Qualification: Education:

Minimum of a bachelor’s degree preferably Master’s degree in Civil Engineering with


experience of supervising infrastructure projects. Degree from a recognized
accredited university additional skills of Project Management would be value added. 

Experience:

At least 5 to 7 years of construction supervision and Monitoring Experience


preferably in roads or other municipal infrastructure projects.

Practical experience of Quality control Quality Assurance and Monitoring


Excellent analytical interpersonal and communication skills.

Able to produce reports and other documents up to a professional standard.

Language Requirements:

Fluency in Written and Spoken English Dari & Pashto.   

Contract Period Reporting and Remuneration

The City Engineer will be engaged on a one year renewable contract of which the first
three months would be a probationary period.  The contract may be renewed on an
annual basis depending on performance and the need for the duration of the CIP.  

The City Engineer would be compensated in accordance with the National Technical
Assistance (NTA- Grad C ) GOA and World Bank/Donor pay scale based on level of
experience and performance.

The City Engineer would report directly to the CIP Operation Manager against the
accountabilities noted above and will be subject to periodic review of his/her
performance accordingly. 

Duties & Responsibilities

Summary of Key Functions:

Specific responsibilities would include but not limited to:

Provide overall technical assistance to CIP/IDLG projects in the respective cities from
their planning to their implementation and monitoring

Responsible to ensure that effective implementation monitoring and supervision


tools are developed and implemented.

Responsible to ensure effective quality control systems are in place and contractor
and engineering consultancy companies work in compliance with technical
specifications and world Bank /MPW quality standards.

Supervise and the CIP Projects at the Provincial Cities Capitals Monitor by conducting
site visits and provide guidance for improvement and good results.

make sure that all the infrastructure projects in the city financed by CIPare based on
the technical specification agreed in the contract.

Work closely with the technical consultant Provincial Municipalities and contractor
and strengthen the collaboration and coordination for each CIP Project at provincial
level.

Arrange weekly meeting with Technical Unit of Municipality and CIP Project to make
updates on progress reports and confirm that all works completing according to
project requirements.

Assist the Operation Manager  in preparation of BoQs work progress  and technical
documentation in accordance with World Bank standards.

Provide advice and coordination of the construction of the roads in conjunction with
the Contract Management Specialist ( Kabul )  and the Contractor.

Support the Contract Management Specialist ( Kabul )  Operation Manager for CIP
and Head of Municipality Engineering Section  for  QA/QC of the work of the
contractor.

Assist the Operation Manager and Provincial team  with reviewing the existing
practice of local contractors and conventional methodology of road construction;

make recommendations that will increase safety (taking budget constraints into
account) in the construction of roads undertaken by CIP Contractors.

Review QA/QC site visit and materials testing reports to ensure sampling testing and
inspection of materials are carried out regularly and works are implemented in
compliance with design specifications.

Coordinate with the Contract Management Section and the Procurement


Management Section on all contractual matters in the completion of the respective
Contracts.

Coordinate on design changes that are processed by the Contract Management


Section during the implementation or any new change.

Building the capacity of PCCs Counterpart Engineers in road and construction


techniques including good practices and troubleshooting methods.

Provide technical advice and assistance to contractors to ensure that economical


and quality materials are purchased.

Assist with the provision of social-economic analysis of the respective new road
designs. This entails using Cost Benefit Analysis (CBA) modelling processes such as
cost per person that the road will benefit.

Submit bi-weekly physical progress reports.

Report on issues identified and relevant to implementation and safeguards to enable


timely resolution by management/stakeholders.

Maintain written record of daily site activities in the daily works logbook and record
all instruction given to the contractor.

Perform any other duty in line with these ToR’s as directed by the Operation Manager
