In the procedure of multiplexing 2 Mbit/s signals into an STM-N frame, three TU-12s are
multiplexed into a TUG-2, seven TUG-2s are multiplexed into a TUG-3, three TUG-3s are
multiplexed into a VC-4, and a VC-4 is multiplexed into an STM-1. That is, 2 Mbit/s signals
are multiplexed in a 3-7-3 structure. Due to interleaving multiplexing, the 63 VC-12s in a
VC-4 are not arranged in sequential order. The difference between the number for the first
TU-12 and the number for the TU-12 following the first one is 21. The position of any
VC-12 in an STM-N frame is determined by the [TUG-3 TUG-2 TU-12] coordinate.

Example
The number in 3-7-3 mode for a VC-12 is 2-1-1, meaning the first
TU-12 in the first TUG-2 in the second TUG-3.
VC-12 No. in sequential mode = 2 + (1 - 1) x 2 + (1 - 1) x 21 = 2
VC-12 No. in interleaving mode = (2 - 1) x 21 + (1 - 1) x 3 + 1 = 22
If devices using different timeslot modes are interconnected, the modes must be
changed consistently to ensure proper service transmission.
