CHAPTER 5 | FINDINGS, CONCLUSION, AND RECOMMENDATIONS

This chapter shows the findings of the research, conclusion of the overall

outcome, and recommendations for the people and institutions involved in the

implementation and the study for the compliance to the National Building Code,

including the government, Dagupan City Engineer’s Office, house owners in Zone 3, 4

and 5 of Malued District, STEM Students and future researchers.

FINDINGS

After the data were presented, analyze, and interpreted, the study will now submit

the following findings.

Number of people who agreed and disagreed to be part of the study

The study shows that not all of the 120 house owners in Zone 3, 4, and 5 agreed to

participate in the study. Whereas, 70 house owners did not agree and the rest of the 50

house owners agreed to participate. This means that some of the house owners are

confident to tell the truth while some of the house owners who did not participate have no

interest to the topic, unavailability of time and are afraid to be charged of penalties if

revealed that they are non-compliant to the National Building Code.

Percentage of Compliance and Non-Compliance of House owners in Zone 3, 4, and 5

to the National Building Code

The study shows how many are compliant and non-compliant among the 50

surveyed house owners in Zone 3, 4, and 5, Malued District. Wherein, 70% of the house
owners (35) are compliant and the remaining 30% of the house owners (15) are non-

compliant. This means that majority of the house owners in Zone 3, 4, and 5 are

compliant to the National Building Code supervised the Dagupan City Engineer’s Office

which is almost proportional to the 80% compliance rate stated by the Dagupan City

Engineer’s Office.

Factors of Compliance by the House owners in Zone 3, 4 and 5, Malued District

The study shows that legality is the main reason of the house owners in Zone 3, 4,

and 5, Malued District followed by the reason for safety and the last is durability. This

means that house owners comply to the National Building Code for the legality of their

residential infrastructures.

Factors of Non-Compliance by the House owners in Zone 3, 4 and 5, Malued District

The study shows that insufficient knowledge and awareness of the existing law is

the main reason for non-compliance of the house owners in Zone 3, 4 and 5. This means

that there are still people who do not know and are not aware of the existing law which

becomes the most difficult barrier causing the non-compliance of house owners. Also,

having insufficient knowledge or lack of awareness is also the effect of being a poor

observant of the surroundings.

CONCLUSION

Our research entitled The Rate and Factors of Compliance of House Owners in

Zone 3, 4, and 5 Malued District to the National Building Code Supervised by Dagupan

City Engineers' Office aims to determine how many house owners in Zone 3, 4, and 5 are
compliant and non-compliant, as well as their reasons for compliance and non-

compliance to the National Building Code.

We, the researchers, have hypothesized that there is a low compliance rate of

house owners in Zone 3, 4, and 5 of Malued District to the National Building Code. Base

on the outcome of the study, the hypothesis is proven to be null.

After the data gathering, the findings show that majority of the house owners in

Zone 3, 4 and 5, with the rate of 70%, are compliant to the National Building Code.

Relatively, it is also stated that legality is the main reason of many compliant house

owners in Zone 3, 4, and 5. Whereas, they prioritized legally owning and building their

residential structure than for safety. While on the other hand, it is found that insufficient

knowledge and awareness of the existing law is the main reason on why there are still

non-compliant house owners in Zone 3, 4 and 5 Malued District.

Generally, ending the speculations of many people, we, the researchers, conclude

that money is not the major problem for the non-compliance to the National Building

Code, the insufficient knowledge and lack of awareness of the existing law is. This means

that there might be a problem in the information dissemination on which the authority can

focus. Despite the said problem, majority of the house owners, with a total of 70%, of

Zone 3, 4 and 5, Malued District are compliant to the National Building Code supervised

by Dagupan City Engineer's Office.

RECOMMENDATION

The following are the recommendations that the researcher had made,
For the Philippine Government:

 They should strengthen the mandatory implementation of the National Building

Code in order to increase the compliance rate.

 They should put more effort to address internal problems like corruption, poor to

non-implementation, and improper regulation.

 They should conduct an effective information dissemination, discussing the rules

and regulations which should be strictly implemented and followed.

For Dagupan City Engineer’s Office:

 They should conduct an official survey, so that they can identify of who among

the residents comply and do not comply to the National Building Code.

 They should conduct a seminar with the house owners in Malued, District

Dagupan City, focusing on the National Building Code.

 Engineers who are based in Dagupan City especially to those who are not living

within the area of Dagupan City should know about the rules and regulations that

are implemented in the City.

For Residents of Zone 3, 4, and 5, Malued District:

 They should be aware of the existing law; they use this paper as a reference.

 The residents must know the reasons on why they need to comply to the National

Building Code.

 They should be informed that safety must be their topmost priority for their

compliance to the National Building Code.


For STEM students:

 They must have a background knowledge about the National Building Code for

them to make a better research, especially to those who are pursuing to take up the

Engineering and Architectural courses.

 They could also help improve this study if there are sudden changes or updates

from the National Building Code.

For Future researchers:

 This study may be used as a reference for their research study.

 Conduct a follow up study to know if the compliance rate for the National

Building Code in Zones 3, 4 and 5 increases.

 Conduct a study to address the problems faced by the house owners upon

complying to the National Building Code.
