As a leading global information and communications technology (ICT) solution provider, Huawei
re-emphasizes that all suppliers must comply with local laws and regulations and applicable
international standards, especially labor rights (such as subject to local minimum wage
standards, prohibition of child labor in any form, prohibition of any forced or mandatory labor),
and EHS requirements of Protect employees' life safety, forbid violations of huawei EHS
absolute rules and Projects EHS plan requirements if any ), the bottom line requirements of
business ethics (such as prohibition of bribery and commercial fraud), and the requirements for
cyber security and personal privacy information protection to ensure operational compliance.

As the top management of Huawei, we hope that you can attach great importance to CSR\EHS,
cyber security and personal privacy information protection management, and take the lead in
developing and perfecting your related management system, to ensure the related organization,
regulation and corresponding reward and punishment system are in place.

To ensure that suppliers are aligned with our goals, we have formulated reward and punishment
rules. For suppliers that are not well managing and implementing in CSR\EHS, cyber security
and personal privacy information protection, we will strictly follow the reward and punishment
rules to urge suppliers to take corresponding liabilities for breach of contract, including
suspension and rectification, reducing the share until the two parties completely terminate the
cooperation. At the same time, we will provide incentives for suppliers with good performance in
the long-term CSR\EHS, cyber security and personal privacy information protection, including
increasing the share and presenting awards.

In the past, we have adjusted the business share or terminated cooperation with suppliers with
poor CSR\EHS management. At the same time, some suppliers have received material or non-
monetary incentives due to good CSR\EHS performance. We will never compromise on the
CSR\EHS issue. The penalty is not the ultimate goal. We urgently expect you to strengthen your
own CSR\EHS management, fulfill your commitments, and carry out relevant practices covered
and not limited to
 Conduct adequate EHS risk assessment and adopt control measures before conduct
field operation
 Provide qualified level of supervision for field activity specially high Risk of WAH
 Conduct level of EHS leadership to strengthen the safety Performance
 Full Comply to huawei EHS self-inspection and EHS pre-task approval process
 Actively implement EHS self-Management approach- according to HUAWEI NA region
requirements
 Adopt management plan to Certify your internal management system against
OHSAS18001 or ISO 45000 or equivalent standard

Please confirm that your company has established a complete set of CSR\EHS, cyber security
and personal privacy information protection management organizations, rules, and reward and
punishment measures, and strictly abide by the implementation. Upon receipt of this letter,
please give a formal written commitment to Huawei CSR\EHS, cyber security and personal
