“Steps to export”

1. Registration as an exporter

The National Government with the Decree 2788 of August 31, 2004 of
Minhacienda, regulated the Unique Tax Registry (RUT), which is the
only mechanism to identify, locate and classify the subjects of
obligations administered and controlled by the Management of Taxes
and National Customs, DIAN. To advance export activities, this record
must be processed, specifying said activity. Bearing in mind that the
RUT replaced and incorporated, among others, the National Registry of
Exporters of Goods and Services,

To locate the tariff subheading of your product, you have two options:
1) Through the customs tariff and 2) With the informal help provided
by the ZEIKY Business Information Center and the Mincommerce
Library. (It is important to clarify that the DIAN is the only entity
authorized to determine the tariff classification, according to Decree
2685/99 Art.236 and Resolution 4240/00 Art. 154 to 157 of the DIAN -
Tariff Division. 079999 Ext. 2128/2129. Cost: Average Monthly Legal

4. Procedure before the Ministry of Commerce, Industry and Tourism

Request for Determination of Origin - Sworn Statement: If the buyer


abroad requires the certificate of origin to obtain a tariff preference, the
producer of the good to be exported must fill out the Affidavit, for each
product, if it is a marketer, it must be authorized by the producer,
through the web: www.vuce.gov.co by the FUCE module.

ICA (Animal and Plant Health), INVIMA (Drugs, Food, Cosmetic


Products), Ministry of Environment, Housing and Territorial
Development (Fauna and Flora Wildlife Preservation), Secretariat of
Environment (Wood and Seeds), Ingeominas (Precious Stones,
Emeralds and Precious Metals), Ministry of Culture (Art, Culture and
Archeology), etc. Other products are subject to quotas such as sugar and
panela to the United States, or banana and tuna to the European Union,
among others.

6. Customs procedures for dispatch before the DIAN

Once you have the merchandise list check the negotiation terms
(Incoterms) and if it is the case use a Cargo Agent (Airway) or
Maritime Agent for the contracting of international transport. Go to the
Airport and / or to the Avda. 68 No. 22-81, in Bogotá, to request a
password to access the IT system of the DIAN so that you can complete
the Application for Authorization of Boarding. Directly if your export
has a value lower than USD $ 10,000. If it is higher than USD $ 10,000,
you must perform this procedure through a customs agency, which is
authorized by the DIAN.
