1.0 Purpose: This document establishes the minimum acceptable mandatory requirements to develop
and maintain safe and defensive driving practices, and it also establishes the level of safety appropriate
for achieving the goal of zero incidents on Road.
TATA Steel road safety process has two parts:
• Improve and sustain the driving skills and attitudes of drivers.
• Use of Fit vehicles and to impart appropriate training to road users.
This standard is intended to supplement, but not supersede, any applicable government regulations.
2.0 Scope: This standard applies to all people who use the roads or operate equipment at any site of
Tata Steel. It includes contractor employees, visitors as well as Tata Steel own employees. It also
applies to cyclists, drivers of ―Two Wheelers/ Four Wheeler/ Heavy vehicles‖ and pedestrians. Out
locations may use by customizing it, along with Local road safety standard (if any)
Driver is defined as either of the following:
A person ( Employee/visitors/contractors/suppliers) who drives an approved motor vehicle (e.g.,
company vehicle, personal vehicle, or transporters vehicle),
Employee who drives a company vehicle for personal reasons.
3.0 References: Dupont driving Safety Manual , Central Motor Vehicle Rule 1989
4.0 Responsibility:
Line Management
Road Users
Safe behavior on the roads is an integral part of our on- and off-the-job safety. A key element of those
principles is that safety and health is a line management responsibility. However, even the best-intended
and best-designed Road safety standard cannot be effective without trained and motivated people.
To achieve excellence in Road Safety, all concerned have important role to fulfill. These responsibilities
are summarized below.
4.1 Management shall have the following responsibilities:
Develop and help ensure implementation of driving safety standards for department, divisions,
out locations as appropriate.
To ensure that this standard is made available to and understood by all employees,
contractors/transporters/vendors and visitors in their areas of responsibility.
To ensure that employees, contractors/transporters/vendors and visitors are appropriately
trained to drive.
Investigate thoroughly all Road related / motor vehicle incidents and collisions.
Recognize and reward the safe drivers.

Trailing indicator: results-oriented metric that gauges safety performance by measuring past efforts,
loss events, problem areas, and past trends and is used in comparisons.
Leading indicator: process-focused metrix used to predict emerging issues by measuring the presence
of safety in areas that are known to affect the trailing indicator
All drivers, contractors, transporters, vendors and visitors must follow all government laws and
regulations concerning driving, including
• Following alcohol/illegal drug prohibitions.
• Having a valid driver’s license or permit to operate the vehicle being driven.
• Maintaining vehicles that are being driven on in roadworthy condition.
• Obeying all traffic signages and regulations.
• A valid vehicle pass for driving the vehicle at Tata Steel Locations.
Registration number of motor vehicles entering the Works must be marked as per the guide-lines of
Central Motor Vehicle Rules,1989. For further details, one may refer to the circular no. CSE/64-
1279/04, dt. 18.12.2004.
The line organization should consider using the following leading indicators in its vehicle driving safety
process:
• Number of collisions/incidents in a two year period by driver
• Number of drivers with more than one vehicle collision and/or vehicle incident per year
• Percent of drivers audited per schedule
• Percent of drivers trained per schedule
• Percent of drivers reviewing this standard annually
All collisions or incidents involving company, rental, personal or transporters vehicles being used for
company business shall be reported to line management and the business/region safety contact promptly
(e.g., within 24 hours) and as specified by the business or region.
When personal vehicles are used on company business and are involved in an incident resulting in
vehicle damage, the damage is not reimbursable because the conveyance allowance covers operating
expenses (e.g., fuel, oil, repairs, tyres, maintenance, insurance, and depreciation) that account for such
events.
All motor vehicle collisions/incidents shall be investigated and documented in SEMS system . Vehicle
collisions/incidents involving rental/transporters vehicles shall be reported to the all concern transporters
in addition to internal Tata Steel reporting.
All motor vehicle collisions/incidents involving company vehicles in which someone other than a Tata
Steel employee is driving must also be reported in SIRS .

The safe operation of a motor vehicle involves skill, a commitment to safety, and the driver’s total
commitment to the task at hand. A driver’s primary responsibility is the safe operation of the vehicle,
and no activity should interfere with that responsibility as driving is a risky activity. Thus, any use of a
cellular phone, or other portable electronic device while operating a motor vehicle must not be use while
driving which causes distraction.
Driver distractions consist of two types: cognitive distractions, which take the driver’s mind off the
driving task, and distractions due to physical manipulation of things, which take the driver’s eyes off the
road and/or hands off the wheel..
To minimize cognitive distractions, a driver should stop the vehicle at safe place for attending any
emergency calls or interacting with passengers. Cellular phones
Even hands-free cellular phones shall not be permitted while the vehicle is in motion or stopped in
traffic. At no time shall a conversation be held when driving with the phone out of its hands-free cradle
or held in the driver’s hand, regardless of how the call is initiated.
This section restricts to use of any of the following
• Built-in car phones, whether hand-held or hands-free models or with ear Plugs.
• Cell Phones/Mobiles
• Portable cellular phones located in a vehicle and used by the driver.
• Electronic equipment that might be operated in a vehicle.
The driver of any company vehicle must adhere to the following conditions while the vehicle is in motion
or stopped in traffic situations:
Drivers shall not initiate a call under any circumstances even in the emergency situations while
driving.
Incoming calls may be attended only after stopping the vehicle at a safer place
Other distractions
Other potential distractions include the following actions:
• Changing a radio station by retuning the radio / FM Channel
• Changing tape cassettes or compact disks
• Dictating mail into a hand-held recorder/Dictaphone
• Eating, drinking, or smoking
• Engaging in personal grooming
• Reaching for objects in the car
• Reading directions, maps, mail, magazines, or newspapers or checking SMS in Mobile

Note: Although no case of a cellular phone causing an ignition at a petrol /diesel pump has been
documented, it is prudent to avoid using any portable electronic device while standing by an uncapped
vehicle gasoline/petrol/diesel tank.
• Blinker
• Left and right side-rear view mirrors
• Seat belts
In Heavy Vehicle - As per the check list given in VIS for heavy vehicle ( refer
Transportation safety std)
As per the guide lines given in sec92 to sec 127 as per central Motor vehicle rule 1989
Refer to Appendix C for additional mandatory requirement and advisory guidance on vehicle selection
and maintenance.
Brakes, all lights, turn signals, windshield wipers, tyre condition and pressure (including spare), and the
horn should be inspected frequently and essential repairs performed immediately.
Custodians of company vehicles must maintain the company vehicle or personal vehicle according to
manufacturer’s guidance. The maintenance program is prescribed to confirm regular maintenance for
vehicle reliability/safety and also to confirm that a recognized or reputable service establishment
performs all repairs for warranty purposes.
Using personal vehicles for Company Business is discouraged. An employee should use a vehicle that
meets or exceeds established company standards for purchasing or renting vehicles or hiring vehicles
Regional advice should be followed regarding renting or driving in foreign countries
Vehicles should be used for their designated function. Vehicles should not be loaded beyond the
manufacturer’s specified capacities.
Use of safety belt during car driving inside works is mandatory and non-compliance to this requirement
will be considered as road safety violation. This is as per the circular no. GMW/CSE/7803/04 dt.
23.02.2004.
5.7.4 Headlights
Low-beam headlights should be used during operation of the vehicle to provide an extra degree of safety
in day time preferably. Headlights must be used on while driving in night/low illumination area. We
should use head light in Low beam (dip) and not in high beam to avoid glare to other road users.
6. Management systems
Apex Rail Road safety sub committee and Safety & Ergonomics department are available to assist
with the implementation of this standard. Company vehicles fleets are managed by a fleet management,
JUSCO and Equipment maintenance services department.
Vehicle details:
All incidents to be investigated as per the incident investigation technique trained by SNTI/ Du Pont
and PIR to be filled by the concern line managers of the department/ division
Seek eye contact from anyone who could enter your path. If they are a threat and you don’t have their
attention, use your lights, turn signals, horn and other warning devices to alert them of your presence.
Keep visible and communicate.
6.Avoid Aggressive driving
If you find your self immersed in anger while driving, take immediate action to calm down
to your self, and give careful thought to your behavior
7. Keep a safe distance of two seconds between your vehicles and the vehicle ahead
add each seconds for every adverse driving condition
8. Keep your vehicle in excellent running condition
9. Never exceed the prescribed speed limit
10.Be cautious and slow down your speed at every intersections or road junction
11.Allow your self a little extra time for your journey, you will feel less stress and less likely to
involve in any incidents
12. Be alert while driving in One Way road as other road user may come from opposite side
13. Be alert with stray animals and if you see Dog/cow/goat by the side of road, slow down
your speed and cross carefully
These ―keys‖ are common sense, easy-to-use skills that will work in any vehicle in any traffic
conditions. Practice, and think through the thirteen steps, until applying them becomes a natural part of
your everyday driving.
B.2 Fatigue
Driver fatigue has been determined to be a contributing factor in many motor vehicle collisions. Often,
fatigue leads to increased reaction time, which can prevent the driver from reacting quickly enough to
prevent a collision.
Employees should be aware that unusually long driving distances coupled with work time could cause
fatigue. The employee should do whatever is appropriate to allow him or her to complete the trip safely
(e.g., traveling with other employees, staying overnight at a hotel, or using public transportation). Any
questions or concerns should be discussed with supervision before making the trip.
The following list includes some causes of driving fatigue:
• Driving after consuming a large meal
• Driving long distances at highway speeds (i.e., highway hypnosis)
• Driving long distances without getting proper rest (some experts suggest breaks every two hours)
• Driving several hours after a full day of work
• Driving without adequate ventilation and temperature control
• Ingesting various medications or controlled substances
• Insufficient rest
• Maintaining an improper driving position behind the wheel
