RESPECTFULLY ENDORSING THE INTENTION OF THE PROVINCE OF CEBU TO

PURCHASE AMBULANCES AND MINI-DUMP TRUCKS TO BE FUNDED BY THE

LOCAL GOVERNMENT SUPPORT FUND (LGSF) – OTHER FINANCIAL ASSISTANCE,
TO LOCAL GOVERNMENT UNITS UNDER THE DEPARTMENT OF BUDGET AND
MANAGEMENT.

WHEREAS, Honorable Vincent Franco “Duke” Frasco has initiated a program of

aiding the Provincial Government of Cebu in securing additional ambulances and mini
dump trucks thru alternate means. During the congressional budget hearing for 2020,
he has recommended to the Appropriations Committee, Fifteen Million
(Php15,000,000.00) Pesos as Local Government Support Fund (LGSF) – Other
Financial Assistance (OFA) to support the Province of Cebu in purchasing ambulances
and/or mini dump trucks. A copy of the recommendation is attached as ANNEX “A”;

WHEREAS, Local Budget Circular No. 122 dated January 31, 2020, had been
issued by Secretary Wendel E. Avisado, entitled, “Guidelines on the Release and
Utilization of the Local Government Support Fund – Other Financial Assistance to Local
Government Units in the FY 2020 General Appropriations Act, Republic Act No. 11465.”
A copy of Local Budget Circular No. 122 is attached herein as ANNEX “B”;

WHEREAS, the LGSF – OFA shall be exclusively used to fund the eligible
programs and projects of local government units enumerated under Special Provision
No. 5 in the FY 2020 General Appropriations Act (GAA) – Republic Act No. 11465 –
that include the purchase of ambulances, trucks, mini dump trucks and/or
multicabs;

WHEREAS, subscribing to the said Special Provision No. 5 of the LGSF – OA in

the FY 2020 GAA, and thru the assistance of Honorable Vincent Franco “Duke”
Frasco, the Provincial Government of Cebu has identified vehicles to be purchased
that will augment the health capacity of Provincial Hospitals especially during the
present health crisis;

WHEREAS, the proposed project for purchase of ambulances and mini dump
trucks was adopted by the Sangguniang Panlalawigan and the same was included in
the duly approved Local Investment Development Program and Annual Investment
Program of the Province of Cebu for CY 2020;

WHEREAS, funds for the proposed projects will be culled from local sources
and the national budget particularly from the LGSF – OFA to Local Government Units
under the Department of Budget and Management;

WHEREAS, one of the requirements for the release of the Local Government
Support Fund to the Province of Cebu is a Sangguniang Panlalawigan Resolution
endorsing the projects proposed for implementation;

NOW, THEREFORE, on motion of Hon. Glenn Anthony O. Soco, duly seconded

by Hon. John Ismael B. Borgonia, be it RESOLVED, as it is hereby RESOLVED, to
ENDORSE to the Department of Budget and Management the following priority
projects – purchase of ambulances and mini dump trucks worth FIFTEEN MILLION
(PHP15,000,000.00) PESOS – of the Province of Cebu for funding under the Local
Government Support Fund – Other Financial Assistance to Local Government Units.
