Safety During Overhauling

PREVENTING NEAR-MISSES WILL RESULT ‘ZERO’

ACCIDENT
Area Incharges are requested to please ensure the following Safety,
Security and Welfare needs during the overhauling of the Units :-

1) Arrangement for work access permit, height work permit & other
isolation permit before starting of jobs
2) Arrangement of proper Gate Pass.
3) Arrangement and placement of Scrap Bins.
4) Availability of Fire Extinguishers in healthy condition.
5) Supply & use of Nose Mask, as and when required, by all workers
and executives of agency as well as NTPC
6) Arrangement of water coolers for cold water during summer.
7) Sufficient illumination at ESP, Boiler, Duct, TG & GT areas.
8) Periodical Safety PEP talks.
9) Healthiness of lifting tools & tackles to be used by the NTPC as well
as Contractor
GENERAL SAFETY PREVENTIVE MEASURES FOR OVERHAULING:-

•Safety helmets with back support & chin strip only should be allowed during overhauling works.
Use of chin strip must be continuously monitored. No body should be allowed to work without
safety shoe and safety helmet during overhauling work in the area.

•Sub standard/damaged Tools and Tackles, Slings, Ropes, PPEs like Safety Helmets, Safety Belts
should be removed from the site without any compromise.

•Area Incharges are requested that all Cranes, Hoists, Winch Machines, Hydra, Chain Blocks,
Pulleys, Wire Ropes, Hook-Chooks, Di-Shackles, Welding Machines, Welding Generators are tested
before putting them into service during the Unit Overhauling.

•All mobile Safety Boards must be shifted to overhauling site before starting of overhauling
activities.

•Permit to work for height work, Access Permit, Permit for Confined Space must be taken
separately before execution of the work & it should be with the agency.

•Only Skilled / Semi-Skilled workers must be deployed during overhauling works. Their safety
awareness must be checked before deployment.

•PEP talk for proper use of PPEs and lifting tools & tackles should be organized for all contract
workers by all
The Agencies like UBEL, BHEL etc. which are engaged in overhauling activities throughout the year, must
deploy full time qualified safety officer irrespective of safety provisions of the Factories Act and other
Rules, but considering the risks involved in overhauling works. Risks in overhauling activities are not
lesser than risk in construction & erection activities.

Safety belt must be used while working at height.

Site Engineers must be present at site during work.

Unwanted/ scrap materials should be removed day to day basis during overhauling by concerned
deptt./ contractors.

First aid Box to be available at site.

Use only proper pathway/ working platform/ stairs meant for movement or working.

Proper & safe handling of compress gas cylinders at working area.

Location as well as area lighting must be sufficient and equipment must be clearly visible during night
hours.
All the workers, engaged in ash cleaning, insulation removal & fixing activities and other dust prone
areas, must use dust mask.

As far as possible, cutting of the bottom plate should be avoided in the flue gas ducts.

All Lifting Tools & Tackles are to be tested by authorized person before taken in to use and a copy of the
certificate is to be submitted to Safety Department.
ELECTRICAL DEPTT. SHOULD ENSURE FOLLOWING POINTS:-

•Electrician should be given rubber hand gloves, shock proof elect. safety shoes.
•Use of 24V lamp in confined area.
•Permit to work for working in confined area.
•Use of 03 core properly insulated cable.
•All electrical installations to be earthed properly.
•Electrical cable should be used above man height or through railing side to avoid
rolling / cutting of wires on the walkways.
•Power supply should be taken through electrical department only.
•Electrical Loose connection to be avoided and use of proper PLUG TOP with 3
wires ( 3 core ) connection .
•Avoid too much cut / damaged electrical cable joints.
•To ensure that all welding machines which are to be used during O/H are tested
and tested tag to be pasted all such machines.
•Use proper electrical extension board with each working floor ( height) of Boiler /
Turbine/ ESP/ Mill /GT areas and others.
•Ensure proper/recommended load on all lifts during the Overhauling of Units.
•Do not allow over load on lifts.
•Any other safety precaution as per site requirement.
