In exercise of the powers conferred by Section 18 of the Pakistan Water


and Power Development Authority Act, 1958, (West Pakistan Act No. XXXI of
1958), the Pakistan Water and Power Development Authority is pleased to make
the following Rules regulating recruitment to the Pakistan WAPDA Accounts
Service and prescribing conditions of service for the persons appointed thereto
namely:-
THE PAKISTAN WAPDA ACCOUNTS SERVICE RULES, 1966.
PART-I. GENERAL

1. Short Title, (1) These Rules may be called The Pakistan


Application and WAPDA Accounts Service Rules , 1966.
Commencement
(2) They shall apply to the Authority’s direct
recruits, except those engaged on contract for
specified period.

(3) They shall come into force at once.

2. Definitions In these Rules, unless the context otherwise requires,


the following expressions shall have the meanings
hereby respectively assigned to them. That is to say:-

a. “Authority” means The Pakistan Water and


Power Development Authority:-.

b. “Appointing Authority” means the authority


specified in rule 4 ;

c. “General Manager Finance” means the


General Manager Finance(Power)/*General
Manager Finance (Co-ord) / General Manager
Finance (Water) as the case may be ;

d. “Initial Recruitment” means appointments made
otherwise than by promotion or transfer ;
e. “Recognized University” means any University
incorporated by law in Pakistan or any other
University declared by the Authority to be
recognized University for the purpose of these
rules, and
f. “Service” means the Pakistan WAPDA Accounts
Service.

PART –II - RECRUITMENT


3. Constitution The cadre posts of the Service shall be posts specified in
and column 2 of Appendix ‘A’ to these rules, and such other

will be made by the Member (Finance) WAPDA.
Appointments to the posts of B&AOs in Accounts
Power/Water/Coordination Wing will be made by General
Manager Finance (Power)/General Manager Finance
(Water) / *General Manager Finance (Co-ord).
(c) ***Appointments to the posts of ****Assistant
Budget & Accounts Officer (BPS-16) and Divisional
Accountants will be made by the General Manager Finance
(Power), *General Manager Finance (Co-ord) and General
Manager Finance (Water).

(d) Appointment to the posts of Jr. Clerks, Accounts
Clerks and Accounts Assistants on all Pakistan Basis will
be made by the *General Manager Finance (Co-ord),
General Manager Finance (Water) and General Manager
Finance (Power).
The Project Directors/Chief Engineers/ Chairman, Area
Electricity Boards with the prior approval of the General
Manager Finance (Power) and General Manager Finance
(Water), will also appoint Junior Clerks, Accounts Clerks
and Accounts Assistants against the vacancies available at
their projects strictly in conformity with the qualifications
as laid down at item No. 8, 9 and 10 of Appendix ‘A’ of
WAPDA Accounts Service Rules, 1966.

5. Method of (1). Appointments to the post of General Manager


Recruitment Finance (Power),*General Manager Finance (Co-ord)
and General Manager Finance (Water) will be made
through Selection by the competent authority as
prescribed in rule 4 (a)

(2) a. **Appointments to the post of Director (Budget


& Accounts)/ Dy. Manager Finance/Comptroller-
IBP/Director Accounts Area Electricity Board
will be made by the Member (Finance) on the
recommendations of a Selection Board***
comprising:-
1. Member (Finance) Convenor
2. Managing Director (Admn) Member
3. G.M. Fin. (Power) Member
4. G.M Finance (Water) Member
5. G.M Finance (Co-ord)* Member
6. Chief Auditor Member.
b. Appointment to the posts of Dy. Directors
(Budget & Accounts)/Senior Budget and
Accounts Officer) will be made by the Member
(Finance) on the recommendations of a
Selection Board*** comprising:-

(3) Appointments to the posts of Divisional Accountants
and Assistant Budget & Accounts Officer (B-16) will
be made by the competent authority as prescribed in
Rule 4 (b) and 4 (c) on the recommendations of a
Board** consisting of:-
1. General Manager Finance (Power)
2. General Manager Finance (Water) and
3. General Manager Finance (Co-ord)*

(3) (a) Appointment to the posts of Assistant Budget


and Accounts Officer (B-16) and Divisional
Accountants in Accounts Power Wing will be
made by the competent authority as prescribed in
rule 4 (c) on the recommendation of a Board**
consisting of:-
1. General Manager Finance (Power)
2. General Manager Finance (Water) and
3. General Manager Finance (Co-ord)*
4. (i) The appointments to the posts of Accounts
Assistants, Accounts Clerk and Junior Clerks

shall be made by General Manager Finance
(Power) / Water and *General Manager Finance
(Co-ord) on the recommendations of a Selection
Board** consisting of:-
1. G.M. Finance concerned Convener
2. DF (A&R) Member
3. DF (Admn) concerned Member
4. Dir / DD (Estab) HR&A Member
(ii) Appointments to the posts of Junior Clerks,
Accounts Clerks and Accounts Assistant shall also
be made by the Project Director/Chief
Engineers/Chairman Area Electricity Board with
the prior approval of the General Manager Finance
(Power) and General Manager Finance (Water), on
the recommendations of the Selection Committee
consisting of Project Director / Chief Engineers /
Chairman Area Electricity Board/Director Budget
and Accounts/Director Accounts Area Electricity
Board/Senior Budget & Accounts Officer.
(iii) Appointments will be made strictly in accordance
with the qualifications as laid down against item
No. 8, 9 and 10 of Appendix ‘A’ of WAPDA
Accounts Service Rules, 1966.
(5) Vacancies to be filled by promotion shall be filled by
selection on merit with the due regard to seniority
from among members of the Service eligible for
such promotion in accordance with the provisions
contained in column 4 of Appendix ‘A’.
Provided that, wherever the passing of Departmental
Promotion Examination is also a pre-requisite for
promotion, a holder of cadre post who does not pass
the said examination shall not be eligible for
promotion.

Note:- Separate seniority of Accounts Staff upto the


rank of Assistant Budget & Accounts Officer (B-16) in
both Water and Power Wings shall be maintained.

Provided that 20% vacancies are reserved for
accelerated promotion without regard to seniority and
on purely merit basis i.e on the basis of excellent service
record outstanding academic and professional
qualifications and highest integrity (See Guidelines
at Appendix ‘B’).

(6) If an eligible candidate for a cadre post which is to


be filled by promotion is not available, the post
shall be filled in such manner as the Authority may
determine provided that if the post is filled by an
official other than an official on deputation from
Government/Semi Autonomous body the basic
qualifications laid down in column 3 of Appendix
‘A’ will apply.

(7) Vacancies of cadre posts in the service, when


required to be filled by initial recruitment, shall
normally be advertised in the manner prescribed by
the Authority from time to time. In making initial
recruitment the appointing authority shall keep in
view the rules framed by the Authority from time to
time to ensure equitable original representation.

(8) The Provincial/Regional quota as prescribed by the


Government of Pakistan from time to time will be
observed whenever direct recruitment for Grade-17
and above is made under these Rules.

3. BPS 18 to 19 ****05 years service in BPS 19 or
25 years service in BPS 17, 18 &
19 with at least two years in BPS

b. The upgraded officers shall hold the same post but with a
changed designation of next inline post affixing the word
of “Additional” e.g. Additional
CE/SE/Director/RE/XEN/DD etc.
c. The upgraded officers shall exercise the financial powers,
if already being exercised by them, 50% in excess to their
original post under WAPDA Book of Financial Powers
after Finance Wing makes necessary amendments in the
Book of Financial Powers.
d. The upgraded officers shall remain under the administrative
control as per their original structural hierarchy.
6. Age *No person who is less than eighteen or more than twenty
five/twenty eight years of age shall be appointed to any
post in BPS-16 and below/BPS-17 and above, in the
Service by initial recruitment.
Note-I:- Upper age limit of 25/28 years is relaxable upto
35 years in case of employees of
Government/Autonomous/ Semi-Autonomous Bodies or
candidates with higher post graduate qualifications or
experience with the prior approval of Managing
Director/Member concerned in each case. Relaxation in
age beyond 35 years will rest with the Authority.
Note-II**
(i) (a) Upper age limit is relaxable upto a maximum of
3 years for those candidates belonging to
scheduled Castes, Budhist Community,
Recognized Tribes of the Tribal Areas, Azad
Kashmir and Northern Areas.
(b)***Upper age limit is relaxable 10 years upto the
age of 55 years for those Government Servants /
Wapda employees who have completed two
years continuous Government /Wapda Service on
the closing date for receipt of application.

(ii) Where a candidate is entitled to age relaxation
under more than one categories specified above,
he shall be allowed relaxation in age only in one
category.

(iii) *At the instance of Government of Pakistan on


account of Ban on Recruitment, Authority has
relaxed the maximum age limit prescribed for
initial recruitment in Recruitment Policy/Service
Rules of WAPDA for the time being in force by a
period of five (5) years for appointment to all
posts. This relaxation shall be over and above the
relaxation of age admissible to candidates.

(iv) **Relaxation in upper age limit to the Officers


(BPS-17 & above) in respect of Central
WAPDA / NTDC shall only be granted by
Authority and case shall be routed through
respective Member / MD. Powers delegated to
Members / Managing Directors in relevant
Service Rules in connection with Age Relaxation
from BPS 1 to 16 employees shall continue to be
exercised by them. However, each relaxation so
granted may be intimated for information of
Chairman through GM (C&M) Water / Power /
***DG (HR&A) so that a common treatment
prevails in all dealings of WAPDA / Corporate
Entities.
CEOs of all DISCOs and GENCOs shall
continue to exercise powers for age relaxation
upto 03 years as per PEPCO office order No.39-
58/C/DDA/PEPCO dated 14.02.2006. However,
cases for age relaxation beyond 03 years upto 35
years shall be referred to Member / Managing
Director concerned and cases beyond 35 years
age relaxation to Authority.

7. Qualifications 1. No person shall be appointed to a cadre post by
initial recruitment unless he possess the
qualifications and experience prescribed for the
post in column 3 of Appendix- ‘A’

2. No person, not already in the service of the


Authority shall be appointed to a cadre post
unless he produces a certificate of character from
the principal/academic officer of the academic
institution last attended, and also certificates of
character from two other responsible persons, not
being his relatives who are well acquainted with
his character and antecedents.

3. No person shall be appointed to a cadre post unless


he gives a written declaration to the effect that he
has not been screened out or otherwise removed for
misconduct or as the result of a disciplinary
measure from Government or other statutory body
or the Authority’s own service or by any other
employer. If the declaration is subsequently
proved to be false than, notwithstanding anything
contained in these rules, his services shall be liable
to termination without notice.

4. No person shall be appointed to a cadre post unless


he is declared medically fit by such Medical
Officer as may be prescribed by the Authority.

PART-III CONDITIONS OF SERVICE

8* Probation of (1) (i) A person appointed to the service by initial


Recruitment/ recruitment or transfer shall remain on

next higher grade shall be appointed on
probation for a period of one year in the
first instance.

Explanation Officiating service and service spent on
deputation to a corresponding or a higher
post may be allowed to count towards the
period of probation.

2 If the work or conduct of a member of the


service during the period of probation has
been unsatisfactory the appointing authority
may, notwithstanding that the period of
probation has not expired, dispense with his
services if he has been appointed by initial
recruitment and if he has been appointed
otherwise, revert him to his former post or if
there is no such post, terminate his services
without notice.

3. On completion of the period of probation of a


member of the service, the appointing
authority may declare him regular in his
appointment, or if his work or conduct has, in
the opinion of the appointing authority, not
been satisfactory or he has failed to fulfill the
conditions of probation.

a. If he is directly recruited dispense with his


services, or

b. If he is a promotee or transferee revert him


to his former post.

c. Extend the period of probation by a period not


exceeding two years in all (including the
period of initial probation) and during or on
the expiry of such period pass such orders as
it could have passed during or on the expiry
of the initial probationary period.

Explanation-I If no order has been passed by the day


following the completion of the initial
probationary period, the probation shall be
deemed to have been extended.

Explanation-II If no order has been passed by the day on
which the minimum period of the probation
expires, probationer shall be deemed to have
been declared regular in his appointment with
effect from the date of initial appointment.

4. Notwithstanding anything contained in Clause


3, no person shall be declared or be deemed to
have been declared regular in his
appointment unless he successfully completes
such training and pass such departmental
examinations as have been or may hereafter
be prescribed by the Authority.

person the appointing authority, subject to the
provisions of sub-rule (d) below may, (1)
declare him ‘Regular’ in his appointment with
effect from the date of his initial appointment
to the Service or may, (2) extend the period of
probation by a period not exceeding two years
in all, including the initial period of probation,
and during or on the expiry of such period,
pass such orders as it could have passed
during on the expiry of the initial period of
probation.

Explanation-I
If no orders have been passed by the day
following the completion of the initial period
of probation, the initial period of probation
shall be deemed to have been extended.

Explanation-II
If no orders have been passed by the day on
which the maximum period of the probation
expires, the probationer shall, subject to the
provision of sub-rule (d) below, be deemed to
have been declared ‘Regular’ in his
appointment to the Service with effect from the
date on which the period of probation was last
extended or may be deemed to have been
extended.
d. Notwithstanding anything contained in sub-
rule (c) above, no person shall be declared or
be deemed to have been declared ‘Regular’ in
his appointment unless he successfully
completes such training and passes such
departmental examinations as may be
prescribed by the Authority, as a condition
present to declaring him ‘Regular’ in his post.

9. Seniority (1) The seniority inter-se of the member of the Service


in the various grades thereof shall be determined.

(a) In the case of a member appointed by initial


recruitment in accordance with the date of
entry in service made by the Authority, except
in those cases where a different seniority is
specifically determined by the appointing
authority at the time of recruitment, in the case
of members appointed otherwise with
reference to the dates of their continuous
appointment therein.

Provided that if the date of continuous


appointment in the case of two or more
members of the service is the same, the older
official shall rank senior to the younger official
or officials.

(2) The seniority in the various grades of the Service
of the members appointed by initial recruitment
viz-a-viz those appointed otherwise shall be
determined with reference to the date of
appointment to such vacancy in the case of the
official appointed by initial recruitment, and to the
date of continuous appointment against such
vacancy in the case of the official appointed
otherwise, provided that if the two dates are the
same, the official appointed otherwise shall rank
senior to the official appointed by initial
recruitment.

10* Change in Place Notwithstanding anything contained in these Rules,


of Service, or in any other general or special order of the
Appointment, Authority, the whole time of member of the service
Designation, shall be at the disposal of the Authority and he shall

Federal Government or Provincial Government or
local Government or a Corporation or a body set up
or established by any such Government, if so
ordered by the Authority, by general or special
order.

Provided that where a member of the service is


required to serve outside the Authority , his terms
and conditions of service as to his pay shall not be
less favourable than those to which he would have
been entitled, if he had not been so required to
serve.

11. Termination of (1) The services of the member of the Service may be
Service, terminated without notice, on the abolition of a post,
Retirement and or a reduction in the number of posts in a cadre or
Designation grade. The person whose services are terminated
shall be the one who is most junior in such cadre or
grade.

(2)* A member of the Service shall hold office until he


attains the age of superannuation, unless he is
sooner retired under the Pakistan Wapda
(Retirement for service) Rules, 1979, or is
dismissed, or removed or retired from service in
consequence of award of punishment under the
Pakistan WAPDA E&D Rules, or is removed, or
retired from service under any other law in force,
or on acceptance of resignation by the competent
authority.

12. Punishment and In matters relating to discipline, punishment and

have been or may hereafter be issued by the
Authority from time to time.

13. General In all matters no expressly provided for in these


rules, members of the service shall be governed by
such rules, orders or instructions as have been or
may hereafter be issued by the Authority.

14. Amendment or The Authority shall have powers to amend or relax

15. Delegation The Authority may delegate all or any of its Powers
under these rules to any officer subordinate to it.

Appendix B

GUIDELINES FOR ACCELERATED PROMOTIONS

Accelerated promotions shall be made only in case of exceptionally


outstanding employees mainly keeping in view the performance of the individuals,
who fulfill the following basic/qualifying conditions. No specific quota is fixed for
such promotion. However, an upper limit has been laid down. Accelerated
promotion in a particular grade shall not, in any case, exceed 20% of the over all
promotion in that grade.
2. *These guidelines for accelerated promotions shall be applicable in case of
promotions to all the grades from Grade-5 onwards upto Grade-19.
3. An employee who fulfills the following basic/qualifying conditions will be
eligible to consideration for accelerated promotion:-
a. **Basic Conditions

(1) He must have completed the prescribed years of service in that


grade as laid down in the relevant Service Rules for promotion to
the next higher grade;
(2) In present rank during last five years, three ACRs should be
‘Very Good’ and two ACRs be ‘Outstanding’ by two different
officers.
(3) He should have passed the DPE in maximum two attempts
without failure.
(4) No inquiry/disciplinary action should be pending against him.
(5) No major penalty during entire service and no minor penalty in
present rank/grade have been awarded to him.

b. **Qualifying Conditions:- An employee must secure five points, from


the following list of grade points, to qualify for accelerated promotion:-

(1) One point for each ‘outstanding’ ACR in the 4 Points


existing Grade upto a maximum of four points.
(2) One point for advance increment in the existing 2 Points
grade for good work, upto a maximum of two
points.
(3) For securing First Prize (WAPDA’s Meritorious 3 Points
Performance Shield)
(4) For securing Second Prize (WAPDA’s Meritorious 2 Points
Performance Shield).

(5) For securing Third Prized (WAPDA’s Meritorious 1 Point
Performance Shield)
(6) Sanad Hussan-e-Karkardgi (Once in a grade). ½ Point
(7) Quarterly Performance Award ½ point
(8) Ph.D degree, if obtained during service, in any 2 Points
branch of Engineering, Scientific, Social Sciences
etc. in the relevant discipline.
(9) M.Sc. in Engineering (if obtained during service) in 1 Point
relevant discipline.
(10) Mandatory training is compulsory. No Point

**4. Other Conditions

a.An employee who is otherwise senior in the list of candidates being


considered for accelerated promotion and fulfills the above conditions
shall not be superseded by an employee junior to him in the service, who
may have otherwise obtained more points than the senior employee as
contemplated in para 1 of the Guidelines.
b. An employee shall not be allowed to get more than one accelerated
promotion through out his career in Wapda Service.
c. After accelerated promotion, the employee shall serve the department for
at least three years from the date of promotion.
d. A senior employee who subsequently gets promotion shall not claim
seniority in the higher rank over the employee who has been given
accelerated promotion.
**5. Promotion Board

a. Accelerated promotion cases upto BPS-15 to be dealt with by the CE/DG


Incharge of Administration
b. Accelerated from the BPS-16 to 19 to be handled by CM Cell concerned.

**6. Competent Authority: Competent authority and accelerated promotion
