Students’ Action Force

CONSTITUTION AND BY-LAWS

ARTICLE I. NAME OF THE ORGANIZATION


Section 1: The organization shall be named Students’ Action Force.

ARTICLE II. OBJECTIVES OF ORGANIZATION


Section 1. The organization shall be the venue for the personal,
academic, social, and moral growth as students of Bachelor of Science in Law
Enforcement Administration and Bachelor of Science in Industrial Security
Management in the realm of extramural activities.
Section 2. The organization shall help develop and sustain the programs
of Bachelor of Science in Law Enforcement Administration and Bachelor of
Science in Industrial Security Management of the Institute.
Section 3. The organization shall be a setting through which students of
Bachelor of Science in Law Enforcement Administration and Bachelor of Science
in Industrial Security Management may be trained in their field which the
curricular training may not include; and
Section 4. The organization shall help the student to become disciplined,
responsible and valued driven.
Section 5. The organization shall use communication channels and
techniques to help develop its institution and community.

ARTICLE III. DEFINITIONS OF TERMS


Section 1. Definitions. As used in this Act, the following terms shall mean:
(a) Law Enforcement – Is the activity of some members of government
who act in an organized manner to enforce the law by discovering,
deterring, rehabilitating or punishing people who violate the rules and
norms governing that society;
(b) Security Management – Emphasizes the general security techniques
and the ethical responsibilities of those involved. The work covers general
security management, security personnel management, operational
management, public relations and the perils of mismanagement;
(c) SAF– An organization under College of Criminal Justice and Sciences
that create and mold the students to become a better leader, to inspire
others to achieve great things, to be a leader, and to promote the unity
and peace inside the organization.
(d) Logistics - Refers to the overall process of managing and planning of
resources, and transported to their final destination. Logistics
management involves identifying prospective distributors and suppliers
and determining their effectiveness and accessibility.
(e) Overall Adviser – A person who is overall in charge of the organization.

ARTICLE IV. POLICIES AND PRINCIPLES


Section 1. The organization shall promote freedom of speech and
expression, but such expression should not be contrary to law.
Section 2. The organization shall exercise unity and cooperation among
each other.
Section 3. The organization shall exercise justice and fairness.
Section 4. The organization shall be a model for other youths in terms of
integrity, honor, dignity, and professionalism.
Section 5. The organization shall boost its confidence and make sure it is
always within standards.
Section 6. The organization shall use communication in promoting
development.
Section 7. The organization shall be gender-sensitive.
Section 8. The organization shall be environmentally conscious.
Section 9. The organization shall exercise transparency in all its policies,
programs, and projects.
Section 10. The organization shall exercise the power to encourage and
make mandatory haircut policy (0 3) for boys from first year to fourth year
and all girls should have the hairnet and blond hair are not allowed. This is
applicable to all law enforcement and security management students.
ARTICLE V. ORGANIZATIONAL STRUCTURE
Section 1. The Students Action Force shall be headed by an overall
adviser and faculty co-advisers. The overall adviser of the organization shall
either the program coordinator of the Bachelor of Science in Law Enforcement
Administration and Bachelor of Science in Industrial Security Management or
through his appointment, any core faculty. Whereas, the four vice- chairpersons
shall be appointed by the program coordinator by the consensus of the core
faculty. The adviser is the manager of the organization who shall oversee the
different phases of the Adviser- planning, staffing, directing, budgeting,
organizing, communicating, controlling, and the like. The faculty co-adviser will
help in making decisions with the officers of the organization.
Section 2. There shall be four vice chairpersons. Two is for internal affairs
and the two external affairs. The vice-chair for internal affairs shall be the
assistant of the overall adviser to oversee internal activities of the organization
such as income- generating programs, community projects, and public affairs.
Section 3. There shall be committees and headed by committee chair and
vice chairs. The function of the committee officers is to make sure the committee
is able to deliver its services efficiently and effectively. The following are the
committees:
a) Membership Committee. This committee is tasked to document
member’s data, make programs for members’ growth, and make any
other policy for membership’s welfare.
b) Logistics and Finance Committee. This committee is in-charged of
budgeting, spending, disbursement, accounting, and auditing.
c) Information and Research Committee. This committee shall make
an information base and shall conduct research to be used in the
promotion of development.
d) Project and Public Affairs Committee. This committee is assigned
to come-up and implement projects that will help boost the name of
the organization and will promote development to the community. It is
also in-charged of any public activities and exposure of the
organization.
e) Income Generating Activities Committee. This committee is tasked
to plan, implement, and evaluate programs which will generate income
for the organization.
f) Disciplinary Committee. This committee shall settle disputes and
conflicts within the organization.
g) Sports and Recreation Committee. This committee is task to
identify, design, implement and oversee the programs relative to
sports and recreation that will boost the skills, mental alertness,
discipline, sportsmanship of the students.

Section 4. The chairperson, the four advisers and the Organization


officers shall be the legislative and the judicial body of the organization.
Section 5. The committee chair and vice chairs shall be the executive
body of the organization

ARTICLE VI. OFFICERS OF THE ORGANIZATION


Section 1. OFFICERS
The officers of the Students Action Force shall consist of a
President, Vice-President, Secretary, Treasurer, Auditor, 2 Public
Information Officers, 2 Business Managers and 2 Representatives
per year.
Section 2. ELECTIONS
a) The election shall be conducted every Monday of last week of
the month of May for regular election.
b) A special election must be conducted as soon as possible
before the end of the school year when a vacancy occur in any
of the positions.
c) The term of office for the President, Vice-President, Secretary,
Treasurer, Auditor, Public Information Officers, Business
Managers and Representatives shall be for one year which is
equivalent to two semesters, but can be elected again in same
or in any position.
Section 3. DUTIES
a) PRESIDENT. The President shall be the second principal
executive officer of the organization and shall in general
supervise and control all of the business and affairs of the
organization. He/she shall preside at all meetings of the
members and the Board of Trustees. The President, the
Secretary or any other proper officer of the organization
authorized by Chairperson has authorized to be executed. In
general, the President shall perform all duties as may be
prescribed by the organizations by-laws from time to time.
b) VICE-PRESIDENT. In absence of the President, or in the event
of his/her inability or refusal to act, the Vice-President shall
perform the duties of the President, and when so acting shall
have all the powers of and be subject to all restrictions upon
the President. Any Vice-President shall perform such other
duties as from time to time may be assigned to him/her by the
President or by the Overall Adviser of the Organization.
c) SECRETARY. The Secretary shall keep the minutes of the
meetings of organization, see that all notices are duly given in
accordance with the provision of these by-laws or as required
by law, and be custodian of the corporate records of the
Council. The Secretary shall keep a register of the post office
address of each member and, in general, perform all duties
incident to the office of secretary and such other duties as from
time to time may be assigned to him/her by the President
and/or the overall adviser of the organization. In addition, the
Secretary shall notify the members of their election to office or
their appointment to committees and keep a record of the
transaction of the Council.
d) TREASURER. The Treasurer shall be responsible for the
supervision of an account of all monies received or expended
by the Organization. In general, the Treasurer shall perform all
the duties incident to the office of the Treasurer and such other
duties as from time to time may be assigned to him/her by the
President or by the Overall Adviser of the organization. He/she
shall report the Board at all meetings, according to a format
prescribed by the Overall Adviser of the organization.
e) AUDITOR. The Auditor shall be responsible for auditing the
financial statements. He/she shall assist the treasurer to
account of all monies that received or expended by the
organization. He/she also perform duties as from time to time
may be assigned to him/her by the President or by the overall
adviser of the organization.
f) PUBLIC INFORMATION OFFICER. The P.I.O shall be
responsible to gather facts and distribute them. They produce
printed papers that has information to post on the bulletin
boards and group chats about their organization for
dissemination to the public. A public information officers
may be responsible for organizing special events such as news
conferences and award ceremonies.
g) BUSINESS MANAGERS. The Business Managers duties is to
help prepare and to approved organization budgets they are
also who controls and directs the personnel and activities of an
organization. By adopting operational plans, carrying out
performance evaluations, and supervising all daily activities,
that strive to keep the efficient and organized at all times.
h) REPRESENTATIVES. The Representatives shall bear a hand
to other officers according to the duties given by the overall
adviser, Advisers or the President. He/she also helps other
officers for organizing events, spread information, and attend
some meetings.

Section 4. COMMITTEES
The President may appoint such committees as are required. The
duties and/or charge to each ad hoc committee shall be specified by
the President or the Faculty Advisers. The duties and/or charge to
standing committees shall be via Resolution by the Students Action
Force Officers.

Section 5. General Duties


The SAF officers will be the policy makers in maintaining the peace
and order and discipline of the students. Officers will have
deliberation before creating policies concerning the student’s
welfare.
ARTICLE VII. QUALIFICATIONS OF THE CANDIDATES
The following are the qualifications of the candidates of any
positions:
Section 1. Must be a bonafide Law Enforcement and Security
Management student of Northwest Samar State University.
Section 2. Must possess good moral character.
Section 3. Must have general weighted average of 2.0
a. The old students (second year to fourth year), will present the
general weighted average of the first semester of the current academic
year, and the first year will present the general weighted average during
the second semester in FORM 138.
b. The eligible for the specific position of President and Vice-
President be either third year or fourth- year students.
ARTICLE VIII. DUTIES, PREVILEGES, AND ACCOUNTABILITIES OF MEMBERS
Section 1. It shall be the duties and responsibilities of the members to:
a. Attend every meetings
b. To vote and to be voted upon
c. Express their opinion
d. To have participation in organizational activities
e. To help their co-members and boost their morale
f. Practice rationality at all times
g. Safeguard all properties of the organization
Section 2. All members shall be entitled to the privileges herein set forth,
without distinction as to sex, social status, religion, and other factors. Each
member has the privilege to:
a. Avail of the use of any property of the organization;
b. Enhance talents and skills within the organization though its
programs and projects;
c. Avail financial subsidy as approved by the legislative body;
d. Attend trainings and workshop for career upgrading; and
e. Develop socially, emotionally and spiritually
Section 3. Any member is accountable during the following conditions:
a. Gross violation of any duty will warrant expulsion from the
organization; expulsion shall be based on the legislative
approval and decision.
b. Wilful destruction of any properties of the organization; it is
payable by the member double the amount of the property.
c. Using the name of the organization in vain; punishable by fine
imposed by the legislative body.

ARTICLE VII. MEMBERSHIP


Section 1. Membership to the organization shall be compulsory to all
Bachelor of Science in Law Enforcement Administration and Bachelor of Science
in Industrial Security Management students.

ARTICLE VIII. AUDIT REPORT


Section 1. The accounts of the organization shall be audited each month
by the Logistics and Finance Committee.
ARTICLE IX. BY-LAWS
Section 1. Each member is obliged to exercise proper greetings in times
of he/she meets another member inside or outside school premises. This is a
sign of camaraderie and respect.
Section 2. The organization shall have a logo to be officially placed on the
organization’s official documents and its design shall be approved by the
legislative body.
Section 3. The organization shall have an official uniform to be approved
by the legislative body.
Section 4. The organization’s official uniform should be worn every 1 st and
last Friday of the month.
Section 5. The organization shall have an Annual Welcome Forum for the
freshmen to welcome them as part of the organization.
Section 6. The organization shall have an Annual Fellowship to
strengthen and promote camaraderie to each other.
Section 7. The organization has the right to collect membership fee
amounting to Php 50.00 which will be utilize for related organizational activities.
Section 8. The organization must conduct a Physical Fitness Test every
Friday.
Section 9. Each member of the organization must submit a Medical
Certification.
Section 10. The organization must attend flag ceremony every Monday
and flag retreat every Friday.

ARTICLE X. AMENDMENTS
Section 1. Any amendments in this contribution and by-law shall take
effect when any of the following is executed.
a. Approval of all the officers of the organization both the
legislative and the executive.
b. When 60% of the general assembly signified its change.
