Proposal Overview
Basome-Rwarire education fund is a 5-year project created by the Rotaract club of Mbarara
under the docket of service provision specifically the basic education and literacy and
launched September 2019. The purpose of the fund is to provide access to innovative
educational resources that support lifelong learning and raises awareness of the importance of
literacy and education in Rwarire.

Rwarire is primarily a peasantry community plagued by poverty therefore it is extremely


difficult for community members to meet each other’s needs including funding education.
This is evident in the enrolment of students at school where there is a low number of children
attending primary school. There is need for literacy because of its role in the economic
development as well as individual and community well-being. The proposal in detail shows
the needs, objectives, scope of the study, timetable and budget of the project.

and economic constraints. It is the prerequisite for development, both
individual and collective. It reduces poverty and inequality, creates
wealth, and helps to eradicate problems of nutrition and public health.”

According to the 2016 world bank report an estimated 35 million primary-school-age


children are out of school across the sample of 33 low-income Sub-Saharan African
countries. About a third of the total primary-school-age population ranging from 8 percent in
Zimbabwe to 58 percent in the Central African Republic. The set of policies needed to reach
and keep all children in school, at least until the end of the primary cycle, is likely to vary
from country to country. Also, policy prescriptions for children who have never been in
school (20 million of the 35 million) differ from those for children who dropped out of school
before the end of the primary cycle (15 million of the 35 million).

However, this is beginning to change were in Uganda, majority of pupils passed the 2017
Primary Leaving Examination making most of them eligible for secondary school. These
results speak to the quality of our teaching in Sub-Saharan Africa. Recent statistics show that
on average 93% of teachers in Africa did not have the minimum subject knowledge in
language to be able to teach ranging from 66% in Kenya to 100% in Mozambique, Niger and
elsewhere.

Rwarire primary school is found in the rural community of Rwarire Rwencwera in Isingiro
district of south western Uganda. The school is a Catholic founded in the year 1976. The
school serves a population of over 500 families and serves a total population of 150 pupils.

The main beneficiaries are 150- children between 5 and 15 years old, in addition to their
caregivers including teachers, and their parents that are involved in school club activities with
other active community members.

In addition, due to hunger brought on by lack of food brings about lack of concentration in
class leading to poor academic performance. There is also a very low numeracy and literacy
skills which is nationally, reflected in pass rates, particularly in Primary Leaving
Examinations because of inadequate learning resources and education like textbooks. This
was evident in the years 2012 to 2018, the school registered 14 first grades and 53 second
grades out of 149 pupils at the Primary leaving Examinations which is still low compared to
the national examinations target and the ratio of text book to pupil ratio is approximately 1:5.

The Basome-Rwarire fund was launched in September 2019 with an intention of carrying out
some of the activities in 2020. However, because of unforeseen circumstances that is the
COVID pandemic, the project halted some of the activities and focused on others that
adjusted to the pandemic. Among the activities the Rotaract club of Mbarara concluded a
proposal that focused on parent-child communication on sexual reproductive health which
will focus on sensitizing parents on how to talk to their children about sexual reproductive
health issues.

Target Area & Beneficiaries

The project site is approximately 7 km south of Mbarara town Centre. The project will cover

Goal
Over reaching goal: To improve the primary education and performance of the pupils
at Rwarire Primary school in a period of 5 years.
Specific Objectives
 To create learning and education opportunities for Pupils at the school.
 Improve on the primary Education at Rwarire Primary School
 To provide better Education facilities at the school.

Outcomes
 The primary outcome is the improvement of primary education and performance of
the pupils at Rwarire Primary school
 Improved academic performance

 Refurbished, renovated classrooms and painted with wall literature hence a better
learning Environment.
 Pupils benefiting from Bursary Fund.
 Pupils have access to safe drinking water.
Duration
The project will run for a period of five years from 2019/20 to2023/24.
Budget
The Budget Requested for five years for this Project is UGX 74,620,000. A fairly
detailed Budget to implement the proposed activities is prepared and enclosed for
better understanding
Sustainability
 The project will be managed by Rotaract Club of Mbarara with support from
donations and member contributions.
 The pupils who will attend mentorship programs from other schools will be made
heads of formulated groups to teach other pupils what they learnt.
 A skills lab will be set up to train where teachers and parents will be taught financial
generation skills from doing small income generation projects like chalk making,
pads making, liquid soap making.
 Bursary fundraising could be also made among the willing rotary/ Rotaract clubs.
Clubs could volunteer to take on awards to a class over the 5-year period of the
project.
 School will create a reading period for these kids.

1.2 Background
Rotaract is a global movement of young leaders who are developing innovative
solutions to the world’s most pressing challenges. Rotaract is changing communities
from big cities to rural villages. Rotaract clubs bring together people ages 18-30 to
exchange ideas with leaders in the community, develop leadership and professional
skills and have fun through service.
Rotary and Rotaract members work side by side to take action through service with
focus on the six areas below;

 Water and Sanitation


 Maternal and Child Health
 Basic Education and Literacy
 Community Service and development
 Peace and conflict resolution
 Disease Prevention and Treatment.

The Rotaract club of Mbarara has been in service for over 27 years. It is under the
third goal of Rotaract (To provide opportunities to young people to address the needs
and concerns of their communities and the world) that, through the years.
In the past year, the club has achieved the following’

● Rotaract club of Mbarara contributed UGX 363,000 for The Rotary Earth Initiative

which was held in 2017 at Gulu.At this function, 200 Teak trees and 305 fruit trees
were planted.

● The Rotaract club of Mbarara contributed UGX200,000 towards the project’s


activities. This was held in 2018 at Mbale. At this function 10,000 trees were
planted on 8 hectares of land.
● Currently, manages a school fees program at Rwarire Primary school. Currently 22
pupils of Rwarire Primary school at the school from disadvantaged backgrounds are
being sponsored. These are pupils supported by individuals, Rotaractors, Rotarians
and well-wishers. We believe by sponsoring a child you significantly change the
course of his/her life and continued sponsorship eventually leads to child’s ability to
care for himself/herself and others in the community. Some pupils who have
performed well have been sponsored up to secondary level.
● The club managed to construct a concrete 8000 litres tank at Rwakaterere Primary
school.

● Worked with other Rotaract and Rotary clubs to clean towns, carry out joint medical
camps, participated in planting trees country wide, joined with Rotary in carrying out
the country wide cancer run, and safe motherhood run.

1.3 Vision & Mission


The mission of Rotaract is to provide an opportunity for men and women to enhance
the knowledge and skills that will assist them in personal development, to address the
physical and social needs of their communities, and to promote better relations between
all people worldwide through a framework of friendship and service

2 Technical Proposal
2.1 Problem Background
Despite the efforts undertaken by the government of Uganda through UPE to provide
and improve the quality of primary education and ensure that Education is free and

affordable to all, there has been a growing concern throughout the country that many
pupils do not complete primary education and hence dropout in addition to the low
performance in these schools.

Following the needs assessment which was carried out by members of Rotaract Club of
Mbarara and representatives from Rwarire Primary School, it was revealed that, the
community which is predominantly peasantry therefore finds it extremely difficult to pay
the school levy per term hence Lower primary enrolment and high dropout rates
evidenced by the low class attendance hence substantial rates of non-completion of
many children who are leaving schooling without acquiring the most basic skills.

In addition, the low class attendance is also attributed to lack of concentration in class
due to severe hunger which forces the pupils to drop out.

Furthermore, the pupils also have low numeracy and literacy skills which is nationally,
reflected in pass rates, particularly in Primary Leaving Examinations because of
inadequate learning resources and education like Textbooks. For example, in the years
2012 to 2018, the school registered 14 first grades and 53 second grades out of 149
pupils at the Primary leaving Examinations which is still low compared to the national
examinations target and the ratio of text book to pupil ratio is approximately 1:5. The
school also has the inadequate school desks, classroom blocks that need to be renovated
and a faulty water tank.

Many of these children have no alternative options past primary education and this has
led to low motivation for them, low performance academically, low self-esteem and
confidence and lack of opportunities to thrive. It is with this background that the
Rotaract Club of Mbarara decided to establish the Basome- Rwarire Education Fund
because we believe that every Child in every village that gets the best education achieves
his or her full potential and is ready to face the world with confidence.

2.2 Geographic Target Area


The project will be carried out in Mbarara District. Mbarara is in the  South Western
Region of Uganda. The project site is approximately 5 km south of Mbarara town
Centre along Kabale High way. The school is located in Kichwaba ward Parish,
Nyakayojo Sub county.
2.2.1 Direct Beneficiaries
The project will directly benefit all the pupils, guardians and teachers at Rwarire
Primary school. It will also benefit the school teachers to work efficiently and
motivate them to work harder for greater achievements. The project’s indirect
beneficiaries include the community and Municipality

2.2.2 Indirect Benefits
The project’s indirect beneficiaries include the Rwarire community and Municipality,
guardians
2.3 Approach
 Potential corporate sponsors and Schools were approached for Product Support
Financial support and partnerships. The project was launched on 20 th September 2019
where partners and sponsors were invited including Coca Cola Mbarara, Rotaract club
of Masaka, Rotaract club of Kampala west, Moren book publishers.
 The strategy helped set up a fund which we now call the Rwarire Education Fund.
Annually, members of the Rotaract club of Mbarara, alumni, rotary family and all
well-wishers will be asked to give generously to this fund. The Rotaract club of
Mbarara has managed to award the bursaries at the end of every term.
 The Rotaract club of Mbarara has set out to carry out fundraising activities at least
twice a year with all proceeds going to the Basome- Rwarire Education Project Fund.
This year the club intends to have a carnival on the 24th of October to raise funds for
the Rwarire fund. Upon successful annual fundraisings, the club will set out to
address each welfare goal depending on the available resources at the time.

 Bursary fundraisers have been made by willing rotary/ Rotaract clubs. Clubs
volunteered to take on awards to a class over the 5-year period of the project.
 Read to succeed program (Reading Program) will be carried out through 3 day
reading camps annually next year April
 Rotaract Club of Mbarara in partnership with Rotaract Club of Masaka under their
ROWECIP has provided the school with desks.
 Book Drives were being carried out to solicit old books (story books and textbooks
for children between 5-15 years) from the community. The club together with Moren
publishers provided book to the school and intends to work with other companies or
publishing houses to provide text books. This will be a passionate call targeted
towards the Cooperate Social Responsibility arm of the different organizations/
companies.

 This will be a twining program between teachers/pupils at Rwarire P/S and well
performing partner schools. This will involve the exchange of past papers every term
and a mentorship session at least once every month.
 The club plans to apply for Rotary grants to help its run the projects Activities.
2.3.1 Activities to be carried out
The following activities will be carried out to achieve the set objectives:
 Teacher to Teacher Mentorship programs- Partnership programs between the teachers
of the best schools in Mbarara with Rwarire P/S will be made so that ideas can be
exchanged. This will Build upon the teacher’s current work, reinforce their skills so
that the quality of teaching is improved. Under this program, schools will exchange
past papers with Rwarire Primary school.
 Initiate school fees bursary system students. Bursary Fund began last year where
financial support through bursaries to students who are progressing satisfactorily
were awarded. The Bursary system began with Primary Four, the Rotaract club of
Mbarara considered taking in more classes for the bursary.
 Provision of learning materials such as text books relevant to the curriculum and past
examination papers and setting up a library. Learning materials are critical inputs that
impact student learning. They are more likely to improve student learning when they
are based on a curriculum. At the primary level, children study English, Math,
Science, and Social Studies, Religious Education. 
 Develop a reading literacy program (Read to Succeed).
A starting point of this will be the provision a wide range of school related story
reading books at various levels of difficulty to expose pupils. In addition, members of
the club, well-wishers and friends will interact with the pupils through a Reading
book camps, book talks, tutorials.
 Transforming the school buildings into interactive learning environments. This will
involve Painting the of school buildings with Educative materials. This concept is all
about using physical space as a tool for child development that is, transforming school
buildings in such a way that they enhance visual learning (Teaching aids) among
children and also enhance the overall teaching process.

 Renovation and Refurbishment of Class blocks at the school- We believe the school
environment also plays a role in keeping children out of education. The school
currently has some dilapidated building that needs to be renovated and so that the
children enjoy safe learning environment.
 Improving the welfare of the pupils at Rwarire P/S through the provision of meals at
lunch, and a clean water harvest tanks to supplement on the water tap. We also know
that most of the childhood diseases are water borne and therefore provision of clean
and safe water is key in the development of children therefore the club hopes to
provide the school with safe water treatment so that the water can be safe for
drinking water measure for the children.

2.5 Monitoring & Evaluation Framework
 The project performance will be monitored in terms of adherence to budget and
activity plan. The activity plan and budget will be monitored through the
submission to the board of Rotaract Club of monthly activity plans with
corresponding financial requests which will be assessed against the annual
activity project plan and budget and, in case of necessary changes; annual plans
will be amended accordingly.
 Field visits, individual interviews and Attendance lists, reports will be used as
means of verification for the different activities.
 Pupils will be given tests from other schools to check their progress. The tests
will be marked by other teachers.
 At the end of the project the Project team will welcome the evaluation and
auditing of the project and its accounts by the Rotaract Club Board. Auditing
will be done annually.
 We have set up a board of trustees to guide the Rotaract Club and also track
project progress.

2.7 Gender Equity
 The project will be managed by the Community Service Committee that will consist of
2 both males and female who will take up different roles and responsibilities to
ensure its success. The community will report to the Community Service director who
will in turn report to the Board of Rotaract Club of Mbarara
 Both Female and male teachers will be considered in the teacher to teacher
mentorship programs.
 Both Female and male Pupils will participate in the bursary system.

2.8 Sustainability
 The pupils who will attend mentorship programs from other schools will be made
heads of formulated groups to teach other pupils what they learnt.

 A skills lab will be set up to train where teachers and parents will be taught
Innovative financial solutions and skills so that they are empowered to keep their
children. This may take the shape of from doing small income generation projects
like chalk making, pads making, liquid soap making and agriculture projects

 School will create a reading period for these kids.

3.3 Financial Management.
 The activity plan and budget will be monitored through the submission to the board of
Rotaract Club of monthly activity plans with corresponding financial requests which
will be assessed against the annual activity project plan and budget and, in case of
necessary changes; annual plans will be amended accordingly.
 Money collected from fundraising activities and pledges for the project will be
recorded and accountabilities will be made when spent.
 The club and project Finances will be handled by the treasure of the club.

 At the end of the Club will welcome the evaluation and auditing of the project and
its accounts.
