Raising Awareness Campaign

Supporting community resilience in the South Caucasus

Background:

With the support of the DG European Civil Protection and Humanitarian Aid Operations under the
DIPECHO 4 programme entitled: Supporting community resilience in the South Caucasus Oxfam GB
with its implementing partners: Bridge Innovation and Development and Black Sea Eco Academy have
been carrying out a programme to improve disaster preparedness of communities and institutions in different
regions in Georgia. The objective of the programme is to increase the disaster resilience of vulnerable
women and men and local governments through strengthening and replicating developed models that
mitigate, prepare for, and respond to disasters in the South Caucasus region.

Goal
To inform and raise awareness of the Supporting community resilience in the South Caucasus programmes
beneficiaries in Adjara and wider public in Georgia on various types of natural disasters affecting women,
men, boys and girls and how to prepare for and deal with them at the household and community level.

Three goals should be reached:


Inform the public, especially target community members in Adjara, about the most common natural
disasters in the region and country and their impacts on communities, households, environment and
governance;
Inform the community members on how preparedness is important and can mitigate the disaster impacts
at the household and community level and how to act when the natural disasters strike;
To inform on various needs of women and men in preparedness work and equity in emergency response.

Objective:
A series of 3 films should cover key programme messages related to the importance of preparedness and
ability to respond to natural disasters through a series of three short animated infographic spots/clips
(c. 30 second each) answering the following questions:

What are the most common natural disasters in the region/country?


What are the losses (facts and statistics) they bring to communities and households in Adjara/Georgia?
How the knowledge on how to behave before, during and after disasters is important to minimize disasters
impacts and losses in the communities and households?
How the mitigation work protects the community, households, individuals or schools from severe impact
of disasters?
How to behave and act in the most common disasters (earthquake, flood, landslide) and how to help
others?
What are the good practices for preparedness introduced within the DRR programming?

The series of three short animated infographic spots/clips should be in Georgian with English subtitles in
a format that will be high quality and allowing to publish the film both in traditional TV as well as through local
and global social platforms and portals, like YouTube, Facebook sites, internet portals.

Activities and Deliverables

The producing consultant individual or a crew will be required to prepare three short animated moving
infographic spots/clips, prepare script, spend required time on the production of a high quality series of
30 second products targeting programme community beneficiaries and wider audience.

The specific tasks include but not limited to:


Together with Oxfam/Bridge/BSEA discuss the content, collaboration and prepare and acquire all
the services and equipment to produce the spots/clips (by 29 March 2017);
Submit a documentary film detailed script and concept for approval (by 31 March 2017);
Produce and submit an advance screen copy for approval by Oxfam/Bridge and DG European Civil
Protection and Humanitarian Aid Operations before the final version is produced (by 20 April 2017);
Apply the feedback and potential comments/changes provided by Oxfam/Bridge and DG European
Civil Protection and Humanitarian Aid Operations (by 28 April 2017);
Produce and deliver the final version of the spots/clips in both TV and DVD format and compressed
video format for online viewing before (by 10 May 2017).

Qualification and Experience required for the assignment

Well proven and demonstrated capacity and experience in the field of video, animation
and infographic production
Well proven and demonstrated creativity and highly engaging products
Well proven and demonstrated capacity and experience in the field of visual motions
Interest in DRR and development issues
Ability to set clear time plans and well scheduled work processes
Previous experience working with Oxfam or other similar organisations working on
development or poverty reduction issues
Ability to cover several simultaneous requests including in-house and field work
Good organizational skills
Ability to meet deadlines

The duration of the assignment: 29 March 10 May


Anticipated Starting date: 29 March

Selection Conditions

Company/individual should submit following documentation

Resume /Experience in producing social videos/ animated infographics


Portfolio of similar assignments implemented/(including one sample on CD)
Present a concept of the assignment to be completed
Budget of production of the animated infographic clips/spots
Detailed timeline for the assignment
Information about the remuneration

In case of a company additional requirements include:

Registration document of the legal entity


Copies of audited accounts for the last year, otherwise bank statement for the last 6
months
Letter from the Tax Department confirming that the company has no overdue payments
to the state budget

Interested applicants should submit qualification documents in English language in a sealed
