motivated to apply for this position. I am an accountant, with professional qualification ranging from First Degree of
Business Administration-accounting option, CPA final level of Completion, and currently am a waiting for the award of

I have over 6 years working experience on donor funded programs with NGOs, and Government. I have worked on
PEPFAR programs with Uganda Virus Research Institute (UVRI) attached to Rakai Health Sciences Program
(RHSP) where I worked as Assistant accountant. Currently, am based in Gulu District, working as Financial
Accountant on food and Security Project for the Restoration of Livelihoods in the Northern Region(PRELNOR)
(www.prelnor.molg.go.ug) covering 9 districts of (Gulu, Adjumani, Amuru, Nwoya, Agago, Lamwo, Kitgum, Pader
and Omoro) funded by International fund for Agricultural Development(IFAD) being implemented by the Ministry of
Local Government.

My current responsibilities are majorly proper Financial Management Procedures, as per the Project implementation
and Financial Manual, Budget monitoring and compliance, Reviewing the accuracy, authenticity and eligibility of staff
and other partners’ accountabilities, ensuring the availability of funds to support the implementation of project
activities.
Basing on the job description for this position and my current experience, am confident that if am considered a

Achievements:
I have successfully setup, and maintained a robust financial management system in tandem with donor financing
agreement in the Project operational Areas; I have ensured that Project Financial procedures are critically adhered to
as detailed in the Project Implementation and Financial Manual. At all times, I have maintained sound liquidity
position of project, through preparing accurate and timely quarterly cash flow projections

Through quarterly budget stakeholder engagement, I have successfully provided a technical input in timely budget
preparation, consolidation, and monitoring to ensure smooth flow of project activities, and avoiding budget overruns.

 Preparation, consolidation of Project annual work plan and Budget (AWPB) with support from project staff.
 Communication of budget performance to Program staff, District support staff, and other Government Agencies.
 Maintaining an updated Procurement Register through “NOTUS” ( Contracts Monitoring System for donor-IFAD)
 Preparing quarterly cash flow projections to ensure timely disbursement of funds
 Monitoring Project staff, Districts advances to ensure timely submission of accurate, authentic accountabilities
 Preparing and maintaining an updated Project Asset Register
 Reviewing Partners’ statement of expenditures (SoEs) to ensure eligibility to donor financing agreements.
 Raise "Red flag” reports to the Project Manager on non-compliant implementing partners.
 Ensuring Value for Money for Project funds with due attention to economy and efficiency.
 Identifying Financial Management gaps from Program and District Staff, and provide capacity training.
 Ensuring Project Statutory compliance (6% WHT, PAYE, NSSF, and VAT) are deducted and remitted timely.
 Reviewing monthly payroll for both Project Staff, Agricultural Extension facilitators Community based facilitators.
 Working closely with the office of the Auditor General on Project audits, and Audit recommendations
 Monthly Reconciliation of both Holdings (USD) and Operational (UGX) Project accounts
 Post Payment Vouchers in the accounting system (Sage evolution accounting package)

 Supported in the preparation, and monitoring of activity Budgets.
 Preparing, cash forecast, and ensure sufficient funds available for program activities.
 Preparing bulk Mobile Money templates for payments through coordination with field staff.
 Continuously reconcile Beyonic Mobile Money account, and follow up on unpaid transactions.
 Analyse,capture,and accurately allocate expenditures on correct Budget line in Navision accounting software
 Reviewing all funds requests, and transfers to CBOs for implementation of program activities.
 Ensuring that all support documentations are attached on Payment vouchers and stamped paid.
 Archiving, and chronologically file project vouchers in manner that enables easy retrieval.
 Generate monthly fuel consumption reports and ensure fuel log sheets are fully attached
 Preparing monthly 6% WHT, 18% VAT, NSSF,and PAYE Schedules for timely filling to statutory authorities.
 Preparing monthly Staff advances register, and communication to staff on delayed accountabilities.
 Ensuring accurate end of month account reconciliations, and passing appropriate journal entries (JVs)
