CONSTITUTION AND BY-LAWS OF

CAMPUS PRIDE ORGANIZATION ( CPO) OF EASTERN SAMAR STATE


UNIVERSITY MAYDOLONG

PREAMBLE
The mission of Campus Pride Organization
Of ESSU- Maydolong is to represent and to serve students. The CPO is the official voice of
LGBTS students opinion and concerns are expressed acting as the students
representative. The CPO emphasizes the importance of academic excellence and promote
general welfare and as well as instill the advocacy of the Equality and Identism.
The Campus Pride Organization (CPO) in exercising authority granted by it’s Constitution
shall conform to rules, regulations and policies, as stablished by the University, and to all
applicable laws of the Republic of the Philippines.
The Campus Pride Organization shall abide Herby solemnly or dim and promulgate this
Constitution.

ARTICLE 1
NAME AND DOMICILE

Section 1: NAME. The organization shall be officially known as CAMPUS PRIDE


ORGANIZATION (CPO) of Eastern Samar State University Maydolong.

Section 2. LOGO.

The Organization shall provide new sell the CPO with the embodiment of Essu Maydolong
sell with the CPO logo added to it.

Section 3: OFFICE.
The CPO office shall be located with in the campus of Eastern Samar State University
Maydolong.

Section 4: Our Values.


A. Social Justice
The organization has its mission to support and represent the LGBTQ
community to promote equal rights and opportunities and respect enjoyed by others.
B. Youth Voice & Action
Give students a voice and opportunities to lead.
C. Empowerment
Foster the development of student leaders for societal improvement.
D. Positive Change
Enhance the communities of ally and LGBTQ people on university campuses.
E. Diversity
Acknowledge and celebrating diversity.

ARTICLE II
DECLARATION OF PURPOSE

The purpose of the CPO shall be to faction as representative body for LGBTQ student to,

A. To participate in policy and decision making to create a culture


Of equality and inclusiveness.

ARTICLE III
MEMBERS

Section 1. Become a Member


A. Open to all LGBTQ student of ESSU- Maydolong
B. Open to all enrolled students of ESSU-Maydolong

Section 2. Membership Eligibility


C. Member shall pay the Membership fee P50.00 pesos
D. Completes membership application form of the organization
E. Must have a good moral character and no pending administrative case
against him/her inside and outside the campus.

ARTICLE IV
FEES/FUNDS

Section 1. Every member of the organization shall pay the membership fee of P50.00 upon
membership, which shall be collected by the treasurer of the organization.
Withdrawal of fund may be done by the President, Treasurer and Adviser of the
organization.

Section 2. The organization may raise funds through contributions and fines from the
membership of the organization and donations of any kind through initiative of the
organization, considered appropriate and legal for the purpose.

Section 3. An absent during the monthly regular shall pay P20.00 as fine. Three
Consecutive late during meeting or practice shall be considered as absent.

ARTCLE V
MEMBERS DUTIES, OBLIGATIONS, RIGHTS AND PRIVILEGES

Section 1. DUTIES AND OBLIGATIONS


A. Every member has the responsibility to abide the laws and rules regulation of
the organization.
B. Vote for Organization matter
C. Behold office with the organization
D. Receive regular information and communication projects
E. Every member must participate actively in all organization activities and
strive for extra-curricular activities.
F. Every member must support and promote the trust and objectives of the
CPO.
G. Every member must pay P50.00 for the membership fee.
H. Every member must exercise his/her rights and responsibilities as a member
of the organization.
I. The members must attend the monthly meeting every first and last Friday of
the month.

Section 2. RIGHTS AND PRIVILEGES

A. It is the right of the member to participate and vote, be voted upon election.
B. It is the right of the member to receive certificate upon graduation.
C. It is the right of the member to be informed by the organization’s plans,
programs, projects, and other activities concerning the organization.
D. It is the right of the member to raise suggestions and complains.

ARTICLE VI
ORGANIZATION OF THE CAMPUS PRIDE

Section 1: COMPOSITION. Students of ESSU-Maydolong may join in Campus Pride


Organization.

Section 2: COMMITTEES. The Campus Pride Organization shall have the following
Committees:
A. Committee on Audit
B. Committee on Finance
C. Committee on Membership
D. Technical Committee
E. Artistic/Sports Committee
F. Committee on Election

Section 3: FUNCTIONS. The following committees shall have the following functions:
A. Committee on Audit:
1. Examine the financial statement prepared by the treasurer to determine
the accuracy of the account as well as the figure appearing therein.
2. Check the flow of fund of the organization.
3. Report to the organization in any case pertaining irregularities for
appropriate actions.
B. Committee on Finance:
1. Responsible in raising fund and solicitations or the purpose of the
organization.
2. Administer and control the inflow and outflow of funds of the
organizations
C. Committee on Membership:
1. Responsible in gathering the necessary data related to all members of
the organization.
2. Responsible for listing the member of the organization.
D. Artistic/Sports Committee:
1. Responsible in directing, choreography, musical arrangement,
production design, graphic, design, coaching officiating officials’
motions, and documentation.
E. Technical Committee:
1. Responsible in providing the set, props, costume, and make-up, lights
and sounds, technical direction, sports materials and first aid.
F. Committee on Election
1. Enforce and administer all laws pertaining or related to the conduct of the
elections.
2. Decide all election cases and proclaim winners of the election.
3. Perform such other functions delegated to the committee as may be
provided by the organization.
4. Maintain independence from the elected officers of the organization

ARTICLE VII
(COMPOSITION, QUALIFICATIONS AND DUTIES, AND FUNCTION OF
CAMPUS PRIDE ORGANIZATION OFFICERS)

Section 1: COMPOSITION. The Campus Pride Organization Officers shall be composed of


the following 1 President, 1 Vice President, 1 Secretary, 1 Adviser , 1 Treasurer, 1 Auditor, 1
PRO, 1 Business Manager, 7 Srgt @. Arms1 Muse and 1 Escort that will serve as the
ambassadors for the organization, All Campus pride Executive and Legislative Council
Officers shall be elected through the nomination of the members.
Section 2: QUALIFICATIONS:
A. Must have a good moral character and no pending administrative case against
him/her inside and outside the campus.
B. Must have the willingness to give time and commitment to the organization.
C. Must be either visual, performing or literacy artist.

Section 3: DUTIES AND FUNCTIONS:


A. PRESIDENT. The President shall perform the following duties and
responsibilities.
1. Plan and make an activity proposal.
2. Attend and contribute to the organization meetings and activities in any
event. Attend 100% of the organization meetings.
3. Responsible for public speaking engagement.
4. Serve on the finance committee.
B. VICE PRESIDENT. The Vice President shall:
1. Perform all the duties od the President in his/her absence.
2. Assist the President
3. Serve on finance committee.
4. Attend and contribute to the organization meetings and activities in any
event. Attend 100% of the organization meetings.
C. SECRETARY. The secretary shall:
1. Attend activities and meetings of the organization.
2. Take a minute at the organization meeting.
3. Keep the attendance records of the Campus Pride Organization
4. Be responsible for all correspondence incidentals to general affairs of the
organization, which includes typing and computer work.
5. Assist the President.
6. Be responsible for the list of the members of the organization.
7. Be responsible of the calendar events of the organization.
D. TREASURER. The Treasurer shall:
1. Manage general account and is accountable for all the funds by keeping
accurate records of all moneys received and all money spent.
2. Attend activities and meetings of the organization.
3. Serve on the finance committee.
4. Collect fines.
E. AUDITOR, The Auditor shall:

1. Verify, audit and examine all financial account of the organization. He/she
shall render a report of his/her audit as may be required by the council or by
resolution of at least 20% of the officers.

G. P.R.O. The P.R.O. shall:


1. Inform the member if there is a meeting to be held. Disseminated upon the
consultation with the adviser and President.
H. SERGEANT AT ARMS. The Sergeant at Arms shall:
1. Be responsible for the peace and order for the organization.
2. Serve as the divider whenever there is a problem between the members.
I. BUSINESS MANAGER. The Business Manager shall:
1. Oversee the activities of the organization.
2. Help prepare and to approve organization budgets.
J. MUSE AND ESCORT. The Muse and Escort shall:
1. Serve as the ambassadors of the organization.
2. Represent the organization wee, to be able to articulate the vision of the
organization.
K. ADVICER . The Adviser shall:
1. Accepts responsibility for keeping informed about activities of the
organization.
2. Advising officers of the organization on the appropriateness and general
merits of policies and activities.

ARTICLE VIII
ELECTION AND TRANSITION

Section 1: The President, Vice President, Secretary, Treasurer, Auditor, Bus. Manager,
PRO, Srgt.@ Arms, Muse and Escort shall be elected through the nomination of the member
of the organization.

Section 2: DATE. Unless otherwise prescribe by the students electoral commission, the
election shall be held yearly on the first week of September.

Section 3: The present officers of the organization shall initiate, administer and supervise
the election.

Section 4: Election shall be done by open forum.

Section 5: A majority vote shall elect an officer of the CPO. In case of a tie, candidates
involved shall break the tie by the presiding officers.

Section 8: Elected CPO Officers shall hold office for one year. A school year covers the first
semester, the second semester and summer.

Section 9: The Implementing Rules and Regulations (IRR) on the conduct of the CPO
Elections will be made by the CPO Electoral Commission (cpoEC) to further discuss the

election matters and be open for amendments depending upon the need of the
Organization.

Section 10: In case a vacancy arises of any position in the organization, except to that of the
President, the same shall be filled up from among the members possessing the necessary
qualifications upon the recommendation of the CPO President with the concurrence of the
organization.

ARTICLE IX
TERM OF OFFICERS

Section 1: Officers of the CAMPUS PRIDE Organization shall hold the office for 1 year for
the purpose of giving the chance to other members.

ARTICLE X
ADVISER

Section 1: It shall be the duty of the adviser to act and participate in all deliberations and
meetings.

Section 2: It shall be the duty of the adviser to act and participate in all deliberations.
However, shall not exercise any voting power during such deliberations but rather serves
only as consultant on any matter under consideration of the organization.

Section 3: The adviser maybe replaced at any time for any act or omission (negligence of
duties, falsification, forgery, etc.) prejudicial to the students upon recommendation of the
president with the concurrence of 2/3 vote of the organization.

ARTICLE XII
MEETINGS, ORDER OF BUSINESS AND QUORUM
Section 1: The officers of the CPO ESSU-Maydolong shall have a regular meeting
every last Friday of the month at 1:00 P.M. The organization shall determine the
place of the meeting.

Section 2: Emergency/Special Meetings may be called by the President as maybe deemed


necessary or may be proposed through the President by 1/3 members of the organization.
Notice shall be made by the secretary at least 2 days prior to the said meeting.

Section 3: The Order of Business of all meetings shall be as follows:

• Call to order
• Invocation
• Roll Call (Optional)
• Reading and consideration of the minutes of the previous meeting
• Reports (by Committee Chairmen)
• New Business
• Other Matters
• Announcement
• Adjournment

ARTICLE XII
RECALL/IMPEACHMENT

Section 1: Any of the following shall be a ground of the impeachment or recall of the
officers:
a. Committing or causing the omission of an act directly or indirectly
against the interest and welfare of the organization.
b. Malicious attacks against the organization, its officers or against a
fellow officer or member.
c. Gross negligence of duty.
d. Willful and culpable violations of the constitution and by-laws.
e. Misappropriation of organization funds and misuse of property. This
without prejudice to the filling of an action against the responsible
officer or officers by any interested party.
f. Three unjustifiable absences from regular meetings.
g. Five unjustifiable absences from emergency/special meetings.

Section 2: The following shall govern impeachment and recall proceedings:


a. Impeachment or recall proceedings shall be initiated by a formal
petition or resolution signed by at least thirty percent (30%) of all
bonafide officers of the organization addressed to the President of
the organization. In case, the subject of impeachment is the
President of the organization, the resolution will be addressed to the
secretary of the organization.
b. The organization shall then convene a general membership meeting
to consider impeachment or recall of an officer.

c. Organization officer against whom impeachment or recall charges


have been filed shall be given ample opportunity to defend
himself/herself before any impeachment or recall vote is finally
taken.
d. A 2/3 vote of the organization shall be required to impeach or recall
officers.

e. A CPO officer impeached shall be considered resigned or ousted
from office and shall no longer to be elected or appointed to any
position in the organization.
f. The decision of the organization on the impeachment or recall
charge shall be final and executor by a 2/3 vote of CPO Officers
present during impeachment trial.

ARTICLE XIII
AMENDMENTS/REVISION

Section 1: Any amendment/s or revision/s of any part of this Constitution may be proposed
by the Campus Pride Organization upon 2/3 vote of all CPO Officers of ESSU-Maydolong at
a special meeting called for the purpose.

Section 2: No proposals for amendments should be made within three (3) years after the
ratification of this constitution.

Section 3: This Constitution and By-Laws may be dissolved only when the organization
seized to exist.

ARTICLE XIV
EFFECTIVITY

Section 1: This Constitution and By-Laws shall take effect immediately after its ratification
by a majority of votes casted by the CPO Officers and members of the organization whose
presence are called for purpose.

OFFICERS AND MEMBERS OF THE ORGANIZATION.
