EVALUATION OF BIDS RECEIVED AGAINST QESCO TENDER
NO. T-1265 FOR PROCUREMENT OF AA ANT CONDUCTOR
(FINANCED UNDER QESCO’s OWN RESOURCES)

1. INTRODUCTION
QESCO floated tender No. T-1265 to be financed through QESCO’s own resources for
procurement of AA Ant Conductor on the basis of FCS delivery at QESCO’s Regional Store
Shiekhmanda Quetta. The notice for invitation was published in the leading newspapers as
well as uploaded on websites of QESCO and PPRA.

The bids were opened on 01.11.2018 and sent to convener of evaluation committee for
evaluation vide letter No. RDIC/QESCO/1403 dated: 25-02-2019. This report covers
technical & commercial evaluation of the bids duly prepared by QESCO’s Tender Evaluation
Committee.

2. SCOPE OF WORK
The scope under this tender covers supply of the following material.

3. PARTICIPATION IN THE TENDER

Two (02) firms submitted its bids which were opened by the Tender Opening Committee on
01.11.2018 in the presence of bidder’s representatives at QESCO’s Head Quarter. The names of

7. COMMERCIAL DISCUSSION

 The bidder has signed and stamped all pages of the bidding documents i.e. letter of offer,
schedule of prices, schedule of deliveries, schedule of deviations from technical
specifications and contractual conditions.

7.1.1 Price
The price quoted by the firm is in Pak Rupees and is firm and final.

7.1.2 Terms of Payment:

The firm has agreed on terms of payment as per bidding documents.

7.1.3 Bid Bond

The firm has submitted Bank Guarantee 2% of the Bid Price (PKR.650,000.00) as per
requirements of bidding documents with the validity up till 30.04.2019 against the
requirement of 29.04.2019. However, the bidder has deleted following text of bid
security:-
“the tenderer withdraws his tender during the period of validity of tender or Tenderer
does not accept the correction of his tender price”. Also the bidder has changed the
number of days for provision of performance security from 14 days to 30 days in its bid
security.

7.1.4 Validity of Bid Bond

The firm has offered the validity for period as per requirement of bidding documents.

7.1.5 Delivery Schedule:

The firm has offered delivery period as per requirements of bidding documents.

7.2 M/s Universal Cables Industries Ltd., Karachi

The bidder has signed and stamped all key pages of the bidding documents i.e. letter of
offer, schedule of prices, schedule of deliveries, schedule of deviations from technical
specifications and contractual conditions.

7.2.1 Price

The price quoted by the firm is in Pak Rupees and is firm and final.

7.2.2 Terms of Payment:

The firm has agreed on terms of payment as per bidding documents.
7.2.3 Bid Bond
The firm has submitted Bank Guarantee equal to 2% of the Bid Price (PK 620,000.00) as
per requirements of bidding documents with validity up till 05.05.2019 against
requirement of 29-04-2019.

7.2.4 Validity of Bid Bond

The firm has offered the validity for period as per requirement of bidding documents.

7.2.5 Delivery Schedule:

The firm has offered delivery period as per requirements of bidding documents.

8. TECHNICAL DISCUSSION:
The technical discussion that follows is based on the qualification and experience of the
bidders.

8.1 M/s Gujranwala Cables (Pvt.) Limited Gujranwala.

8.1.1 Qualification
The firm is registered as manufacturer for said item with GEPCO. Supply record
regarding manufacturing / supplying of tendered material is attached with bid that
indicates its satisfactory performance towards delivery of material in
QESCO/DISCOs/NTDC in last two years.

8.1.2 Specifications:
As no schedule of technical data and drawings of offered conductor is attached with the
bid, therefore, their confirmatory to the tender specification could not be ascertained.
However, the bidder has signed and stamped the form of technical deviations from the
technical specification which certified that the material offered is in accordance with the
tender specifications (amended to date).

8.2 M/s Universal Cables Industries Ltd., Karachi

8.2.1 Qualification
The firm is registered as manufacturer for said item with HESCO. Supply record
regarding manufacturing / supplying of tendered material is attached with bid that
indicates its satisfactory performance towards delivery of material in
QESCO/DISCOs/NTDC in last two years.

8.2.2 Specification
The schedule of technical data submitted with the bid generally confirms to the tender
requirements. The bidder has also signed and stamped the form of deviations from the
technical specification and certified that the material offered is in accordance with the
tender specifications (amended to date).

9 ASSESSMENT
Based on the commercial and technical aspects of the bids discussed above, the outcome
of bids evaluation is as under: -

 The technical offer of the firm is considered as satisfactory and declared commercially
non-responsive as the bidder has deleted following text of bid security:-
“the tenderer withdraws his tender during the period of validity of tender or Tenderer
does not accept the correction of his tender price”. Also the bidder has changed the
number of days for provision of performance security from 14 days to 30 days in its bid
security.
9.2 M/S Universal Cables Industries Ltd., Karachi.
Based on commercial and technical aspects of the bid discussed above, the offer of the
firm is considered as satisfactory.

10. RECOMMENDATION

Consideration may be given to place order on M/S Universal Cables Industries Ltd.,
Karachi, being the substantially evaluated lowest responsive bidder for 50% quantity.
However, the reasonability of rate as well as satisfactory performance of the firm against
DISCOs pervious orders/contracts may be looked into by the procurement
management/agency prior placing this order.

Note: -The bank guarantee submitted by the bidder should get verify by the issuing bank
before further action.
