CONSTITUTION AND BY-LAWS OF MSU-
GENSAN FIRST AID ORGANIZATION

2022
PREAMBLE

We, The Medics of the Mindanao State University-General Santos


City serve as a supplementary first aid organization which contribute to the
fulfillment of a need in the act of assistance and service for the Institution
with the guidance and the Almighty to continuously seek just and humane
society. Aims to provide enriching and advancement trainings for members
with the clinic staff. Concerning the purpose, we do hereby ordain and
enunciate this Constitution and By-Laws.

ARTICLE 1
(Name and Domicile)
Section 1
The organization shall be known as MSU First Aid Organization of
MSU-General Santos City, and here in referred to as MEDICS.

Section 2
The Medics shall be domiciled at the Mindanao State University-
General Santos City, Headquarters, GSC.

ARTICLE 2
Declaration of Objectives
Section 1
The Medics is an organization of the bonafide students at the
Mindanao State University-General Santos City who acquiescently commits
himself/herself to the a fore mentioned organization;

Section 2
The Medics is a socio-civic, non-profit and non-secretarian
humanitarian organization;

Section 3
The medics serve as an avenue of a need who seeks for
assistance, caused by an act allowing him/her to no longer be fully healthy
or in good condition;

Section 4
To develop a strong spirit and understanding of unity among the
members through cooperation which promotes the welfare members of
one’s self and the others;

Section 5
To establish a good relationship with other student organizations
inside and outside the University.

Section 6
To undertake such service, we shall conduct trainings, programs
and
activities to neophyte and non-neophyte members of the organization
as a tool for being an well-equipped and effective first aider;

Section 7
To encourage, motivate and train it’s members for leadership
roles;

Section 8
To protect and promote the rights and interests of every
member;

Section 9
To uphold and ensure genuine and democratic participation and
representation in all policy and decision-making bodies that affects the
interests of all members of Medics as well as the organization itself.

ARTICLE 3
Membership
Section 1
All bona fide students who are enrolled in Mindanao State
University
regardless from which College and Cultural minority he/she belongs
and its enrollment classification are members of Medics;
Section 2
Members must abide the Constitution and By-Laws of the
Medics;
Section 3
The following shall not be eligible for membership nor can be
elected
or appointed to any position of the Medics any members who commits
act/s contrary to the interest of the Medics,
a. those who are not bona fide members of the Medics;
b. those who are already part of other organization, sports team or
committee;
c. those who are physically and mentally unstable that may affect the
operation and management of the organization;
d. those who have been convicted of a crime involving moral turpitude ;
e. members who have transferred to other colleges/University;
f. willful violation of the CBL;
g. upon his/her graduation;

Section 5
Appointed and elected officials who fail to be present for at least
four
(4) times during meetings and sessions is expected to condescend to
his/her position for being unjust to his/her duty as what is cited in

Section 6
Members must be physically fit, mentally fit, emotionally fit, and
open-minded, has the act of volunteerism, willingly participate, and true to
his/her duty as being the member of this
organization.
ARTICLE 4
Rights and Obligation of the Members
Section 1
Every member has the right to:
a. Enjoy and exercise the freedom of expression and inquiry for the
purposes not contrary to the law of the land, university and the
organization;
b. Be informed of any activity, meetings, session and training programs in
line with the organizations purpose;
c. Have his/her grievances or complaints heard and speedily addressed;
d. Have access to all records, medical and first aid equipment as well as the
documents pertaining to the operations and proceedings of the Medics;
e. Organize peaceful assembly for purposes not contrary to the law, rules,
and regulations of the University;
f. Question the qualifications of those running for any position in this
organization;
g. vote and be voted during election referendum unless otherwise
disqualified for the reason that shall be determined by its co-members.
Section 2
Every member is duty bound to:
a. Attend and actively participate in meetings, sessions and training
programs that are being presented.
b. Be present every meeting called by the Medics.
c. Preserve and protect the image of the Medics.
d. Respect the rights of other members.
ARTICLE 5
Organization and Structure

Section 1
The General Assembly composed of all members of the Medics, is
the
highest policy and decision-making body. The General Assembly shall have
the following powers.

a. Elect, as well as recall, the officers of the Medics;


b. Establish general policy and procedures for the medics;
c. Propose and decide on programs, plans and activities of the Medics;
d. Confirm the actions of the officials;
e. Ratify the Constitutions and By-Laws or it’s amendments by at least
seventy five percent (75%) of the majority votes present during the
General Assembly meeting.

Section 2
The medics shall be composed of the President, Vice
President, Secretary, Treasurer, Auditor, Head Training Officer
(HTO), Assistant Training Officer (AHTO),
Section 3
The Medics shall have a minimum of one (1) adviser and/or a
maximum of two (2) advisers from any of the faculties here in the MSU-
GSC.

ARTICLE 6
Qualifications, Powers and Duties of Officers and Advisers
Section 1
General Qualifications: All candidates for position, either elected or
appointed must:
a. Be a bona fide member of MSU First Aid;
b. Must be a follower to rules and violations of the organization;
c. Have no bipolar issues or condition that easily swifts to extreme
moods allowing miscommunication among members;
d. Shall present medical records as a proof of being
physically, mentally, emotionally, socially and spiritually fit and is
capable of performing the assigned task;
e. Have no derogatory record either inside or outside the University;
f. must be free from a criminal record by allowing members to
investigate and gather data about the candidate
g. Have at least one (1) semester residency in the University prior to his
application of candidacy.
h. Must be knowledgeable about his/her duty;
Section 2
The candidate in the position of the President must be a
well-equipped, effective leader and first aider who is willing to consider
new ideas of its members and unprejudiced with the decision of the
body made;

Section 3
The candidate in the position of the Vice President must possess
the attributes of a President and is willing to take charge the office (In the
absence)
which includes policy and decision-making body in the absence of the
President;

Section 4
The candidate in the position of the Secretary must note and list
the
minute of the meetings, collects attendance and at least a computer
literate;

Section 5
The candidate for the Treasurer or Auditor must have
experience/s
related to the functions of Treasurer and Auditor.

Section 6
The Adviser shall serve as immediate consultant of the Medics
and he/she shall:
a. Advice the officers at all matters concerning it proper organizational
mobilizations, financial and legal affairs societal relations;
b. Propose or suggest activities and training programs beneficial to the
Medics
c. Uphold the law of the land and the Medics Constitution and By-Laws;
d. Be at all times accessible to the Medics and service with utmost
responsibility, integrity, loyalty, honesty, and efficiency.
Section 7 The President Shall:
a. Preside all meetings of the Medics;
b. Authorize and/or approve emergency purchases for the efficient
management and operation of the Medics;
c. Exercise general supervision over the Medics;
d. Delegate authority to any officer and/or member of the Medics as
he/she may deem proper and can call emergency meetings even
without the consent of the body.
e. Represent the Medics on all occasions and in all matters which
representation of the Medics shall be called or required;
f. Sign all contracts, documents, and/or agreements entered into by the
Medics;
g. Can call for a special meeting without the recommendation of the
officers;

Section 8
The Vice President shall:
a. Preside over meetings of the Medics in the absence of the president;
b. Perform all the functions delegated to him/her by the President;
c. Assist the President in the execution of the
rules, regulations, policies, training programs and operations of the
Medics;
d. Represent the meeting outside the jurisdiction of the organization in the
absence of the President;
Section 9 The Secretary Shall:
a. Prepare the agenda for the regular and special meeting;
b. Send out notices of the meetings to the officers;
c. Act as a custodian of all records, documents and minutes
of all meetings;
d. Perform such other duties inherent to the position;

Section 10 The Treasurer shall:


a. Have the custody of all money, financial records and assets of the
Medics;
b. Have the duty to collect fees, fines and other financial statement;
c. Make the liquidation of the Cash flow at the end of the semester;
d. Perform such other duties that are inherent to the position;
Section 11 The Auditor Shall:
a. Check the record and reports of the treasurer
b. Assist the treasurer in the pursuance of his/her duty;
c. Perform such other duties delegated by the officers;
Section 12
All officers of the MSU-FA must be at all times accountable to
the members and serve them with utmost loyalty, responsibility, efficiency,
and integrity.

ARTICLE 7
Election of Officers
Section 1
Election of the officers shall be in accordance with the democratic
representation processes;

Section 2
Election of the officers shall be two (2) weeks before the University
Intramurals unless rescheduled in some other time;
Section 3
Election of the officers shall be done through popular election
among the members of the afore mentioned organization;
Section 4
All officers except the President may be re-elected;
Section 5
In case of failure of election in the positions of President, Vice
President, Secretary, Treasurer, Auditor, HTO, ATO special elections shall be
called for the purpose later one (1) month after the preceding election.
ARTICLE 8
Section 1
Any (member) Medics officer may be recalled from office by
petition of a simple majority vote of all members and by confirmation of at
least
majority of the members present in the special meeting called for the
purpose, provided that the officers coneemed officer is the President the
Vice President will preside over the special meeting;

Section 2
The following are the grounds for the impeachment or recall of the
Medics Officer;
a. He/ She have directly/indirectly committed an act against the
interest
and welfare of the medics;
b. Gross misconduct unbecoming of a Medics official;
c. misappropriation of Medics funds and property;
d. Willful violation of any provisions of the Medics Constitution and
By-Laws or of rules, regulations, measures, resolutions and
decisions
of the Medics.
Section 3
a. The President shall then convene the Medics Officers to form
investigating committee to investigate the case;
b. The investigating committee shall be chaired by the Vice President and
prepare a report with a recommendation to the President;
Once proven guilty the Medics Officer is recalled shall ipso facto be
considered resigned from the office and shall no longer be elected or
appointed to any position in the Medics.

ARTICLE 9
Succession
Section 1
In case of the President incapacity, death or permanent
disability, resignation or recall he or she shall be succeed by the Vice
President

Section 2
In case of the Vice President’s incapacity, death or permanent
disability, resignation or recall the first representative shall immediately
assume the office on an interim basis until a successor is duly elected
by special election

ARTICLE 10
SANCTIONS FOR NON-OFFICER MEMBERS
Section 1 Non-officer members shall both be exempted from sanctions. The
circumstance and penalties are as follows:
a. every absence in the meetings of the Medics and non-participation
in all medical trainings, seminars and activities will be equivalent to a
penalty determined by the Medic officers
b. any member or officer displaying behavior contrary to the Constitution
and By-Laws of the Medics shall be subjected to disciplinary action that
shall be decided by the Medic officers;
c. disrespect to any adviser, officer, co-member of the Medics shall be
subjected to disciplinary action that shall be decided by the Medic
officers;
d. members who have committed two (2) accumulated absences in
the Medical trainings, seminars, and activities of the Medics and violated
the provisions in the paragraphs b and c of this section shall constitute
the grounds for declaring them members not in good standing
ARTICLE 11
STANDING COMMITTEE AND FUNCTIONS
Section 1 The Medics shall have the following committees:
a. Committee on Medical Trainings
b. Committee on Refreshment
c. Committee on Documentation
; and such other standing committee
as may be deemed necessary;
d. Committee on Public Relations
Section 2 Each Committee shall be composed of an officer as the
Chairperson and two(2) non-officer as a Committee members duly
appointed by the President
Section 3 Any Committee may submit proposal to the body for deliberation
and
Approval
Section 4
The Functions of the Committee on Medical Trainings are:
a. to enhance and develop the physical, mental, emotional, spiritual, and
social interest of the members;
b. to assist the members in accessing the Medics medical equipment
needed for their efficient and effective
physical, mental, emotional, spiritual,
and social performance; and to perform other
related functions that may be assigned by the President

Section 5
The functions of the Committee on refreshment are:
a. To properly allocate the intended budget for food
and beverages of the Medics;
b. To extend assistance to any Committees in need of biological
support
and to perform other related functions that maybe assigned by the
President
Section 6 The functions of the Committee on Documentation are:
a. To provide visual presentations that is essential for the
recognition of
the organization
b. To perform other related functions that may be assigned by the
President
Section 7 The functions of the Committee on Public Relations are:
a. To publish all reports and notices of the officers and members
b. to coordinate with the Committee on Refreshment;

ARTICLE 12
MEDICAL TRAININGS
Section 1
There shall be medical trainings that shall be conducted
At least two (2) weeks before intramurals. The day time and
venue shall be determined by the Medic Officers.

ARTICLE 13
General Provisions

Section 1 The Medics shall adopt its official logo.


Section 2 The Medics official colors are red, black and white.
These colors symbolized bravery and unity among Medics.
Section 3
All rights and duties of the Medics not mentioned in this Constitution
and By-Laws shall be recognized and respected by the Medics, provided
however, that such rights and duties are promulgated by competent
authorities.
ARTICLE 14
RATIFICATION AND AMENDMENT

Section 1
Proposal for amendments to this Constitution and By-Laws may
be
made by the Medical Officers or upon formal petition of at least 10%
of the general membership. No proposal shall be considered an
amendment and shall become part of this Constitution and By-Laws until
after ratified by the majority vote present during the first Medical training.

ACCOMPLISHMENT REPORT

First Aid Training


Training are done every Mondays, Tuesdays, and Fridays of the week.
Lead and conducted by our Team Leaders, Adviser and President. To help
the members remember the previous training, we give them simultaneous
activity which shows the discussion of the previous training.
INTRAMURALS
MSU - FIRST AIDER, MSU RCY, and MSU MEDICAL SERVICES collaboratively
helped the said Program to be safe, memorable and successful Intramurals in the history. The said
organizations were happy to serve their purposes also in the weeklong event. There were 157
MEDICS that were deployed in the fields and tirelessly fulfilled their duty as MEDICS.
Standard First Aid Training
The Mindanao State University First Aid Organization assisted the participants of the
GSC Human Resource Management Office (HRMO) in collaboration with the City Disaster
Risk Reduction Management Office (CDRRMO) of General Santos City and Medical
Services Department at the Science and Technology Training Center (STTC) Building last
February 23, 2023. Participants of the said event were the new recruits of MSU Medical
Rescue and Response Team (MRRT) and selected MSU Library Staff.
