PILOT TEST REPORT

Introduction
Plastics are indeed masterpiece of our technology, due to its durability it has been
utilized on so many aspects, from our clothes to our phones, home equipment and even
made its way to our bodies., however, its disposal have been a major dilemma ever
since, due to its chemical structure that does not allow it to be dissolved and poor
planning on how can it be recycled, or used further to not pollute our ecosystem, but
then as humans we failed to do so. It is projected by scientific community that by the
year 2050, there would be more plastics than fishes on our oceans1 this prediction poses
a significant risk for the future generations. Governments around the world formulate a
step that would mitigate the effects of pollution by presenting resolutions and necessary
steps to do so, aside from the government, Non-Government organizations such as the
World Organization of Scouting Movement (WOSM) have also took action in mitigating
plastic pollution, by working with United Nations (UN) the SDG’s have been integrated
into scouting activities, this integration is further reviewed and developed to be able to
collaborate with various organizations across the world to send a message of hope for
the future generations, to make sure that no one indeed gets left behind.
WOSM launched a program under the Better World Framework (BWF), this is the Earth
Tribe, this superseded the previous World Scout Environment Program, the new
program (Earth Tribe) is conceptualized to be a global alliance of young people who
are environmentally aware and committed as citizens of the world to conserve our world
for sustainability, by achieving our needs without compensating the needs of others and
of the future generations, additionally, this program is open to everyone inside or
outside of the scouting movement, further increasing its reach, moreover, under this
new program are three programs that mitigate environmental dilemmas separately for
in-depth analysis, this ensures that knowledge is not passed at grassroots level but is
analyzed on a deeper and more complex perspective. The three programs are
Champions for Nature Challenge which presents a path that raises awareness on
sustainability and our environment with its factors that affects itself. The Scouts Go Solar
Challenge presents a path that raises awareness to utilize solar energy for sustainable
development, finally the Tide Turners Plastic Challenge, this challenge presents a path
were everyone would eb able to analyze and act to mitigate plastic pollution.

The Tide Turners Plastic Challenge (TTPC) is a challenge that makes everyone be
cognizant of how plastic affects our ecosystems, it is a program that enables everyone
to act against the dilemma of pollution of plastics not just on the oceans but also on
land.
With the pandemic making its way on the top of our world, this have not stopped us to
campaign for this cause that we believe in. We have planned a pilot test, that localized
the TTPC Action Kit to serve also the needs of our scouts and utilize the resources that
everyone has on different areas of the Archipelago, moreover, Scouts and Scout
Leaders across the 7,641 islands of the Philippines have participated in this pilot test,
Four (4) Scouting Regions participated namely; Region IX- Eastern Mindanao Region;
III-Central Luzon Region; IV- Southern Tagalog Region and; NCR- National Capital
Region.

Pilot Test Overview


The pilot test was conducted with ZOOM and Google Classroom as its platform, it was
held on December 22-23, 2020 3:00 pm- 5:00 pm (PST) it was participated by forty-five
(45) scouts and scouters with age groups 11-14 and 15 and above from distinct parts of
the country.

The pilot test program is herewith attached, the program is agreed upon by the
coordinators with respect to variables affected such as internet connections of
participants, availability of the session speakers etc.

We included the sessions such as creation of scout.org account, creating an
action plan, introduction to parliamentary procedures and the S.P.E.A.R method
to name a few, because we found out that majority of the participants are not fully
aware or is completely unaware of those so to supplement, we added sessions
to cater those with respect to the TTPC.

Profiles of the participant are gathered through google forms; we also have acquired
from them a Data Privacy Consent form signed by their parents for us to be able to use
their data on these reports. Please see attached link.

It was agreed by the coordinators through sets of meeting to have the following
activities (can be seen on toolkit), we utilized the passport that was sent to us by APR
which was drafted from our initial work, moreover below is the timetable that we used
for the pilot test

Different sessions were held in between the activities as to guide the participants on
undertaking the activity and to cascade the scouting programs in addition to the Earth
Tribe Initiative such as the MoP Program.

Future Steps
After the pilot test, we made sure to track their progress through the coordinators
monthly, if we continue to be at this pace it is projected that we earn the badge or be at
the last phase which is to go out and conduct a community service project by March-
May 2021 if current quarantine guidelines remain, moreover, it is projected to have
different rates of progression throughout the participating cities/councils due to varying
quarantine restrictions, geography and etc. that would affect how the participants
progress with the badge.
Recommendations
From the pilot test and preliminary observations, we came upon the following
recommendations:
1. Attach the necessary parts to the passport such as the Audit your plastic quiz, self-
assessment and etc. Misplacement of these pertinent documents are frequent
especially we are dealing with children were being mischievous can be observed
at times, having it attached in the passport will make their earning process
centralized and organized.
2. Attachment of the Activities on the passport. As stated before, we are trying to
make the passport a centralized one where they do not need to find other things
online or whatnot, attaching the necessary activity sheets inside the passports
with respect to their age group would be a great ease for our participants, as we
have observed that many were confused about what to do, they look on their
passports and its not there! That is why we must go an extra mile as coordinators
to elaborate the contents and came up with this recommendation.
3. Localization and Indigenization- here in the Philippines we have 14-17 million IP’s
or Indigenous peoples belonging to 110 indigenous groups and local groups2.
Materials indicated in the toolkit may not be available on certain communities,
having counterpart of the materials provided can be a significant help for them
to also earn the badge and is a step to make the badge more inclusive.
4. Inclusion of other necessary programs and sessions thereof. We have seen lack of
awareness/expertise on certain skills such as utilization of parliamentary
procedures, formulating a resolution, writing a business letter, creation of
account at scout.org, planning for action and etc. with this, we recommend
assessing the capabilities of the participants first and supplement necessary
sessions and programs to effectively implement this badge, moreover, the
individual skill of each participant varies, so the aforementioned skills may also
vary.
