1. Purpose:

The purpose of this HSE Management Plan is to define the HSE requirements and
objectives of the project as well as the processes and procedures that will govern actions to
ensure that Health, Safety & Environment requirements and objectives are satisfied during
all phases of the construction of this project.

2. Environment, Health and Safety Policy:

EHS Policy shall be communicated to all the employees & workmen through display
boards, Posters, Safety Meetings & Pep Talk & etc.

3. Safe working procedure in Transmission Line:

4. SAFE WORKING PROCEDURE FOR EXCAVATION & FOUNDATION WORK

• Check with authorities about underground facilities like water line, sewer line, electric
cables or telephone cables and obtain proper permit and take proper precautionary
measures against the same before commencing any excavation

• Tool Box Talk shall be conducted by site engineer/contractor -gang supervisor daily and
will include topics of relevant activity and about HSE in the format EPC/EHS/FMT/08

• All relevant required HSE checklist to be filled by site engineer/gang


supervisor/contractor supervisor and ensure the safety points made in the format
EPC/EHS/CKL/24.

• No excavation work is to be carried out unless the work is effectively supervised and
planned.

• Ensure adequate manpower for the excavation and foundation work.

• In case there is movement of men or cattle in the vicinity of the excavation, the area is
to be suitably barricaded and warning signs displayed before starting any excavation
activity.

• Prohibit children / passersby from entering into the working area.

• Excavated earth / material must be placed at least 1.5 meter away from the edge of
the excavation.

• Precautions must be taken to ensure that boulders etc. do not fall back inside

the pit.

• All plants and machinery should be placed at least 2 meter away from the edge of the
pit to avoid collapse of the pit due to vibration produced by the machines. Wheel
blocks must be provided to avoid any undesired movement.

• All rotating parts of the concrete mixers must be adequately guarded.

• Concrete mixers should not be operated by any unauthorized person

• No maintenance is to be carried out on the concrete mixers while the machine is in


operation.

• All JCB / excavator must have a valid registration and insurance certificates and
operators working at site must hold valid driving license.

• The JCB /loader will be inspected by site supervisor as per format EPC/EHS/CKL/30

• No vehicular movement must be permitted within 2 meter from the edge of the
excavation.

• Excavations deeper than 5 ft. will require proper shoring or sloping depending on soil
conditions to advert pit collapse during excavation and foundation casting

• Proper and strong ladders must be used for access and egress into and out of
excavations by the workmen.

• Ladders are to be positioned properly in the ratio of 1:4 (horizontal to vertical


distance) and must extend at least 3ft. above the ground level.

• Undercutting must not be resorted to under any circumstances.

• Ensure that electrical connections for dewatering pumps, if any, do not cause any
danger to the workmen.

• After heavy rainfall, the site in charge should inspect the condition of the excavation. In
case there is a possibility of pit collapse, all activity must be

stopped immediately. Work must start only after ensuring adequate precautions
against the danger.

• Lone workers should not be allowed to work in deep excavations.

• Appropriate PPE's must be worn by workers at all times. PPE's required for excavation
activity includes safety helmets, shoes. All workers involved with the concreting work
must wear gumboots and gloves too.

• Workmen working at ground level above the projecting reinforcement bars must
protect themselves by suitable means against fall on the same.

• Template supporting jacks are to be placed evenly and as far away from the edge of
the pit as practicable.

• Jacks are to be placed on level ground.

• Wooden platform or sand bags are to be placed below the jacks for proper distribution
of load.

• Unnecessary gap/period between excavation process and foundation casting is to be


avoided.

• Adequately equipped first aid box should be available at site.

• Safety awareness posters to be displayed at site

• Proper barricading to be ensured to prevent man and material falling in to an


excavation pit.

5.Safe Work procedure for tower erection work

1. Tool Box Talk shall be conducted by site engineer/contractor -gang supervisor daily and will include
topics of relevant activity and about HSE in the format EPC/EHS/FMT/08

and also checks to be done before work starts as per EPC/EHS/CKL/25.

2. No erection work is to be carried out unless the work is supervised by effective and BEL staffs
and supervisors at all times when the erection work is in progress.

3. Fitters with sufficient skill and experience for the job only are to be permitted to
Carry out erection work.

4. Before commencing any erection work, medical fitness of all fitters must be ensured.
5. Workmen having any injury or those under the influence of drugs (prescription / illegal) or alcohol
must not be allowed to work on the tower under any circumstances.
6. Before starting the tower work, ensure that foundation has been properly backfilled.
7. Sufficient area for free movement of men and material must be ensured.
8. The condition of vehicles must be checked periodically. All vehicles in use at the Site must be
in good condition. The breaking systems should be checked Periodically and defective parts
if any must be rectified / replaced immediately.
9. All mobile crane /trucks/vehicle must have a valid registration and insurance and operators /
drivers must be well experienced, sufficiently qualified and trained and must hold a valid driving

license.
10.All mobile crane shall be inspected as per format no. EPC/EHS/CKL/37
11.All Tools and tackles are to be thoroughly checked as per the format EPC/EHS/CKL/22 for their
healthiness

12.All tools and tackle’s healthiness has to be checked daily prior before starting the work by site
supervisor
13.Before commencing any lifting operations, it is to be ensured that the lifting
appliances and gear viz. derricks, lifting hooks, belts, slings, wire rope, PP rope, ‘D’
shackles, pulleys etc. to be used for erection work, are of good quality, of adequate capacity for
the job and in good condition. Defective material must not be used under any circumstances and
must be removed from site and replaced immediately.
14.Test certificates of all lifting appliances deployed at the site must be checked prior to erection
works.
15. Appropriate PPE’s shall be worn by all workers at all times. PPE’s required for this activity includes
safety helmets, safety shoes and gloves (if required).
16.All supervisors at the erection site must also wear safety helmets and safety shoes.
17. Workers working on towers are to always use full body double lanyard safety harness. All
straps of the safety harness must be properly tightened. It must be ensured that one
lanyard of the safety harness is properly anchored to a strong tower support at all times
while working, ascending / descending or during horizontal movements on the tower.
18.The healthiness of full body harness checked as per format EPC/EHS/CKL/17
19. Not more than two workers must secure their fall arresters on a single rope.
20. All PPE’s must be CE / ISI marked.

21.Workers shall wear safety shoes at all the time at site. Fitters who work on tower will wear canvas
shoes and the remaining workers shall wear leather safety shoes at the ground.
21. Towers are to be erected in a sequential manner. Work on the upper section must not be allowed
to start until all the members/diagonals and bracings of the lower section have been fully erected
and all nut bolts are properly tightened.
22. Fixing of two or more main leg members at ground level and erecting the same must not be

allowed. One main leg section at a time should be erected.


23. Derricks are to be provided with a minimum of three guy ropes.
24. Guys provided during erection are to be anchored to a strong anchorage point. One anchorage
point must not support more than one guy. If crowbars are used for this purpose then the same
are to be driven to the ground up to full length. Two crowbars driven to the ground in a crossed
manner may be used as one anchoring point, depending on soil conditions.
25. Maximum permissible angle between the guy rope and horizontal plane is 45°.
26. Main leg members are to be fitted with step bolts as the tower is being erected.
The practice of fixing step bolts after erection of complete tower is to be avoided.
27. Ascending / descending from the tower should be through step bolts only with the help of rope
grab fall arrester. The practice of ascending / descending from the tower through tower
members must not be allowed.

28. For manual lifting of sections / heavy members, the hauling rope is to be supported with a strong
anchorage point to prevent slippage. The end of the hauling rope is to be wrapped around this
anchorage point by sufficient member of turns.
29. Wire / PP ropes used for tying pulleys etc. to the tower members must be adequately
padded with folded gunny bags to prevent damage.
30. No tower erection works shall be carried out after sunset.

31. Tower erection works shall not be carried out during inclement weather viz. dust storms,
windy weather, rains or storms. If thunderstorm is approaching, the work should be stopped
immediately.

32. Adequate signage must be installed as required.


33. Emergency vehicle and First aid kit must be made available at working sites.
34. Safety awareness posters to be displayed at site.
35. Ensure the usage of vertical grab fall arrester while ascending and descending on the
Tower.

36. Ensure the horizontal life line usage for horizontal movement on tower.
37. Ensure tower erection shall be carried out with the help of power winch
machine only, tractors shall be avoided.

6. Safety measures to be taken while carrying out assembly/ erection


works Near power lines
1. Shut down permits shall be obtained from concerned departments as per format EPC/EHS/FMT/04
where the works are to be carried out very close to live lines.
2. Shut down permit system as per format EPC/EHS/FMT/04 to be obtained from State Electricity
Board sub- station while working near power lines.
3. Works shall be carried out under the presence of site engineer/supervisor who will be
responsible for obtaining shut down permit.
4. Safe working distances shall be maintained while working near ‘Live’ power lines.

5. Tower earthing shall be checked & ensured properly.

7. Safe Work Procedure for Conductor Stringing

1. No stringing work is to be carried out unless the work is effectively & competently
supervised at all times when the work is in progress.
2. Tool Box Talk shall be conducted by site engineer/contractor -gang supervisor daily will include topics
of relevant activity and about HSE in the format EPC/EHS/FMT/08 prior before start work

3. Before commencing any stringing work, ensure that, all the towers of the stringing section have been
fully erected. Ensure all members / bracings have been fitted, tightened, punched and tack welding of nut-
bolts done and back filling of the towers have been completed. The site in charge/Gang supervisor should
fill the format no. EPC/EHS/CKL/26
4. Ensure that all the towers of the stringing section have been permanently earthed.

5. All members of the stringing gang should be sufficiently skilled and experienced and for the job,
medical fitness of all fitters must been ensured.

6. Sufficient area for free movement of men and material is to be ensured.


7. Workmen having any injury or those under the influence of drugs (prescription / illegal) or alcohol
must not be allowed to work on the tower under any circumstances.
8. Proper arrangement should be available at site for safe loading / unloading of conductor
/ earth wire drums.

9. Appropriate PPE’s must be worn by all workers at all times. PPE's required for this
activity includes safety helmets, safety shoes and gloves, canvas shoes for fitters.

10.All supervisors / workmen at the stringing site must also always wear safety helmets and safety shoes.

11. All workers working at a height of above 2 meter must always use full body double lanyard safety
harness. All straps of the safety harness must be properly tightened and Healthiness of full body harness
inspected for the checklist of EPC/EHS/CKL/17.Ensure the usage of vertical rope life line grab fall
arrester while ascending and descending on the tower. Ensure the horizontal life line usage for
horizontal movement.

12. From two lanyards at least one lanyard must be anchored to a strong support at all times. In addition
fall arrestor is also to be ensured.
13. All vehicles in use at the site must be in good condition. The condition of vehicles including the
breaking systems shall be checked periodically. Defective parts shall be rectified / replaced immediately.
14. T&P's used for stringing work, must be of good quality, sufficient capacity for the job & have proper
test certificates. T&P's are to be thoroughly checked for their healthiness as per the format no.
EPC/EHS/CKL/22, EPC/EHS/CKL/23

15. All lifting appliances must be of adequate capacity and in good condition. Test certificates of all lifting
appliances deployed at the site shall be checked prior to erection works.

16. The lifting gears deployed for the erection works viz. lifting hooks, belts, slings, wire ropes etc. should
be checked periodically and confirm its suitability to continue with work. Defective equipment is to
be removed from the site and replaced immediately. Test certificates of all lifting gears deployed
shall be checked prior to erection works.

17. All machines / equipment to be used shall be checked for any defect or repair well in advance. Any

defect or repair identified shall be rectified prior to the commencement of work.

18. Major tools like pulleys, shackles, pull-lifts, come along clamps, steel wire ropes etc. shall be

thoroughly checked for safe working condition prior to the commencement of work.

19. All the operators / drivers must be well experienced, sufficiently qualified and trained and

must hold a valid driving license.

20. Local villagers must be informed of the planned stringing activity in the vicinity of the village, if any,

in advance. They must be informed about the hazards involved and the special need for the children
to be refrained from playfully infringing into the stringing area. The village head must preferably be
intimated in writing about the same.

21. Continuous public announcement preferably by megaphone must be made before and during the

stringing process to warn off the public from the area of operations.

22. At least one person must be placed as a look out in each of the span when stringing work is in
progress to ensure that no children hang on to the conductors during the stringing process. They
must be in possession of whistles & flags for controlling public and communicating with their team.

23. In addition a lookout must also be placed at a vantage position preferably at a height overlooking a
few spans.

24. Special patrolling checks should be maintained during the entire period and stretch of the stringing

work.

25. Reliable, efficient and uninterrupted communication arrangement like walkie-talkie must be

available amongst tensioner, puller, stringing supervisor and all the intermediate gang members.

26. Tensioner and puller must be properly anchored and earthed.

27. Adequacy of anchor blocks provided for towers, puller and tensioner machine stay arrangements

must be verified and confirmed.

28. For stringing on one side of the section proper guying and back staying is to be provided at all the

tension points.

29. Guying and back staying is to be done by steel wire rope only. Diameter of the wire rope should not
be less than 20 mm. anchoring for the backstays should be strong enough to withstand the intended
load.

30. Guying & back staying arrangement should have a provision for adjustment of tension of the guy
wires.

31. Angle of the guy rope with the horizontal plane should not be more than 300.

32. In case the guying and back staying arrangement is to be maintained for a long duration, then the

anchoring area is to be cordoned off and a watchman posted to keep a watch.

33. Guying and back staying is to be provided for one side stringing of D type towers also.

34. Guying and back staying arrangement should be checked periodically to ensure that the same does

not fail.

35. As far as practicable, jumpers are to be left disconnected until all the work of the line is completed.

36. Sequence of paying out should be from top to down for double circuit lines.

37. When pulleys etc. are tied to the tower member through wire / PP rope, the same should be

protected against damage by the sharp edges of tower members by providing a padding of folded
gunny bags etc.

38. Conductor drum stands shall be equipped with suitable brakes, to avoid over-run of conductors.

39. Conductors should not be left in such a position that they may cause danger to general public.

40. Random inspection of hardware fittings is to be done at site to check for any crack or other damage
before fixing them to the towers.

41. Because tension applied will be very high, it is essential to take extra precautions while stringing short

spans or single spans.

42. During final sagging after the load is transferred to the tower, sufficient time must be allowed for the
load to be stable. During this period all the workmen on the tower must wait on the tower main body and
not on the cross arm or conductor.

43. All final sag operations must be carried out using power winch machines only.

Use of tractors must not be permitted.

44. All the insulator strings should be thoroughly checked for any crack, kinks, availability and proper

placement of all spilt pins etc before lifting them on the tower.

45. Stringing / sagging works should not be carried out during inclement weather viz. dust storms, windy
weather, rains or storms. If thunderstorm is approaching, the work should be stopped immediately.

46. Stringing of conductors / sagging works shall be done only in daylight hours. No stringing and related
operations shall be carried out after sunset.
47. Proper signboards must be installed as required.

48. Adequately equipped first aid kit must be available at all working sites.

8. SAFETY MEASURES TO BE TAKEN WHILE ENCOUNTERING POWERLINE CROSSINGS

1. Network of the LT line in the vicinity is to be thoroughly checked and adequate precautionary
measures should be taken to prevent inadvertent charging of the LT line, which is to be crossed.

2. For crossing power lines, shutdown and PTW for the power line to be crossed must be taken from
concerned authorities before commencement of the work as per the format No. EPC/EHS/FMT/04

3. Scaffoldings shall be erected suitably with safety nets. It has to be checked by the format no.
EPC/EHS/CKL/08

4. Power lines required to be crossed and on which shutdown needs to be availed, should be shorted and
earthed at both side of the area of work immediately after taking the shutdown. The point(s) of isolation
of the power line must be properly protected by a suitable

5. Lock and key mechanism. I.e. LOTO system to be implemented. The point must also be manned till the
completion of the job both side of the working area must be protected by providing with temporary
earths (discharge rods).Proper quality of discharge rods are to be used.

6. All the connecting points of the discharge rods must have solid connections. Discharge rods should be
fixed properly so that both the connections at earth end and conductor end have solid contacts. Hanging
the hook of the discharge rod loosely on the conductor should not be allowed.

7. Discharge rods must remain connected to the LT line until all men and material are removed from the
LT line. No one should be allowed to touch the LT line after the discharge rods have been removed, even if
LT line is under shutdown.
8. Discharge rods to be used for construction activities should conform to the relevant IEC standards.
9. Tested and certified Electrical resistance hand gloves should be provided and used for doing such type
of work.
10. Shutdown permit system must be implemented strictly.

11. 11.Works shall be carried out under the permanent presence of Competent Person who
will also be responsible for obtaining shutdown permit.

1. Safe working distances shall be maintained while working near power lines.

2. Scaffoldings shall be installed to prevent damages to the existing power lines during

line crossing.

3. Discharge rods (portable earthling rods) shall be used when works are carried out
close to power lines.

4. Tower earthing shall be checked properly.

9. Precautions for stringing in the vicinity of charged Overhead Lines and in areas where induced
voltage is anticipated.

i. All winches, pulleys and T&P's must be properly earthed.

ii. Conductor running blocks are to be earthed to the end these earths bonds must not be
removed unless the conductor is separately earthed.

iii. All the conductors at both ends of the section are to be earthed through running earths.

iv. In case scaffolds are to be used, those should be strong enough to carry the intended
load. It should be adequately earthed and provided with anti-climbing devices and
warning signs. Sufficient clearance must be maintained from existing charged lines.

v. Before breaking the continuity of the conductor at any point, it must be ensure that the
conductors at both ends of either side are properly earthed. Earth shall also be provided at both
side of the working point and shall remain in position until the conductor is reconnected.

vi. Earthing should be connected with the earth-wire before any earth bond is fitted.
vii. PP rope should be used for hauling / controlling spacering chair/cycle.

10. CLEARANCE REQUIRED FOR POWER LINES

The clearance required to be maintained between 132 kV, 220 kV, 400 kV & 765 KV line from
66 kV, 33 kV & 11 kV are as follows:

11.Material storage and Handling

Materials shall be stored in designated areas where they can be located in a well-organized manner,
protected from damage by weather conditions and from damage from vehicles used for transportation
and heavy plant.

a. Stacking

Materials shall be segregated as to kind, size and length and stacked such that they are safe against falling.
If the stacks/piles are high, they shall be stepped back at suitable intervals in height. Stacks/piles of
materials shall be arranged so as to allow a passageway of not less than 1 m width in between the
piles/stacks for inspection and removal. All passageways shall be kept clear of dry vegetation.

Materials shall be stacked on well drained, firm and unyielding surface. Material shall not be stacked so as
to impose any undue stresses on walls or other structures, Materials shall be stacked in such a manner as
not to constitute a hazard to passersby.

b. Manual Lifting

When the materials have to be handled manually each workman shall be instructed by his foreman or
supervisor in the proper method of lifting heavy objects. Workmen shall be provided with suitable
equipment for his personal Safety as necessary. Supervisors shall also take care to assign enough men to
each lifting job; the weight carried by each man shall be determined by the distance to be moved,
difficulty of movement presented, time required, etc.

Whenever any stack exceeds 1.5 m height, suitable and safe means of access shall be provided for the use
of workmen and such means of access shall not disturb the stability of the stack.

Posting Storage Areas: Appropriate signs shall be placed at all storage locations where special conditions
exist or where special precautions are necessary.

c. Cement Handling

Workmen, handling bulk cement,

a) Shall wear protective clothing, respirators and goggles,


b) Shall be instructed in the need of cleanliness to prevent dermatitis and

c) Shall be provided with Barrier Cream.

Cement stacks shall not be higher than 10 bags. The bags shall be arranged in header and stretcher
fashion, that is, alternate layers lengthwise and crosswise, so as to tie the piles together to lessen the
danger of toppling over. Bags shall be removed uniformly from the top of the piles to avoid tipping of the
stack.

12. CRANES AND LIFTING EQUIPMENTS:

Safety devices in cranes;

Every crane shall be provided with,

1. A load-radius table available in the cab,


2. A load radius indicator,
3. A safe load indicator and alarm, (all in English plus a language understood by the operator) and
4. Crane hook with Safety latch.
Operating procedures:

Ensure the following procedures for safe use of cranes and material handling, which include:

 Preventing people under the suspended load


 Overload prevention - calculation of load weight, Safety margins, safe load alarms and use of safe load
charts in the appropriate language

 Outrigger loading and use of pads for different ground stability

 Use of tag lines


 Distances from excavations and from overhead electrical lines
 Restricted access areas around the cranes to avoid people under loads and injury from crane
movements and counterweights

 Control of cranes with overlapping operating areas, so as to avoid collisions of jibs or loads
 Prevention and actions in the event of a crane boom contacting an overhead power line.
 Authorized personnel possess valid driving license will only operate Cranes.
 Mobile cranes will be fitted with reversing alarms. An attendant to guide the driver will accompany
mobile cranes. A signal man will maintain continuous visual contact with the driver to pass information
by hand signals. Cranes will not be left unattended when the engine is running.

 The slewing pin must be fully fitted when the crane is traveling. The jib should be lowered and fully
retracted when in transit.

 When use of a crane obstructs a roadway the Safety officer / client must be informed of the location
and duration of the obstruction.

 In the event of an emergency (e.g., fire or flammable gas leak) the lift should stop, the equipment
should be made safe, and the engine should be stopped. The driver and attendant should then report
Safety officer. In high winds if the driver considers the wind too strong for Safety he should stop
operating and inform his supervisor.

13.Safe Working Procedures for Blasting

• Adequate blasting permission shall be obtained from concerned authority

• Valid license holder blaster from competent authority should be nominated to carry out blasting operations.
• Control blasting should be carried out to avoid the flying debris / rocks.

• Adequate muffling shall be done which includes, covering of pit with thick steel plate and

above that sand bags and should be inspected by blaster.

• Warning signs, caution boards shall be displayed, at trespassers areas around 200mtrs.
• Warning hooters should be used to give signals of blasting.
• Red flags are posted at the blasting zone.
• Workmen should be deployed carrying red & green flags to warn general public
• Do not use cell phones or any triggering device at blasting location.

 Safe working procedure of welding:

• Skilled and trained & experienced welder having proficiency certificate shall only
perform welding operation.
• Check the condition of the cables. In case of any damage it should not be used
and get replaced it with new cable by authorized electrician.
• Lugs should be used for cable connection and the bare live part should be
properly insulated.
• Transformer should be fixed with ammeter and voltmeter.
• Welding machine should be grounded properly through lugs and body earth
should also be provided.
• Welding machine should be placed above the rigid platform.
• Welding machine and cables should not be used on the wet area and in wet conditions.
• Power supply should be routed through MCB only.
• Fire extinguisher (DCP) should be always kept near the hot work area.
• Firewatcher should be engaged while carrying out welding operation.
• Check the knob and holder. No work should be carried out if any defective is found. 12.Ensure
the electrode holder is adequately insulated.
13.Never change electrode with bare hands or wet gloves, when standing on wet floor. 14.Ensure
that connections between the cable and the holder are firm and secured.
15. Never dip hot electrode holder in water.
16. Ensure that the welder is insulated from both the work and the metal electrode and holder.
17. Take special care to keep welding cables away from power supply cables or high tension wires.
18. Never coil or loop welding cable around the body
19. Ensure that no combustible material are present near welding activity.
20.Regularly inspect insulation on electrode holder, cables and accessories. 21.Use
welder’s screen and other PPE like welding shield,
22. Leather hand gloves, leather safety shoes, apron, Nose mask, safety Helmet, Full body harnessed.
23. After work, disconnect machine and remove electrode from holder.
24. Ventilation and blowers shall be provided it welding activity is carried out in closed area, to allow
fresh air.
25. Ensure illumination level is maintained for welding operation.

26. Workmen shall climb the tower from main leg member with the help of fall arrester through step
bolt.
27. Retractable block shall be used while welding in all the areas of the tower to avoid fall.

15.Safe operating procedures for Gas cutting Operation

1. Acetylene cylinders are in maroon colour and Oxygen cylinders are in black colours, both the cylinders
shall be kept in upright position.
2. Written work permit shall be obtained from concerned authority, if the work has to be carried out in
restricted area.
3. Ensure that Acetylene and Oxygen cylinders are equipped with flash back arrestors/Non return valve
(NRV).
4. Ensure that four numbers of flash back arrestors are provided, two at cylinders near pressure gauge
and two near cutting torch.
5. Do not attempt to tamper, repair cylinders, valves or regulators.
6. Store cylinders upright and secured with chain slings.
7. Keep cylinder fittings and hoses free from oil and grease.
8. Repair or replace defective hoses. Do not use tape.
9. Do not store cylinders near the source of heat, spark, fumes & electric wire.

10.Do not tamper fusible safety plug.


11.Do not use match stick or lighter for lighting the torch, use only friction lighter.
12.Select the proper cutting nozzle.
13.Ensure the cleaning or removing the blockage from the nozzle before staring the work.
14.Always inspect the cutting set before work.
15. the pressure regulators are properly maintained and working to ascertain the right ratio of gas
mixture.
16. Cylinders shall not be dropped or rolled on the surface.
17. Properly designed cradles shall be used for the movement of cylinders.

18. Ensure that cylinders valves are protected with caps.

19. Ensure that oxygen and acetylene cylinders are stores separately.

20. Do not use domestic LPG for cutting operation; use only industrial cutting
sets like; Bharat cutting gas.

21. Ensure that gas cutting hoses do not overlap with the power cables.

22. Do not try to cut closed drums or any closed vessel, if at all the operation
has to continue, first open the lid or cover, and allow gas to escape for few
minutes.

23. Ensure fire extinguishers and fire buckets shall be readily available to dose
the fire in emergency.

24. Ensure fire watcher is available.

25. Ensure people are trained in operating fire extinguishers.

26. Ensure relevant PPE are used; like safety shoes, clear face shield, safety
helmet, leather hand gloves, safety goggles etc.

16. Safe Operating Procedures for Electrical Installation


• All cabling and installation shall comply with the appropriate statutory requirements.
• Comply with relevant rules of local bodies and electricity boards.
• The layout plan & sketch of construction power sub-stations & cable laying shall
be prepared. The cables for construction supply shall be routed either through
underground with cable indicator markers or at 7 feet higher elevation.
• Sub-stations & distribution boards shall be inspected regularly by the concerned
person on regular intervals. Meager value of all cables is to be checked at regular
intervals to avoid electrical hazards.
• All the power supply to construction site for portable tools shall be routed
through Circuit Breakers or Earth Leakage Circuit Breakers of 30ma sensitivity.
• All the installations of DB’s, SDB‘s at site are to be earthed as per specification.

• Authorized persons will only be allowed to install & rectify the electrical
connections and faults.
• Care should be taken to avoid cable run over water logged floors.
• Proper tool box talks to be conducted those who will be handling electrical items

• All hand operated electrical tools/ equipment connections should be checked
visually before use by operator
17. Safe Operating Procedures at Store:

1. Safety posters should be prominently displayed in the stores to enhance the knowledge of employees.
2. Ensure that material especially tower parts, insulators and conductor drums etc. been properly stacked
to prevent injury to workers while handling them
3. All workmen should wear safety helmets and shoes in the stores while on material handling duties
4. Ensure the Tool Box Meeting been conducted and record of the same maintained
5. Ensure proper drinking water facility available at store
6. Ensure the work being properly supervised
7. Ensure all emergency phone numbers of, Hospital, and Police displayed and available with the store in
charge in the store
8. Ensure first aid box been available in the stores
9. Ensure a crane operator skilled and experienced and hold a valid license
10. Ensure that the cranes being used for lifting heavy loads (if any) properly tested and certified
11. Ensure all lifting appliances being used viz; Chain pulleys etc. checked for serviceability and
certification & tested.
12. Ensure ropes / slings being used for lifting of equipment been checked visually for its serviceability
13. Ensure the house keeping of the stores adequate
14. Ensure the lighting in the store area adequate
15. Ensure the store is adequately fenced
16. Ensure adequate actions been taken for mitigating snake / rodent menace like spraying carbolic acid.
17. Ensure the scrap segregated from the store material and separately stored

18. Ensure that the grass and wild vegetation been regularly cleared to avoid any fire and damage to the
men

21. Ensure any power line crossing inside the store. If yes, proper nonconductive barriers are erected
under it such that high material is not touched by live wires

18. Safe Working Procedures for Substation


A) EXCAVATION

While planning any excavation work, it is important to plan against the following:

 Collapse of the sides,


 Material falling on the people working in the excavation,
 People and vehicles falling into the excavation,
 People being stuck by plant and machinery,
 Access to the excavation,
 Fumes, Toxic gas
 Underground utilities
 Accidents to members of the public.

 It shall be ensured that necessary equipment needed such as trench sheets, props, baulks, etc. are
available on site before work starts.

Precautionary measures:

 Before starting excavation, it is to be checked whether there is any underground utilities present
like electrical power cables, water pipe line or any other service line in consultation with the client
and consultant.

 If the excavated pit is more than 5ft. depth, then appropriate preventive measure to be taken to
avoid earth collapse like slope or bench providing to the walls of the pit or sheet piling etc. as per
norms and design. The slope of excavation should not be steeper than the angle of repose of the
particular soil. When the slope is less than the angle of repose, which cannot be achieved because
of limited place or if it is uneconomical to provide such a slope then shoring should support the
earth.
LIST OF LIFTING EQUIPMENTS
 Excavation area should be barricaded 1meter away from the edge of excavation
pit. Hard barricading arrangement to be ensured

 No materials should be stacked at edge of the excavation pit. Materials stacking to be half of the
depth away from the edge of the pit.

 There should not be any vehicle movement close to the edge of the excavation pit.

 Proper access should be made for workers, either by providing ladders or cutting steps on the wall
of the pit or by any appropriate means. More access/ladders shall be provided at every 15m
distance if there are hazards due to underground facilities and in case of normal conditions
access/ladder should provide at every 30m distance, when the excavated pit is large.

 Ramp with an angle not more than 150 shall be made if the excavated earth is to be moved by
vehicles.

 Proper angle of repose to be maintained to avoid soil collapse.

 Proper lighting is required for work at night. Reflectors & caution boards are to be fixed to caution
outsiders.

 Electrical cable routing should be laid such that it does not cause tripping hazard.

 Care should be taken that the persons working near by the excavation achiest may not be hit by
moving part of the machine.

 The Dump Truck that shifts the excavated material shall move only after lowering the hull to
original position; after completion of dumping the material.

A. Dewatering:
Dewatering the excavated trench & pools of water in the building area by using Pump. The pump should
be given body Earthing if it is electrically driven.

B. REBAR HANDLING & TYING

Stack yard

 Shall be designed to accommodate bars of various sizes differently.


 A minimum passage of 1 MTR. shall be maintained between each stack.
 Stack area of reinforcement bars shall be free from Overhead electrical lines.
 Sufficient clearance shall be maintained between the reinforcement yard and the passages so that
protruding bars are not found in the passages.

C. Cutting / Bending

 List of authorized operators shall be displayed on the machine, to avoid un – authorized operations.
 Emergency stop button and Trip dog button shall be checked before every use.
 Cutting machine shall have a guard over the cutting tool, to prevent the splash of the bit pieces.
 In case of hydraulic cutting machines, oil seals and other necessary provisions shall be provided to
arrest the oil leakages and a continuous monitoring shall be made on it.
 Bit pieces and the scraps shall be disposed of immediately after the work is completed.
 Gloves shall be provided for all workmen working with reinforcement rods.
 Loose dress shall not be permitted in proximity to the operations.
 Worked bars shall be kept in a orderly manner to cause little interference to the passages and other
operations.
 In case of “L” the bars shall be placed in single direction to avoid protruding sharp edges.

Shifting

 Reinforcement rods shall be shifted to the site only when its required, to avoid unwanted
materials lying in the site.
 If possible the reinforcement bars shall be transported as a final assemble to the site to reduce
the work at site.

 Bars if shifted in bundles shall be tied off and the transported to avoid the wide spread of the
sharp edges.
 All over hung projections shall be covered fully by tarpaulin / canvas materials & secured.
D. Rods Aligning & Tying

 Before starting to work with the reinforcement, rods working platforms shall be provide to facilitate
the smooth working.
 Binding wires and other tools used for tying reinforcement bars shall be secured with tools bag or
other kits, if work is being carried out in height.
 Clear Goggles shall be provided for all the workmen working with reinforcement bars.
 The towers shall support reinforcement members of less stability.

E. Shuttering

 Weight of the shuttering board being shifted shall be calculated. For shifting, no. of workmen required
shall be selected based on the weight and shape of the shuttering material.
 Shuttering material shall not contain any protruding nails or other sharp objects, if some sharp
protruding objects are found they shall be eliminated then shifting shall be carried out.
 Proper arrangement for slinging the shuttering boards shall be provided in it.
 Weight of each shuttering boards shall be clearly marked in each shuttering boxes.
 Shuttering boards before fixing shall be secured with the reinforcement rods by binding wires or other
arrangements.
 While casting the columns at the edge of the buildings, shuttering boards with working platform and
handrail provision shall be used.
 As a second alternative, the scaffolding with handrails (refer standards of hand rail) shall be used.

F. Shuttering for Slab.

 While shifting materials in bundles, slings shall be inspected and then used.
 Shifting materials and Ply woods from the ground level shall be done through approved methods
(refer from work methods).
 Plywood shall be carried by approved methods, such as tower cranes, material handling platform
etc. and not through staircase.
 Shuttering oils shall be selected so that, the surface becomes less slippery.

G. Scaffolds:

Each scaffold shall be inspected by supervisor before using it. The same procedure will be followed for
dismantling as well. Periodic inspection shall be done for scaffolds while in use.

Access scaffolding:

Exclusively used for scaffolding purposes up to 40 m height braced at every 6m with permanent
structure. This uses lighter frames compared to those in heavy-duty tower staging. This provides free
movement for workmen without any obstruction at all levels.
Heavy Duty Tower:
Scaffold structures shall be providing in a solid base avoiding pavements & manhole covers
etc. Verticality of the structure shall be properly maintained
Ties for scaffold structure shall be properly maintained
Tower shall be braced at every 6 m in height in both horizontal directions with permanent structures

H. Concreting.

Foundation

 Safety helmet, gloves, and gumboots shall be used during work.


 Eating or drinking or keeping foodstuff near the machine shall not be allowed.
 Only authorized operator shall work on mixer machine. Nobody shall be allowed to work near mixer
machine with loose clothing. Moving parts of the machine shall be guarded.
 The access from the point where concrete is supplied to the area to be concreted shall be properly
made and free from obstructions.
 Before starting the concrete works the formwork engineer or foreman shall check the reliability of the
formwork done and give is approval for concreting.
 Movement of the employees and concreting process shall be predetermined and informed to the
concreting gang.
 Formwork materials shall be stacked at the distance not less than half of the depth of the excavation
from the excavation edge.
 Lowering of Formwork materials shall be done with due care.
 Ropes and hook arrangement shall be made for lowering the formwork materials.
 Vehicles like concrete millers shall not be allowed near the edge of the excavations.
 Only inspected equipment’s shall be allowed to work inside the work area.

 All precautions necessary to start and operate the electrical equipment’s as mentioned in the P&M
part shall be strictly adhered.
 Access shall be provided at every 25 ft of lateral travel.
 If ladders are being used, it shall make an inclination of 75 0 with the horizontal plane and the ladder
shall be projected 1 Mtrs from the edge of excavations.
 In case of Ramps, it shall have a gradual slope of 150 with the horizontal.
 Whenever concreting is being carried out with help of concrete pumps, the pipes should be adequately
supported at necessary spots.
 Ball passing shall be done only under the supervision of the concerned engineer.
 Concrete duct shall be placed in such a way to cause minimum interference to the other areas such as
passages, etc.

Column Casting
 Shuttering boards shall have adequate provisions for hooking and slinging.
 Necessary platform with handrail arrangements shall be made ready before column castings.
 While casting columns on the edge of the floor adequate protection to prevent workmen working at
height should be ensured.
 Scaffolds shall be placed towards the inner side and hand railing shall be provided.
 All the precautions mentioned in the formwork manual shall be strictly followed.
Slab Casting.
 Before starting the slab activities Safety net shall be tied at the lower slab level and handrail shall be
made at the level wt which slab is casted.
 The Formwork engineer shall inspect towers supporting the formwork materials and Green Tag shall
be hung indicating the safe condition of the tower.
 Safe Access shall be provided for the slab to be casted.
 Preferably Tower staircase shall be erected as approach; Staircase shall be made with proper
approaches at heights handrails shall be provided along the approaches.
 The Formwork scheme drawing designed with safety shall be followed strictly.
 While using flex system, tripods shall in true vertical and removable folding tripods shall be provided
for every alternate tripod.
 Tripods shall be erected on the leveled ground and wooden runners shall be provided while casting
ground floor.
 Tor steel shall not be used in place of “G” clamp.
 Handrails shall be provided while shuttering and de-shuttering activities.

 Safety nets shall be provided to prevent fall of materials (as per the Method enclosed in the safety
plan).
I. DE-SHUTTERING
• The area shall be cordoned off.
• Signal man shall be deputed to stop the unauthorized entry.
• All workmen shall wear PPEs. Lifeline shall be provided wherever required.
• The material is lowered by rope. Throwing of material is strictly prohibited.
• Tools and tackles with test certificate are used.
• For bigger load, the tag line should be used for guiding the load.
J. WATER PROOFING

• MSDS for the water proofing material is obtained.


• The store personnel, employees handling this material are briefed the Safety requirements
as per the MSDS.
• The material is stored at a designated place for prevention from fire hazard etc.
• The material is a flammable one. So smoking or any other hot work is prohibited while
handling, using or at the proximity of the material.
• Employees using the water proofing material shall wear rubber hand gloves, goggles/ face
shield, Safety helmet and shoes.
• Employees handling the material shall be dressed covering them fully, to prevent the
accident fall of the chemical on them.
• Employees are informed the wash places to wash off the chemical fallen on them.
• If the water proofing work is done in a confined area the required ventilation is ensured.

K. FLOORING ACTIVITY

1. Handling of granite stones shall be taught for the concerned gang the right method of handling
them.
2. Appropriate PPEs shall be given to them, especially Safety shoes & gloves.
3. While cutting the granite or tiles the workers doing the operation shall use dust mask.
4. Dust pollution should be under check by carrying out the cutting operation as wet process or in an
enclosed area.

19. ERECTION OF DISTRIBUTION TRANSFORMERS

LOADING & UNLOADING AND TRANSPORTATION

 Engage skill workmen for loading and unloading of heavy equipment.


 Select the proper hand tools & equipment like chain blocks rope pulleys, Tripod or Crain’s for
loading and unloading of heavy construction materials.
 Display the signboards on both side of traffic road, incase is the unloading of materials inside the
city traffic rods.

 The transportation of DTC and its accessories to be shifted from site store to work spot by truck,
tempo only in urban area.
 Tractor-trailer should not used in city area for the above work.
 All the heavy equipment, like DTC, Cable drums are to be tied properly. Should not be kept in free
condition while transporting.
 No person /workmen should travel sitting on heavy equipment/ cable drums while transportation
of materials.
 While traveling by tractor-trailer No person should sit on tractor engine except driver.

ERECTION

 Engage highly skilled workmen for erection of DTC.


 The Persons engaged in erection activities should always use safety Helmet and Full body harness.
And anchored properly on the strong cross member at time of height work.
 Select the proper tool tackles like PP rope, shave pulleys, chain block, Crain depending up-on
weight of equipment (DTC) to be erected at particular location/elevation.
 The required all the tool tackles will be issued to sub-contractor from our store which have been
tested/inspected by our quality / safety engineers.
 Incase any haired equipment to be engaged any activity, like cranes, hook chucks or chain blocks
etc. are to be obtained the test /fitness certificates from the suppliers/venders.
 Ensure the display of sing boards on traffic roads; barricade the working area before starting of
erection activity.
 Take LC, if any live conductors are passing through DTC structure or very near to work place.
 Be ensure to put the discharge rods on (In/Out) UG cables, if any UG other end cables are
connected to live cable.
 Good housekeeping is to be maintained.

L. Safety Aspects in Installation of Panels

Maximum No of serious accidents in Electrical Installation works occur due to electrocution or due to
toppling of panels. In most of the cases, width of the panels will be very small (0.3 to 1 M) and height will
be 2 to 3 Meters. Hence center of gravity will be high and even if they are slightly tilted they will topple.
Hence great care should be taken while handling the panels.

a.) Receipt & Unloading

1.Proper unloading arrangements are to be planned before receipt of panels. A few of them are listed
below:

2. A mobile crane or overhead crane of suitable capacity.


3. Gantry with pulley block of suitable capacity.
4. 3 pole derrick of suitable length and capacity.
5. Roof beams can be used in consultation with Architect.
6. Check the capacity & condition of slings before use.

7. If no other method is possible an inverted ramp is to be dug out near the place of installation.

Note: Using channels in a maimed plane for unloading panels is risky. Miter unloading, the following
precautions are to be observed; while loading the panels to its location.

1. Two channels or plates to be used below roller pipes. Channels should be as far apart as possible to
give wider base.

2. If the casing has any projections in the base suitable planks are to be provided to facilitate movement.
3. Pipe rollers should be of same diameter.

4. Pipe rollers should be of suitable length. If they are too long it will be difficult to handle. If they are
short, they may lead to panel tilting

5. Cast Iron pipes should not be used as rollers.


6. Ensure the area is leveled.
7. In case of narrow base panels lift the case at either end, to insert rollers etc. but never lift too much.

8. Workers handling panels should be alert to avoid injuries to toes as 3chances of getting caught under
rollers is always there.

9. Workers should be always behind the panels while pushing. To avoid tilting side ways proper guy ropes
can be provided.

10. If a chain pulley block or ‘tirfor’ is used for pulling, rope should be tied to the panel at the lowest level
possible.
11. When panels are to be lifted more than 2’, it is always advisable to lift both ends alternately, to avoid
lifting too much on one end.

M. HANDLING CABLE DRUMS AND CABLING WORKS

1. To the possible extent cables should be transported by trucks / trailers, except for short distances.
Loading into trucks can be done either by having ramp (Excavated slope) such that body of the truck
will be at ground level or by using cranes. Whenever cranes are used, slings should be of adequate
capacity. In many cases drums will be far away from the crane approach point. While deciding the
capacity of the crane, Safe working loads for the particular boom angle to be checked up. This is very
important to avoid accidents. After loading the drums into vehicle, proper wedges are to be provided
and to be tied properly to avoid rolling.

2. While rolling the drums care should be taken to roll in proper direction. Otherwise cable will get
loosened and cause problems while lying. Before rolling the drum soil condition is to be checked up.
Otherwise there is a possibility of sinking on one side and toppling. While rolling the drums in slopes,
wedges should be provided at regular intervals to avoid drum picking up uncontrollable speed.
Persons handling the drums should be always behind and on the sides of the drums and never in the
front. This precaution is very essential and non-observance while handling the drums at slopes can be
dangerous.

3. While laying the cables at height workers should have proper base. We should insist on using Safety
appliances like safety belts etc. Never use cast iron pipes as shaft. Jacks should have proper and wide
base to avoid tilting of jacks. Whenever the height of drum is more and packing is required, proper
sleepers should be used.

4. A person is to be at the other end, whenever megger test is done on cables. Proper cordoning is to be
done while high voltage test is carried out on cables.

5. While using single core cables, proper checks are to be made to avoid short between phases.

6. Most important, thing to ensure is that the gang leader should have basic knowledge of rigging work.

N. Cable Laying

Shifting of Cable Drums from Yard to site by Tractor / trailer /Hydra

1) Use of Proper capacity of Chain Block Arrangement while Loading.


2) Using Proper capacity slings and D-shackles.
3) Regular Maintenance of Chain Block Pulley.
4) Capacity of the chain block should be mentioned on the chain block.
5) Proper supervision during loading and unloading.
6) Calculating the proper capacity of the slings and D –shackles.

7) Person should hold the cable drum with the help of guy rope not by Hands.
8) The person should hold the cable drum to the left side of the vehicle at distance 2m from
the material (not to the opposite side of the vehicle.)
9) Frequent inspection of tools and tackles should be done on weekly basis. If any Defect
found means it should be discarded immediately from the storage area.
10) The competent person before use should conduct load test of all Tools & Tackles.
11) Shifting the materials from yard to site through vehicle (Tractor), the vehicle driver should be
screened and should have a gate pass & valid license. Speed limit of the vehicle should be of
15Kmph in the site premises. Overload of vehicles should be avoided. Vehicle should be in
good condition and should be tested by competent person or by Safety Person.

Placing the drum over the jack

1) Placing the jack should be placed on an even surface


2) Proper capacity of jack and shaft should be used.
3) Proper alignment of cable drum and jack should be done.
4) Regular Maintenance of jacks should be done at regular intervals.

Laying the cable over the tray above 2mtrs height

1. Above 2 m height, Worker should wear full body safety harness belt with double lanyard.
And the belt should be hooked in the permanent rigid structure.
2. Life Line Rope (PP Rope) should be used while working in a trestle, unsafe condition and in
the unprotected beam.
3. Ladder should be used for climbing purpose above 2 m height. And it should be rigid
in condition and secured at both the ends. And it should be kept at 750.

O. TESTING & COMMISSIONING

1. Ensure all men and materials, are removed and bus bar chambers are closed before Meggering.

2. Ensure proper earthling before Meggering / high potential test is carried out.

3. Check the bus bar configuration etc. in case a part of the panel is being energized. In some cases,
manufacturers extend the bus bars of one section to the other section, to save adopter panels. In
one occasion where number of tie cables were more space behind the P.T. Panel was used for
cable connection, without proper •warning on the back cover, which caused bus fault.

4. Ensure thorough checking before carrying out high potential test, area should be cordoned off and
suitable warning boards are to be provided.

7. Substation Grounding Practice


8. Use adequately insulated discharge rods with insulated wire for earth connections for
discharging the de-energized linerecognizing that three types of voltages, ie. Static, capacitive
coupled and electromagnetic induced voltage can exist in disconnected line.
9. Use the grounding switch of the isolator before carrying maintenance work.

10. Grounding connections and wire should be adequately sized to withstand the fault-current.

11. It requires additional physical work, as well additional time to adequately ground the work area
or equipment.

12. Ensure that rusted hardware is not used for making connections.
13. Ensure that connections are tight and adequate contact area is provided.

20. Safe Operating Procedure for Electrical Equipment Erection


Unloading of equipment from Vehicle:
1. Skilled and experienced workmen shall be deployed.
2. Lifting appliance shall be tested and certified and in sound condition.
3. Tools and tackles shall be in good condition and tested by competent person.
4. Damages T&P like wire rope slings, D shackles etc. shall be discarded.
5. Ensure while lifting, material is in equilibrium.
6. Ensure the capacity of the material, to be lifted.
7. Safe Working Load (SWL) of lifting appliance shall be ascertained.
8. Ensure PPE like; safety helmet, safety shoes, hand gloves shall be worn.

Erection of equipment by Crane method:


1. Ensure crane shall be in good working condition, tested and certified.
2. Skilled, trained & experienced operator with valid driving license shall be deployed.

21. Safe Operating Procedure for Power Transformer Erection

Erection of power Transformer manually:

1. Responsible person shall be deployed to supervise this critical activity.


2. Skilled and experienced gang shall be deployed.
3. Proper access shall be provided to move the transformer to demarcated location.
4. Adequate illumination level shall be maintained or the work shall be carried out in day light.
5. Area shall be cordoned off.
6. Good conditioned wooden sleepers of adequate strength shall be used.
7. Adequate capacity hydraulic jacks shall be used.
8. Ensure the ground surface is free from obstacles and well compacted and levelled.
9. Good conditioned tirfor or winch or chain block of adequate capacity shall be used.
10.Anchoring structure should be rigid and stable to pull the transformer.
11. Only lug arrangements shall be used for pulling.
12. Proper coordination shall be maintained during this operation.
13. Simultaneous hauling of hydraulic jacks and wooden sleeper shall be maintained. 14.Ensure
exact position of transformer.

15.Install all the wheels to transformer using hydraulic jacks.


16.Lower the transformer with the help of jack.

5. Skilled and experienced operator with valid driving license shall be deployed.
6. Ensure the wire rope slings are tested and certified by competent person.
7. Ensure SWL of wire rope slings and D shackles before lifting T/F.
8. Tandom erection with hydra crane shall be properly planned before transformer erection.
9. Area shall be cordoned off.
10. Tag line shall be provided to avoid swinging of transformer. 11.Workers
shall be away from the transformer, during movement.

22. Safe Operating Procedure for Gantry Erection

1. Skilled and experienced workmen (FITTERS) shall be deployed.


2. Proper work methodology shall be followed.
3. Relevant PPE shall be worn.
4. Skilled and Experienced Workmen shall be deployed.
5. Work methodology shall be prepared and implemented for gantry tower erection.
6. Good conditioned PPE s and Safety devices like fall arrester etc. Shall be used.

5. Ensure three guy ropes of 20 mm PP rope are provided and tied to fix structure.
6. Ensure the verticality of Derrick pole.
7. After completing first four legs, start erecting second section with the help of Derrick. And
continue till the end.
8. Ensure safety devices like fall arrestors, full body harness with double lanyard, safety shoes,
safety helmets are used on the job.
Beam Erection:
1. Horizontal legs both faces are assembled including bracing on the ground near to the column.
2. Ensure the lifting arrangement is adequate for lifting the horizontal assembled faces.
3. Ensure that the sheave pulleys, D shackles, wire rope 12 mm diameter are inspected and
checked before lifting.
4. After fixing one face, start lifting second face of beam in same way.
5. Start fixing bracings and diagonal on the column for both faces.
6. Ensure 20 mm PP rope or horizontal lifeline or 8mm wire rope is tied to vertical column to
avoid fall of person during fixing diagonals and bracings.
7. Lifeline shall not be removed until stringing and insulator hoisting is completed.

relevant PPE at site.

23. Safe Operating Procedure for Battery handling

1. Trained experienced and knowledgeable person shall be deployed for battery work.
2. Battery shall be handled carefully.
3. Never touch both battery terminals with your bare hands at the same time.
4. Remove rings, watches and dangling jewelry when working with or near batteries. The metal
in the jewelry can cause a shock or burn if they contact the battery terminals.
5. Only use insulated/non-conducting tools to remove cell caps. Never lay tools or other metal parts
on top of a battery.
6. Consider covering battery terminals and connectors if possible with an insulating blanket
before overhead inspections or repairs.

7. Ensure charger is turned off before connecting or disconnecting a battery to prevent arcing.
8. Do not smoke in battery charging areas.

and other metallic objects away from uncovered batteries.
12. Ensure an ABC dry chemical fire extinguisher in charging areas readily available
13. Neutralize static buildup just before working on battery by contacting nearest grounded
surface.
14. Ensure battery area ventilation is operating prior to working on.
15. Use extreme caution when handling electrolyte and keep an acid neutralizing solution—
such as baking soda readily available.
16. Use non-metallic containers to handle liquid.
17. If the electrolyte is splashed into an eye, immediately force the eye open and flood it with clean,
cool water for at least 15 minutes. Get prompt medical attention.
18. If electrolyte is taken internally, drink large /quantities of water or milk. DO NOT induce
vomiting. Call a physician immediately
19. To prepare electrolyte of a desired specific gravity, always pour the concentrated acid slowly into
the water; DO NOT pour water into the acid. Always stir the water while adding small amounts of
acid. If noticeable heat develops, allow the solution to cool before continuing to add acid.
20. Use appropriate equipment to load/unload batteries from mobile equipment. 21.Store
the batteries in a cool and well-ventilated place.
22. Ensure trained personnel are deployed in loading equipment.
23. Ensure Material safety data sheet (MSDS) is readily available to take precaution, in case of acid
spills.
24. Always wear proper eye, face and hand protection, like chemical apron, face shield, goggles,
hand gloves, gumboot etc.
24. Safe Operating Procedure For underground cabling work
Manual Trench Excavation;
1. All applicable PPEs should be worn by all workmen at all time of work is carrying out excavation.
2. All workmen should be inducted well before engaged them in to job.

7. Skilled, experienced Manpower shall be deployed.

10. Barricade the open trench with hard barricades and warning notice shall be displayed to warn
the persons working nearby, to avoid fall.
11. Usage of damaged tools shall be avoided.
12.Good conditioned tools shall be used.
PCC and Brick Lining in trench:
1. Skilled mason shall be deployed.
2. Approach shall be made to shift material.
3. Materials like sand, bricks & cements shall be kept at specifies location.
4. Precautions shall be taken while shifting bricks to required location. Wheel barrow shall be in
good condition while shifting with it.
5. Damaged mortar pans shall be discarded to avoid hand injury.
6. All applicable PPEs shall be worn by the workmen engage for brick and PCC work.
RCC Wall and Raft Construction:
1. Responsible person shall be deployed for supervising the concreting, formwork and other
supports.
2. Skilled Bar benders shall be deployed for reinforcement work.
3. Reinforcement steel shall be stacked properly at one side, so that it should not be the obstacle
in approach road.
4. Housekeeping shall be done periodically.
5. Sharp bar bending hook shall be kept in safe way to avoid injury to himself and coworker.
6. Relevant PPEs shall be worn at all times during on the job.
7. Ensure scaffolding shall be provided to work on vertical columns and relevant to IS 2750:1964
and fulfil BOCW Acts and Rules made thereunder.
8. Proper working platform shall be provided and ensure that it was properly secured with

9. Scaffolding shall be inspected before starting of job every day.

incident and monitor the work as per specification.

Fixing of Angles and cable tray.


1. Skilled manpower shall be deployed.
2. Sharp edges shall be chamfered to avoid injury
3. Adequate precautions shall be taken for welding operations like earthing and wearing relevant
PPE.
4. Fire extinguishers shall be readily available.
5. Trained personnel for extinguishing fire shall be deployed.
6. Sharp edge cable tray may cut hands, relevant hand gloves shall be used.
7. First aid medical kit shall be provided.
8. Ensure cables shall be as per rated capacity and routed through proper 30ma ELCB.
9. Emergency vehicle shall be readily available at the location.
10. Ensure the proper earthing flats as per client specification is provided on angles and cable tray
for proper functioning of electrical system.
11. Relevant PPE;s like nose mask, welding shield, leather hand gloves safety shoes, safety
goggles, safety helmet etc. shall be worn on the job.
Unwinding cable from cable drum and cable laying;
1. Skilled and experienced manpower shall be engaged in cable laying work
2. Ensure the cable drum placed on leveled surface.
3. Ensure the condition of cable drum.
4. Ensure the drum is placed on good conditioned jacks.
5. Ensure the jacks are free from defects and tightened properly.
6. Ensure the oil and hoses are in good condition.
7. Ensure that while pulling cable, it should not dragged and avoid damages.
8. Ensure the cable continuity test is done and found ok prior laying the cable.
9. Ensure the area is cordoned off during testing the cables to avoid electric shock. 10.PPE’s
like safety shoes, safety helmets, and hand gloves shall be worn.

21. SAFETY RULE FOR SUBSTATION

When testing and maintenance on substation equipment involving personal contact with conductors,
which are normally energized and have been de-energized, the following procedures shall be adhered
to:

1. Ground all applicable phase loads before test leads are connected.

2. Remove only those that would interfere with testing.

3. Upon completion of tests, grounds shall he reinstalled and test leads removed, in that order.

4. Remove all temporary ground connections, before closing source side isolator; close CB after
isolator is closed.

22. SUBSTATION WORK PRACTICE

1. Keep live line working to a minimum and avoid redundant testing.

2. The primary objective in substation work should be made clear, i.e., when it is required to work in
live conditions, and what precautions are required for live line work.

3. Ensure the rubber mat is in position.


4. Use adequately insulated rubber hand gloves.

5. Ensure phase separation barriers are in position.

6. Use adequately insulated and tested tools & test leads/or probes.
7. Ensure adequate work section clearance.

8. Study the single line/schematic drawing and establish the No. of sources that can provide power to
a given point.

9. Do not defeat the interlocks of Electrical & Mechanical.

10. Where test lamp is used for checking, 2 nos. of serially connected lamp shall be used to ensure
protection against accidental contact between phases.

11. Do not use flexible wire as test lamp lead. Use adequately insulated rigid wires.
12. Ensure that testing instruments are set in adequate testing range.

23. LOCK OUT & TAG OUT PROCEDURE

 A safe lockout and tagging procedure shall be established prior to work on/or near electrical
equipment or lines, and lines or equipment containing dangerous or hazardous material, which can
be energized, pressurized, activated, or released remotely or inadvertently.

 A safe lockout and tagging procedures is an operating procedure by which a person, action
individually or as a member of a maintenance crew, may have a machine or part of a machine or
equipment removed from and held out of service until released by that person. A tag indicating
“Danger! Do not Operators” or the equivalent shall be placed at the power source of the
equipment being serviced.

 A safe lockout and tagging procedure shall be strictly followed in securing electrical systems,
machinery, pressure systems, and rotating equipment.

 Power shall be turned off, tagged, and locked in the open position at the master switch or at the
main breaker. Gears, agitators, or transmissions shall be mechanically locked out or disconnected.

 Padlocks shall be used and the person working on the equipment shall be in possession of a key.

 A safe lockout and tagging procedure shall be required on all systems and equipment if the
unauthorized removal or return to service could result in injury, damage, or loss.

 Any required safe lockout and tagging procedures shall be included in an activity hazard plan.
Safety meetings shall be held to familiarize designated persons on the site with the procedure,
including person responsibilities, and the system for safe lockout and tagging procedures. This shall
include all signs, tags lockout, and other devices to be used.

 A lockout device that only accommodates one padlock shall not be used as the lockout may involve
more than one system

 Padlocks and other accessories to be used shall be materially strong enough so that only excessive
force or pressure can break them. Defective padlocks or accessories shall be immediately replaced.
 No key shall fit more than one lock.
 The person issued with a lock shall only be issued with one key. The spare key and the master key
shall be held in a secure place by the supervisor and kept well apart from the primary lock and key
storage box.

 Locks shall be distinctly numbered and no repetition of numbers allowed. Locks can, also be colour
coded to identify the user’s department (i.e electrical, mechanical, etc.)

 The most basic form of safe lockout and tagging is given below-
 Removing the keys from vehicle ignition locks and placing warning signs instructing employees that
the vehicle is under repair.

 Locking – off the power supply to equipment, such as carpentry machinery, to prevent
unauthorized use or to ensure complete safety when repairing the machine and power supply
point.

 Locking the doors and posting warning signs on areas or locations, which present hazards to
unauthorized personnel.

 After the switching operation has been performed, the switchmen shall, whenever possible,
lockout the controller and /or attach Hold Tags as the case may be. The purpose if Lockouts and
Hold Tags are to make sure that the Controller remains open while work is being done and protects
the personnel working on the portion of the system being protected by the controller.

 Hold Tags shall not be removed from any device unless authorized.

 Each disconnecting device shall be properly tagged with an approved Hold Tag.

 When Hold Tags cannot be attached to a device, they shall be attached at a conspicuous point, as
close to the device as possible. In case of switchgear where Power Circuit Breakers are lowered or
rolled out, the control, which would raise or roll the breaker to its operating position, shall be
tagged.

After completion of the work, the craftsman will then sign in the hold tag and return it back to the
Supervising Operator who will then directly supervise the removal of tags. The craftsman signing the hold
tag shall be the same person who requested the hold tag. Unless responsibility transfers, both the
Supervising Operator and the Craftsman shall follow the procedure for removal of lockout clips, chain and
padlock.

24. Cable Tray & Lighting Accessories Installation

1) Before shifting the materials from yard to site through vehicle, the vehicle driver should be screened
and should have a gate pass & valid license. Speed limit of the vehicle should be of 15Kmph in the
site premises. Overload of vehicles should be avoided. Vehicle should be in good condition and
should be tested by competent person or by Safety Person.

2) While Loading & unloading the materials from the vehicle, precautions should be taken when shifting
heavy or sharp edge materials. Loading and unloading person should wear cotton gloves while
shifting the materials.

3) All tools & tackles used by workers in the site should be certified from P&M Department or HSE
Department before starting and at regular intervals of work.

4) Every worker should screened by Safety Engineer and they should have a valid gate pass and they
should know the working procedure of their specific task. They should wear all PPE’S like safety
Helmet, Safety Shoe., etc and they should know the Safety code of practices.
5) While cutting the channel supports by Power Hacksaw Machine, the cutting person should wear Safety
Goggles and Safety Gloves.

6) While lifting the Materials from ground level to the required level through Chain Block Pulley or by
Rope, the area should be barricaded. Competent or Safety Person should check pulley on weekly
basis. And it should be tied with rigid permanent structures. PP Rope should be in good condition.
Proper supervision should be required in the area. Communication system (Walkie-Talkie) should

be used. Person in the elevated area should wear Safety belt, safety shoes & safety belt and person
should hang the belt hook in permanent rigid structures at a height above his height.

7) Certified Welder should be engaged for welding the supports.

8) All power tools should be tested before starting and at regular intervals of work audit should be routed
through ELCB with proper Earthing.

9) Welding work should not carry out in wet area.

10) Ensure Isolator switch (Cut-Off Switch) in Welding Machine before commencement of work.

11) When welding work carried out using Ladders or scaffoldings, Ladder should be secured on both the
ends. Ladder should be extended 1 m from the working level of the worker. Wooden Ladder should
not be used. Scaffolding base should be firm base level. Scaffoldings should be fixed at regular
intervals (6 m ht) to the rigid permanent structures. Working platform should be rigid and should
be 600mm width tied at both the ends with binding wires. Above 2 m height, Safety Belt should be
used Area should be barricaded. Proper supervision should be required. Fire Extinguisher should be
kept handy at workplace.

12) Use GI Sheet / Wet Gunny bag below the welding spot while working at higher elevation to prevent
the welding spotters.

13) Scrap bin should be kept at the required area and scrap should be removed on daily basis from the
work area.

14) Work area should be kept free from obstacles and always keep the area in the safe working
environment.

25. Glanding & Termination of H.T / L.T cables

12) Person doing continuity test in a live cable should get clearance (Work Permit) from the client side.
13) Person doing continuity test in a panel should wear 11kv Rubber Hand Gloves.
14) Proper Supervision should be ensured.
15) Placing caution Board of Men at work Board in the Panel while working on live cable
16) Qualified & Experienced Electricians should be engaged for Continuity Test.

Testing of IR values in cables:

1) Person doing IR test in a live cable should get clearance


2) Person doing IR Test should wear 11 KV Rubber Hand gloves.
3) Proper Supervision should be ensured.
4) Placing caution Board of Men at work Board in the Panel while working on live cable
5) Qualified & Experienced Electricians should be engaged for IR Test.

8) Clearance should be getting from client before commencement of the work.
9) Experienced and skilled workers should be engaged.
10) Proper supervision should be ensured.
11) Using good condition & Capacity Rope for erection.

JUMPERS.

WORK:
For work on the de-energized circuit which does not involve the disconnection or lowering of any
conductors to the ground. This scheme is to be followed during earthing for the following work: -
Changing suspension or tension insulators.
 Any other work on a suspension or tension string.
 Fixing/replacing of spacer of vibration damper adjacent to the suspension or
Tension string.
PROCEDURE:
Apply Local Earths on all phases and on all sub-conductors of the de-energized circuit, on
adjacent towers at the both end of the working zone Apply Additional Earths to all phases
and to all sub-conductors at the working tower of de-energized circuit.
i. As an extra safety measure, both sub-conductors of working phase(s) may be bridged with
an Additional Earth.
ii. Carry out the maintenance on strings and vibration dampers as per the normal procedure.
However, if a winch is used for replacement of insulators, the winch must be earthed by the
use of a Field Equipment Earth attached to an earth spike driven into the ground. All the
pulleys used should have good electrical connection with the tower. The pulleys should not
have any insulation i.e. rubber lining etc.
iii. On completion of work, remove all additional earths / local earths.

WORK:
For work on the de-energized circuit which does not involve the disconnection or lowering
of conductors between towers to the ground. This scheme is to be followed during earthing
for the following work on tension towers:-
Breaking or re-making jumper connections, including lowering and raising a jumper.

PROCEDURES:

i. Apply Local Earths on all phases and on all sub-conductors of the de energized
circuit, on adjacent towers at the both end of the working zone.
ii. If either one end of the jumper or both ends of the jumper are to be disconnected,
apply Additional Earths at the end of conductors at the both ends of the jumper in
working Tower, on line side of the dead end compression joint where the jumper
are to be disconnected.
iii. In addition, provide Additional Earths on the jumper to be disconnected for
replacement / repair of the jumper.

iv. Disconnect the jumper from one or both ends as applicable.

v. If the jumper is to be lowered to the ground, disconnect the Line End Clamp of the
Additional Earth provided to the jumper before lowering the jumper to the ground.
The disconnected Additional Earth shall be kept suitably at tower cross arm.
vi. Lower the jumper in such a way that Safety Clearance is maintained from all live
conductors.

vii. Before any person on the ground touches the jumper, it should be discharged by the
use of an Additional Earth fixed to an earth spike driven into the ground.
viii. Carry out the maintenance work on the jumper as per the normal procedure.

ix. Raise the jumper to the cross arm maintaining Safety Clearance to all live
conductors. Precautions shall be taken so that the jumper is not raised in the
horizontal position.

x. Connect the Additional Earth to the jumper before touching it for connecting it to
the dead end compression joints.
xi. Connect the jumper at both ends with dead end compression joints.

WORK ON CONDUCTORS BETWEEN


TOWERS WORK:
For work on the de-energized circuit which does not involve the disconnection or lowering of conductors
to the ground. This scheme is to be following during earthing for the following work:-

 Fixing/repair of line spacers.


 Fixing/repair of rigid spacers.
 Fixing/repair of spacer dampers.
 Providing repair protector rod/repair sleeve on conductors.

PROCEDURE:

1. Apply Local Earths on all phases and on all sub-conductors on towers at the both end of the
working zone. These towers should not be more that 10 spans apart. At tension towers(s) within
the working zone, apply additional Earths to the jumpers and to all sub-conductors.

2. Carry out the maintenance work as per the normal procedure. While working, following safety
precautions shall be taken.
3. The men on the conductor shall always maintain Safe Electrical Clearance from tower steel parts or
any other material at earth potential at those towers where conductor is not earthed.
4. If any tool or plant is required by the lineman on the conductors, these shall be lifted to the
working position by using a polypropylene/insulated rope/bag.

5. If access to any tower is required, all the conductors at that tower shall be earthed with Additional
Earths.
6. On completion of work, remove all additional earths/local earths.
7. If, before work commences, there is a risk of thunder/lightning stroke, no work shall be started.. If
during the course of work, there is a risk of thunder/lightening stroke, all work shall immediately
stop and all men shall return to the ground.

PAINTING OF TOWERS WHICH DOES NOT INVOLVE ANY DISCONNECTION AND ANY
ACCESS TO CONDUCTOR

WORK:
For work on the de-energized circuit which does not require any contact with insulators, associated fittings
or conductors. This scheme is to be followed during earthing for the following work :-
Painting up to vertical center line of tower towards the de-energized circuit.

PROCEDURE:

1. Apply Local Earths on all phases and on all sub-contractors at not more than 10 towers apart of the
de-energized circuit. At tension towers, the Local Earths shall be connected to the jumpers.
2. Incase Only one or two towers to be painted, only the working towers need to be earthed as per

normal procedure of earthing for suspension or tension towers, as the case may be .
3. Carry out the painting work on towers as per the normal procedure.
4. On completion of work, remove all additional earths/ local earths.

SCHEME-5
RAISING AND LOWERING PHASE CONDUTORS AT SUSPENSION TOWER.
FITTING REPAIR SLEEVES/JOINTS TO PHASE CONDUCTORS.

WORK:
For work on the de-energized circuit of a transmission line which involves raising and lowering Phase
conductors and the fitting of repair sleeves/ joints to be phase conductors. This scheme is to be followed
during earthing for the following work:-

 Lowering of conductor at suspension tower.


 Raising of conductor at suspension tower.
 Providing the repair sleeves on the lowered conductor.

PROCEDURE:
LOWERING AND RAISING CONDUCTORS

1. Local Earths shall be fixed on all phase on conductors and on all sub-conductors at the suspension
towers and at adjacent towers.
2. If a manual which is used, it shall be earthed to the tower using a Field Equipment Earth. All the
Pulleys used should have good electrical connection with the tower. The Pulleys should not have
any insulation that is rubber lining, etc.

3. Connect the rope with the conductor through pulley at suitable places in the tower and through
winch.

4. I f scaffolding is used in the span below conductor, the scaffolding shall be earthed by providing an
earth spike.

5. Before lowering the conductor, the Local Earth(s) shall be removed from that conductor and these
Local Earth(s) shall be kept suitably at the tower.
6. When the lowered conductor is at approximately four (04) meters from ground, additional earths
shall be applied from ground spike/ tower on to the lowered conductor(s).
7. When on the ground and the conductor has to be cut, Bridging Earth(s) shall be provided on both
sides of cutting point with ground spike on tower legs. Then as per working procedure, he
conductor shall be cut and joined. After joining the conductor, The Bridging Earth(s) shall be
removed.

8. The conductor(s) shall be raised up to 4 meters height from ground and additional earth(s) shall be
removed.
9. Raise the conductor(s) up to the cross arm level and apply the Local Earths on the Conductors.
10.On completion of work, remove all additional earths/ Local earths.

SCHEME-6

LOWERING AND RAISING OF CONDUCTOR FROM TENSION TOWERS WORK:

For work on the de-energized circuit of transmission line which involves lowering and raising phase

during earthling for the following work.

 Lowering of conductor at tension tower.

PROCEDURE: - LOWERING AND RAISING OF CONDUCTOR

1. Repeat scheme 2 for disconnection of jumpers. During repeating scheme-2, care shall be taken
while connecting bridging earths that one end is connected to tower side yoke plate / maintenance

2. Provide additional earth on the wire bond end (splice position) connected to cross arm with cross
arm.

3. Lower the conductor on the ground up to 4 Mts. Height & provide additional earth with ground
spike.

5. Provide additional earths on either side if breaking of conductor is to be done for jointing purpose.
6. After repair work, raise the conductor up to 4 Mts. Height remove all additional earths from
ground spikes.
7. Raise the conductor up to cross arm level.
8. After raising the conductor up to the cross arm level. Local Earth(s) should be attached to the
conductor, before touching.
9. Follow scheme 2 for making jumper connections.
10.After completion of work, remove all additional earths/local earths.

RAISING OF CONDUCTOR AFTER BREAK DOWN

1. Provide Additional Earths on the conductor lying on ground with ground


spike/tower.
2. Provide Additional Earths on both end of towers of failed span as per scheme 1 for suspension
tower and tension towers.

3. In case any cutting of conductor is required, provide Additional Earths on both side of cutting
points with ground spikes before cutting the conductors.

Raising of earth wire after break down.

PROCEDURE:

1. Obtain the shutdown of affected circuit on double circuit line and shut down of circuit of single
circuit line.
2. Provide earthing as per scheme 1 on all towers which require to be climbed.
3. Provide Additional Earths on the earth wire ends (2 mtr. away from ends) with earth spikes before
starting the job for mid span joints.
4. During rigging, the pulley used at cross arm end shall be provided with additional earth on to the
cross- arm. This is required if fiber round sling in place of wire rope sling has been used for
connecting the pulley.
5. Carry out repair & maintenance work on earth wire.
6. Raise the earth wire up to 4 Mts. Height from ground and then remove additional earth from
spikes.
7. Raise the earth wire up to cross arm level.
8. Removal all additional earths / local earths on completion of works.

25. Emergency Preparedness plan:

The Emergency Response Plan shall describe how and to whom the BAJAJ Electricals Limited shall respond
in case of an emergency situation.

27. Safety Audit and Checklist:

The objective of Safety Inspections is to verify that Safety provisions and practices conform to worksite
rules and regulations.

BAJAJ Electricals Limited shall establish and maintain documented procedures for Safety inspections to
ensure that unsafe conditions and practices at the worksite are identified and corrective measures are
implemented promptly and effectively.

Types of inspections:

 General Regular Inspection

 Special Inspection

Special inspections are:

 Inspection arising from incidence occurrence

 Inspection arising from hazards analysis

 Inspection of specialized operations and equipment.

Safety officer/Manager
Persons who are conversant with safe work practices, in-house rules and regulations and statutory
requirements carry out the Safety inspections.

Inspection Methodology
General regular safety inspection

The purpose of General Safety Inspection is: To identify,

 Unsafe Condition and / or Unsafe Act which may lead to accidents, especially part of a plant or a
machinery or an equipment as well as the activities being undertaken during the execution of a job
 Potential occupational health hazards and factors affecting hygiene at the workplace
 Potential hazards causing harm to environment
 Suggest suitable remedial action and facilitate implementation of corrective and preventive measures.
 The general Safety Inspection will be carried out every day and it shall commensurate the dynamic &
rapid changes of the work site conditions.
 The results of the inspection shall be recorded in the checklists and reported to the Project Manager in
the General Safety Inspection Report.

Electrical Safety Inspection

 The Electrical Safety Inspection will be carried out fortnightly.


 Electrical Safety checklist shall be used for this inspection.
 The results of the inspection shall be recorded in the checklists and reported to the Project Manager in

the Electrical Safety Inspection Report

Inspection of Plant & Machinery and Equipment Including Vehicles

The major Inspection of Plant & Machinery and Equipment Including Vehicles will be carried out
fortnightly by Safety & Site In-charges as per inspection checklist.

The checklists that shall be used for this inspection shall include:

 Crane Inspection Checklist (EPC/EHS/CKL/37)


 Vehicle and Earth moving Equipment Inspection Checklist (EPC/EHS/CKL/30, EPC/EHS/CKL/08)
 Audit Checklist

The results of the inspection shall be recorded in the checklists and reported to the site Manager in the
Plant & Machinery and Equipment Safety Inspection Report to rectify.

Workmen facility and Store Function:

Workmen facility Inspection & store Safety Inspection will be carried out fortnightly.

The results of the inspection shall be recorded and reported to the Project Manager in
 Workmen facility Inspection Report(EPC/EHS/CKL/02)
 Store Inspection Report(EPC/EHS/CKL/27)

Follow up systems
The findings of the various inspections will be continuously followed up for implementation of corrective &
preventive actions. Follow up system includes;

Investigation and Analysis of causes of unsafe practices &conditions:

Site Safety Supervisor notes down the UA/UC every day and informs the concerned engineer who will
rectify the UA/UC notified to him.

At the end of the week the Safety officer consolidates the findings and reports to the Project

 The no. of UA/UC identified by him
 The no. of UA/UC mitigated and balance no. of UA/UC

The Safety officer/HO also analyses the UA /UC trend and discusses them during the Site Safety
committee meeting.
The actions needed to eliminate the cause of non-conformities are discussed during the Site Safety
committee meetings
Control measures are applied to ensure that corrective and preventive actions as decided are taken and
that they are effective. The results are noted down as the number of points mitigated.

Monitoring the unsafe practices and mitigation:

11. Safety Training:

The objective of Safety training is to equip employees at all levels with the knowledge, skills and attitudes,
which will enable them to perform their duties in a safe and efficient manner.

Safety training including refresher training to supervisors, workers and Safety personnel. Proper training
records shall also be documented and maintained.

• Training shall be provided to all personnel In order to provide them with comprehensive training of
the rules and regulations, statutory requirements, procedures and instructions relevant to their
particular duties.

• Training shall also be provided for personnel at all levels of organization when necessary.
• Health and Safety forms an integral part of all training and employees will attend specific Health
and Safety courses, which include:

• Specialist Competency training in Safety related subjects, including plant and equipment training, is
provided for employees according to the type of work they undertake. Refresher training will be

Safety Induction training:

 All workmen, supervisors and visitors shall undergo the Safety induction. This would be a pre-

The site Safety officer in co-ordination with respective Section In-charge prepares training schedule and
imparts training.

While designing & imparting training for workmen, differing levels of responsibility, ability, language skills
and literacy shall be taken in to account.

First aid facility:

First aid is an immediate and temporary care given to the victim of an accident or in case of sudden illness
until the services of the doctor can be obtained. It is thus important for the first aiders to know what to do
and what not to do. Improper and careless movement of the victim should be avoided since it increases
severity.

Trained first aider shall be posted at the site.

Fire Drill:

Fire drill shall be conducted periodically to appraise the different section of work force about the fire
hazards at project site/store yard and familiarize them in basic firefighting techniques.

The HSE team identifies the location and target participants of the Fire Drill one week in advance and a
circular shall be issued for the same.

A fire drill program shall include the following topics,

• Classification of fire
• Fire Hazards in their area of work

designated places.

The details of the Fire Drill conducted with the name of the participants attended shall be recorded in the
Fire Drill Register by Safety team.
Training Records

BEL shall ensure that all Safety-training records are documented and maintained in the form of a training
register. Only authorized the person can operates or work on the jobs. The records shall be maintained
their respective trade trainings. The register shall contain the following details:

• Name of the employees inducted


• Name of the persons received additional training
• Details of onsite training etc.
