A RESOLUTION TO PROVIDE MARGINALIZED COMMUNITIES ACCESS-TO- CAPITAL THROUGH

“INCLUSIVE BUSINESS” TO BENEFIT FROM THE EMERGING BAMBOO ECONOMY

WHEREAS, a Bamboo Economy has emerged given the development of Processing Technology, it’s
suitability as construction material, and a demand from developed Countries for processed Bamboo
amidst Wood Shortages worldwide;

WHEREAS, a Giant Bamboo Variety growing wild in Mindanao has been certified and accepted as
technically viable;

WHEREAS, there are wide lands to cultivate Giant Bamboo in the Ancestral Domain of Indigenous
Communities – a particularly vulnerable Sector the Government seeks to prioritize with Economic
Opportunities to increase the IP Sector’s Incomes, reduce Insurgency, and improve Peace and Order;

WHEREAS, although much progress has been achieved by Government Financial Institutions in
developing Agricultural Loan Programs, there is minimal attention or Initiative to THE NEED TO
CAPACITATE deserving Marginalized Sectors such as Indigenous Communities to access the Bank’s Loan
Funds- an indispensable “Social Cost” which Government must underwrite since Private Sector will not
shoulder this cost;

WHEREAS, the Concept of Inclusive Business “ to engage the Marginalized in the Core Business of
Business” has produced many successful Models in the Philippines and Worldwide through the Market
Access, Technology Transfer, and coaching on Book-keeping and Admin- Benefits that the new
Corporate- Local Community relationship provides. Not as Beneficiaries of Business Foundations, but in
the new relationship as Partners of the Corporation – transformed by the Community’s ability to access
Capital.

BE IT THEREFORE RESOLVED AS IT IS HEREBY RESOLVED:


That Government Financial Institutions provide Monetary and Institutional Resources to capacitate
deserving Marginalized Communities such as Indigenous Peoples to join the Bank’s Loan Programs and
access the Funds;

That GFI’s operationalize this by piloting “Inclusive Business Development Centers” with the Private
Sector for a “Start-Up” period to demonstrate the Center’s Income generation potential through
Services such as organizing supply-chains for Companies (ie Contract-Growing) – thereby becoming
financially sustainable in the near future.

That we demonstrate the above with the first “Inclusive Business Development Center” in
Malaybalay, Bukidnon to support the growth and expansion of the Bamboo Economy; and expand to
other Provinces and Crops from there.
