Première Urgence Internationale (PUI)

Première Urgence Internationale is a non-governmental, non-profit, non-political and non-religious international aid
organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, those hit by
natural disasters, wars, and economic collapses, by responding to their fundamental needs. Our aim is to provide
relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. Main sectors providing
assistance to around 4 million people in 22 countries in Africa, Asia, Middle East, South Caucasus and France:
Health, WASH, Food Security and Nutrition, Shelter and Economic Recovery.

PUI has been working for the people of Myanmar on health and related issues since 1983, as Aid Medical
Internationale (AMI). The merger of PU and AMI in 2011 strengthened our ability to provide integrated, multi-sector
approaches utilizing the combined organisations’ experience resulting in more diverse programming and intervention
possibilities. PUI’s mandate to respond to emergencies remains a priority, while maintaining a longer term
development focus to adapt to the contextual needs of the population in Myanmar. Our projects have spanned
several areas of the country including Shan, Wa, Kayin, Kachin, Tanintharyi, Sagaing, Rakhine, Yangon, Mandalay
as well as border areas including offices in Thailand.

Position Summary
Comply with the Administrative & Logistic tasks of the PUI mission, under the supervision of the Administrative
Officer/Logistic Officer and the responsibility of the Program Manager.

Responsibilities
Administrative

➢ Control of safe (key responsibility shared with the AO) and cash in the base (weekly control) and updating daily the
cash book, inform AO in case of any difference
➢ Responsible of the cash management of the base accounts
➢ Make the weekly cash inventory with AO and send it to YGN Office to CFHRM
➢ Check the respect of the purchase procedure before giving cash for purchasing
➢ Ensure regular payments and clearings of personal and professional advances
➢ Participate with AO to print salary slips at every month
➢ Participate with LO to follow up the contract (Office rent, car rent etc….) follow up, staff salary follows up and medical
refund follow up
➢ Prepare the base voucher translating in English (Description, unit, quantity, the amount) on vouchers forms
➢ Capture the base vouchers on SAGA software and hand over to AO
➢ Check monthly accountancy and send to AO with other relevant documents on time
➢ Prepare all expenditure in the cash book in both softcopy and hard copy
➢ Check the weekly expenditure for the office, inform AO in case of unusual expenditure
➢ Assistance to AO in preparation of auditing visits and financial spot check conducted by donor;
➢ Assistance to Admin Officer in collecting and release of admin, HR related information to base staff

Procurement & Stock Management

➢ Received logistics orders from the different departments


➢ Identify the place of purchase and collect quotations

➢ Supervise the minor maintenance of the building such as changing light bulbs, minor carpentry works and
keeping all plumbing fixtures in working order.
➢ Organize repairing of failing equipment (generators, motor pump....)
➢ Organize the stock, clean & well organize and boundary compound cleaning.
➢ Responsible to deliver project materials to PUI sub centers, register items in "stock card" after each movement.
➢ Prepare and package the material to send to the sub centres according delivery procedure.
➢ Follow the evolution of minimum stock and report to the Log officer

Security

➢ Control the extinguisher pressure and organize the maintenance when necessary.
➢ Keep the fuel in the safe storage system and apply the no smoking area.
➢ Ensure the security of PUI assets in the stocks
➢ Check people's admittance right in the stock & take necessary measures if not allowed.

Power supply and fuel

➢ Ensure a smooth operation of the PUI power supply.


➢ Regular checking of the generator (oil, fuel, plug...).
➢ Monthly checking of the generator and vehicle logbook.
➢ Monitoring and training of the generator management to the watchmen

Vehicles

➢ Responsible of the vehicle movement and follow up of the specific procedures


➢ Regular checking of the maintenance of the cars (oil, fuel,).
➢ Monthly checking of the vehicle logbook.
➢ Assure a good condition of the motorbikes & bicycles.

Reporting

➢ Quarterly "General Inventory" (Computer, Communication, Car Equipment, Generator Equipment, Kitchen,
Furniture…)
➢ Report the "Monthly Inventory" of the all material and check physically the stock quarterly.
➢ Monthly report of the “Generator follow up”.
➢ Monthly report of the “Fuel Consumption” and “Car Cost”
➢ Monthly accountancy report

Staff management

➢ Co in charge of Admin & logistics department


➢ Co in charge of the relationship with the local collaborators.
➢ Supervise car drivers for fleet management
➢ Collaborate with the watchmen on the security and cleaning duty.
➢ Perform other work-related tasks assign by supervisors

Due to the specific work to Premiere Urgence Internationale (PUI) and according to his/her responsibility stated here,
Admin & Logistic Assistant is requested to stay at the organisation’s disposal for any extra duties related to the work
and this position and job description will be reviewed regularly in concordance with the development of the
programs.

Requirements;

 Relevant University Degree / Any graduate (with accounting background would be preferable with
LCCI Level-II )
 Excellent knowledge about Saga appreciated and additional advanced knowledge about Microsoft Excel
 Good organization and flexibility about work and time schedule
 Good communication skills in English and Myanmar
 Motivation, dynamism and positive mind are required to contribute to the PUI project objective, Team work and team
spirit with strong motivation to work for community
 Minimum of 2 years relevant experiences in Administrative & Logistic
