CONSTITUTION AND BY-LAWS OF

AKTIBUNG MGA BATAN-UNG TUBURANON IKMAT SA KALAMIDAD CTU-


TUBURAN RESPONDERS Established October 13, 2023 Adopted September 2017

PREAMBLE
We, the AKTIBUNG MGA BATAN-UNG TUBURANON IKMAT SA KALAMIDAD CTU-
TUBURAN RESPONDERS with the help of god, and believing in the need of risk free
environment of CTU Tuburan Campus, hereby from a unified student organization that
shall embody the ideas, in collective efforts to promote the welfare of every individual of
our Alma Mater, do hereby promulgate and adopt this constitution and by-laws that will
promote, implement, and maintain our goals and aspiration.

Article I.
Name and Domicile
Section 1. This organization shall be known Aktibung mga Batan-ung Tuburanon Ikmat
sa Kalamidad CTU-Tuburan Responders throughout this document, this organization
shall be referred to as (1) CTU-ABTIK (2) ABTIK Responders

Article II. Vision, Mission and Objectives


Section 1. The organization aims to be recognized as premier campus responder in the
service of DRRM related issues.
Section 2. In pursuit of this vision, the mission of this organization is to preserve the
safety and help promote resilience as well as save lives and properties. Prepare both
instructors, staffs and students for potential disasters and facilitate sustainable
development.
Section 3. The organization shall have the following objectives:
a. Support International, National, and Regional Initiatives on DRRM including
observance of Sendai Framework for DRR, AADMER APEC DRR Framework, IDRR
and ACDM,Operation LISTO and other existing and future programs to improve
resilience.
b. Produce relevant IEC materials that may help raise awareness and deliver
information to the campus environment and to the community.
c. Coordinate and establish a partnership between DRRM practitioners, the CDRRMO
and other advocates.
d. Empower the youth to advocate and become active partners before, during, and after
disasters. Especially in planning and in administrative training.
e. Contribute to the institutionalization of DRRM programs to strengthen readiness and
enhance resiliency through the CDRRMO and other DRRM partners.
f. Participate in gaps and needs assessments on DRRM and capacity building
initiatives.
g. Encourage the spirit of resourcefulness and volunteerism among the youth and
communities/stakeholders.
h. Share best practices and lessons learned and provide them as input to
standardization and institutionalization of DRRM and programs and initiatives at the
national and local level.
i. Further strengthen cooperation, coordination, and interoperability with other LGUs and
DRRM partners especially for the youth.
j. Effectively use local resources and capacities to better prepare for disaster and to
adapt measures to reduce their vulnerability and provide first aid for all.

Article III. Membership

Section 1. Any individual who meets the following qualifications shall be eligible to
become a member of the organization:
a. Individuals that are bonafide student in the CTU-Tuburan Campus.
b. Eligibility for membership in the organization may not be limited on the basis of race,
sex, color, religion, national origin, marital status, sexual orientation, physical or mental
handicap, ancestry or medical condition.
Section 2. In order to become a member, a qualified candidate shall:
a. Submit and file a registration form to the secretariat.
b. Attend regular meetings.
c. Participate in at least one major activity of the organization.
d. Mass voting of members to remove a particular member for valid grounds.
Section 3. The Secretary shall maintain the roster of members of the organization.
Section 4. A member can be forcibly removed if (1)The member is inactive for 5
consecutive meetings.
(2) The member did not participate in 3 consecutive major activities.
(3.) The members did not attend consecutive activities.
(4) Mass motion of most members to remove a particular member for valid grounds.

An officer can be impeached if:


(1) Culpable violation of the rules and regulations of the organization;
(2) Dishonesty, oppression, misconduct while in position, gross negligence, or
dereliction of duty.
(3) Abuse of authority:
(4) Three (3) consecutive absences in regular and special meetings.
(5.) Involved in scandals and civil interdiction, that may destroy the image of the
organization.

Section 5. There shall be an adviser of the organization who shall be selected by the
Officers based on the following qualifications:

a Extensive background about DRRM and CCAM


b. Professional reputation in public service
c. Member of DRRM CTU
An adviser can be removed or replaced by mass motion of majority of members
provided that the valid grounds are reflected on the Minutes of the Meeting

Article IV. Officers

Section 1. The organization shall be headed by a President with the following functions:
a. Ambassador. Serves as the highest authorized official of the organization, he/she
represents the members of the organization in activities, programs, and transactions
done with other individuals and entities: leads the meeting of the organization, signs all
documents in behalf of the organization; and approves activities that are suggested and
proposed by committees and members:

b. Vice Ambassador. Assist the Ambassador in the performance of his/her duties, and
takes over in times when the Ambassador is unable to perform his/her duties and
function due to temporary or permanent absence.

c. Secretary, Writes and keeps the minutes of the organization, as well as other
pertinent documents and communications necessary for the operations of the
organization.
d. Treasurer, Keeps the financial resources of the organizations safe and secured, and
oversees its disbursement for projects and activities. Ensures the honest use and
proper disbursement of organization's resources by reviewing financial statements and
other pertinent records:

e. Public Information Officer. Disseminate relevant information about the organization


and its activities to the organization and to the public.

f. Auditor. Inspect organizations' financial accounts to ensure they're correct and comply
with the law. Auditors review the accounts of companies and other organizations to
ensure their financial records are correct and in line with the law.

g. Sergeant-at-arms. Introduces new members and visitors, assists the president, is in


charge of all unassigned properties and performs various duties when called upon.

Section 2. Any member who are able to meet the following qualifications shall be
eligible to be elected into any position within the organization:
a. Nominated and elected by the members shall have at least 1 year membership of the
organization.
b. The term of office of elected officers shall be one (1) year.

Article V. Meetings

Section 1. The regular meeting of the organization shall be held by monthly in the
evident of a lack of a quorum the regular meeting will be postponed until the agreed
date of the officers.

Section 2. The members of the organization must be notified about the upcoming
meeting no less than two (2) days before the meeting including the place, time and the
agenda of the meeting. If it was not decided on previously. Notification of the special
Meeting that is called to solve urgent issues can be sent by electronic messaging a day
before the date of the Meeting. It is possible to make decisions on the urgent issues by
means of the officers via electronic messages. Decisions which are made in such a
manner must be recorded and affirmed on the next meeting of the Aktibung mga Batan-
ung Tuburanon Ikmat sa Kalamidad CTU-Tuburan Responders

a. A member of ABTIK Responders for at least 6 months


b. Do service for a year
Section 3. The Organization makes its decision by open simple majority voting of the
present members.
Article VI. Standing Committees

Section 1. The following standing committees shall be constituted:

DRRM Research and Planning


1. Design, program, create, and coordinate DRRM activities, consistent with the
empowerment of the youth Z Coordinate with the Local DRRM Office in supporting risk
assessments and contingency planning activities at the local level.

3. Consolidate local disaster risk information which includes natural hazards,


vulnerabilities, and climate change risks, and maintain a local risk map inside the vicinity
of the campus.

b. DRRM Administration and Training

Organize and conduct training, orientation, and knowledge management activities on


DRRM at the local level for students, Faculty and Staffs;
Identify, assess and report the hazards, vulnerabilities and risks that may occur in their
locality;

3. Identify and implement cost-effective risk reduction measures and strategies;

4. Disseminate information and raise public awareness about those hazards,


vulnerabilities, and risks.

5. Within its area, promote and raise public awareness of, and compliance with RA
10121 and legislative provisions relevant to the purpose of the latter.

6 Train the most vulnerable sectors (women, children, senior citizens, and PWD) in
DRRM, especially in disaster preparedness

c. DRRM Operations and Warning

1. Operate a multi-hazard early warning system. linked to DRR to provide accurate and
timely advice to national or local emergency response organizations and to the general
public, through diverse mass media particularly radio, landline communications, and
technologies for communication within rural communities:
2. Respond to and manage the adverse effects of emergencies and carry out recovery
activities in the affected area, ensuring that there is an efficient mechanism for
immediate delivery of food, shelter and medical supplies for women and children,
endeavor to create a special place where internally-displaced mothers can find help with
breastfeeding, feed and care for their babies and give support to each other.

3. Coordinate other DRRM activities.

4. Give early warning to the most vulnerable sectors (women, children, senior citizens,
and PWD) to respond to their needs, and

5. Respond to and manage the adverse effects of emergency and carry out recovery
activities to the most vulnerable areas especially to the vulnerable sectors (women,
children, senior citizens, and PWD).

Section 2. Every committee shall be composed of a Committee Head and at least of


Ten (10) members.

a. A member/officer can be qualified to become a committee head.


b. The Vice President will appoint a committee head and members of the committee.

c. The Ambassador and Ambassadress can also appoint a chairperson to the


committee If during the absence of the second ambassador/ambassadress.

Article VII. Impeachment


Section 1. Refer to Section 4 of Article lll for valid grounds of officer impeachment.
Section 2. During the investigation, the officer who is under such will be suspended
until all due processes are undertaken by the officers.
Section 3. If proven unworthy of his post, with due process and evidence, the officer
involved will be impeached upon the approval of the officers and adviser. Their decision
shall be final and irrevocable.
Section 4. A member can be forcibly removed if:
4.1. The member is inactive for 5 consecutive meeting
4.2. The member did not participate in 3 consecutive major activities
4.3. Culpable violations of the rules and regulations of the organization such as
dishonesty, oppression, misconduct while in position, gross negligence, or
dereliction of duty.
4.4. Involved in scandals and civil interdiction that may harm the image of the
organization.
Article VIII. Adviser
Section 1. There shall be an adviser of the organization who shall be selected by the
Campus Director based on the following qualifications:

A. Extensive Background about DRRM and CCAM


B. Professional Reputation in Public Service
C. Member of DRRM CTU

Section 2. An adviser can be removed upon order of the Campus Director or thru
resignation.

Article IX. Amendments


Section 1. Amendments and additional provisions that will be made to this Constitution
and By-Laws shall be affirmed by two-thirds of the general membership in a meeting
called for this purpose.
