Research background and problems


In the period 2010-2015, SMEs are making an important
contribution to the development of Vietnam. By the end of 2014,
this group of businesses contributed about 45% to GDP, 31% to
the total budget revenue, accounting for about 31% of the
investment capital of the business community in general,
contributing nearly 50% to the growth rate. annual national
economic growth, 3 and most importantly, is creating 51% of
Vietnam's total employment.

Given the importance of SMEs mentioned above, the


Government of Vietnam and ministries and agencies have issued
it issue many policies to support the development of SMEs.
Government has defined many groups of policies to help SMEs.
Many policies are also given as access to capital, production
premises; innovation and capacity building technology, technical
level; promoting market expansion; join the shopping plan,
providing public services; information and advice; assistance in
human resource development ...

SMEs still have not received adequate, effective policy support


and resources.SMEs need to identify key success factors such
as finance, technology innovation, taxation, to identify the
conditions for them to overcome difficulties in the internal and
external environment. This network relationship has created a
new flow of information and knowledge bases for SMEs,
possibly as a model for efficient resource allocation for SMEs
through a variety of policy packages from the state and the
market. Support policies for SMEs vary from country to country
and from developed countries to less developed countries due
to differences in business contexts, culture and the level of
industrialization.

2. Research questions
+ Analysis and assessment of SMES’s development.
+Analyze the factors impact the development of SMES:

+ Provide a system of view and solutions for the development of
SMES.
To what extent, government policy ảnh hưởng đến sự phát triển
của SMES.

3. Research methods
This study utilises two data sources. The first is taken from the
surveys of development of SMEs in Vietnam conducted by
United Nations University. The second data source is provided
by World Bank. Aimed at assesing the ỉnfrastructure quality,
finance policy and regulation on starting business of Vietnamese
Government. We evaluate the relationship between these
factors on development of SMES by using econometric model.
