The Internal Affairs Service is a
disciplinary authority per NAPOLCOM
Memorandum Circular No. 2016-002
entitled “Revised Rules of Procedure
Before the Administrative Disciplinary
Authorities and the Internal Affairs
Service of the Philippine National
Police.”

The PLEB may impose


disciplinary sanction to
complainants with the habit of
filing cases but later on
withdrawing his/her complaint.

The PLEB has the


authority to disarm the
respondent through its
subpoena power.

The Chairman of the PLEB is


appointed by the Mayor as
Chairman of the
City/Municipal Peace and
Order Council.

The PLEB has jurisdiction over


the subject matter of the
complaint of a private citizen
against a police officer who
willfully refused to pay just debt.

The PLEB may impose the penalty of


suspension for fifteen (15) days and
after serving the suspension, the
PLEB may prohibit the respondent
to carry his firearms for a period of
thirty (30) days.

The PLEB has the


authority to impose the
penalty of reprimand and
forced resignation.

The PLEB may take judicial


notice of both aggravating and
mitigating circumstances in
the imposition of the
appropriate penalty.

The PLEB may conduct


clarificatory hearing upon
the agreement of the
parties.

The PLEB is a local special


body pursuant to the Local
Government Code of 1991
that is under the Office of
the Mayor.

authority to compel the
attendance of witnesses
through the power of
contempt.

A senior citizen is
disqualified to
become a PLEB

promotion while the case

maybe removed only for

dispose a citizen’s complaint
filed before it within sixty (60)
days from the date the case is
submitted for resolution.
