INTRODUCTION

OBJECTIVE: To provide a guideline on safe working practice on completing the activity


on live switchyard and around control building in TNB substation. The
procedure is to establish safe, efficient and quick normalization of the
substation
SITE:
PMU 275/132KV Kangkar Tebrau, PMU PMJY 275KV, PMU SKDI 275KV. Johor
MANPOWER:
All workers should wear PPE at all times
TOOLS:
All tools should be in proper working conditions
MACHINARIES:
Minimum safe working clearance from any adjacent live point should be
maintained at 3.5m at all time during operations (for outdoor switchyard)

• PRELIMINARY:

• Before any works start, TNB Permit to Work (PTW) must be obtained for the bays involved.
TNB shall also have their own authorized personnel to supervise the works throughout the
jobs at site. Any necessary clearance from NLDC must be arranged through TNB internal
procedure and area of work should be barricade.

• No work shall be done without the presence of TNB site supervisor.

• Before climbing on any equipment he has to ensure that the bay is completely isolated. If
he has any doubts he has to get clarified from the competent engineer and also the TNB
site supervisor.

• The works specified in the scope of works has to complete as per the given schedule with
full safety compliance.

• CONSTRAINTS:

• Work duration shall be extended due to bad weather i.e heavy rain, thunderstorm, etc
• There must be sufficient work space and /or clearance as directed by Superintending
Officer, No work shall be allowed to continue if contractor fail to provide adequate safe
working space and/or clearance on existing LIVE switchyard area.
• No work shall be done without the personnel of TNB or Competent Engineer
• Work area shall be barricaded with plastic chain (yellow)
• Proper signage indication the working area shall be made visible
• All work will do in “LIVE CONDITION” so please make sure all tools used must be fully
insulated and insulation glove must be worn during the work
2. SCOPE OF WORK / JOB SCOPE

A. Defect rectification -To replace faulty indication /pilot lamp H4 at panel

B. To retrieve actual setting from AVR both RTC1 and RTC2 panel

3. METHOD OF STATEMENT.

4. SAFETY AT WORK SITE

The person in charge of a working party shall ensure that at all times the members of his party
thoroughly understand the work they have to do and the safety precautions required.

Safety Equipment
Safety equipment such as safety helmets, safety belts and harnesses, safety ropes must be
checked that it is in good condition before and after use

Objections
A person receiving an instruction regarding work on or the operation of High Voltage equipment
shall be report any objection he may have to carrying out instruction to the person issuing them

Dangerous Occurrences and Accidents


All dangerous occurrences and accidents shall be reported in accordance with TNB’s standing
instruction and statutory requirements

Safety Equipment
1. All apparatus, equipment and conductors shall be regarded as being LIVE until isolated and
proven DEAD; a DEAD apparatus is NOT SAFE until it is isolated and earthed

2. Earthed means connected to the general mass of earth in such manner as will ensure at all
time immediate discharge of electrical energy without danger, when applied to apparatus,
equipment, and conductors. All phase short circuited and efficiently connected to earth

3. Earthing bond for use at generating station and transmission substation shall have a cross
section of not less than 65sqmm

4. Earthing rod shall be insulated suitable for the system voltage which it is used

Access to High Voltage Apparatus / Zone


1. All High Voltage Apparatus shall be regarded as LIVE until it has been isolated, earthed and
made subject of a Permit to Work

2. Barricade (including rates on access ladders) cutting of access to enclosures, chambers,


cubicles or cell containing exposed High Voltage conductors shall be kept locked and shall not
be opened except by an Authorized Person (AP)

3. All spout shutters other than those made subject of a Permit to Work shall be locked shut

4. A High Voltage Zone under Permit to Work (PTW) shall be barricaded and all work by
contractors and their employees shall be confined within the zone and be in immediate
charge of a qualified person provided for under the Electricity Regulations 1994

5. Portable ladders (except of an approved typed) and tong objects are not allowed with the
High Voltage Zone. The use of such objects shall be under the direct supervision of the person in
charge of the work and when moved at ground level they shall be carried only in a horizontal
position as near to the ground as practicable

6. No person shall climb any structure in a High Voltage Zone unless the safe nature of the climb is
checked by a second person in the immediate vicinity. In every case one of the above two
person must be a competent engineer / person

7. No vehicle is allowed to move about, load or unload in a High Voltage Zone except as
approved by this person in charge

8. Cranes or other equipment shall be taken into or out of a substation via predetermined route
approved by the Authorized Person
General Precautions

Before carrying out any work on any part of High Voltage Apparatus / Zone made subject of a
Permit to Work it is good practice to verify that:-

A. The apparatus dead – check for physical breaks

B. All possible sources of supply are isolated and looked

C. All point of isolation earthed and Caution Notices Fixed

D. Zone on with work may be carried out is properly barricaded and Danger Notices are
attached on or an adjacent to live apparatus at the limits of the zone

E. Caution Notices is fixed on all switchgears or apparatus which had been dead and on
which work is to proceed

F. All circuit main earth and additional earth are properly installed

G. Necessary working clearances are maintained (Refer – example sketch of electrical


clearance)
