Purpose: To provide guidelines for maximum and efficient utilization of all resources in
1.0 Tata Steel works, during disaster

2.0 Scope: All Construction Sites and Departments / Sections of Tata Steel Ltd. Inside the
Tata Steel Works.
2.0 Reference: Onsite Emergency Plan and Disaster Control Steel Works
3.0 Associated Hazards:
a. Major Fire
b. Release of toxic gases
c. Release of steam
d. Release of toxic chemicals
e. Spillage of hot metals
f. Explosion
g. Total or partial power failure
4.0 PURPOSE:
For the purpose of this plan, “disaster” shall be defined as any condition –A Situation is
called a disaster when it entails any one of the following factors:

Loss of human lives-10 or more in one single situation OR Loss of property –over Rs
1crore or a bear potential to the above OR A situation, which goes beyond the control of the
believable resources within the plant OR A situation apparently may not have much loss but its
long-term severity can result into loss of life, production and property damage.

5.0 PLANING AND EXECUTION GUIDELINES

Pre-Disaster Phase: Activities in this phase are designed to develop a strong emergency
response capability and to organize all levels of administration to assure full utilization of all
resources by completing the following:

TRAINING
Objective of training:
Preparing and conducting training programs/plan on disasters to educate the people on
prevention and protection measures to be taken during a disaster or in the event of
emergency

1. Each Department Chief/Head should identify an emergency Management Team


which will be responsible for assessment and implementation of emergency
procedures (evacuations, crowd control, access controls and coordination with
responding emergency services).

2. After the identification of an emergency management team it’s a responsibility of


the department to impart the training to the respective team members on Life saving
technique such as CPR (Cardio Pulmonary resuscitation) and First aid, Gas Safety
&Gas detections equipments, Application of Fire extinguishers, rescue equipment
and casualty transportation etc. Training Program should be imparted by the expert
of Fire Brigade, gas safety, Plant Medical on the use of life saving equipments and
technique

3. Employees should receive initial training and refresher training time to time
on LSEMT, which will upgrade the skill and their effectiveness during emergency

Emergency Management Plan

Each department shall have a plan which establishes procedures and checklists to be
followed during emergency/disaster. Therefore, it is essential that all departments have an
“Emergency Management Plan” that will support the Disaster Management Plan. Each
department should have its own control centre for tackling an emergency situation, where
life saving equipments like breathing set, elba etc. are available

Responsibility of EMT
The Chief /Head of the department or their designee on each division would act as the EMT
leader. The responsibilities of Emergency Management Team are

• Insuring that notification is made to emergency responders (Security


department, fire department, emergency medical services etc
• Coordinating with responding emergency services personnel
• Insuring that Command Center's (designated location on each division) are
operational with all necessary communication and emergency equipment.
• Determining if full or partial evacuation of any building is necessary and
initiating the evacuation process if warranted. Insuring that emergency control
room (designated location on each division) are operational with all
necessary communication and emergency equipment.

• Maintaining all emergency contact lists (emergency agencies, medical


services,, available transportation etc.)
• A master list of other officials' office, home and cell phone numbers is kept at each
Command Center.(designated location on each division)
Operability of equipments /resources such as first aid, gas safety equipments, necessary
for handling disaster situation shall be maintained in good condition

Role of Staff:
Every employee should familiarize themselves with the emergency procedures and
evacuation routes in buildings/locations they live in or use frequently. Employees shall be
trained on emergency evacuation as per Emergency Evacuation Guidelines

• Notification to evacuate a building should be made by means of the fire


alarm, hand held public address horns, telephones, word of mouth or any other
means that may be available at that time. Employees should promptly respond to
audio alarm system (used for alerting during emergency) such as hooter/siren.
• In the event of a fire employee, visitors and contractors are required to evacuate the
building/location.

• Occupants are instructed to follow life safety survival skills, not to use elevators
and to evacuate by way of the nearest safe stairway.

• They are instructed to exit the building and proceed to a pre-designated
Assembly Area. If a decision is made not to evacuate, Emergency Management
Team members will have the responsibility to pass the word throughout the
building

Emergency Preparedness- Mock drill


Emergency plans are tested when first devised and thereafter are rehearsed at
predetermined intervals. All the mock should be conducted under the supervision of
an external observer.

During emergency, Occupants shall be notified either simply to remain inside the
building or to evacuate to designated place. This decision will be taken by leader of
the emergency management team.

To perform the Mock drill, a scenario is assumed for various emergencies such as;
o Fire and or Explosion
o Toxic Release
o Flood
o Gas Leakage
o Building Collapse
o Power Failure etc
Only the Departments Head & Co-coordinator will be informed about the Mock Drill.
While performing the drill, all appropriate type of equipments ( Life saving equipments,
Fire pumps & Hydrants with Hoses and Nozzle)shall be utilized. This will help
emergency team members & occupants to know about the operation and use of the
emergency equipments.
Participants should increase their efficiency of the professional knowledge a well as
asses the operational preparedness, response time, team work, Co-ordination, topography
knowledge, use and operation of proper equipments and appliances.

RECORDS
• The record of the mock drill is to be maintained by the coordinator in a
prescribed form # EHSMSM / WORKS / 447 / 4001 as well as in a Register.
• Copy of the filled Mock drill form will be sent to all external agencies for
corrective action (if any).
• One copy of the duly filled form will be sent to the Head, Fire Brigade also.

Emergency Phase: During this phase, the operational activities will be accelerated to increase the state of
preparedness of the plant population to meet and cope with an impending or imminent disaster – if
warning is sufficient. The disaster phase shall include all of the following:

In the event of a disaster with little or no warning – operational activities will be direct towards protecting
life and property, administering to the health and welfare of the affected population, containing or
limiting damage effects, assessing damage and estimating requirements for restoring and recovering from
the results of a disaster.

The declaration of a MAJOR EMERGENCY automatically triggers the


implementation of the Disaster Management Plan. Overall emergency operations will be
directed form the ECC (Emergency Command Center)

The emergency field operations will be directed from an established command post
staffed by the appropriate emergency agency department heads.

Role of Security department:


• Sending a representative to the ECC (Emergency Command Centre)
• Maintaining law and order throughout work,
• Maintaining traffic control on evacuation rout
• Coordinating all law enforcement resources made available to the works,
• Providing security at the EOC (Emergency Command Center)
• Establishing a system for issuing security passes to authorized personnel in the
disaster affected areas.
• Co-ordination with Police based on situation
• Ensure no unauthorized persons captures / take photograph / Mobile Camera at the
site

Role of Fire Brigade Department:


• Sending a representative to the ECC (Emergency Command Centre);
• Ordering evacuations, as needed;
• Coordinating search and rescue missions;
• Extinguishing of fires
• The pre-hospital triage, treatment, and transportation of the sick and injured; and
• Maintaining an adequate reserve force for additional simultaneous emergencies.
• Report to the concerned Shift In charge / HOD at site
• Assess the degree of damage & rescue requirements
• Explain the rescue operation to the concerned HOD/ Incident Controller,
• Ensure Safety of Fire Brigade personnel during rescue activities.

Action by department

• Till Head of Department arrives at site, Shift In charge should act as Incident
Controller and coordinate the emergency mitigation.
• Inform to the Head of Department and other required responding agencies i.e. Fire
Brigade, Security, Safety& Ergonomics, First Aid Station, Gas safety, Environment
etc.
Action by Chief/ Head
• Get command of the situation, act as Incident Controller.
• Assess the severity of incidence and coordinate the emergency mitigation.
• Ensure necessary rescue assistance from the service agency.
• Inform concern VP.
• Provide necessary resource to the identified rescue team.
