9001, 14001 and OHSAS 18001 certified was set up in 2002. Providing an arry
services in electrical, civil, mechanical and fire fighting engineering, installations,
services generator installations, electric panels.
Over the years ZEC has been privileged to work with different organizations and has
completed numerous commercial and industrial projects of national importance ZEC
has a quality management system and occupational health and safety management
system that satisfies all the requirements of ISO 9001, 14001, and OHSAS, 18001
and is committed to prevention of injury and ill health to his employers and others.
The authorized capital of the company as increased from rupees 80 million to rupees
120 million and the paid-up capital to Rs. 105 million.

Executive Summary

It was pleasant to observe a high standard housekeeping in production area. There
was an appropriate amount of lighting inside and outside the building. The welfare
facilities like canteen, washrooms were of a good standard. In production area the
most of the machine operation was observed satisfactory.
However during the inspection it was identified that some areas poses a risk of
serious injuries or ill health and were in need of improvement. Areas of concern were
loose wiring, improper use of electrical facilities, improper use of power tools,
different types of welding facilities, chemical handling and storage facilities, manual
handling, cargo lift, fork lifter, poor health management of employees, handling and
storage of compressed gas cylinders. Poor stacking in warehouse, vehicle
movement through the plant, and also the increased risk of fire hazards as the
unintended use of fire water hydrant system was observed.
Most of hte problems are that were observed were related to lack of maintenance
and general lack of understanding of need for safety practices and good health and
also poor monitoring and inspection system of different area for continual
improvement. Recommendation includes development of safe instruction / method
statements, trainings of staff and preventive maintenance of equipments and display
of warning signs and monitoring of critical activities related to various areas which
are lowcost, particularly when related to the risks observed.

Main findings of the inspection

Chemical Storage

There is risk chemical store near electrical DB,s. Chemical and dangerous goods
should always be moved on a specially designed area. Requires use of material
safety data sheets, requires of labels and other warnings and must be chemical to be
listed to control hazards and precaution to be explained. Engineering Controls Are
Usually Required. Fire/Explosion/Physical Hazard Data must be ensured &
Precautions for Safe Handling and Use, Control Measures/Protection Information,
Additional Infroamtion/Special precaustions must be ensured. All Chemical
containers will be labelled.

 The International labour Organization (ILO) has set out convention C155 and
Recommendation R164 which apply to work place health and safety
standards.
Slipping Hazards due to Spillage
There is high risk slipping due to Spillage of chemical and oils. According to ILO,
Health & safety Convention Employers shall be required to ensure that, so far as is
reasonably practicable, the chemical, physical and biological substances and agents
under their control are without risk to health when the appropriate measures of
protection are taken. The manager must ensure that there is proper housekeeping at
the workplace. Proper ensured Waste Management, Chemical / Spill
Management/Environmental Monitoring, Suitable waste containers will be provided
to facilitate safe and environmentally sound temporary storage. Collections will be
scheduled to prevent over-accumulation of wastes. Waste Collection Points (WCPs)
will have separate storage containers for prime recyclables (plastics, glass, ferrous
metals and non-ferrous metals) —SEGREGATION, Emergency Response action to
be taken in the event of a spill or fire. The Environmental Coordinator will undertake
regularly inspections to check that chemicals are properly stored, labeled and
handled. It is also the responsibility of all employees / subcontractors to ensure that
chemicals are properly stored, labelled and handled and that there is an MSDS
available for all chemicals. Trained Spill Response Teams; Provision of spill clean-up
and containment equipment / materials; Spill Contingency and Response training
and practice drills and Environmental Effects monitoring after a spill. Employee
ensured the time of spill, Spill Reporting, Amount of spill, Source of Spill, Location of
Spill, Proximity to Aspects.

• According to Pakistan Environment Protection Act 1997: 1. Requires Employers to
carry out Risk Assessment 2. Make arrangements to implement necessary control
measures 3. Appoint competent people and arrangement for appropriate information
and training.

Vehicle Movement and Pedestrians

There is risk moving vehicle being hit by over turning. The employer has duty to
ensure the Watch for road signs, workers, and detours. Expect to encounter slow
trucks and other heavy moving construction traffic. Ensured Reduce moving vehicle
speed, especially on bridges, which may freeze before the road does. Avoid un-
necessary stops. You may lose momentum and/or control. Ensured all area should
be barricaded before shifting and handling of material with trained and competent
Banks Man. Provide all standard PPE,s to Banks man and other workers. Employers
has duty to according to legal requirement to provide a safe work place ,free from all
recognized hazards, prevent personal injuries between moving Equipment and those
workers' who are on foot. Conduct the employee's awareness training's regarding
heavy vehicle movement, Periodically Review Procedures, Restrict entry onto site of
non-essential personnel. Establish Controlled Entry Points to site. Coordinate
Operations of Various Trades Working in the Same Areas. Provide Fundamental Site
Rules and Training to all Persons at Risk. Adequate Lay-Down Areas Established,
Employees must learn, follows, and obeys established rules.

Lack of Guards
There is high risk of amputation part of body due to lack of guard. According to ILO,
Health & safety Convention, The legal responsibility for health and safety at work
rests primarily on the employer. The employer has a duty to provide & create the
safe place of work, safe plant and Equipment, All the machinery, tools, plant and
equipment used by employees at work should be reasonably safe and without health
risk. Employer, ensured to need inspect, service, repair and replace the defective
tools. Maintenance work often involves the removal or disabling of safeguards and
control systems. The employer is responsible for the safe condition of tools and
equipment used by employees but the employees have the responsibility for properly
using and maintaining tools.

Noise Hazards

There is noise risk for the workers who are working near Electric generator. The
employers should ensure that workers working near electric generators have wear
ear defenders. Employers must provide baseline audiograms with in the first six
months of an employee's exposure to85 dB(A) or above (or one year if the company
industries uses mobile test services and annual audiograms must be provided
thereafter. Employers must monitor, at least once the noise exposure of workers
whose TWA are 85 dB or greater. Re-monitoring is necessary with a change in
equipment or work process that causes a significant increase in exposure level, All
continues, intermittent, and impulsive noise between the levels of 80 and 130 db
must be included in the exposure assessment area monitoring is permitted,
continuous, Workers must be allowed to observe the monitoring procedures and
must be told about their exposure. Hearing protection must be provided at no cost to
employees and must be worn all workers exposed to them. Employees must be
trained in the use and care of the protectors.

Radiation Hazards
During inspection radiation hazards were observed people were working without
PPE,s . As it has an acute and chronic effects,
So, employer has an obligation that:

1. General Public shall not be exposed to more than 1mSv per year.
2. Occupational exposure shall not exceed 20 mSv per year. The employer
should provide overhauls and film batch, covered all radiation material with
radiation observant material. Providing job rotation and provision of training
and health surveillance must be ensured.

 According to ILO, Occupation Safety and Health Convention, 1977: As far as


possible, the working environment shall be kept free from any hazard due to
radiation.

During the whole risk assessment process, Chemical handling and storage is found
a major week area in ZEC. Early attention, employees training with low cost can is
very useful to eliminate the risk. under the ILO occupational safety and Health
Convention C155; Article 16 (1) employers have a responsibility to ensure equipment
is safe, and also the employers responsibility in 1934 factories ACT, hazardous
substances act 2003, and Pakistan Environmental Protection ACT (PEPA) 1997.
Routine maintenance, monitoring and inspection system is identified as an area for
chemical and oil spillage where attention is needed. Lack of proper housekeeping
and storage of goods areas requiring immediately management attention placement
of proper housekeeping and removal of waste with help of low cost can eliminate the
risk. According to ILO occupational safety and Health Convention C155,
recommendations R 164, employers have a responsibility to ensure workplace is
safe and also the employers responsibility in 1934 factories ACT.
The poor maintenance of road, improper marking of roads and poor vehicle
management plan. unspecified speed limit, unidentified parking area are also the
week area which poses risk of collision of vehicle and personnel, And can be
improved through low cost and through communication and training of employees.

employers have a responsibility to ensure equipment is safe, and also the employer's
responsibility in 1934 factories ACT.

cylinder and here in ZEC the it is a neglected portion of safety perspective and can
be improved maintenance of and with training and monitoring through involving of
low cost.
Fire prevention facilities are provided throughout the plant area but due to poor
maintenance. monitoring and lack of awareness it poses the increased risk of fire
hazards and need to be carried out immediately in order to comply with ILO
Guidelines on occupational safety and health Management System ( ILO-OSH) 2001
and ensure the safety of workers also to comply with 1934 factories ACT and
Pakistan Environmental ACT (PEPA) 1997 through involving low cost of
maintenance, monitoring and periodic inspections. Also training of workers should
have refresher training to remind them of the importance of fire prevention. This may

include a wider problem: this should be evaluated as other workers may also need
similar training.
All the area identified in the findings of the report could result in the injury or a
fatality, which would cause suffering to the victims and their families. Employers
have a legal and moral duty of care to tack action and reduce the risks identified.
The inspection identified a number of good practices where storing management of
hazards was in place. including production line practices, and welfare facilities. The
good practices identified are commended and should be continued.
Health and safety needs to be of a high priority as failure to manage risk can lead to
prosecution or compensation claims, which can only have an adverse effect on the
ZEC’s reputations and financial position as well as the health and safety of the
people involved.
I suggest that my recommendation is implemented at the earliest opportunity
according to the priority allocated to them in the next section of the report. By doing
this, ZEC will openly demonstrate to all workers that their health and safety is being
taken seriously at all level of management. Also it will show that in the long term a,
positive health and safety culture is being developed, which will reduce the sizeable
costs attributed to accidents and enhance the reputation of the organization in a very
competitive market place.
