COSCA EMERGENCY RESPONSE UNIT (CERU)

CONSTITUTION AND BY LAWS


CONSTITUTION

PREAMBLE

We, the members of COSCA EMERGENCY RESPONSE UNIT (CERU), to fully realize our purpose,
do hereby adopt and establish this constitution as the guiding instrument of our organization.

Article I. The Organization

Section 1. Organization - the name of the organization shall be CERU which stands for COSCA Emergency
Response Unit.

Section 2. Office – the office of CERU is located at College of Criminal Justice Education Department
building, COSCA, Dumaguete City.

Section 3. Purpose - COSCA Emergency Response Unit is to educate COSCA students about disaster
preparedness including fire safety, rescue and disaster medical operations, and to render first aid.

Section 4. Objective – to promote the safety measures on the lives of the COSCA family and students in
terms of calamities; To provide a variety of training opportunities enabling members to assist the office
of CERU.

ARTICLE II. MEMBERSHIP

Section 1. All bona fide students shall be eligible for the membership in the COSCA EMERGENCY
RESPONSE UNIT (CERU).
Section 2. All members must undergo for an emergency response training conducted by the CERU
officers with full supervision of the CERU adviser.
Section 3. Honorary Members - From time to time members may be nominated for honorary
membership in recognition of service to the Organization during commencement.

ARTICLE III. OFFICERS

Section 1. The officers of the organization shall be:


a. Commanding in Chief;
b. Assistant Commanding in Chief;
C. Head of Administration;
D. Head of Operation;
E. Secretary;
Section 2. Powers and Function of Officers:

a. The Commanding Chief shall serve as the Commanding officer of the organization, shall preside at all
meetings of the organization and shall prepare the agenda for meetings. The Commanding Chief shall be
the official spokesperson of the organization, representing the policies, views, and opinions of the
organization in its relations with the campus and community at large. The Chief shall have such further
powers and duties as may be prescribed by the organization.
b. The Assistant Commanding in Chief shall preside at organization meetings in the absence of the
President. The Assistant Commanding Chief shall perform all legal duties assigned by the Commanding
Chief. The Assistant Commanding in Chief shall assume the office of Chief if the office becomes vacant.
c. The head of the Administration unit is in charge of organizing the administration system and general
procedures of an organization. Their tasks include overseeing the finance, logistics and supply, dispatch,
and human resources, as well as fostering communication within the school and developing procedures
to improve efficiency.
d. The head of the Operation unit is responsible for supervising the tactical rescue team, fire brigade,
medical team, tactical team, and evaluation team, as well as developing policies that will correlate with
strategies and implementing effective processes and standards.

e. The Secretary shall take minutes at all meeting of the of the organization, keep these on file, and
submit required copies to all organization members. The secretary shall be responsible for all
organization corresponding and shall keep copies on file. The secretary shall maintain membership
records for the organization.

Section 2. All student voting members of the organization in good academic standing shall be eligible to
hold office.

ARTICLE IV. SELECTION OF OFFICERS

Section 1. The officers are appointed annually. Appointed are held at the end of the year and shall take
place at a regular scheduled meeting of the organization at which the adviser is present. At least one-
week notice shall be provided for any meeting at which an appointment is to beheld.
Section 2. Nominations for officers shall be made at the regular meeting immediately preceding the
appointment.
Section 3. The officers shall be appointed in this order: Commanding in Chief, Assistant Commanding in
Chief Deputy, Head of administration, Head of Operation, Secretary.
Section 4. Officers shall be appointed by the adviser. In the event of a tie, there shall be a revote. If the
result of the revote is still a tie, the election shall be decided by the flip of a coin.
Section 5. The appointed officers will be based on their academic performance and must be in senior
level. (fourth year)
Section 6. Officers shall assume office after the appointed and shall serve one year.
Section 7. If the position of Commanding Chief becomes vacant as the result off semester, the Assistant
Commanding in Deputy Chief shall assume the office of Commanding in chief. Vacancies in any other
elected office shall be the prerogative of the adviser to fill the vacancies.

ARTICLE V. MEETINGS

Section 1. Regular meetings shall be scheduled monthly during the academic year.
Section 2. Special meetings may be called by the Commanding in Chief or the CERU Adviser. All members
must be given a minimum of 24 hours’ notice prior to the meeting time.
Section 3. A quorum for this organization is defined as a majority of the voting membership.
Section 4. Members must be present to vote. Absentee or proxy voting is not permitted.
Section 5. In order to vote, a member must be in good standing.

ARTICLE VI. CERU ADVISOR

Section 1. The organization shall appoint at least one individual employed as a faculty of (CCJE) member
COSCA to serve as an advisor to this organization. Advisor shall serve on an academic year basis or until
their successor has been selected.
Section 2. The (CCJE) CERU advisor will never have control of the organization or its finances.

ARTICLE X AMENDMENTS

Section 1. Proposed amendments to these bylaws shall be presented to the membership, in writing, one
meeting prior to the meeting where the amendment will be voted upon. The CCJE core and/or Bylaws
Committee shall review and make recommendations on all bylaw revisions prior to consideration by the
membership.

Section 2. Bylaw amendments require approval by two-thirds of the voting members present at a
regular meeting. The amendment shall be effective immediately unless otherwise stipulated in the
amendment.

Section 3. A copy of any amendments to these bylaws must be submitted to the Dean office at the
COSCA within two weeks after adoption. These bylaws were adopted on _______ and most recently
revised on _________.
