Freedom of information is not absolute because the Constitution itself provides
that it may be subject to limitations as provided by law. With this, we can infer
that even the fundamental law of the land recognizes that an absolute right to
information, while ideal, will be impracticable because of the implications that
may endanger or compromise the interest of the country and the people.
Limitations are placed to ensure that the right granted to one person will not
encroach on the right of another or imperil others. Thus, the exceptions
provided may also be viewed as safeguards to avoid tampering with other rights
and duties that the law also swore to protect. Balancing the need for the right
to information and its reasonable exceptions is necessary to achieve its end.
