1.0 PURPOSE
This Procedure to purpose for blasting and painting will be carried out at in PT. PTM for
Mahakam Well Connection (Mechanical) – Tender B (Sub-Package 3) 4600006253 to
prevent corrosion on the external surface of steel by painting and coating.

2.0 SCOPE
This procedure cover the execution of blasting and painting for carbon steel piping, structure and
equipment for Project Mahakam Well Connections at CPU, NPU, SPU and Handil Base Contract
No. 4600006253.

3.0 DEFINITION

5.2 QA/QC Painting Inspector


QA/QC Painting Inspector is responsible to carry out test and inspection of all blasting and
painting coating including material specification, to check that surface profile , nominal
thickness of paint , air temperature and humidity and paint system refer to the procedure
and specification , and also to prepare the daily inspection report.
Inspectors shall be certified by an approved organization. Inspector shall be certified in
1 accordance with NS 476 (Inspector Certified level II) or equal to NACE level II at the
minimum.
5.3 Blasting & Painting Operators
Blasting/Painting operators is in charge of the operation and responsible for the equipment,
personnel carry the blasting and painting work as per approved procedure, company
specification, and HSE requirement.
Operators shall be certified by an approved organization.
5.4 HSE Inspector
HSE Inspector is responsible for monitoring compliance of overall HSE plan on Emergency
Response Procedure (ERP) at site. Any unsafe condition encountered shall be addressed
and corrected, and to be brought in the daily safety toolbox talk conduct by himself for safety
awareness.

6.0 CONDITION FOR WORK AND METHODOLOGY


The area of dry blasting, painting will be executed in yard and/or site

6.2 Methodology
6.2.1 Surface Preparation
6.2.1.1 Inspection surface preparation for painting
All sharp edges shall be rounded (minimum radius >2mm) w/grinding.
Care shall be taken to ensure that there is no interstice, not inaccessible
area, etc.
All oil or grease checked and shall be removed by solvent cleaning.
Weld spatter and remains of temporary welds, deposits or surface defects
shall be eliminated by appropriate means; removal by deep grinding is
subject to the approval of the company.
Equipment that is not to be painted or liable to be affected by the presence
of abrasives or paint shall be protected by covering them properly during
blasting and painting.
All surfaces not to be coated shall be protected by covering them properly
during blasting and painting.
For any surface – blast cleaned on the construction site, all dust must be
removed using industrial vacuum cleaner before the application of the paint.
The compressed air supply used for blasting shall be free of detrimental
amounts of water maintained from the compressed air shall be such that air
atomizing guns will not deposit oil or water when directed onto a clean
surface for 60 seconds.

Blasting abrasive material shall be dry clean, and free from contamination
such as dust, dirt, clay and other extraneous matter and packed in hermetic
bags.
Blast cleaning shall not conduct on surface if there is a chance that the
atmospheric conditions getting wet after the completion of blasting.
Humidity check
Blotter test should be conducted and shall be performed and recorded, to
determine the compressed air supply contain water or oil.
6.2.1.2 Quality of Abrasives
Abrasives shall be sealed in watertight packaging. Any product delivered in
defective packaging shall be rejected. Product must be stored at shelter,
protected from rain and moistures.
Volcano sand to be used as abrasives
Conductivity of abrasive shall be less than 150 micron Siemens/cm as per
ASTM D 4940. Contamination including chlorides according to IDO 8502-6
and ISO 8502-9 : 30 mg/m2 maximum.
The use of Copper slag and silica sand is strictly prohibited.
6.2.1.3 Blast Cleaning

All surfaces to be coated shall be blast-cleaned according to:
a) The grade of cleanliness ( ISO 8501 standard )
Surface preparation shall be “near white blast cleaning” or grade of
Cleanliness SA 3. Grade of cleanliness SA 3 Visual can be compared
by ISO 8501-1: Pictorial surface preparation standards for painting
steel surfaces.
The surface profile Ra (Anchoring profile: G medium according to ISO
8503 standard. Roughness meter with adapted cut-off vision tactile
surface profile comparator).
After blast cleaning, all dust must be removed using a vacuum
cleaner before application of the paint in order to achieve the
maximum dust level 2 acceptable for each paint system (ISO 8502-
3). Dust level check shall be recorded.
All blast cleaned surface shall be coated before the deterioration of
the “Grade of Cleanliness”. In any surface that has been blast-
cleaned shall be primed on the same day, and before the
deterioration of the relevan “grade of cleanliness” at maximum 4
hours. Before painting works commence, checks for the
contamination of the surface by salts shall be carried out (ISO 8502-
1 6 & ISO 8502-9) plus ferrous contamination for stainless steel
surfaces.

Stainless steels shall be segregated, carbon steel supports for orage


shall be systematically painted, and lifting equipment shall prevent
iron contamination.
Stainless steel surfaces to be coated shall be etched or degreased
and blasted.
b) Any oil, grease, dust of foreign material present on the surface after
surface preparation shall be removed before painting. If rust
reappears on the surface shall be re-blasted.

6.2.2 Paint Application System


6.2.2.1 Qualification of application procedure for each system.
One month before work commences, all the selected system shall be applied
on test plate representative of the structure to be painted.
The system shall be applied in the presence of the Supplier of the paint
and the Company representative, in climatic conditions that are as similar
as possible to worst case conditions that can be foreseen during the work on
the construction site. Application shall be performed by the painting specialist
who will be responsible for application during the work, using the same
equipment that will be used during the work. When the painting systems are
fully cured, visual inspection and adhesion testing shall be carried out to
confirm that the performance of the painting systems meet those specified
for each system.
6.2.2.2 Material Painting Handling and Storage
The quantities of paint and thinners required to perform the entire job shall
be procured before the work commences, except in cases where the shelf
life of the product is less than the anticipated duration of work.
Thinners, solvent, etc, shall be stored in suitably ventilated fireproofed
building, separate from other painting consumables and store as per
manufacture’s recommendation.
The products shall be delivered in their original sealed packaging and stored
in such conditions as to avoid their degradation (controlled temperature, etc).
The packaging shall be clearly marked with the product description date and
the expiry date.
The product shall be completed with batch No. Certificate and Material safety
Data Sheet (MSDS)
The expiry dates from the fabrication dates are:
- For Zinc Ethyl Silicate : 6 months

- For other products : 1 year
- Specific cases: according to manufacturer’s recommendation with
Company approval.

6.2.2.3 Weather Condition


The system shall be applied based on the supplier of the coating products
guidelines, in climatic conditions that are as similar as possible to worst on
to the construction site. Application during the work, paint shall not be
applied on surfaces when:
- Temperature of the substrate is less than 3ºC above the dew point.
- The relative humidity is more than 85% RH
- The weather is rainy or foggy, except under shelter, and subject to
verification of the atmospheric conditions,
- The minimum and maximum temperature of the ambient atmosphere
and the substrate are out with the limits given in the product data sheets.
- The surface is wet or damp from water or condensation.
6.2.2.4 Paint Application.
- The paint shall be applied evenly to produce a smooth coating of the
requirement uniform thickness.
- Zinc ethyl silicate.
1 During application, the product shall be stirred at all times.
Before the subsequent coat is applied, this primer shall be subjected to
a MEK test as per ASTM D4752 to ensure that hydrolysis is complete. If
complete hydrolysis is not obtained within eight days of application, the
coating shall be completely removed and re-applied.
- Brush marks shall be avoided with priming paints, each coat of paint
shall be thoroughly dry before the next coat is applied any oil, grease,
dust water or foreign matter deposited on the surface after the surface
preparation exist, The surface shall be again cleaned in accordance with
the specified method.
- During painting, adjacent surfaces shall be protected from paint
splashes and other blemishes. If blemishes should occur they shall
cleaned or repaired.
- Defective painted surface if any shall be cleaned and repainted
completely.
- Excessive paint spots or strakes which may be formed shall be removed
immediately.
- Finish painted surfaces shall be uniform and smooth
6.2.2.5 Application Method
Paint maybe applied by one or a combination of the following method of
application below or manufacture recommendation.

- Hand Brush and roller brush paint for stripe coat, touch up, or small
repair
- Conventional Spray
- Airless spray.
Before painting, apply stripe coats by brush to all corners, sharp edges,
bolt or riverheads, etc. With the same product than this to be applied on the
surface to be painted.
The only exception is inorganic zinc silicates where only post touch shall be
1 applied using the repair system primer (zinc rich epoxy primer).

6.2.2.6 Drying
No coat of paint shall be applied until the preceding coat completely dried
(minimum and maximum time between coats is indicated on product data

sheet and MHK-COMP-SPE-EP-COR-0350).
No drier shall be added to paint unless specified by Pertamina Hulu
Mahakam.
6.2.3 Test Procedure
6.2.3.1 Blotter Test
In order to ensure that the compressor and the compressed air line used is
proper, a blotter test shall be performed at the initial stage of the operation.
White absorbent material, such as several layers of cotton cloth, or a piece
of white blotter paper is required in the performance of the test.
Procedure:
- Test the air supply using either the absorbent or non absorbent
collector to determine
- the presence of oil or water and moisture traps in air suplay.
- Hold the blotter or test material in the a stream for a minimum of
one minutes. The Blotter or test material should be held within a
distance of 600 mm from the source of the air stream being tested
(Refer to ASTM D4285)
- If air from the abrasive blast nozzles is being tested, make sure
that the abrasive source is cut off and that only air is coming our of
the nozzle, prior holding the blotter or test material in front of the
nozzle
- If air is being discharged at several locations drawing from a
common manifold source, it is not necessary to test the air
cleanliness at each location.
- Examine the test material immediately after the test is completed
for evidence of contamination, oil or moisture. Examination should be
made visually.

6.2.3.2 Air compressor pressure test near blasting nozzle by hypodermic needle
gauge
Air compressor pressure shall be checked periodically in order to ensure
that the air pressure is sufficient as per manufacturer recommendation.
6.2.3.3 Conductivity Test (ASTM 4940)
Conductivity test procedure as following :

- Conductivity Gauge
- Abrasive Material
- Stop Watch
- Glass Jar/Beakers
- Strring Rods
Procedure :
- Rinse glass jar / Beakers, Stirring rods with reagent water until tests
show the rinse water has a conductivity 5.0 micro semen’s/cm
- Calibrated Conductivity meter with water solution standard
- Add 300 mL of abrasive to 300 mL of water and stir for 1 min with a
stirring rod.
- Let stand for 8 min and then stir again 1 min.
- Measure conductivity test result with conductivity meter gauge
6.2.3.4 Substrate contamination test (water soluble test) ISO 8502-6&9
Excessive amounts of water soluble salts cause osmosis, blistering of the
paint coating.
Materials required for the test are as following:
- Bresle Sampler, 12.5 sq. cm.
- Syringe 5 ml
- Stop Watch
- Needle for the syringe
- Conductivity gauge
- Thermometer
- Plastic cup
- Distilled Water
Procedure:
- Remove protective backing and foam center from bresle patch

- Apply patch to surface, press firmly around perimeter of patch to


ensure a complete Seal.
- Fill syringe with 3 ml of deionised water
- Insert syringe into patch through spongy foam perimeter near its
edge. Hold the Needle at approximately 300 to the test surface,
bending the needle if necessary.
- Inject 1.5 ml of deionesed water into patch. Do not remove syringe.
- After a suitable period of 10 minute suck the solution back into the
syringe and then Immediately re-inject back into the patch
- Repeat step 8 until at least four injection/sucking cycle have been
completed
- At end last cycle extract as much solution as possible and remove
syringe from patch
- Measure conductivity of solution using Conductivity Meter gauge
6.2.3.5 Measurement of roughness
Surface preparation shall be measured to a degree of Sa 3 which when
viewed without magnification, the surface shall be free of all visible, grease,
dirt, dust, mill scale, rust, and paint coating. Any remaining traces of
contamination shall show only as slight stains in the form of spots or stripes.
The uniformity of roughness compared with surface profile comparator (ISO-
8503) and Measurement taken by roughness dial gauge.
The anchoring profile is required G medium.
Measure the anchor profile to evenly a few spots through out the surface.
6.2.3.6 Dust level test shall be maximum level 2 as per ISO 8502-3
Procedure:
- At the beginning of each series of test, remove and discard the first
tree turns of tape from the roll and then remove a place about 200mm
long.
- Touching the adhesive side of the tape only at the ends, press about
150mm of the freshly exposed tape firmly on the surface under test
- Place the thumb across one end of tape and move the thumb, while
maintaining a firm pressure at a constant speed along the tape three
times in each direction. So that each stoke takes between 5 and 6
second. Remove the tape from the test surface, place it on an
appropriate display board and cause it to adhere to the board
by rubbing with the thumb
- Assess the quantity of dust on the tape by comparing visually an
are of the tape with equivalent –sized areas of the pictorial references
in figure-1

6.2.3.7 Measurement of WFT


- The method of WFT and shall refer to product data sheet.
- The coat thickness shall be in accordance with the client specification
or design data of manufacturer’s recommendation.
- Wet Film Thickness (WFT) shall be measured with Wet Film Comb
ELCOMETER 112. WFT measurement must be immediately taken
when painting application is finished.
- WFT measurement shall be recorded.
6.2.3.8 Measurement of DFT
- The method of WFT and DFT measurement shall refer to SSPC PA2
with minimum thickness is 100% and maximum 150% of specified
thickness.
- The coat thickness shall be in accordance with the client specification
or design data of manufacturer’s recommendation.
- Each thickness coat and total thickness coats shall be checked five
separate spots in ten square meters area. On each spot make three
readings at less than 1” distance by moving the probe a short
distance for each new gage reading. Take the average of the three
gage readings as the spot measurement.

- Dry film thickness (DFT) shall be measured with digital coatings


thickness gauge Elcometer456. Calibrated as well. Calibration shim
shall be available as well.
- Minimal allowable of dry film thickness shall be at least 100% of
the specified thickness and the maximum dry film thickness shall
not exceed 150% of the specified thickness the DFT valve of spot
measurement is taken from average/arithmetic mean of multiple
gauge measurements.
- DFT measurement shall be recorded.
6.2.3.9 Cross Cut Test
- Applied minimum once every monthly and determined randomly for
coating system with thickness less than 200 micron.
- Cross cut test is made with cutting the film to the substrate,
pressure-sensitive ASTM tape is applied over the cut and then
removed.
- The test shall be carried out with ISO 16276 - 2.
- Acceptable rating are Class 0.
The acceptance criteria from PERTAMINA HULU MAHAKAM Specification
(MHK-COMP-SPE-EP-COR-0350 ) or International standard code shall be
followed.

7.0 PRODUCT AND SYSTEM APPLICATION


7.1 System Application
Important warning:
- Painting system with minimum level of solvent shall be preferred.
- Lead chromates in paint are strictly forbidden.
- Maximum operating temperature given in table hereafter could be different
depending chosen supplier.

8.0 CHECK INSPECTION, ACCEPTANCE AND REPORTS


8.1 Checks
Throughout the duration of work, contractor’s Quality Control Department shall be check
the following points and record the result in its quality control report.
 Construction Quality:
o All sharp edges shall be rounded (minimum radius >2mm )
o Form, Quality and continuity of welds.
 Surface Preparation Quality:
o Grade of Cleanliness: SA 3 according to ISO 8501-1
o Cleanliness: no grease or oil, dust maximum level 2 (quantity rating 2 max,
particle size class 2 max.) according to ISO 8502 – 3.
o Anchoring profile : Grit medium (G) according to ISO 8503-1 & 2
 Water soluble salt maximum 30 mg/m2 and 20 mg/m2 for immersed surfaces
according to ISO 8502-6 & 9

 Climatic conditions for application: temperature of substrate is at least 3º C above
dew point, and maximum humidity 85% RH
 Conductivity of abrasive < 150.10-6 Siemens/cm according to ASTM D4940
 The minimum or maximum temperature of the ambient atmosphere and the
substrate are out with the limit given in the product data sheets (usually 10⁰ C for
epoxy based paint and 5⁰ C for acryl-polyurethane topcoat).
 Wet film Thickness for each coat immediately after application
 Number of coats DFT of each coat and of final system according to ISO 2808 and
ISO 19840
 Compliance of specimen plates ( 1ea per equipment per painting system )
 Adherence
o The tests shall be carried out only when the system is completely dry and
fully cured.
o System with DFT less than 200 μm: cross-cut test class 0 according to ISO
16276-2.
o System with DFT above 200 μm: pull-off test according to ISO 16276-1:

Unless specified in the system sheet in Company Specification, the minimum
values acceptable are 3 Mpa for checks made with mechanical equipment
(type Ersad, Satec, or equivalent ) and 5 Mpa for checks made with hydraulic
equipment (type PAT or equivalent). The equipment must be fitted with a
gauge indicating the pulling force.

 Visual inspection results : no defects as orange peel, cracking, bubbling, pinholes,


runs and sags, blistering, etc.
 Illumination of Internal painting work and inspection.

The quality and quantity of lighting required to perform internal painting work and
inspection shall refer to SSPC SP 12.
 Inspection Test Plan.
An inspection test plan including all the points of Appendix 1 of Company
Specification shall be prepared and submitted to Company for approval. The
Inspection Test Plan shall clearly indicate frequency of testing for each check.
8.2 Company Inspection
Company inspector shall have free access to storage areas, workshop yard where the
works will be performed contractor shall also provide company inspector with all office
facilities necessary for the execution of his work.
8.3 Provisional Acceptance
For provisional acceptance, company shall check that all inspection set out in section 9.1
have been carried out and that all result all satisfactory
8.4 Record and Report
Painting daily record shall be prepared by Painting Supervisor and Painting inspector will
inspect of painting product name, weather condition, sands quality i.e size /mesh, square
meter of paint area .Painting report shall be prepared by painting inspection every conduct
the inspection stage and witnessed by Client PERTAMINA HULU MAHAKAM.
