Purpose
This standard describes the recommended basic
requirements for safe working on railway tracks
Procedures
Florescent safety jackets to be used by all persons working
on track line
Engineering works on non-electrified line
Track Inspection : To be carried out by 2 persons. One will
inspect and other will be present to look for the safety of the
inspecting person. The person on watch should have Red
Flag
Job of short duration: All the jobs which can be completed
without interrupting rolling stocks. Permit of work
clearance to be taken. Red Banner to be put at 40 feet away
on both ends from working point. Any rolling stock should
stop before the flags
Engineering work on non electrified line
Job of long duration: If rolling stock will be
interrupted then it’s a long duration job. Proper
shutdown should be taken from proper authority. Red
Banner to be put at 40 feet away on both ends from
working point. Any rolling stock should stop before the
flags. If there is a risk of interference with from trains
on adjacent rail tracks workers shouldn’t be allowed to
walk on that line
Engineering work on non electrified line
Laying of new line and connection with existing:
The new line should be laid first without affecting the
existing line. Before executing the new line will be
jointly inspected by the executing agency and PWE.
After inspection, connection will be done by taking a
proper shutdown. Red Banner to be put at 40 feet away
on both ends from working point. Any rolling stock
should stop before the flags. If there is a risk of
interference from trains on adjacent rail tracks workers
shouldn’t be allowed to walk on that line
Engineering work on electrical track line
All the categories mentioned before are applicable
No damage should be caused to traction bonds during the job
Distance between track components, electric masts and OHE
wires should be within prescribed tolerances
Without power block, no work within a distance of 2m from
live parts of OHE
New steel material at 200 m from running rail
During movement of Electric Loco: No body should be in
contact with the track within 250m distance
Insulated tools and gloves should be used
Engineering work on Signaling & Interlocking
Proper maintenance of insulated joints
All switches and their connectivity with signaling
system to be checked weekly
No metallic tool near signal wire
No metallic handle umbrella to be used near traction
line
Proper coordination with cabin while checking the
guage
Engineering work on Bridge/High line
All previous instruction applicable
Full body harness to be used while working on bridge
No loose material to be kept on scape platform
Spike structure to be used to remove dog spike
Engineering work on hot metal line & coke plant
Fire Retardant jacket to be used while working on Hot
Metal line & Coke Plant area. Nobody should go in front
of cast house during taping of hot metal and slag.
Nobody should enter the quenching tower area in coke
plant without proper clearance.
