PROJECT DESCRIPTION AND LOCATION

The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive
waste treatment processing facilities designed and constructed by Bechtel for the Department of
Energy (DOE). The facility will process the Hanford Site tank waste and put the waste into a
stable glass form. The processed waste will be shipped to other sites for depository.

The Project site is located at 200 East Area of the Hanford Site near Richland, Washington, along
the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Sand
and silt exist as surface materials. Ambient temperature is (-) 23 degrees F minimum to 113
degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project
design life is 40 years.

SCOPE OF WORK
The scope of work for supplying the Head Flow Instruments (Orifice Plates) includes design,
fabrication, furnishing, testing, and delivery of instrument component. Supplier shall have full
responsibility for compliance with all requirements of applicable specifications and codes that will
be included in a purchase order.

The orifice plates design and construction shall meet the requirements of the applicable ASME,
and API standards listed below.

For general service the following orifice plate types shall be considered:
Thin, concentric, square edged orifice plates should normally be provided for liquid, gas or steam
service.

For special services the following orifice plate types shall be considered:
Eccentric or segmental orifice plates may be used in special services and horizontal runs where
concentric orifices cannot be used. Eccentric orifice plates should only be used to allow
entrained gases or liquid in two phase flows to flow through the orifice plate instead of building up
in front of it.

Segmental orifice plates shall only be used for slurry services unless otherwise will be specified in
the Buyer's instrument datasheets.

Supplier shall perform instrument testing and inspection required to verify compliance with
the specifications calculations. Instruments designed and fabricated shall meet the specified
requirements for each system or component.

QA REQUIREMENTS
Potential bidders should provide, in electronic format, some documentation that describes their
company’s Quality Assurance program. A summary, or table of contents of the program, similar
evidence will be satisfactory. The information may be emailed to wtpacqui@bechtel.com.

The successful bidder will have to be registered with Bechtel at which time they would have
submitted their Quality Assurance Program for review by the project team. Before they may be
awarded a P.O. the QA Program must meet the specific requirements on the QA data sheet of
the Material Requisition. For QL MRs, the QA Program requirements are based on ASME NQA-1
2000. The bidder must have the ability to demonstrate satisfactory implementation of their
Quality Program to be considered for an award. For CM MRs, the QA Program requirements are
based on DOE Order 414.1C.
