• Medical Journal Armed Forces India (MJAFI), the official
publication of Armed Forces Medical Services organised a
National Conference of Medical Editors - IMPACT 2019 in
collaboration with IAMJE & WAME at AFMC from 13-15 Sep 2019.
Over 200 delegates comprising of medical authors, reviewers,
editors, and representatives of publishing houses participated in
the conference.
• MJAFI Gallery showcasing the journey of MJAFI over 75 years
was inaugurated by the DGAFMS on 16 Sep 2019 at Ashoka
Chakra Library, AFMC to showcase the digitised archives of the
journal.
• The Microbiology Department, AFMC is involved in Op
Namaste and has conducted more than 6000 COVID 19 Testing
of samples by RT-PCR during the current COVID 19 pandemic for
service hospital patients in Pune-Kirkee military complex as well
as for civilian patients from Pune, Ahmednagar, Nashik, and
Satara.
• Department of Anesthesia and critical care has developed a 200
page manual of ICU protocols, procedures, and checklists which
has been approved by the DGAFMS as a standard reference for
all AFMS units. Further, the dept provided consultation to the Dept
of Science and Technology and IISER Pune for the development
of indigenous ventilators.
• Department of Community Medicine has prepared an
educational film “Kadam Kadam Badhayen, Corona Ko Harayen”
has also been prepared by the dept for providing information
about Corona for the benefit of the masses.
• Covid19 medinventory.in of the PSA to the Govt (already Live,
being used by Govt of Andhra Pradesh) was made by an
Armed Forces Medical Services team of AFMC.
• The Transmission Electron Microscope (TEM) facility was
inaugurated on 15 Oct 19. TEM is a highly sophisticated
equipment providing critical information for advanced
characterization of tissues and cells for disease diagnosis as well
as a fundamental understanding of biological processes.

(b) Armed Forces Medical College was the first to develop the CBME for the 1st
MBBS w.e.f. based on the guidelines issued by the MCI and finally approved by the
MUHS, Nashik. Curriculum has been implemented w.e.f. academic year 2019-20.
Formulation of CBME revised curriculum in r/o all subjects of 2 nd MBBS for the batch
joined in 2019-20 academic year based on the MCI guidelines has been finalized.
The same shall be uploaded on the college website & submitted to MCI & MUHS,
Nashik on receipt of directions from MUHS.
(c) On the directions of MCI one month e.g. 180 hours foundation course has been
developed & conducted for students joined the MBBS course in 2019-20.
(d) The attitude ethics & communication (AETCOM) module was introduced to the
1st M.B.B.S. students in Jul 2018 to train newly joined students about the soft skills,
However the same has been made mandatory the MCI w.e.f. academic year
2019-20.
(e) Curriculum of 2nd & 3rd M.B.B.S. for students joined the course in 2018 & prior
was prepared based on the MCI/MUHS guidelines by respective departments under
the supervision of Dean & Dy Comdt and modified as and when required as per
feedback from faculty & students in consultation with MUHS, Nashik. Three
Committees have been formulated to give feedback regarding Syllabus, to
implement the approved curriculum & to align vertical & horizontal integration of the
syllabus & these committees are Curriculum Committee, Curriculum Sub Committee
& Alignment & Integration Committee. Integrated teaching modules prepared &
conducted by the various departments. Assessments/examinations were conducted
by departments on completion of the teaching module. Mid /term end/university
exams were conducted as per MUHS guidelines for evaluation of students and their
progress. Interactive participation of students in Pune as well as outstations in
seminars, journal clubs, symposia etc are being encouraged. Students were
counseled regarding their academic performance as and when required. Attendance
& Marks obtained by the students is being informed to all parents.
(f) Being a professional college all the teaching programmes are reviewed by the
academic committee of the college based on the university results and in
consultation with MUHS, Nashik. During the training year 2018-19 college been
visited & inspected by the following officials:
(i) The Director-General Armed Forces Medical Services visited the college &
reviewed all the academic activities of the College.
(ii) A team of MCI assessors visited & inspected the college infrastructure,
equipment’s & available faculty(teaching & non-teaching) as per MCI guidelines on
27-28 Nov 2019.
(iii) A team of MUHS, Nashik visited the college on 04 Jan 2020 to assess college
infrastructure, equipment, and available faculty(teaching & non-teaching)as per
university guidelines.

2.3.2 Students mentoring system available in the institution? Give details. (maximum 500

YES - Armed Forces Medical College, Pune has been training medical graduates from
1962. The alumni of this institution have been role models for their colleagues in variou
specialties. This has been possible due to concerted efforts of dedicated faculty members t
mold graduate wing students into distinguished professionals and ideal citizens. The role o
experienced faculty members in mentoring young entrants to the AFMC is vital in shapin
medical professionals of the future. The mentorship of graduate wing students therefore i
an important facet of comprehensive medical education. The designated mentor serves as
guardian, friend, guide, and philosopher for 8-10 allotted mentees. The mentor provide
support to the mentee depending on his/her requirements. The mentors are expected t
orient the mentees during their 4 ½ years of stay in the college. The mentor can assist th
mentee to realize his/her potential. The assistance is extended by the mentor for academi
needs, psychological support, or advice with personal exigencies. The mentors are the
guiding force. The mentor can motivate the mentee to involve in variou
professional/academic as well as extra-curricular activities for the benefit of the mentee
Mentor also provide the necessary help and advice to the mentee to facilitate his/he
academic interests thereby increasing their experience and skill by collaborative work. A
faculty members posted to AFMC, Pune are on the panel of mentors. The faculty member
reporting on permanent posting to AFMC express their option to volunteer for mentorshi
programme to O/o Dean (Trg) through respective HsOD. The database of mentors i
maintained by the Col Trg (GW) at O/o Dean (Trg). The allotment of mentees to mentors i
coordinated by the O/o Dean (Trg). The fresh mentees are allotted to respective mentors a
the beginning of each academic session after the admissions are finalized. The list o
mentees is updated every year to exclude the students of mentee database by O/
Dean(Trg) or as and when required. The mentorship records are maintained by eac
mentor. The Resident Wardens (BH and GH) keep all the details of mentor mentees & the
families. The mentor is required to maintain a record of interactions with the mentees. A
forum is constituted comprising of the following faculty members and staff under the Dean &
Dy Comdt as the Chairperson and is called the ‘College Mentorship Council’. The Colleg
Mentorship Council is convened by the member secretary to meet Bi-Monthly. The HsOD i
expected to play a major role in the mentorship of graduate wing Cadets. They are expecte
to guide the mentors from their experience and expertise in dealing with problems faced b
the students. The HsOD ensure that all mentors carry out their task and to provide regula
feedback. Time slot of 1700h - 1800h on Wednesdays and Saturdays is included in th
block weekly training programme for Mentor-Mentee interactions

2.5.2 Reforms initiated on Continuous Internal Evaluation (CIE) system at the institutional
level (250 words)
(a) Weightage for continuous Internal Assessment. 20% weightage has been given to
internal assessment and continuous evaluation.
(b) Theory Assessment: A quantum change has been brought about by the university by
including MCQs, LAQs, and SAQs in theory papers of final summative evaluation
University strictly has centralized paper setting process with model answer papers
prepared by the paper setter and this is provided to all evaluators to bring in uniformity and
objectivity in theory paper assessment. The college strictly follows the same system during
formative evaluation. Central Assessment programs with model answer systems have
been introduced by the university for bringing in objectivity, time-bound evaluation, and
transparency.
(d) Many departments of the college utilize OSCE/OSPE for formative evaluation to bring
in objectivity and to offer immediate feedback to students.
2.5.3 Academic calendar prepared and adhered for conduct of Examination and other relate
matters (250 words)

(a) The curriculum prepared by departments under the supervision of Dean & Dy
Comdt. The Col Trg (GW) prepared the Block Training programme for the whole
academic year.
(b) All academic departments formulated a weekly training programme based on the
block training programme and strictly adhered to the same.
(c) The departments formulated departmental objectives and Specific Learning
objectives for various modules. Individual instructors then prepared lesson plans
based on the objectives.
(d) The Col Trg (GW) formulated the evaluation blueprint based on the university
requirements and all academic departments adhered to it. All departments
conducted formative evaluations in the form of midterm tests, terminal examination,
and preliminary examinations for university terms. Theory and practical
examinations were carried out as per the university examination pattern. The
required internal assessment marks for summative evaluation derived from these
examinations.
(e) Interactive participation in Seminars, Journal clubs symposium, and case studies
encouraged
(f) Objective structured practical examination forms part of formative evaluation in many
departments.
(g) Offline classes were conducted till 14 Mar 2020. However, as per the directions
received from the MUHS, Nashik, all training activities were suspended w.e.f. 16 Mar
2020 & all students were dispatched to their home due to COVID 19 outbreak. Online
classes for all 567 students were commenced w.e.f. 11 Apr 2020. Online weekly
training programme e.g. theory/ practicals/ tutorials/virtual clinics are being conducted
as programme issued by the O/o Dean (Trg). Terminal examinations of all four terms
have been conducted as the directions issued by the MUHS, Nashik & all students have
been promoted to next term.

AFMCiites are a band of proud, close-knit Clansman who understand each other
perfectly well, even three generations apart. If there is an AFMCiites anywhere
around, you know he has got your back. The Alumni Association is the formal link to
our Alma Mater that brings all AFMCiites on one platform – A place that reflects the
vibrant community, that home away from home for the place to come to, when you
feel that tug of nostalgia, the urge to give back, the need to feel the vibe of being in
the campus again
Tracing back its history to just around Independence, AFMC has accumulated some
amazing traditions and an awe-inspiring and rich heritage.
AFMC is constantly evolving and reinventing itself to keep pace with modern
times and requirements. When any Institution grows in leaps and bounds, it also
behooves well for taking a step aside, to look back into the past, to document,
research, and celebrate our years of scintillating brilliance. To remember the past and
celebrate the present, while planning all the while for the future, is the hallmark of a
dynamic institution. Thus, was born the ‘Heritage Society of the Alumni Association”
with its student limb, the History Society.
The Society has also started the development of the Heritage Museum, work for
which is underway and would hopefully materialize into reality sooner than later.
6.1.1 Mention two practices of decentralization and participative management during the last
year

6.1.1 Decentralization: Institute has a mechanism for delegating authority and providing
operational autonomy to all the various functionaries to work accordingly.
1. Dean Level: The Governing Body delegates all the academic and operational
decisions based on policies to the Academic Committee headed by the Dean to fulfill
the vision and mission of the institute. Academic Committee formulates common
working procedures and entrusts the implementation with the faculty members.
1. Strategic Level: The Dean, academic co-coordinator, and staff members are
involved in defining the policies and procedures, framing guidelines and rules &
regulations about admission, placement, discipline, grievance, counseling, training &
development, and library services, etc., and effectively implementing the same to
ensure smooth and systematic functioning of the institute. For the various programs to
be conducted by the institute all the staff members meet, discuss, share their opinion
and plan for the event and form various committees involving students and coordinate
with others. Staff members are also involved in deciding academic activities and
examinations to be conducted by the college.
2. Functional Level: At the functional level the faculty members participate in sharing
the knowledge by discussing the latest trends in technology during faculty meetings.
Staff members are involved in the preparation of the annual budget of the institute.
They also correspond with the University. Faculty members also write joint research
papers and share their knowledge.
Curriculum Development –
(a) AFMC follows a curriculum as per the norms and guidelines by MCI and the MUHS,
Nashik. The teaching standards are in parallel with the best global standards. The
students are taught to become doctors to cater to the medical needs of the nation, the
community, and with special relevance to the Armed Forces of India. There is a constant
endeavour by the faculty to improve upon the syllabi from time to time and as per the
changing trends of the environment. Contemporary issues and problems are taken up as
and when they arise. Knowledge is updated and training is provided to deal with new
problems that may arise. Topics of special relevance to the Indian subcontinent viz
Tuberculosis, Malaria, Diabetes, Liver Diseases, Communicable Diseases, and Cancer
are covered as modular multidisciplinary symposia with faculty members as well as
students as panellists. Topics of socio-medical importance like Smoking, Alcoholism, and
Sex Education are covered in the form of faculty-supervised student symposium
coordinated by the Student Scientific Society. Topics like military medicine and CBRN
warfare are also covered in these symposia.
(b) MCI has rolled out competency-based Under Graduate curriculum which has been
implemented w.e.f. academic session 2019-20. It is subject centred & time-based.
Competency-based medical education is the need of the hour & gaining momentum
across the globe. The adoption of a competency-based approach would mean a
paradigm shift in the current approach to medical education. This CBME curriculum is
designed to give enhanced weightage to hands-on and practical training of life-saving
skills the aim that on completion of training, Indian Medical Graduate (IMG) would be a
good clinician & able to provide preventive, promotive, curative, palliative & holistic care
with compassion.
(c) Armed Forces Medical College was the first to develop the CBME for the 1st MBBS
w.e.f. based on the guidelines issued by the MCI and finally approved by the MUHS,
Nashik. Curriculum has been implemented w.e.f. academic year 2019-20. Formulation of
CBME revised curriculum in r/o all subjects of 2nd MBBS for the batch joined in 2019-20
academic year based on the MCI guidelines has been finalized. The same shall be
uploaded on the college website & submitted to MCI & MUHS, Nashik on receipt of
directions from MUHS.
(d) On the directions of MCI one month e.g. 180 hours foundation course has been
developed & conducted for students joined the MBBS course in 2019-20.
(e) The Attitude Ethics & Communication (AETCOM) module was introduced to the 1st
M.B.B.S. students in Jul 2018 to train newly joined students about the soft skills,
However, the same has been made mandatory the MCI w.e.f. academic year 2019-20.
Teaching and Learning - The course modules, Block Training Programme, and training
schedules are documented on a six-monthly basis. The office of undergraduate has a
Brigadier & Colonel rank officer for effective implementation of the training, Curricular &
extracurricular activities. A similar organization structure exists for postgraduate
curriculum implementation and monitoring headed by Brigadier in charge of training.
Further continuous monitoring is done by the respective Heads of Departments
(a) The curriculum is prepared by Departments under the supervision of the College
Training Team. The training team also prepares a Block training programme for the whole
year.
(b) All academic departments formulate weekly training programme based on the block
training programme and strictly adhere to the same.
(c) The departments formulate departmental objectives and Specific Learning objectives
for various modules. Individual instructors then prepare lesson plans based on the
objectives.
(d) The training team formulates the evaluation blueprint based on the university
requirements and all academic departments adhere to it. Typically all departments have
formative evaluations in the form of midterm tests, terminal examination, and preliminary
examinations for university terms. Theory and practical examinations are carried out as
per the university examination pattern. The required internal assessment marks for
summative evaluation are derived from these examinations.
(e) Interactive participation is Seminars, Journal clubs symposium, and case studies are
encouraged.
(f) Objective structured practical examination forms part of formative evaluation in many
departments.
(g) Regular Counselling and feedback are offered to students for improving their
performance.

programme

Examination and Evaluation - As the college is affiliated to MUHS, it follows the
evaluation system prescribed by the university. The university is responsible for the
conduct of the examinations. However, the university has brought in heartening reforms in
the evaluation process, the conduct of the examinations is the responsibility of the
University. The transparency is maintained by centralised paper setting process, Central
Assessment programme for theory evaluation, dual assessment, and computerisation of
the MCQ Component of the theory paper. The practical/clinical examinations are made
more transparent by appointing external examiners of proven integrity and bringing in
objectivity. The students have mechanisms for redressal of their grievances.
The College has a Medical Research Unit and Committee (MRC) which is the single
window monitoring body for all research (major/minor/college/university projects and
dissertation of MS/MD). All research proposals are to be submitted to MRC Cell, which are
then vetted by the scientific committee of the college for study design, sample size, and
sampling. The projects after the scrutiny are submitted by the Medical Research Council
for consideration of the Ethics Committee, headed by a Chairperson from outside the
institution. AFMC Alumni Association (AAA) also sponsors research activities among the
UG students.

Library, ICT and Physical Infrastructure / Instrumentation -
(a) A process for planned improvement in infrastructure development is in place. New
works are initiated every year after proper need assessment.
(b) Adequate funding ensured for repair, maintenance, additions, and alterations to
existing building Military Engineering Services (MES) is available fulltime for this purpose.
(c) Standard Operating Procedures in place for demand initiation, processing and
procurement training and patient care related equipment.
(d) The institution provides excellent auditoria, lecture halls, seminar halls, and clinical
teaching facilities in the affiliated hospitals that are fully ICT enabled for a very high-quality
teaching-learning experience for its students.
(e) e-learning module for access by all students & faculty has been recently established in-
house & is used extensively. ICT accorded high priority in all teaching-learning activities
and there is a constant endeavor for improving IT and computer infrastructure with
dedicated annual funding.
(f) Library services are a key result area and there is constant effort to bring it up to a very
high standard. A substantial annual funding is ensured for library and e-learning resources.
(g) Co-curricular, extra-curricular activities, and sports accorded the highest priority for all-
round development of students. Sports infrastructure of very high standards has been
provided to students. Fine arts, literary activities, student scientific society, and adventure
club activities are encouraged and funded adequately.

7.1.7 Initiatives taken by the institution to make the campus eco-friendly (at least five)

(a) Goal
To provide medical students the opportunities to interact with students and faculty
from other reputed national and international medical schools in academic, co and
extracurricular aspects and promoting the use of technology so that they are
competitive at the global level.
(b) Context
The mission statements of AFMC reflect to desire of the institution to be amongst the
best medical and research institutions nationally as well as internationally. Towards
this end AFMC management has been tirelessly working for improving its
infrastructure, the quality of training imparted, and motivating and changing the
attitude of its students towards the quest for excellence.
(c) Practice
The teaching infrastructure, best faculty of the Armed Forces, excellent opportunity
for academic development and research are the key focus areas of this college. A
culture of innovation and best practices is inculcated in students to foster global
competencies. Besides, the students are provided opportunities to interact with
students and faculty from other reputed national and international medical schools in
academic, co, and extracurricular aspects so that they are competitive at a global
level.
The college IT infrastructure and medical equipment are state of the art. There is
productive integration of computers in teaching/learning activities both by students
and faculty. Self-learning is promoted by the provision of internet facilities. The
college has a LAN on which Classes of Undergraduate students are preloaded
before their lectures.
2. Title of The Second Practice- Inculcating Value System in Medical Students (UG &
PG)
(a) Goal
To Inculcating value system in students by providing a value-based education so that
the finished product is disciplined and of good moral character who follows medical
ethics to the core.
(b) Context
AFMC is one of its kind institutions in the country that seeks to holistically develop
the students to be better citizens and serve the nation. The College accordingly
provides an inspiring and fulfilling campus life, and facilities for sports and games to
bring in a positive change in the attitude of the students.
(c) Practice
The institution offers an excellent campus life that is comparable to the facilities
offered at best medical schools. Value-based education is accorded the highest
priority. Emphasis on discipline, character building, and all-round development,
compassion, and medical ethics is noteworthy. All students of the UG wing
participate in the NCC wing, for developing discipline, human values, and teamwork.
The College encourages students to participate in co-curricular activities and sports.
This includes music, dance, and drama. Involvement in community work and their
problems is encouraged. ‘PRAYAS’ – a student social work enterprise has made
rapid strides in the welfare of the poor and needy civilians and patients.
(a)Goal:
The goal is to identify the strengths & the weakness of the students in terms of
understanding of the subject & clinical skills.
(b)The context:
This program aims to provide attention in terms of student training by dedicated
mentors who are given some students to be monitored & trained. The mentors look
into the problems faced by the students & give necessary corrections.
(c)The Practice:
Medical cadets are divided into groups. Each group is assigned to a mentor. The
mentor interacts personally with the medical cadets on an individual bases to identify
the strengths & weaknesses of the students. During the term, the mentor guides the
mentees to improve the learning ability & proper learning of clinical skills. This
practice provides proper overall development of the student training with individual
attention.
(d)Evidence of success:
The mentor program has increased significantly the student performance in internal
assessment & in the university results.
(a) The whole healthcare system including the college is tackling the COVID
epidemic. The college is committed to providing continuous training and resources
regarding prevention, safety, and treatment of this disease. The college is providing
trained manpower for treatment of COVID positive patients at the following COVID
treatment facilities (Pune and outstation):
(i) AICTS Pune
(ii) CH (SC) Pune
(iii) Sardar Vallabhbhai Patel COVID Hospital, New Delhi
(iv) PM Cares COVID Care Hospital Bihta Patna
(v) PM Cares COVID Care Hospital, Patahi, Muzaffarpur
(b) The online teaching through the MOOCs platform has already been started and
the college plans to impart the education online on an ongoing basis.
(c) The case of initiating MD Geriatric Medicine is in the final stage (One inspection is
due). It is planned to start 02 seats of MD Geriatric Medicine by the next academic year.
(d) The college has also initiated the case for starting MD Emergency Medicine in
accordance with MCI regulations. This case is underway, and it is planned to start MD
Emergency Medicine by the year 2022.
(e) The college has proposed a “Centre of Excellence for differently-abled children”
for holistic management of these children including occupational therapy as also a
Genetic center to allow for timely recognition of genetic diseases & counseling of parents
of children with genetic diseases. Currently, there is no center in the Armed Forces which
can cater to all the needs of these differently-abled children under one roof. The creation
of a dedicated facility for these children at this institute will go a long way in generating a
center of excellence which will be one of its kind. The dept has also planned to integrate
the other teaching hospitals to impart best practices to the postgraduate students in
these hospitals.
(f) It is also planned to start a course in Military Medicine within existing resources.
(g) MCI has rolled out competency based Under Graduate curriculum which has been
implemented in AFMC w.e.f. academic session 2019-20. Competency based medical
education is need of the hour & gaining momentum across the globe. The adoption of
competency based approach even for post graduate medical residents would mean a
paradigm shift in the current approach to Post graduate medical education. This CBME
curriculum is designed with the aim that on completion of training would transform
residents into good clinicians, able to provide preventive, promotive, curative, palliative &
holistic care with compassion.
(h) The case has been taken up to impart Competency-based medical education to
impart competency-based medical education to 13 BSc Paramedical courses approved
by Maharashtra University of Health Sciences, Nashik at AFMC, Pune and to start the
following 07 additional BSc paramedical courses at AFMC: -
