Consultancy to Produce Public Service Ads (PSA) Promoting

Climate Smart Agriculture (CSA) in Myanmar


(Scaling-out Pathways for Climate Smart Agriculture in Myanmar)

Background
The International Institute of Rural Reconstruction (IIRR) is a multi-awarded international
development organization that has been working on rural development issues since the 1960s.
Its primary mandate is to help address poverty, hunger and related issues of community
development and local governance. In 2016, the Myanmar government adopted the Myanmar
Climate Smart Agriculture Strategy. IIRR, with support from IDRC, CGIAR global research
program climate change, agriculture and food security (CCAFS) is implementing climate smart
villages (CSV) to demonstrate community-based adaptation in agriculture in different agro-
ecological zones in Myanmar. This program is to support the promotion of climate smart
agriculture in the country. In 2019, CCAFS conducted a study on the status of implementation
of the MCSAS. IIRR seeks to conduct a follow study on the MCSAS but focusing on the pathways
to out-scale CSA in Myanmar.

IIRR is looking for an individual or a team to develop and produce three (3) short public service
advertisement (PSA) videos that promote climate smart agriculture in Myanmar. IIRR in its 3-
year implementation of climate smart villages (CSVs) in Myanmar has conducted various
activities involving the promotion of climate smart agriculture in 4 unique agro-ecologies in
the country namely, delta, dry zone, upland and hilly. The goal of this consultancy is to
develop video materials in both English and Myanmar language that will be used in promoting
CSA in Myanmar through TV and social media (Facebook and Youtube).

Qualifications
§ Graduate of development communications, broadcasting, business management or any
related course.
§ At least 3 years’ experience in developing and producing video documentaries and
stories in Myanmar.
§ Fluent in both Myanmar and English language
§ Owns a video capturing, recording, dubbing and editing equipment
§ Ability to contact various Myanmar agencies including government and NGOs
and travel to communities considering COVID-19 restrictions

Responsibilities
The primary responsibility for the consultant is to come up with CSV Profiles for the 4 villages
identified. Specifically these are the tasks and responsibilities:
1. Propose and co-develop the script and story board for the 3 PSA videos
2. Shoot on-site videos at the CSVs and interviews
3. Edit and package the 3 PSA videos for presentation to IIRR
4. Finalize the PSA videos for uploading to various social media sites
5. Turn-over to IIRR Myanmar all materials captured and recorded.

Deliverables
At the end of the consultancy, the consultant shall deliver the following:
1. Script and a storyboard for all 3 PSA videos
2. Three (3) PSA videos of 3 minutes each dubbed in Myanmar language and English
language submitted
3. Raw video and audio materials that IIRR can use later for other purposes

Timeframe
This consultancy will cover a maximum of 30 days to be performed between February 1, 2021
to March 30, 2021. Interested applicants please send the following with subject line: “Video
