TECHNICAL SPECIFICATION FOR A.C.

WATT – HOUR METERS

1.1 GENERAL :

The A.C. Watt-Hour Meters offered shall be suitable for operation in a 415V,
3-phase, 4-wire, 50Hz. supply system with the neutral solidly earthed and
having a tolerance to + 6 percent on voltage and + 4 percent on frequency and
a fault level of 31 MVA.

The Electricity Meters shall be manufactured and tested to fully comply with
the requirements of the latest issues of IEC/BS EN 62052-11 and IEC/BS EN
62053-11 Publications in all respects, unless otherwise specified.

1.2 TECHNICAL SPECIFICATIONS :

1.2.1. The Electricity Meters for use in Kuwait are required to be well and
substantially made so that they will maintain their accuracy over many
years in the rigorous and severe climatic conditions of the site as
detailed in clause 2.3 of Section -2.

1.2.2. The Electricity meters shall have the relevant IEC/BS EN number and
the following inscription in addition to all other name plate details as
per the IEC/BS EN in a legible manner.

1.2.3. The Electricity Meters shall be of modern design incorporating latest


technology for the electromagnetic electricity meters to ensure
sustained high accuracy on balanced and unbalanced loads. The meters
should have firm terminals suitable to make easy electrical connections
during testing as well as permanent installation ensuring adequate and
durable contact; low speed or two-disc rotors with jewel/magnetic
bearings; temperature compensated brake magnets of high coercivity;
stepless and easily adjustable calibration facilities accessible from the
front. The voltage coil soldered points shall be isolated and protected.

1.2.4. The meters shall have metallic or high temperature withstanding


polycarbonate housing. Polycarbonate housing must be guaranteed for
three years minimum.

1.2.5. The meters shall be of class 2 accuracy or better.

1.2.6. Current transformer operated meters shall be supplied complete with
ring or bus-bar type transformers for each phase if offered with current
transformers. They shall be of Class 0.5 accuracy and be according to
IEC 60044-1 in all aspect unless otherwise specified elsewhere. The
orifice dimensions of the CT’s should be as given below:

Bus-bar passing through CT.

Each Tenderer shall indicate the orifice dimensions in their offer,


without which the offer will be rejected. The shape of core shall be
either circular or rectangular.

1.2.7. The counter shall be of the drum type with six figures of whole units
and not tenths of units. Tenths of units are not required in Kuwait. The
counter shall have only metallic gear.

1.2.8. Instrument transformer operated meters should read the PRIMARY


energy directly by taking into account the transformer ratios. There
should be no multiplying factors except where x 10 or x 100 are
necessary, in which case the multiplication factor shall be indicated by
marking one or two zeros on the dial at the end of the line of counter
figures with commas inserted, marking off each three figures, so that
correct total primary energy consumption can be read easily.

1.2.9. Diameter of bore in terminals of current transformer operated meters


shall not be less than 5 mm. Terminal bore diameters of directly
connected meters shall not be less than 6 mm. for ratings up to 50
Amperes, not less than 8 mm. ratings up to 80 Amperes and not less
than 11 mm. up to 125 Amperes.

1.2.10. Current transformer terminals shall be impeded inside the current


transformer body and provided with non drop fixing screws (set
screws). External bolts and nuts will not be accepted.

1.2.11. The connection polarity (terminal identification symbol) of the current


transformer shall be engraved with a different colour on the transformer
body to avoid wrong connection of the current transformer. Stickers on
the terminals will not be accepted. The terminal name shall be identical
as mentioned on the connection drawing supplied inside the KW-Hour
Meter.

The terminal sequence shall be as follows:-

a) For single phase meters:

1.2.12. Each transformer must have a suitable sticker having the transformation
ratio and the technical data of the transformer.

1.3 GUARANTEE :

Each offer shall be accompanied by a guarantee signed by the manufacturer


that all the Electricity Meters and the Current Transformers and all parts and
components thereof like, will give continuous trouble free service at Kuwait’s
extreme ambient temperature (550C) and weather conditions (100% RH), and
any Electricity Meter/Current Transformer and/or any parts/components
thereof that will fail, malfunction or burn out within a period of three (3) years
will be replaced free of charge. Without such guarantee, the offer will not be
considered.

1.4 TECHNICAL DATA TO BE SUBMITTED WITH THE OFFER :

a. All the technical schedules filled correctly and fully.

b. Drawings showing full details and dimensions of each type and size of
Electricity Meter and each size of Current Transformer.

c. Catalogues and other technical literatures.

d. Other documents, guarantee’s etc., as specified in different clauses of the


specification

Unless the above documents are submitted with the offer, the offer will not be
considered.

1.5 SAMPLES :

The tenderer shall submit ONE sample from each type of the offered KW-
Hour meters along with the offer and this shall be in its original packing. If
current transformer operated meters are offered , then in addition to the meter a
set of three current transformers shall also be submitted with one set for each
item offered. All samples are non-returnable and shall be free of charge.

Offers without the proper samples and technical information (As per clause 1.4
and the schedule of technical data) will be rejected.

1.6 REQUIRED DATA :

The successful tenderer shall collect and submit in hard and soft copies all the
required data i.e. Serial Number, Type, Rating, Meter Digits, Company Code,
and Year of Manufacture of each KW-Hour meter and current transformer in
Excel format. MEW shall arrange and assign the field length of each data and
code identification.
