• To extract waste heat from trains, hot air from the tunnel system
produced by the trains when they come to a halt, hot smoke
out to the atmosphere during a train fire or station fire and

at various stages of project, we are at the verge of successful
completion thanks to the effort of the team. Some of the challenges
we faced were mobilization of equipment, limited area with fewer
access, concreting in congested space, scraps and debris of previous
contractors. Scope of project included all entry and exit structures,
ancillary building, platform slabs, plunge column, vent shaft wall,
OTE duct erection, retaining wall and knockout panel. Indeed,
amid several challenges, our team never compromised on quality
and safety. External and internal training were given regularly to
all our staff and workmen, to improve the standard of working
continuously by following quality and safety. With the average
manpower of 150 from the start of project, we had achieved 0.5
million safe manhours and 1236 training man hours till date.

EXCOGITATION IN OTE DUCT


ALIGNMENT:
OTE duct erection is a part of the station work, this covers the
Ventilation and Air-conditioning system requirement for the
underground sections of the proposed Metro Rail Project and has
three primary functions:

In conventional method, OTE duct erection and alignment


were carried out using forklift. During alignment there was lot
of difficulties. This method of OTE duct alignment costs large
manpower, is time consuming, future flexibility for small correction
and acts as an obstacle to other works besides.
Once the bolt/tie rod (20mm dia – 600mm to 700mm length)

ORIENTATION
PROGRAMME FOR
GRADUATE ENGINEER
TRAINEES
– L&T GeoStructure
On 17 August 2020, L&T Construction inducted fresh Graduate Engineer Trainees from reputed premier institutes across the country to the
L&T family. The GETs were given a warm welcome and as a ritual, our Divisional Corporate organized 3-day common orientation program
through Teams which is the new normal. Subjects that were covered are: L&T core values, culture, code of conduct and few valuable
insights by our Top Management, which helped them in understanding the organization and its business plan for future.
After the DC-conducted common orientation, L&T GeoStructure specially organized 7-day detailed orientation programme for the 49
GETs who are inducted to our IC, beginning from 20 August 2020. The programme was connected virtually and was graced by the senior
management team comprising Mr. S. Kanappan, (EVP & Chief Executive), Mr. Bino Mathew Jose, (Head - Human Resources), other Segment
and Dept. Heads of L&T GeoStructure.

Mr. S. Kanappan, (EVP & Chief Executive) in his speech, shared the vision of L&T GeoStructure and our business values. He also assured
that, the GET’s 2020 batch can look forward for a great professional career in L&T GeoStructure. Mr. Bino Mathew Jose (Head - Human
Resources), highlighted on the structured orientation plan for GETs and quoted that, few GETs of our earlier batch are currently handling
independent roles at sites. Other top management staff shared their valuable wisdom and learnings from their vast experience and spent
more quality time with the GETs.

The orientation program was scheduled online on various
areas like Corporate Strategy, Digital, Business Segments and
other core areas like Design, Contracts, P&M, Operations, QA /
QC, EHS, ISD, Supply Chain Management, Basics of Accounts,
Stores and HR Systems & Process. The GETs also had a chance to
interact with the site project Managers to get an understanding
on the scope of the business and the site culture.
An exclusive session on “Interaction with Project Managers” was
organized for sharing project details, expectations, professional
experience and suggestions for young talent. The GETs also
clarified their queries during the Q&A session and felt satisfied.
A special session on “Legacy of L&T” (Culture, Values) and
being L&T-ite was conducted by our renowned veteran Mr. SK
Tiwari. His energy enthralled the participants and the session
was delivered in his own passionate style on the History, Culture
& Values of L&T.
On the final day of orientation program, the GETs expressed their
heartful thanks to the management for providing a detailed and
informative session which they believe, gave an complete insight
of the IC where their career is set to begin.

A bill on Occupational Safety, Health and Working Conditions Code 2019, a second major labour reform of the Central Government was
introduced in the Lok Sabha on 23 July 2019. The OSHWC code was referred to the Parliamentary Committee. It was submitted as a bill to
the cabinet, which consolidated and amended as the law regulating Occupational Safety, Health and Working Conditions of the persons
employed in an establishment and the matters connected therewith or incidental thereto.

This code applies to all establishment employing 10 or more workers. Covering about 400 million workers in the organized and the
unorganized sectors, encompassing provisions from 13 Labour laws like The Factories Act, The Mines Act, The Dock workers Act, Zones
defined under the terminal water, The Continental shelf, Exclusive Economic Zone and other Maritime Act, 1976 etc. This code is covered
by 134 clauses, simplified the provision pertaining to 622 clauses in 13 laws.

Duties of Employer and Employees is covered in Chapter -III ; Cl-6 of this chapter in which it insists that every employer shall ensure to
maintain the workplace free from hazards and need to comply with this code’s requirements and regulations. Employer needs to provide
annual health examination, free of cost to their employees.

The employer shall provide and maintain plant, systems of work are safe and shall have arrangements
for using, handling, storage, and transport of article and substance used in the process is safe.
Employer shall provide information, instruction, training and supervision to ensure health and safety
of their employees.

Cl-10 of this code covers the responsibility of the employer related to communicating accidents
as a notice, within 48 hours to the appropriate enforcement authority as directed by the State
Government. The enforcement authority is empowered to make an enquiry into any occurrence
caused death within two months of the receipt of the notice.

This code also insists the employer to send notice of dangerous occurrence and details on occupational
diseases as specified in the schedule III of this code to the appropriate enforcement authority.

This code highlights the duties of employee in the Cl-13, which insist that every employee should take reasonable care for the health
and safety of himself and other person who may be affected by his/her acts or omission of the workplace. They shall comply with safety
and health requirement, co-operate with employers to meet the statutory obligations. Employee shall report any unsafe and unhealthy
situations to the safety official thereby, it shall be reported to the employers and not to willfully do anything which is likely to endanger
himself or to others.

Cl-14 of this chapter describes the rights of employee; insist that every employee shall have the right to obtain the information from the
employer relating to health and safety at work.

An employee shall bring to the notice of their employer through directly or through safety committee about their apprehensions on
likelihood of imminent dangers of their workplace, which could be addressed by the employer. The employee shall report the same to
Inspector-cum-Facilitator, if no action or the action taken by the employer against the imminent dangerous situations is perceived as not
satisfied.

Requirements on Occupational Safety and Health on Chapter IV states that the Central Government shall constitute the National
Occupational Safety and Health Advisory Board to advise the Central Government on the matters relating to framing standard,
rules and regulations and to issue policy and programs related to Occupational Safety and Health from time to time. This National Board
comprises members from Ministry of Labour and Employment, DGFASLI, DG-Mines Safety, Chief Controller of Explosive, CPCB, Chief Labour
Commissioner, Principal Secretary from four states, DG-Employee State Insurance Corporation, DG-Health Service and five representatives
each from Employer and Employee side.

The state also constitutes a board, which shall be called as State Advisory Board comprising many technical or advisory committees.

Cl-20 of this code empowers the appropriate enforcement authority to conduct survey of any establishment, deemed to be necessary,
after giving notice in writing to the employer. The Central Government and the State Government shall develop and maintain an effective
programme of collection, compilation and analysis of occupational safety and health statistics and for the Government to promote,
encourage or directly engage in programme of studies, information and communication concerning occupational safety and health statistics.

It emphasises the employer to constitute a safety committee in a prescribed manner represented by the employer and worker of the
establishment, also emphasises to appoint safety officer if wherein the worker strength is 500 or more in Building and Other Construction
Works.

Health and Working Conditions is dealt in Ch-V, Cl-23 of this code highlighting the responsibility of the employer for maintaining
health and working condition in their establishment on areas like cleanliness and hygiene, maintaining ventilation, temperature and
humidity, making environment free from dust, free form toxic gas, fumes etc.

It insists to ensure availability of potable drinking water, avoiding overcrowding, to providing sufficient space and sufficient arrangement
of latrine and urinal facilities etc.

Emphasis on welfare provisions covered in Ch-VI to be provided by the employer for their workers on washing facilities, sitting
arrangement, provision of canteen facility if the workmen is more than 100, availability of first-aid boxes etc. This code describes more
welfare facility on health aspects, insisting on ambulance if more than 500 workers are employed, and on provision of temporary living
accommodation as near to the work sites etc.

Regulation on working hours is captured in Ch-VII, Cl-26 which insist that no worker shall be allowed to work for more than 6 days in a
week.

Powers of enforcement authority is described in Chapter -VIII of this code which brief that Inspector–cum–Facilitators shall enter the
premises to inspect the premises, plant and machinery, or to enquire into any accidents which he may consider necessary.

He is empowered to issue showcause notice related to Safety and Health, Welfare provisions arising under this code, rules regulation and
bye-laws made thereunder to prosecute or to defend before any court or other proceeding to exercise powers and perform such other
duties as prescribed by the appropriate Government.

The employer is deemed to legally bound to produce any documents or to give any information required by an Inspector-Cum-Facilitators
under the sec of 175 and 176 of the Indian Penal Code.

Chapter X of this code prohibits the employment of women employee in any dangerous operation for their health and safety. After the
consent of the women employee, she shall be permitted to work beyond 7pm and before 6am subject to the safety and any other condition
as prescribed by the State or Central Government.

Requirements of Contract Labour and Interstate Migrant Worker is dealt in Ch-XI of this code related to deployment of interstate
migrant workers and emphasis every employer to ensure suitable working conditions.

The employer should provide suitable accommodation, medical facility, periodical medical facility to such worker free of charge. It insists
the employer to pay displacement allowance and journey allowance to every interstate migrant worker. It also insists to report to the
specified authority of both the states, and the next of kin of the worker in case of fatal or serious bodily injury.

Actions against Offences and Penalty, by violating this code is briefed on Ch-XII for different violations, which starts from Rupees fifty
thousand to two lakh. If the failure or contravention continues beyond a period of 1 year for certain violations, the offender shall be
punishable with imprisonment for a term upto 3 years, with a fine of Rupees 20 lakh, or both.

An offence that leads to the death of an employee will be punishable with an imprisonment of 2 years, or a penalty upto Rupees 5 lakh,
or both.
