1. Introduction
Community Agency for Rural Development (CAD) is a Myanmar registered charitable organization
which has been spearheading rural development activities such as “water sufficiency and livelihood enhancement”
with the financial support of (British American Tobacco Company: BAT) in 2015-2016 in Natogyi, Myingyan
District, Mandalay township. Activities include providing seeds to farmers drinking water pond renovation,
provision of livestock (pigs and goats) to poor people, drinking water in school, advancing loans to weavers and
building a bridge over the water way. The golden plain livelihood development services cooperative Ltd (GP)
has been given a chance to evaluate for the accomplished activities within the fiscal year (2015-2016).

4. Methodology
Golden Plain livelihood development services cooperative conducted a survey on the target villages
with prepared questions by meeting the focus group and conduct interview with the key persons to get information.
The results were analyzed using CAD’s criteria for evaluation of development assistance. The following activities
are to be evaluated as follows.

Pond renovation
Nabeta village being in the dry zone had to
depend only on rainfall for farming as well as for
household purposes. The villagers’ fresh water
source is mainly the lake on the northern side of
the village which is now sediment with silts and
sand carried along with rain water. The pond did
not hold much water and dried during the summer
time. Therefore, CAD funded for drenching,
digging and repairing of the old lake in June 2015,
and the whole village helped in the renovation process. Now the villagers are happy because there is enough
drinking and portable water for 103 households. The neighboring Shwe Kyar Inn village also gets drinking and
portable water for 25 HH as well as drinking water for the animals. Leakage in the pond has been repaired and
there is no drying in summer.

Si Thar Village
Villagers from Si Tha village had to fetch
drinking water from a well about half a mile from
the village. Therefore, the villagers had to spend
time to fetch water. Some school children who help
their parents in fetching water lost time to go to
school. Even then, there is not enough drinking
water. CAD provided fund to dig the well near the
school, which is the center of the village. The well
is 250 feet deep and is now in full capacity of
providing enough drinking water for villagers and animals. Drinking water is an important necessity especially
in the dry zone for health and prosperity of the villagers. So this project in Si Tha Village is effective because
good drinking water cannot be expected in every well in dry zone.

village near the school compound and it is to get drinking water at 170 feet depth. The well provides enough
water for the school children as well as for the villagers. The villagers are also happy to get drinking water near
their village even during the summer.

Livestock Projects
In July 2015, CAD supplied livestock
(goats) to 15 beneficiaries in Nabetha, 10
beneficiaries in Shwe Kyar Inn and 20 beneficiaries
in Oh Pon Taw villages respectively with K 60000
to buy one goat for each poor women. Likewise 15
pigs worth K57000 for each pig was given to 15
poor women by drawing lot. In both cases, the
women who received goat or pig have to pay back
the value of the animal to another woman after
selling the animal. The passing on of the animal to
another woman will be considered by the pig and goat raising committee. In this goat distribution project the
number of women who received goat was very few compared to the number of women in Shwe Kyar Inn and Oo
Paung Taw Villages. The goats were distributed in July 2015, and at least one liter should be received from the

gilt. But at present, the owners said they are still in pregnant stage at the time of evaluation in February 2016. The
reason is that they are not fed with supplementary feeds with concentrates and salt, so conception and pregnancy
was delayed.
In dry zone, vegetation for goat-should be grown like subyu (Acaciaarabica), zi(zizyhusjujube),
Bawzagaing (Leucaenaglucaetc) etc., that are adapted to dry zone and goat for supplementary feeding. Villagers
should be encouraged to grow these trees for feeding the goat as well as to improve the environment. This project
duration was only six months and the distribution of goat in the three villages was quite relevant and goat raising
was very effective because the environment is free from goat disease and the goat can graze on thorny bushes
and herbs that grow in dry zone. At present, there is no problem for goat grazing but when there are more goats
in these villages more trees must be planted to raise more goats for supplementary feeding for better growth and
development of the goat. This livestock project is still early to evaluate the sustainability because female goat
mature in 8-9 months in Oak ShitKyin village. 15 poor women are given K 57000 each to buy one pig and after
one year, the beneficiary had to pass on the same amount to another women decided by the pig committee. But
some women who can afford buy 3-4 months old pig instead of 45 days old with her own money with the project
fund, raised for six months and sold the pigs for 2 to 5 lakhs depending on the size to get an income within a short
time and return the project fund to another woman.
In raising fattening pigs, the cost of feeds can amount to 50-60% of the cost when properly fed; so there
must be shops selling feeds like broken rice, rice bran, oil cakes, corn or sorghum to prepare feeds for the pig. If
the pig is not fed well, it will not grow well and tend to be stunted. There was no problem in raising pigs also. In
providing goat and pigs, the number of animals distributed compared to the number of women who received the
animal are very low. When more number of families raise goat and pigs, the villages can buy food and sell the
animals cooperatively to get better price for the feeds and animals.

Seed Distribution
In this project 3 farmers from Nyaung Pin
Tha got 10 pyis each, 1 farmer from Shwe Kyar
Inn got 6 pyis and 3 farmers from Oak Pung Taw
Villages got 12 pyis each of peanut seeds on
18.7.2015 after a half day’s agriculture training held
in Oo Pung Taw Village with staffs from the
Department of Agriculture.
The time of seed distribution in the middle
of July is rather late for the farmers to prepare the
land and the seed was not enough to grow 1 acre of

land. Therefore the farmers decided to grow together with a farmer who can provide 3-4 acre of land so management
can be done by the farmers in turn and share the cost in growing the crop. Harvesting, threshing and cleaning can
be done by the farmers and the harvest can be equally divided among them. Farmer in Nyaung Pin Tha Village
said they harvested a certain amount of peanuts that can be used as a seed in next year planting.
In this kind of seed distribution, seeds should be given in time for sowing and quality peanut seed can be
secured from Magway MAS which is a center for distribution of oil seed in CDZ (Centre Dry Zone).

Furthermore, the school children can grow more flowers and vegetables in the school garden. So this project
improves the health and sanitary condition of the students and teachers by getting enough water for drinking and
washing.
The water purification set provide clean and purified drinking water to part of the school and the staffs
of the Township Education office as well as for those teacher who come to the office from different villages. The
value of drinking water in dry zone cannot be determined. This project actually fulfill the need of the students
and staffs of the high school of township education office in Natogyi Town.

Executive Summary
The evaluation report for Community Agency for Rural Development Organization (CAD) was held
during February 3-6, 2016 in Natogyi Township, Mandalay Division. The project period was from May 21 to 30
December 2015.The activities consisted of renovating the pond for portable and drinking water, digging tube
well for drinking water, distribution of livestock and seeds, building water crossing bridge, support to weavers,
donation of water pump and water purifier and agriculture training. All these projects are made according to the
needs of the seven project villages under CAD intervention including Natogyi Township Education office and
Myoma high School.
The main problem in dry zone is availability of portable and drinking water. Old ponds and wells dry up
in summer and new wells when dug produce salty water. The projects of digging tube wells in Kyar Dwin Bo, Si
Tha and Oak Shit Kyin villages that produce drinking water is a success that benefitted the villagers for getting
drinking water in the village, saves their time in getting water, improve health and hygiene of the villages with
enough water to use.
Renovation of the old pond in Nabeta village benefitted not only in the village but also for nearby
villagers that depend on the pond for drinking water for both people and animals.

village with pigs. The climate conditions for raising goats in dry zone is very favorable for the animals but the
main problem is scarcity of herbs and grass for goats. As just grazing the goats cannot make them grow well for
breeding & gain weight, they should be given supplementary feeds like grains and leaves. Villages should be
encouraged to grow plant like Htanaung, Zi, zygyphus, Aceacia, and jack fruit for goats as well as to improve the
environment.
In case of distributing pigs, it can be a burden to the poor household because pigs have to be fed with
grains and oil cakes for fattening. The cost of feeds in raising pigs can amount to 50-60% of the cost in feeds. So
cost of feeds should be added for those who received the pigs.
In remote villages poor communication can hinder the development. Building a water bridge improved
the communication of Oka Shit Kyin village to other villages in Taungtha. Trading of local products become
easier especially during rainy season and school children can cross the water without any danger and can attend
the school regularly.
Just half day agriculture training is not enough as there are many Good Agriculture Practices (GAP) has
been developed during the last decade that the farmer should know especially in soil improvement and pest
control methods that the farmers are facing at present time. Seeds should be distributed in time so that the
farmers have time to sow to get the maximum benefit from low rainfall especially in dry zone.
The loan support for weaving business in On Pon Taw village which is the main livelihood of the
villagers was very effective because a casual house wife who can do weaving machine can easily weave 4 yards
of plain cloth and earn K 4800 income after doing the household chores. The beneficiaries said that they can earn
more during certain time of the season when they can weave blanket and warm clothes during the cold season.
Therefore they want the loan for 12 months instead of six months to cover the seasonal demand for different
types of cloth. During other seasons, they weave the napkins and table cloth according to the demand of the
buyers. The villages send their products to Taungtha and other neighboring villages where there are no weaving
machines.
Lastly, the project for water pump for Myoma high school and water purification set for Township
education office respectively can improve the health of the students by getting enough drinking water and improve
sanitation for washing and cleaning. Also, the staffs of the Township education office and teachers who come to
the office can enjoy the purified drinking water.
