Oracle On-going Support Vendor Analysis

Executive Summary

Prime-Line’s Oracle implementation vendor, DAZ Systems, Inc will be terminating their services (at least
for the most part) on December 15, 2011. There is a need for strong support for our Oracle hardware and
software on an on-going basis. Four potential such vendors were located and have been thoroughly
investigated. A fifth vendor who came “very late to the table” also presented a draft proposal.

The vendors are:

Data Intensity
ITC
Jade Global
Tricore
Centroid (The late comer)

The vendors were provided with required support features that were felt to be important to Prime-Line.

• Effective and continuous monitoring of all aspects of our Oracle installation – hardware and
software.

• Competent DBA’s available to diagnose, fix system problems and educate our team as time goes
on to accomplish increasing levels of support internally.

• Support for the Linux operating system – within which Oracle operates.

• An undetermined amount of functional assistance in troubleshooting functional issues that are


beyond our “super-users” and / or IT.

• Proposal to include the “on-boarding” process of transitioning from DAZ to the on-going support
vendor. We suggested separating this aspect of the proposal – some vendors did and others
included it in their on-going pricing.

Each vendor was provided with a list of our installed eBusiness Modules and our future installation plans
and they gathered data about our systems as they saw fit. Some interviewed us for technical detail and
others directly investigated the system after executing a mutual non disclosure agreement. Each vendor
met with the evaluation team, Jeff Grande, John Biddick and Rick Wood, multiple times either on-site or
on-line. Each vendor supplied references which were interviewed via phone.

Once the vendors had all provided proposals and statements of work, the evaluation team reviewed the
proposals and reviewed the notes from the reference interviews and prepared a spreadsheet with a number
of quantitative and qualitative factors. This evaluation led us to recommending Data Intensity for our
on-going Oracle support. Please see attached analysis spreadsheet and supporting explanation for all the
supporting details.

Evaluation Details
During the review process it became clear that two of the vendors were deemed to have a very poor fit
with Prime-Line’s needs.
Jade Global largely operates as a source of talent-for-hire. Their single reference uses them
exactly in that manner and is very satisfied with their services. However, he has three DBAs on staff, as
well as several other experienced Oracle professionals.
Centroid’s initial proposal was about double the cost of the next highest. Their proposal was
based on providing 5 dedicated fulltime staff to our account. This model doesn’t fit well with Prime-
Line’s needs. We do not need that many full time staff – and it limits what expertise is available to us.

The other three vendors were all regarded as potentially capable of supporting Prime-Line’s Go-Forward
needs. So, the next objective was to select the vendor with the best “value proposition” and the one
whose offering best fit Prime-Line’s perceived needs.

The monthly fees quoted by each vendor varied from a high of $25,400 per month to a low of $12,500 per
month. Each vendor fixed priced certain portions and others are variable depending on utilization of
services. The fixed fee portion ranged from a low of $6,500 to a high of $15,000 per month. The
estimated variable portion varied from a low of $6,000 per month to a high of $14,000 per month.

One Time fees are a composite of onsite services in transitioning from DAZ to the new vendor and any
dedicated hardware required for remote support.

The above figures are presented in columns 2 through 8 of the attached spreadsheet.

• The Value Score was assigned on a scale of 20 being highest and 0 being the lowest, which took
into account the price bid and the statement of work in which coverage was detailed. The highest
perceived value vendor was assigned a ranking of 20 while the lowest received a 3.

• The Quality of References Score was judged based on the similarity of the reference to Prime-
Line and the relevance of their situation and comments to Prime-Line’s needs. There were
multiple references for most vendors. Each reference was graded on a 5 point scale. There was
only one 5 rated reference – the rest were a mixture. The score reported was the average of the
scores for that vendor’s references.

• The Appropriate Proposal Score was a ranking based on the vendor’s statement of work and
how well it fit Prime-Line’s requirements. This was a 10 point scale with scores ranging from 2 to
10.

• The Technology Score was based on an assessment of the strength of the underlying technology
possessed by each vendor. The strength of their monitoring capability was key in this area as were
tools to assess problems, discover & document structural features, etc., were the factors considered
for this column. This was a 5 point scale with scores ranging from 5 to a low of 1.

• The Cultural Fit Score took into account the personality of the vendor employees we met with,
assessment of their various documents and processes presented and in general how well their
people communicated with our people. This was on a 10 point scale with scores ranging from 1 to
10.
These various scores were then totaled to give a final score. The difference in possible scores in the
various columns was to weight certain factors more heavily. The top vendor (Data Intensity) scored 49
out of 50. The second place score was 39 of 50 for Tricore. The third place vendor (ITC) scored 30 out
of 50. The other two vendors as mentioned earlier were largely non-responsive to our needs and scored
very low – at 12 points each.

Based on the final score, we recommend that Data Intensity be contracted with immediately to begin
providing Oracle Support before DAZ Systems concludes their contract with Prime-Line.
