Context:

IOM is committed to the principle that safe and orderly migration is a benefit to migrants and
society and is essential for achievement of the Millennium Development Goals. As a global
intergovernmental organization, IOM supports governments to effectively manage the
various challenges related to migration, and also provides assistance to migrants. In the
health sector, this involves acting as a technical agency to address national priorities and as
an implementing agency which partners with government, communities, and other agencies
to strengthen health systems to meet the needs of hard-to-reach mobile populations,
migrants, and their local host communities.

Within the context of promoting safer migration, IOM’s Eastern Myanmar Health Programme
comprises several projects that extend the reach of government health systems to locations
which host internal migrants and are also transit, source, and return communities for
international migrants. IOM’s programme involves close partnership with government
counterparts and builds capacity of partners and migrant hosting communities for health
promotion, diagnostics, referral, treatment, and for extension of service delivery to
vulnerable groups. The comprehensive package addresses key health challenges faced by
migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some
locations primary care.

Core Functions / Responsibilities:

Under the overall supervision of Chief of Mission and the direct supervision of Program
Associate (TB/HIV) in Myawaddy Township, Kayin state, the incumbent will be responsible
for providing support to the financial function of Resource Management Unit. He/she is
responsible for

1. Conduct the overall supervision and daily administrative support for all aspects of
procurement and logistic operations related to project activities.
2. Ensure that all procurement and logistic function is processed in transparency and
accountability and in full compliance with IOM & donor procurement rules and
regulations. Areas of responsibility will include managing procurement of a broad range
of commodities and services, implementation and oversight of competitive bidding
process, evaluations, contract management, distribution, procurement, supply,
service/maintenance, and other logistic arrangements required for the success of the
project.
3. Initiate, establish, organize and maintain the system related to the Procurement and
Logistics requirements of the project at each of the sub‐offices from which the project will
be supported, where necessary working cooperatively with other IOM logistics staff in
place already at some sub‐offices. Ensure that all related documents (e.g. quotation, PR,
PO, etc.) are follow‐up, maintained and filed systematically.
4. Analyse proactively and continually procurement, supply, transportation and delivery
systems for the project, and identify any logistical bottlenecks and propose ways to meet
the procurements/logistic needs in a timely manner. Propose troubleshooting measures;
5. Asset Management. Ensure that all asset items are managed effectively and fully comply
with IOM’s policy. Record assets in PRISM system, arrange securely storage and/or
ensure proper use, regularly conduct the maintenance, perform the quarterly physical
verification, and label the asset code in a timely basis.
6. Direct supervise on the fleet management including: keeping the safe condition of cars
and motorbikes, other transportation, and ensuring major and minor maintenance
according to regular service schedules.
7. Conduct the fuel consumption analysis and submit the monthly analysis sheet to the
relevant unit (e.g. finance, account) in a timely basis. Investigate for the tendency of
resource misuse and report to the direct supervisor.
8. Assist to manage and maintain the warehouse and inventory record. Report the stock
movement report (SMR) to the DRR Field Project Manager and the Resource Manager
Officer in a monthly basis.
9. Share the stock balance to Programme Team in a monthly basis for systemic
arrangement on stock balance.
10. Establish and maintain the appropriate internal control system to safeguard IOM’s
assets; monitor and track assets to ensure there is no waste, fraud or misuse of
equipment or materials and that surplus or excessive stocks or equipment are not being
held.
11. Undertake regular duty travel throughout the project sites, if necessary; and
Perform such other duties as may be assigned.

Education
 A Bachelor’s degree holder with supply change management or other related
fields.

Experience

 Minimum two years’ experience in related field.


 Experience in UN/INGOs/LNGOs is preferable.

Skill

 Good computer skill especially on Microsoft Excel


 Interpersonal, communication and management

Languages

 Good in English and Myanmar.
