Realising Aspiration of Youth in Ethiopia through Employment (RAYEE) PROJECT

CONSULTANT TO DEVELOP DIGITAL TRAINING MATERIALS

Project Background

RAYEE is a five-year MasterCard Foundation Funded project being implemented by SNV within timeline
of Nov 2019 to October 2024. RAYEE’s overall objective is to secure dignified and fulfilling employment
and income for 240,000 young women and men (70% are women) in Amhara, Tigray, Oromia, Sidama
and SNNP regions and Dire Dawa administration in Agribusiness and agro-related sectors

Overall Objective

The objective of this consultancy is to seek professional service to develop digital training and coaching
materials to deliver soft skill trainings for RAYEE project targeted women and men youth. The main
deliverables are: (1) drawing on existing curricula provided by SNV –RAYEE project, the production of
digital training materials for soft skill training; and (2) preparation and delivery of a training for the
project staff, service providers and stakeholders selected by the project on the use of the materials
through different digital platforms.

Detailed Description of Tasks

The assignment will take place up to a maximum of 60 days from 1 August to 15 October, 2020 in Addis
Ababa. It will be undertaken in close collaboration with the RAYEE project team. The consultant’s
activities will focus on the following tasks to be carried out in close collaboration with the RAYEE project
team and the other SNV staff:

 Develop, high quality soft skill audio visual digital training materials (approximately 9 - 12 hours
in length) for women and men youth to the Ethiopian context. The material likely will be based
on a training program curriculum currently in use in Ethiopia that was developed by SNV under
RAYEE project, however the consultant should feel at liberty to suggest other potential material
in her/his proposal.
 Develop and deliver a Training for project staff, service providers and other stakeholders about
the application of the material in different digital platforms.
The consultant will coordinate her/his activities with SNV/RAYEE project and other stakeholders as
directed by the project lead.

Qualifications and Experience


Firm experience of 5 years that specialized in various digital training materials development that should
be led by a professional with degree and work background especially in soft skill training and education.
The firm should have proven background of organizing digital soft skill training.

 Degree in the software engineering or ICT development or designing and developing digital
platforms types of training and soft skill training is preferable.
 Demonstrated ability to designing audio visual digital training content using whiteboards and
animation for Ethiopian youth context.
 Experience of working with similar assignments developing digital audio visual training for
young people (minimum: at least two audio visual training materials broadcasted at website ,
YouTube , Facebook , telegram and other digital platforms in the past five years).
 Ability to write and speak in English as well as Amharic, fluency in local languages like Tigrina
and Afaan Oromo is preferable.
 Ability to work with local staff with respect, maturity and impartiality .

APPLICATION PROCESS

Interested applicants shall prepare both the “Technical” and “Financial” Proposal. There are two option
of application.
1. Online (Soft copy) Application
Applicants should email their proposal (both technical and financial) to XXXXXXXXX with the relevant
information detailed in the proposal. The subject of the email should say “consultancy to develop digital
training materials for RAYEE project”.
2. Hard copy Application
The applicants shall seal the Proposal in one outer and two inner envelopes, as detailed below.

(b) The 2 inner envelopes shall indicate the name and address of the applicants and should be clearly
marked with “Technical Proposal” and “Financial Proposal” with the relevant information detailed in
proposal.

Technical proposals should describe the consultant’s approach to the adaptation, design, and delivery of
digital soft skill training materials for young people preferably in Ethiopian context. It should detail
implementation schedule that contain list of the deliverables with the breakdown for activities required
to produce them and other benchmarks such as the Client’s approvals and team composition.
The technical proposal should include:
1) CV or résumé of all key experts involved in the assignment detailing their qualification ,
experiences and credentials related to the consultancy
2) A summary (3 pages maximum) of expertise and experience, highlighting those aspects that are
particularly relevant to developing the digital training materials for soft skill training
3) Name and full contact details for three relevant references that SNV will contact directly if the
consultant’s application reaches the final evaluation stage
4) Sample digital materials ( audio visual ) developed in either Amharic or English, preferably sole-
authored and related to soft skill or other training (e.g., web / mobile app .)
Financial proposal: The applicants should submit the total budget in the proposal with detail breakdown
including applicable government taxes. They must include a proposed hourly rate to develop a 9-12 hour
digital audio visual training materials. All costs should be stated in ETB.

In summary, there will be one separate sealed envelope for the Technical Proposal including all required
legal documents and one separate sealed envelope for the Financial Proposal only.

3. Deadline for submission of proposals


Proposals must be received by SNV Addis Ababa office/emailed at the address specified above no later
than 5:00 PM on XX July , 2020.
