
RQI. The RQI indicates the carrier-to-interference ratio (CIR) of the call. If
RQI equals 1, the CIR is 0.5 dB; if RQI equals 2, the CIR is 1 dB; and so
forth. Since there are multiple coding rates in the ACS, there is an
adjustment threshold and an adjustment hysteresis between the
neighboring coding rates.
Value Range: 0~15
Recommendation Value: 2(hyst1); 3(hyst2); 3(hyst3)
The AMR coding rate adjustment is decided and adjusted by the BTS according to
the RQI reported by the MS.
When RQI is high, the AMR coding rate is adjusted to a high value.
When RQI is low, the AMR coding rate is adjusted to a low value.
Based on the simulation result, it is recommended that the RLT and SACCH Multi-
Frames be set to 32 for FR AMR and HR AMR. In a specific application, an
appropriate adjustment should be made based on the actual situation in the
existing network.
Repeated SACCH
Meaning: When the cell supports Repeated Downlink SACCH, the BTS
enables the repeated transmission of SACCH frames if the measured
downlink quality is higher than the downlink quality threshold.

FR AMR has good anti-interference capability but cannot improve system capacity;
HR AMR can improve system capacity but has anti-interference capability not as
good as FR AMR (equivalent to HR).
During AMR handover, the speech quality of the current call is judged by the
reported RQI in the measurement report. In a granularity period, the handover to
HR AMR in a cell is triggered if the reported RQI in the MR of the FR AMR call is
greater than “F2H HO th” and the channel usage of the cell is greater than the”
AMR TCH/H Prior Cell Load Threshold”. In a statistical period, the handover to FR
AMR in a cell is triggered if the reported RQI in the MR of the FR AMR call is
smaller than “H2F HO th”.
F2H HO th
Meaning: For an AMR call, if the currently occupied channel is a full rate
channel and the value of the Radio Quality Indication (RQI) in measurement
report divided by 2 is always higher than the threshold set by this
parameter, an intra-cell F-H handover is triggered.

H2F HO th
Meaning: For an AMR call, if the currently occupied channel is a half rate
channel and the value of the Radio Quality Indication (RQI) in measurement
report divided by 2 is always lower than the threshold set by this
parameter, an intra-cell H-F handover is triggered.

In the GSM system, WB AMR specifies five speech coding rates. In addition, WB
AMR occupies only full-rate channels.
The BSC automatically selects an appropriate speech coding rate from the ACS

Meaning: Active coding set (ACS)[WB], indicates a set of wide-band coding
rates currently available for calls. The AMR is a set of multiple speech
coding and decoding rates.
