I – LOCAL GOVERNMENT UNITS (LGUs)


A. PLGU – ZAMBOANGA SIBUGAY
a. PGO – is responsible for:
1. Signing of the Memorandum of Agreement
(MOA) with Investors
2. Infrastructure Support (OPTIONAL AND
DEPENDING ON APPROVED BUDGET ALLOCATION)
3. Other services as may be provided in the MOA
b. SP – is responsible for:
1. Legislative Measures
> Authority of the Provincial
Governor to sign MOA with investors
> Ordinances or Resolutions in
support to the industries, financed and
promoted by investors
c. PCO – BIDA Program – Incharge of :
1. Community Organizing
2. Profiling
3. Training development and
management
4. Coordination and Linkaging
d. PAgO
1. On call, as may be mandated
in the MOA between the PLGU and
OWI, to provide support and
technical assistance.
B. MLGU of TUNGAWAN
a. MMO – is responsible for:
1. Advocacy and promotion of the program to enjoin support from barangay
officials and constituents
2. Allows MLGU departments / offices to extend assistance to the program when
needed and requested
3. Provide infrastructures (OPTIONAL AND DEPENDING ON APPROVED BUDGET
ALLOCATION)
C. BLGU
a. BOs – is responsible for:
1. Mobilization of interested and
qualified cooperatives
2. Advocacy and promotion of the
Barangay Integrated Development Association
(BIDA) Program
3. Support in the organization,
registration and /or strengthening of Barangay
Integrated Development Associations (BIDAs)
4. Pass / Adapt ordinances or
resolutions in support to the Cacao for LIFE
Program
II – MILF
A. CC – is responsible for :
1. Signing of a JOINT STATEMENT BETWEEN
OWI and MILF
2. Issuance of Memorandum addressed to
POLCOM and BIAF
3. Continuing support to the Cacao for LIFE
Program
B. POLCOM – shall be responsible for:
1. Continuing advocacy and promotion
of the Cacao for LIFE Program
2. Comply with the directives of the
Central Committee to support the
Cacao for LIFE Program
C. BDA – shall be responsible for:
1. Possible integration of the Cacao
for LIFE Program in its livelihood and
other development program and
projects
2. Continuing advocacy and promotion
of the Cacao for LIFE Program
D. BIAF – shall be responsible for:
1. Comply with the directives of
the Central Committee to support the
Cacao for LIFE Program implemented in
the MILF control and influenced areas of
jurisdiction
III. NATIONAL GOVERNMENT AGENCIES (NGAs)
A. DENR
a. CENRO – shall be responsible for:
1. Survey and delineation of boundaries of areas
qualified for Cacao for LIFE Program
2. Conduct briefing of the officers and members of
interested and qualified organizations re: its CBFMA
Program
3. Preparation and signing of a Tripartite Memo of
Agreement for the purpose of the Cacao for LIFE
Program in areas under its control and management
B. Department of Agriculture (DA)
a. Bureau of Plant and Industry
(BPI) – shall be responsible for:
1. Accreditation of Cacao
Nursery Projects established and
operated by interested and qualified
institutions or organizations in the
program
IV – OWI –USA , PARTNERS AND THEIR
CONSULTANTS – shall be responsible for:
1. Provision of financial requirements of the
program
2. Provision of planting materials, needed
technology, production development and
management and fund management
3. Marketing assurances of the cacao beans
with prizes and marketing conditions
agreeable to the cooperatives or associations
V – FARMER ORGANIZATIONS (Interested and
Qualified cooperatives or associations) – shall:
1. Comply and submit accreditation requirements of
the program
2. Comply and submit loan requirements
3. Provide member-labour requirements of the
projects
4. Observe / Follow strictly every implementing
guidelines of the program
5. Maintain / Strengthen organizational
Cohesiveness, responsibility and accountability
